He has complained to the Hibiscus Coast Municipality about the illegal dumping on the same road. “The leak has been happening since last year. Many thanks to the roads department for trying to assist with a temporary solution, but the road just gets washed away again. “This is a monthly occurrence and affects other holiday establish- ments and flats on the road. The Caltex garage below Valley Road also has to bear the brunt of the flood. Rampookar said millions of litres of water is wasted and adjacent properties have been washed away. “Guests at the lodge cannot enter due to the roads. It is affecting busi- ness in the area and the value of the properties. I have also contacted the ward councillor, but no perma- nent solutions have been brought forward.” He added that when he called protection services to complain about the illegal dumping, he was told to jot down the registration numbers of the vehicles. “I don’t have the time. I’m trying to run a bed and breakfast. If the reservoir is not fixed and the road not tarred, I will lose business. “How can the South Coast flourish if municipalities do nothing to help?” Tourism CEO Justin Mackrory said the situation needed to be ad- dressed promptly. “Any situation that comprises the accessibility of an establishment needs to be addressed in the best in- terests of tourism and the customer.” Ugu spokesperson Sipho Khuz- wayo said: “An intermittent fault on the reservoir inlet control mechanism was discovered causing the reservoir to overflow and a section of Valley Road to wash away. The inlet mecha- nism has been modified and our tech- nicians are closely monitoring the situation.” The Hibiscus Coast Municipality did not comment on the dumping. ‘Dagga woman’ andburglar arrested>> Alleged dealers preferred mode of transport is public taxiPOLICE have made two ar-rests this week, starting with a45-year-old woman who had20kg of dagga in her posses-sion.

The woman was travellingin a taxi from Port Shepstone toQwabe Location on Mondayevening when Constable Zime-la Xaba from Hibberdene andSergeant Mtobeni Ngqulunga,Constable Bigboy Xaba andConstable Gugu Mkane fromSouthport SAPS acted on infor-mation received.

“They searched the taxi andarrested a woman who had inher possession two bags filledwith dagga,” said policespokesperson Lieutenant-Colonel Zandra Wiid.

In a separate incident, Ser-geant Mtobeni Ngqulunga andConstableGraciaMokoenafromSouthport police arrested oneman on Tuesday for possessionof stolen property. “They sawthreemenwalking on the rail-way line in the Umzumbe area.The men were carrying somegoods,” said Wiid. When the

police approached them, twofled leaving behind a 35-year-manwith a flat-screen TV, Play-Station, surround- sound sys-tem, DVD player and otheritems. After questioning theman,policeestablished that theitems were stolen from a house

they had broken into earlier.The owner was contacted

and has yet to open a case ofhouse breaking. The suspectwill be charged for possessionof stolen property and will ap-pear in court soon.

A WOMAN was seriously in-jured after she fell down a 60-metre embankment in Sug-armill Road, Port Shepstone onMonday morning.

“Exact detail as to how sheended up falling down the em-bankment is still speculation,”said Netcare 911 spokespersonChris Botha.

Netcare 911, provincialparamedics and the SAPSSearch and Rescue Unit had to

clamber down the embank-ment with their equipment tostabilise the injured female.

“After immobilising her in aspecialised stretcher theyhoisted her back up to the roadwhere an ambulance took herto hospital,” said Botha.

PORT Shepstone detectives are investi-gating several fraud cases where perpetra-tors contact businesses online or via cell-phones and then submit fraudulent proofof their “companies”.

The fraudsters then order merchan-dise such as furniture and building mate-rial from the businesses and request quo-tations for goods they want to order.

After a while the suspects confirm theorder and request delivery of the goods.

“A middle man is used to receive thegoods. The suspects then will contact theparticular business and send a “fraudulentconfirmation” of payment, but in factthey never make any payment into thebank account of the business,” said policespokesperson Lieutenant-Colonel ZandraWiid.

“The business suffers an actual loss asthere will be no funds available to com-pensate for the goods delivered. Businessowners are urged to be alert and not fallfor this trap,” she said. — Supplied

Beware of newbusiness scam

A HEFTY reward is being offered toanyone who has information on the mur-der of South Coast businessman RobinBothma.

Bothma was murdered during a rob-bery at his Uvongo home in April 2013.

He was shot and killed while his wifewas in the house. His family is offering aR150 000 reward for information thatwill lead to the arrest and conviction ofthe perpetrator or perpetrators.

During investigations detectives fromMargate SAPS discovered that a safecontaining a substantial amount ofmoney was also taken from a businesspremises belonging to Bothma. This is aseparate incident, but police have reasonto believe that both cases may be linked.

A SINGLE mother of two has expressed her disap-pointment with the Port Shepstone court, sayingshe has hit a dead end with her maintenancecase.

“I’m sure I’m not the only single mother inPort Shepstone going through this,” she said.

