St Clement Danes, London – Sunday 7 April 2019

We have again be asked to join the congregation at the annual Church service to commemorate the formation of the Royal Air Force. This will be held on Sunday 7 April 2019 at 1100hrs with people being asked to be seated by 1030hrs. There are spaces for 30 Standard Bearers so if you would like your branch to be represented I would be grateful if you could get details to Cat Brooks-Price in the Area Office on [email protected] or 0116 268 8784 as soon as possible but by no later than 20 February 2019. Standard Bearers plus one guest are invited to attend the Reception at the Royal Courts of Justice following the Service, to take place 1215-1330hrs. Additional to Standard Bearers, there are a limited number of tickets for guests to attend so if you wish to go, please contact Cat with your request by no later than 20 February 2019.

Branch Newsletter Competition Entries for this competition must be received no later than 1 February 2019. We have seen some excellent newsletters from across the whole Area, so I hope that all Branches decide to enter the competition. To enter, please send at least two examples of the newsletter, together with details of how many issues there are per year and the average distribution per issue. These conditions must be met prior to consideration by the Judges. Please submit all entries to Area Headquarters.

Santa Fun Runs

Nine Santa Runs were held on RAF Stations in December with RAF Benson having 70 runners made up of families as well as the Station Commander and his senior leadership team. The costumes were enhanced with sun glasses and lots of colour. RAF Benson raised £550 and our thanks and appreciation goes to station for such an excellent event.

RAF Coningsby

On 20 December the RAF Coningsby RAFALO Team took part in a cyclothon at Boston Market. They cycled a distance of 522 miles which is the equivalent to the distance between Boston and its twin town of Laval in France.

Code of Conduct

Our members, in 388 branches worldwide, are at the heart of the Association. We’re 74,000 people, all standing together because it’s the right thing to do. It’s safe to assume that we all agree on our mission to support the RAF family in times of need, but we are individuals and we have our own opinions and we all act in different ways. A variety of views, beliefs and behaviours is healthy and to be encouraged, yet sometimes things can go awry. For this reason, our members, through Council, have developed a Code of Conduct, which is based on the shared values of the RAF and the Association: Respect, Integrity, Service and Excellence. The Code sets out the standards members would expect of each other and it’s there to protect our Association and all its stakeholders. It applies to all members, whether as an individual or as a member of Council, area council, regional, branch or branch club committees. Please do have a read of the Code of Conduct. If you feel that someone has breached the code, you can make a complaint by following the complaints policy. Where a complaint is upheld, sanctions may be applied in accordance with the members’ administrative procedures. These documents can be found here: www.rafa.org.uk/conduct/

The following YouTube link will cover the main topics such as care and maintenance of your standard and equipment, standard bearer dress, ceremonial positions and drill movements. Branch Property Issues Branches with property should by now have received the fire risk assessments and building surveys; these have been sent out to the Branch Chairs by email. If you haven’t received the reports for your branch, please contact James Early on [email protected]. Once the fire risk assessments and building surveys have been received they should be the subject of discussion by Branch Committees. Notably, the fire risk assessments are accompanied by action plans detailing the work required and these should be completed and returned to HQ within 30 days of receipt. Even where work cannot be completed within this period, the action plan should identify what actions the branch and club has taken and are planning. Council has asked for regular updates on branches’ responses to fire risk assessments in particular and Area staff will therefore be following up with branches on an individual basis. A number of common themes emerged from the fire risk assessments, including poor record keeping and lack of training. To support Branches (and Clubs) an Association Fire Safety Log Book has been developed. These provide guidance on fire safety and provide forms on which checks and tests should be recorded. Please ensure the Log Book is shared with all of those who have any responsibility for fire safety at the property. A fire safety workshop took place at Annual Conference, and a copy of the presentation is available on the Members’ Portal, under Documents / Association Governance / Risk Documents. Those Branch officials who were unable to attend the workshop will find the presentation of use in their role and as a Branch and Club training resource. Finally, branches will be pleased to note that a new property grant application process has been developed. The process and application form are also available under Risk Documents on the Members’ Portal.

Form 1056 and 1056A Branches are reminded that in accordance with Branch Regulation (BR) 23, Annual General Meetings should take place between 1 January and 31 March, and accounts together with 1056/1056a forms should be sent into the Area office. You can find blank documents attached to this newsletter. Unfortunately, there are still a number of 1056 and 1056A forms outstanding for 2018. Letters have been sent to the individual branches from the Area Director.

Branch and branch club accounts and Charity Commission In accordance with Branch Regulation (BR) 32, branch and branch club accounts as at 31 December, including a report from the auditor or independent examiner, should be forwarded to the Area Headquarters no later than 31 March the following year. Unfortunately, there are still some outstanding and those branches will be receiving a letter in the near future. Your attention is also drawn to Byelaw 10(1) b, which states that a branch shall be entitled to be represented at Area and Annual Conference of the Association, providing that its audited accounts for the preceding year have been submitted to Area Headquarters, no less than ten days before the first day of Conference. Lapsed members As of 3 January 2019, the Area had 945 ordinary members and 1119 associate members who had not yet renewed for this year. It is incumbent upon all of us to try and recover these lapsed members. Once again we ask all branches to make every effort to personally contact those of their members who have not yet renewed. It should not be forgotten that a personal visit or phone call to someone who has not yet renewed their membership may highlight an underlying welfare problem.