Her ex-husband, who has allegedly dodgedcourt dates and has even had a criminal sum-mons issued to him, refuses to pay maintenance.

“In May 2011, I lodged forms for maintenanceagainst my children’s father. From there it hasbeen nothing but one obstacle after the next totry to claim maintenance from him,” she said.

Since 2011, she has received only R600 for herchildren aged eight and 11.

At the time, the man’s employer paid themoney directly into her account.

Last August, Port Shepstone court issued acriminal summons for the father.

The case was set for 25 September, but it waspostponed due to an appeal for legal aid.

The mother said she had the same responseon 1 November 2013, 15 November 2013, 5 Decem-ber, 2013, 20 January and 3 February.

“I was at court at 7.30am on the third. Heonly showed up at 10.30am after someone fromthe court phoned him and asked him to come.”

“He promised that he would pay R1 000 inApril, but I knew this was just another emptypromise. When I told the prosecutor this she said‘he is trying to make an effort’.””

The mother then appeared in front of a magis-trate and withdrew the case.

“I was tired. I had had enough. I was shatteredas my children are the ones being deprived andbeing let down.”

In the meantime the woman and her childrenmoved in with her elderly parents because shecan no longer make ends meet and her parentsare not in a position to help them financially.

“My argument is, where are the rights for thechildren? Why is nothing being done to peoplelike this? I“I am the one left to negotiate withschools and people when money needs to bepaid.

“I have to explain to the schools why there isa living parent, and he refuses to give me informa-tion in order for me to get an exemption for schoolfees. Why does he still have so many rights?”

The National Prosecuting Authority was askedfor comment, but none was forthcoming at thetime of going to press.

Single mother’smaintenance woes

A FAMILY who recently lost theirhome and belongings in a firesaid they are overwhelmed withthe assistance they have receivedfrom Hibiscus Helping Hands.

The Fever featured the storyabout Shantal Pillay (29) andPatrick Fruin (33) on the frontpage last week, detailing how thefamily’s home was gutted.

All they had left after the blazewas the clothing they were wear-ing.

Pillay, who went back into thehouse to find their identity docu-ments, sustained serious burns toher face.

“When people came in with allthese donations, our hearts werefilledwith joy again.Wehad noth-ing after the fire,” said Pillay.

The couple have five childrenaged three, six, nine, 11 and 13.

“I am so overwhelmed and

thankful. I don’t know how I couldever thank Hibiscus HelpingHands and everyonewho has giv-en us items and assisted us,” she

said. She added that there wereseveral items donated includinga bed, clothes, blankets, food,dishes and the like.

Hibiscus Helping Hands is runby Corne Low, Carol Warren,Nicole Van Tonder and SueHulley.

Its main focus is to provideemergency assistance to familiesthat require food or clothing.

“It is important to stress thatwe are not an ongoing supportstructure forcontinued assistanceand we are currently in the proc-ess of being registered as a non-profit organisation,” said CorneLow.

She added that the organisa-tion is currently looking for bedsfor families with children.

“We aim to get local businessesto contribute on a monthly basisonce the organisation’s own bankaccount is established this week,”she said.

Armed robberies inSouthport andPumulaSOUTHPORT police are investigating twohouse robberies following two attacks inthe area on Tuesday night.

In the first incident, A 66-year-oldfemale woke up at around 11.15pm whentwo armed intruders walked into hertent in the caravan park in Mellville andpointed a gun at her.

“She was forced to hand over herlaptop, a handbag and a purse withcash, identity book and bank cards. Theyfled without harming her,” said policespokesperson Lieutenant-Colonel ZandraWiid. In a separate incident, a 66-year-oldmale woke up to dogs barking at hishome in Pumula.

FOURUgudisastermanagementand fire service trucks havebegun to service the Ugu dis-

trict and local municipalities afterarrival last week.

UDM municipal manager DDNaidoo said the trucks were boughtthrough a municipal grant that wasreceived from the KZN Departmentof Co-operativeGovernanceandTra-ditional Affairs.

The vehicles will be used toco-ordinate disaster and fire man-agement services within UDM’s sixlocal municipalities.

At thehandover on Mondayweremayors from local municipalitiesand Isuzu Delta representatives.

Ugu Mayor Ntombifikile Gumedesaid the district municipality has

experienced many disasters andfires which have left many victims inthe area.

“We wanted to boost our disasterand fire management capacity —that is the reason why we havebought these fire trucks. The pur-chase of these fully equipped truckscost us in the region of R2,2 million,”said Gumede.

“Currently we have four trucks.We at least need seven more trucksand the total must be 12 trucks inorder for us to be able to say we areready for any disaster or ravagingfire,” said Gumede.

The trucks will be allocated totheUmzumbe, Ezinqoleni, Vulameh-lo and Ugu District municipalitiesas they havenever had their own firetrucks and had to rely on HibiscusCoast, Umdoni and Umuziwabantumunicipalities for help.

THE Road Accident Fund (RAF) willlaunch its service agreement with theHibiscus Coast Municipality (HCM) andthe Sanco Development Institute(SDI) at the Uvongo Town Hall onMandela Day, Friday 18 July, and willcommit itself to fixing potholes on theSouth Coast.

RAF spokesperson Sello Mosothosaid their Durban office will host amini RAF roadshow in Port Shepstoneas per its service agreement.

Mosotho said their visit is part of acommunity outreach programme to as-sist and asks that people attend theevent with their IDs or driver’s licences.

“We also want to promote roadsafety through our pothole-fixingproject.”

He added that the RAF will assistthe community with lodging road-acci-dent claims.

HCM spokesperson Simon Soboyisasaid: “The day will be marked with so-cial responsibility programmes, cele-brating 67 minutes for Mandela Day.We will be at St Martin de Porres Highto paint it as part of our 67 minutes forMandela Day.”

caught with six parcels weighing12.8 grams,MosesMoyo (23)withfive parcels weighing 13 gramsand Makene Shady (19) with sixparcels weighing 13 grams.

All accusedpaid aR100admis-sion of guilt fine.

Later that afternoon two peo-ple were arrested in the Marburgarea, also for possession of dagga.

One suspect, aged 35, had 26parcels in a bag weighing 70.2grams and the other suspect,aged22,had one small bag andanoka-pi knife with him.

Both will appear in court soon.A 25-year-old man was also

arrested. He is wanted by Hibber-dene police for two fraud casesrelating to money received forstock as well as a separate theftcase involving cash and goats.

Investigations into these caseswill continue atHibberdenepolicestation.

Cops make illegalliquor sales bustSOUTHPORT police confiscated a largequantity of liquor at Wozani TradingStore last Tuesday.

Captain Mariana Vos from Port Shep-stone received a complaint about some-one dealing in liquor without a licence.

She notified the designated liquorofficer, Warrant Officer Dries van Aardefrom Port Shepstone SAPS.

Both officerswent to the trading storewith members from Southport SAPSwhere they confiscated the liquor.

Nick Frey could not produce any validlicence to deal in liquor and was subse-quently charged. He paid a fine of R500and the liquor was handed in at South-port police station.

NPA losing thewar on drugs>> Lack of leadership and NPA infighting have played abig part in paralysing the unit’s efforts

THE National Prosecuting Authori-ty’s Asset Forfeiture Unit has beenparalysed by the vicious leadership

battle in its uppermost ranks, and losingthe fight against well-heeled drug baronsis collateral damage.

This comes in the wake of a string ofhigh-profile drug seizures totalling nearlyR75 million.

The Witness , sister publication to theSouth Coast Fever, revealed in Tuesday’spublication that just under R6 million incash, several houses and a handful of carsmakeup the entirety of the unit’s success-es in the past year.

The figures were contained in internalstatistics released by the NPA following aformal request.

Experts say the NPA is a rudderlessship, with constant battles for succession,andthat the attack on head Mxolisi Nxas-ana fromwithin his own ranks has causedturmoil in the organisation.

Spending more time tied up court thanstripping drug lords of their flash cars andlavishpads,theunithasbecomeineffectivein the war on international syndicates.

While a series of police raids has nettedbillions in narcotics, asset seizures do notmeasure up.

This as South Africa becomes a knowntradeport for illegal substance manufac-turing and trafficking.

A senior AFU official, who could notbe named as he is not authorised to speakto the press, said a protracted legal proc-ess had to be followed.

“There is a process which means thetime from charging a suspect to strippingthemof their ill-gotten assets isdrawnout.Sometimes it can take years.

“Once these dealers are charged, adocket comes to the AFUand then an ap-plication is made to the high court to seizethe person’s houses and cars, but this canbe opposed in court by the suspect. Thesedealers have access to huge amounts ofmoney and get the best lawyers, so they tietheprocessupincourtforyears,”headded.

He said the seizures amounted to afraction of the local drug trade.

“Theseareinternationalsyndicatesandwhat we seize doesn’t even dent theoper-ations. They don’t feel the pinch; they re-main in their expensive houses. It is verydifficult to deliver justice.”

DA police spokesperson Dianne KohlerBarnard said criminalsappeared tobeoutof reach of the law, and a leader-less NPAwas not helping.

“It is clear when comparing the sei-zures that the criminals are taking greatcare in putting their assets out of reach ofthe NPA.

“ These are criminalswho recognise noborders,andhaveenormousfundstohandtohirethesharpestlegalminds.They oper-ate at aglobal level, and will useevery lawand directive to their own benefit. TheNPA had no significant leadership for aconsiderable period of time, and the newhead Mxolisi Nxasana is today under at-tack,” she said.