Personal data privacy – branches and clubs

The General Data Protection Regulation (GDPR) came into force on 25 May 2018 and it replaced the current Data Protection Act 1998. Every organisation that collects and uses personal information about individuals must comply with and act in accordance with GDPR. It is a legal requirement. Data protection is not just about complying with the law (although that is a very good reason), it is there to protect individuals. At the RAF Association, we want to ensure that when we contact our members and supporters, they are happy to be contacted and we are not regarded as a nuisance. The same is true when branches and clubs contact members. We also want our members to trust us with their personal information and we want them to trust that we won’t lose it, let it be stolen or shared with other organisations that they would not expect. Meeting data protection requirements supports our reputation – both nationally and locally at branch and club level and we depend on our reputation to help raise funds to provide our services to the RAF family. The Director of Governance and Risk has produced a series of GDPR bulletins containing helpful guidance on minimising personal data use within the branch and only requesting and sharing the minimum amount of personal data required to achieve the specific task. The GDPR bulletins have been sent to all Branch Chairman and Secretaries and are also available on the Members’ Portal on the Association’s website. Please contact the Area Headquarters if you have any specific queries and/or challenges.

Volunteering update

Sam Squire, Area Volunteer Co-ordinator, South East and Eastern Area and Northern Area Although the festive season is over, the New Year brings with it many new possibilities for 2019. Many of us make New Year’s resolutions to try something new, to embrace new challenges and to perhaps help someone else in our local community. Indeed January can be a difficult time for those members of the RAF family facing loneliness and isolation, with the Christmas festivities over, short days and dark nights, and the prospect of warmer weather still some way off. Therefore, if you are thinking of making a meaningful new year’s resolution then 2019 could be the ideal opportunity to consider volunteering in support of the RAF Association. Volunteering is both exciting and rewarding, with a range of different roles and opportunities available across the South East and Eastern Area.

To: All branches South East and Eastern Area Conference 29 to 31 March 2019 -The Woodlands Event Centre Wyboston Lakes I am writing to provide you with information on the Area Conference 2019. The South East and Eastern Area Conference is also one of the conferences being used to pilot a combined Area and Welfare Conference. You will be given the opportunity to contribute to the discussion on the current initiatives and future plans for the Royal Air Forces Association, in addition to having time to catch up with friends and colleagues. The Woodlands Event Centre, Wyboston Lakes is situated in a central location in Bedfordshire with excellent road and rail transport links. Good car parking is available and we will be the main guests in the event centre. The venue has access to a spa, golf course and is within easy reach of St Neots and Cambridge. The 2019 Conference will include business relating to the governance and administration of your Association, but just as importantly, the weekend will give all members the opportunity to come together in friendship and to have an enjoyable time with likeminded people. With this in mind, we have planned a formal gala dinner evening for the Saturday night which will include entertainment and an awards ceremony. A full agenda will be sent out to attendees in March 2019 but in brief the Welfare Seminar will take place on the Friday afternoon, along with some workshops to be confirmed nearer the conference, with the Area Conference commencing on the Saturday morning. Pre-Conference procedure The following information is provided as a guide to the pre-Conference procedure and to advise on general arrangements. Please note that delegate packs will be sent directly to the registered delegate and resolutions will be distributed to all branches and registered delegates from 11 March 2019. 1 Elections In 2019 there will be elections to the Area Council. 2 Branch representation All branches who wish to send a representative and/or a standard bearer to the Conference must register for Conference – see point 6 how to register. 3 Expenses Conference expenses: In accordance with Byelaw 27, the reasonable expenses of a branch committee, including those of its members attending meetings and of any delegates from the branch to Area or Annual Conferences, may be reimbursed from the branch. If any branch is experiencing financial hardship they should contact their Area Director for assistance. No branch should be deterred from attending Area Conference because of financial challenges. 4 Resolutions and Branch Efficiency Competition Please complete pages 13 and 14 below and submit them to South East & Eastern Area Office, Atlas House, 41 Wembley Road, Leicester, LE3 1UT or [email protected] by Friday 1 February 2019. 5 Key Dates for 2019 1 February Closing date for Conference registration 1 March Distribution of the Conference pack to delegates. 6 Booking your accommodation: The Woodlands Centre has 120 rooms with six accessible rooms and the Association has negotiated a competitive dinner, bed and breakfast rate for the whole weekend. The price below includes your Friday lunch for those attending the Welfare Seminar, Friday dinner (informal), accommodation (Friday and Saturday night), breakfast and lunches (Saturday and Sunday), a formal gala dinner Saturday night, car parking and connection to the venue’s WI-FI.