“South Africa must come to terms withthe fact that it is a manufacturer and ex-porter of drugs, and before we earn a

reputation as the Colombia of this conti-nent. We must accept that we have dra-matically failed to anticipate the extentand nature of the threat to civilised livingby international organised crime syndi-cates.

“Criminals are organised on a farmorehorizontalbasis,but ourpolice are organ-ised in silos and work within those. Wehave to ask whether we are using ourown resources effectively,” said KohlerBarnard.

Institute for Security Studies research-er Johan Burger said that in-fighting hasscuppered productivity.

“The current problems at the NPA,such as the ongoing in-fighting, the uncer-tainties inrelationto leadership, the neg-ative impact on morale at the NPA andthe damage to public trust and confi-dence in the NPA, must have an inhibitingimpact on the NPA’s ability to performoptimally.

“All of these factors as well as staffshortages within the AFU will similarlyprevent the latter unit from performing atan optimal level,” he said.

“What is urgently needed is for theNPAhouse to be put in order. This can only beachieved once the crisis at leadership levelis sorted out and apparently this will nothappen soon.

The president is to announce a boardof inquiry into the fitness of the NationalDirector of Public Prosecutions (NDPP).

“This may lead to his suspension untilthe board completes its work, which cantake many months before action is takento either reinstate or dismiss him.

This follows a long history of similardismissals — for various reasons — of allhis predecessors and the subsequentcontroversial appointment and perform-ance of Nomqobo Jiba as acting NDPP for18months before his appointment,” Burg-er added.

Warrant Officer PatrickGosling from Public OrderPolicing (POP) Port Shep-stone received informationregarding a person whowas sought in Port Eliza-beth recently.

He alerted CaptainMari-ana Vos from the PortShepstone detectives whoran a background check onthe suspect previously.

The background checkwas done after a local busi-ness contacted her on 10July, stating that a certain“advocate” Xavier Mullerhad approached them andsuggested a deal where hewould donate R 5000 000towards the purchase of abus for the company’s dailytransport needs.

He also informed the lo-cal company that he wasfrom anorganisation in theNetherlands and proceed-ed to draw up the paper-work.

“However, the companysmelled a rat and CaptainVoswas informed,” said po-lice spokesperson Lieuten-ant-Colonel Zandra Wiid

Captain Vos then discov-ered that the person waswanted across the countryfor various theft and fraudcases. When liaising with

the Department of Correc-tional Services, it turnedoutthat the person was re-leased on parole, but ac-cording to his parole condi-tions, was not supposed tobe in KwaZulu-Natal.

A warrant of arrest forthe parolee was sent to thePort Shepstone detectives.

Warrant Officer Goslingconfirmed to captain Vosthat the suspect was inthe Ezinqoleni area and at8pm onTuesdaynight , Vosand Warrant Officer Heidivan derMerwe— also fromPort Shepstone detectives— proceeded to the Ezinqo-leni area.

They were accompaniedby Constable Senzo Nzamaand ConstableAshleyRam-singh from Port ShepstoneK9 unit as well as a sectionof POP members from PortShepstone.

They arrested XaviarShane Muller (49) and hewas taken to the Port Shep-stone Department of Cor-rectional Services wherethe investigating officerfrom Port Elizabeth willfetch him from.

Dear Santa,WHILE untravelled Durbanites sitand complain at how cold 18 degreesfeels, I trustyouareenjoyingmid-sum-mer at the North Pole.

I have never been there, or both-ered to Google it, but I’m imaginingthat the icebergs melt into pleasantpools in which you and Mrs Clauswallow while sipping piña coladas,whichmust make a pleasant changefrom eggnog.

I would like to start by saying youdisappointedmealittlelastChristmas.While festive cheer and time with myfamilywasall inorder,mystockingdidnot contain the iPad, new car key orlargechequethatIrequestedinmylastcorrespondence.My new year’s resolution was thus

based firmly upon your policy of“watching out and not crying” in

preparation for your annual “comingto town”.

Given that this year’s Christmas listwill be bigger and more ambitiousthan before, I thought I would giveyou an update on my good behaviourin 2014 now to ensure that the elveshave ample time tomake and procurethe items on said list.

Let me start with the bad news.Despitemybest intentions,onecannotgo from evil incarnate to sainthoodwithin a mere six-and-a-half months.I have done nothing toalleviateworldhunger.

None of my proceeds have gone tocharity,unlesspayingaparking fee fora distraught old lady before allowingsomeoneelsetohelphercrosstheroadcounts.

Even though I really have triedhard, I am still not able to wake up intime to be at work at 8am, ever. Afterattendingyoga classes andmeditationworkshops,andresearching the artofZenwhile inhalingcopiousamountsofincense, I am still unable to abide therash, brash and frankly stupid actionsof the followinggroupsofpeople—theyoung and in love, the old andobstinate, the giggling gossipers andthose who think that DStv offers anyvalue for money whatsoever.

On the up side – yes, Santa, I really

havebeenagoodgirl inmanyrespects– I am proud to report the following—I have refrained from inflicting harmonanybody,atleastinaphysicalsense.

This is in spite of a recent plethoraof diseased, hacking, sneezing andspluttering colleagues refusing to takesick leave, thus distributing theirample germs with the help of ouropen-office air-conditioning system.With the help ofmy new and vastly-

underpowered car, I can honestly tellyou that I havenot exceeded the speedlimit even once this year. My trustysteed,whileaffordableandpossessinga propensity to run on air rather thanpetrol, is simplynotcapableofsustain-inganythingmorethan90km/hupanygiven hill.

Withmy law-abiding now at an all-time high thanks to this, I have begunto perceive a glowing mass upon myhead, which I remain convinced mustbe a halo rather than proof of the needforahaircut. Inaddition to thesesaint-ly pursuits, I am happy to report thatI have cut myalcohol intakebyat leasttwopercent andpatiently endured theunreasonable demands of mysuperiors at work.

I look forward to your favourableresponse on Christmasmorning. Givemy love to the Mrs, the elves, and thereindeer.

Happy accidents and God’s grace

TO kick off Mandela Week Ithought I should give a joyfulaccount of why you and

everyone you know (and the rest ofthe cosmos) should not exist.

Hopefully by the end of thiscolumn you will have decided if

you exist by the grace of God or ifyou are nothing but a happy acci-dent.

We gather our perception of theuniverse from “the standardmodel”, which predicted some-thing called the Higgs Boson,infamously known as the “GodParticle”.

Hints of the particle werefound by scientists using the LargeHadron Collider (LHC), in Geneva inJuly 2012.

The LHC is currently the largestscientific instrument in the world,having a circumference of 27kilometres and spanning threecountries (the SKA will dethronethe LHC with 2000 satellite dishesin Africa and another 1000 inAustralia when it is completed in2024).

The existence of this particlemeans there is a “Higgs field”,which is thought to give mass toother particles, if the standardmodel holds true.

In March, this publicationreported on the Bicep2 resultsfrom a telescope placed on theSouth Pole which claimedthey had indirectly detectedgravitational waves, which are theripples in space consistent with theidea that the universe expandedrapidly very shortly after the “BigBang”.

Together these two discoveriesseem to suggest that the universeshould not exist — that the cosmosshould have collapsed on itselfalmost immediately after the BigBang.

This obviously isn’t true, or I

would not be sitting here watchingtelevision while trying to type.

It must be said however, thatthe scientists who conducted theBicep2 experiment admit that theymay not have, in fact, detectedgravitational waves — the ripplesfrom the cosmic inflation — insteadthey may have detected space dustfrom our own galaxy, the MilkyWay.

Stuff happens, that’s science foryou.

So, something is not right here.Obviously there are other

physics we are yet to understand atplay.

Maybe it has something to dowith dark matter, maybe not.

At this point we can onlyspeculate and avoid what I just did,using dark matter — a force we

barely understand — to try to ac-count for a result that should notbe.

This is what science is all about,what excites most scientists — andscience journalists alike — theadvent of what is to be known andwhat new mystery could be bornout of new discoveries.

Paraphrasing Nelson Mandela,when one reaches the top of ahill, one finds that there are manymore to be climbed.

That is basically the path ofscientific discovery.

Also, when one reaches thatcrest of discovery, one may findthat when looking back there arepotholes left behind, gaps in theknowledge of what we alreadyknow.

The closing date of Eskom’s 2014 EnergyEfficient Lighting Design Competition(EELDC) is running near, with the finaldate for receiving entries set for 15 August2014.

Architects, interior designers, engineers,electrical contractors, consultants, lightingspecialists, students and high schoollearners - thus anyone with a passion fordesign and/or efficient lighting - is invitedto enter this competition with prize valuetotalling no less than R200 000!

An independent panel of judges withexpertise in the field of lighting design andenergy efficiency has been announced byEskom to judge the entries.

The theme of this year’s competition is:Celebrate 20 years of democracy.

The total prize money is divided be-tween three categories, namely full-timestudents, professionals and secondaryschool learners between 14 and 20 years.

In addition to designing and building aworking prototype, entrants have to pre-pare a budget, submit a sketch and photo-graphs for each entry and also have tocomply with strict safety and qualitystandards.

Pothole-repair accountability?COMMERCIAL Road Umtentweni has recentlybeen resurfaced by Margate Construction whom Iunderstand has advised that the job carries aminimum seven-year guarantee.

Of all the road resurfacing and repair jobs Ihave seen on the South Coast in the past few yearsthis is, without a doubt, the best.

From the various reports I have read, thecompany’s quotation wassubstantially lower thanits competitors.

A few years ago I counted a minimum of 120potholes in the road in which we live.

This sounds like an exaggeration, but it is not.A contractor repaired most of the holes, but

within less than a year many of the repaired holeshad broken up and were as bad as they wereprior to the job being done.

Where is the accountability? Do municipal andgovernment contracts with the road-repaircompanies have a clause giving a time-frame

guarantee on each and every repair? This shouldbe an automatic clause in every contract with re-gard to pothole repairs.

The solution is simple— there should be photo-graphic proof before and after repairs.

Today, with digital cameras, it does not cost acent to take photos and to have them preservedon a flash drive.

Therefore, if a pothole repair has been doneand then breaks up within the guarantee period,the contractor should be recalled to repair thepothole at their cost. There should also be a timeframe within which the repair must be done.

I can guarantee that if this was the case, 90% ofthe job would be done correctly the first time andit would saveratepayers millions of rands in dou-ble payments to contractors and saved costs ontyre and rim repairs.

Be a part ofthe lunchboxprojectSOLIDARITY Helping Hand has re-opened applications for its Lunch-box Project in response to numerousrequests from nursery schools to beincluded in the project.

Helping Hand already feeds morethan 4 000 pre-schoolers from Julyuntil the end of the school yearthrough this project.

After the project kicked off at thebeginning of the month, a largenumber of schools requested Help-ing Hand’s assistance.

The period for applications hasbeen extended until 8 August to givenursery schools the opportunity tojoin the project.

Schools are evaluated accordingto specific criteria and have to meetcertain requirements such as beingregistered with the Department ofSocial Development.

Helping Hand will, in the mean-time, provide food and training atthe nursery schools that have al-ready been approved.

Helping Hand provides non-perishable products to nurseryschoolstoensurethatthechildrengetat least one cooked meal a day.

Where is your compassion?I HEARD about a meeting that took placerecently between a group of people where themain purpose was to oust destitute peoplestaying in a property in Commercial Road.

I must stress that I was not at the meeting,so what I heard was hearsay, but it sickens methat there are people whose main focus in lifeisto cause discomfort to other people,especial-ly those who are already struggling under direcircumstances.

I would say they do not have the attitude“there, but for the grace of God, go I”.

From what I hear, the attitude of thesepeople is cold and calculating.

I found it totally laughable when I heardthey said that the people must be given RDPhouses in rural areas and they must be forcedto move there. Their ignorance astounds me.

There are countless people who have beenborn and raised in rural areas who have beenawaiting RDP houses for years and who areliving in broken-down mud huts and shacksthat collapse when it rains, and who areentitled to RDP houses, but who have not re-ceived them.

I do not know the exact requirements forobtaining anRDPhouse,but loosely,the indunain the area has to have proof that the personhas been born and raised in the area —such asproof of church records that they have beenbaptised at a local church, proof of schoolrecords that they attended a local school, proofof long-term residence in the area and an ad-dress. Therefore, it isabsolutely laughable thatthese interfering people think that the desti-

tute people who live in Commercial Roadwould be eligible for RDP houses in the ruralarea. The pastors who look after the destituteat the property in Commercial Road do an ex-cellent job and obtain the ID numbers of eachperson they take in.

They then give these to the police who takefingerprints to do a check to see if the peoplearewantedby thepolice. Thepastorsdonotac-cept wanted criminals, they would be arrestedby the police if they did.

These complainers are also hot under thecollar because the pastors who run the sheltercharge the people for food and expect them tocontribute towards electricity and water.

They say that it is a money-making schemefor the pastors and say they are running abusiness. How tragic that they would gossip

in this unacceptable, derogatorymanner. Obvi-ously, they have never tried to provide food,clothing, electricity andwater for about90des-titute people on a daily basis.

There are so many associated expenseswith running a shelter — fuel to drive to pur-chase the food, tyres, car services, cleaningmaterials, to name but a few.

How tragic that these people sit and plotand get hot and bothered dreaming up allsorts of schemes to get rid of the people.

I challenge them to roll up their sleeves, getstuck in to assist raising money for the upkeepof the families, then to go to the property andprepare and cook meals for them.

THE new immigration regula-tions will not be changed, butHome Affairs will deal with

problems that have arisen sincetheir implementation, ministerMalusi Gigaba said on Monday.

“We are willing to engage withanybody who has concerns aboutthe implementation,” he told report-ers in Johannesburg.

Hewas speaking at the opening ofthe Johannesburg Visa FacilitationCentre in Rivonia.

“There are things in the immi-gration legislation which cannot beup for discussion. I think we need toremember…nothing is in the regu-lations which has not been raised inlegislation.”

He said there had been enoughtime to raise concerns about the newregulations before they were passedinto law.

The regulations, which came intoeffect inMay, introduceanewvisare-gime for South Africa. They distin-guish between short-stay visas andlong-stay permanent residence per-mits.

Visa applicationsneed tobemadeby applicants in person. Peoplewanting to change the status of theirvisa can no longer do so in SouthAfrica, but have to do so at missionsabroad.

The new regulations also havestrict rules applicable to children,

defined as anyone under the age of18. Children travelling to and fromSouthAfrica have to produce anuna-bridged birth certificate with thenames of both parents.

A child not travelling with bothparents has to supply either an affi-davit from both parents giving themconsent to travel, a court order indi-cating guardianship, or the deathcertificate of the other parent, copiesof the parents’ or guardians’ identitydocuments or passports and theircontact details.

Yesterday Gigaba said child traf-ficking andkidnappingwasan inter-national problem and South Africahad obligations and would not com-promise on security.

“We need to know who is visitingso we can protect our country.”

He said the Home Affairs Depart-ment was aware of problems, in-cluding lack of Internet access andpeople not having their originalbirth certificates.

“We are ready to discuss the im-plementation and how to deal withthe challenges experienced,” Gigabasaid.

He said the Tourism Departmentand immigration officers had goneto his department and raised issues.

In June he announced that VFSGlobal, a worldwide outsourcingand technology services specialist fordiplomatic missions and govern-

ments, had been appointed to re-ceive and manage visa and permitapplications in South Africa.

Eleven centres have been openedcountrywide — in Bloemfontein,Cape Town, Durban, George, Johan-nesburg, Pretoria, Kimberley,Nelspruit, Polokwane, Rustenburgand Port Elizabeth.

The centreswere openedafter thedepartment realised the previous vi-sa and permit processes were notworking.

He said the new system eliminat-ed corruption and improved turna-round time.

“We urge all applicants for visasto bear with us as this system is stillnew and is bound to confront sometechnicalglitches.This isonlynaturaland, with time, it will be addressedand everyonewill be happy,” he said.

Gigaba said the centres received4 000 applications in June.

Yesterday Gigaba took a walkaround the centre and spoke to em-ployees.

VFS general manager of opera-tions in Southern Africa Rishen Ma-habeer accompanied him and an-swered questions.

It was while in prison for themurder of his stepbrother thatBosman wrote the first of his shortstories. These would go on to be-come among some of the world’sbest known and loved short sto-

ries. Yet it was his prison experi-ences that provided the back-ground for themoving stories in hisbook Cold Stone Jug. This book’srise to classic status has been un-stoppable, and is now widely con-sidered the founding text of allSouth African prison writings.

SOUTH Coast residents whothought sardines were netted offMtwalumebeach on Friday actual-ly have nothing to be excited aboutas the catch was only mixed baitfish. Mike Anderson-Reade of theKwaZulu-Natal Sharks Board saidthe netting of the fish was not anindication that the sardines wereon their way.

“Six crates of red-eye sardines,two crates of mackereland two crates of sar-dines were netted, butthis is not the sardinerun,” he said.

He said the reason for the mix-ture of the bait fish was that theyare usually scared to swim alone asthey are often eaten by other fish.

“So they form these shoals andswim together.”

He said the good news was thatthewater temperatureon theSouthCoast has dropped to 18.5°C in thepast week.

“That’s cold enough, but I won’tholdmy breath. The sardines usu-ally arrive late in July, but MotherNature has a mind of her own.”

IT is all systems go for theUgu Film Festival whichtakes place from 21 to 23

September at Spiller’s Wharfin Port Shepstone on theUmzimkhulu River.

Local film writer and di-rector at Sollywood FilmsSenzo Zindela confirmed thisweek that his company anda host of sponsors are organ-ising the festival.

Well-known film directorsfrom South Africa, includingKwaZulu-Natal and the SouthCoast, will share their filmproduction experiences withupcoming film makers hesaid.

Some award-winningfilms will be shown at thefestival. Zindela who hailsfrom Ezinqoleni, breathes,eats and dreams films.

He says the festival willcreate a platform for KZN’sgrowing film community,while at the same time,making films accessible to thecommunity because the event

will be free to the public.“Our aim is to have a film

market initiated to motivatefilm production.

“We want to encouragefilm-makers, who think out ofthe box, to develop creativethinkers.”

He added that the festival,held in one of South Africa’scleanest towns, with no airpollution, was a major draw-card for the event.

He said it is the perfectvenue as it is the “paradise ofthe Zulu kingdom”.

The words which are tobe learned for the KZN Pre-mier Spelling Bee were pub-lished in June.

“We believe the KZN Pre-mier Spelling Bee is a vehiclewith which to educate andempower our local youth.

“ With this event, Media24Local News KZN wanted tomake a tangible contributionto youth upliftment,” said GMof Local News KZN, Neil Tapi-nos.

Speaking at the provincialexecutive council in Pieter-maritzburg recently, KZNPremier Senzo Mchunu saidhe had committed the pro-vincial government to “mov-ing with speed to ensureyouth development pro-grammes reach all corners ofthe province”.

“KwaZulu-Natal ExecutiveCouncil met...and reflectedon the progress this govern-ment is making with regard

to Youth Development. Thepeople of KwaZulu-Natal, es-pecially the youth, are itsgreatest resource,” said Mc-hunu.

“It is critical that the talentand potential of our youth isfully developed and har-nessed, so that we can guar-antee the continuous socio-economic development ofKwaZulu-Natal and South Af-rica as a whole.

“ In doing so we will en-sure that we deal decisivelywith the triple challenge ofpoverty, unemployment andinequality,” said Mchunu.

Marketing manager ofMedia24 Local News KZN,Sharmaine Smith, said pupilshave had close on amonth tolearn the words, and thosewho have entered the compe-tition will then gather atevents in their regions to“spell their way to success”in August.

“While we want pupils tosee this event as fun, we alsoencourage them to study dili-gently for the Spelling Bee.

“ There are hundreds ofthousands of rands in bursa-ry, cash and book prizes upfor grabs for the winningspellers, their schools andtheir teachers.

“ Those who apply them-selves will be able to make avery real difference to theireducation and futures if they

make it to thefinals,”shesaid.The competition is open to

grade 10 and 11 pupils (onefrom each grade – ie two pu-pils from each school) frompreviously disadvantaged ru-ral schools who speak Eng-lish as a second language.

All entrants must be under18 years of age.

Pupilsmustrememberthatonly the words printed in‘bold’ must be learned forspelling purposes.

The definitions which ac-company the words are tohelp pupils understand thewords. For the ‘BonusWords’section, thewords anddefini-tions must be learned.

The Bonus Words areprinted on the last page of thefeature and are clearlymarked. Pupils must be en-tered through their schools.

LOSSES to remote car jammers,first reported in The Witness in2013, are rising.

InsuranceagencyAonSA’sMandyBarrett saidover thepast fewmonthstheir group noted a 30% increase inreported incidents.

“However, we expect the real fig-ures to be significantly under-report-edasmanyvictimsdon’tbother to re-port the crime to their insurer as anyresultant loss is usually not coveredunder an insurance policy unless

there are signs of forced or violententry,” said Barret.

Aon explained the jammers typi-cally only grab whatever valuablesthey find in a car, but sister publica-tion Wheels24 also reports how carsare electronically compromised andstolen within 60 seconds or less.

Aon shared CCTV footage thatshows how the car of a female clientwas stolen in Midrand, Gauteng.

The first video shows the victimparking her silver hatchback in aparking bay. Then, a bronze car nexttoherpullsoutandthecriminals,who

havebeen following inawhitehatch-back,pull in.Thevictimgetsoutofhercar and heads into the store— she isfollowedbythedriverofthejammers’car, who keeps an eye on the unsus-pecting victim.

As the victim walks away, shepressesthelockbuttononherremote,but shedoesnot turnaround tocheckthat her car is locked.

If shedid, shewouldhave seen theindicators on the criminal’s vehiclenext to her car light up at this point,but not the indicators on her vehicle.

This isbecause thecriminalswere

jammingher signalwith ahouseholdgate remote, which operates at 400megahertz,thesamefrequencyasthecar remote.

Barrett explained how car remotejamming works: “Remote jamminginvolves the blocking of car remotesusing a household remote.

“Both operate at a 400megahertzfrequency and criminals effectivelyprevent the locking action of the carfrombeingactivated. They thenhaveeasy access to the vehicle.”

Barrettaddedthatareasbeingtar-geted included car parks at schools

and service stations — most peopleleft handbags,wallets, iPadsand lap-tops in their car while walking theirchildrenintoschoolorvisitingastore.

“Shopping centres are also afavourite hunting ground. Criminalsare usually parked close by lookingfor targets, and casually walk up andhelp themselves, in most instancesnot attracting attention.”

Barrett said the only real defenceagainst falling victim to remote jam-mingistobeawareofthepracticeandcheck that your car’s doors arelocked.

BRIDGESTONE will continuefunding research into roadkills onSouth Africa’s road network. The2012 roadkill study in Limpoposhowed on average that nine ani-mals died after being hit by car inthatprovinceaday—or1 121ani-mal in 120 days.

Thenewstudywill takeplaceinPilanesburgNationalPark,north-westofGauteng,andwillberunbythe Endangered Wildlife Trust’sWildlife and Transport Pro-gramme (WTP).

The chief researcher will beWendy Collinson, who conductedthe initial research in 2012, andwas recently awarded the InfraEco Network Europe’s 2014 Per-sonal Award for her work in roadecology in South Africa.

“Wendy’s work has beenground-breaking and Bridge-stone is pleased to be funding thisnew phase of her research,” saidBridgestone’s social responsibili-ty general manager, ChrisTerblanche.

“Roadkill research is not onlyimportant from an ecologicalstandpoint,butalsocontributestoroad safety, because crashes withlarge wild animals can be fatal tovehicle occupants too,” he said.

The Pilanesberg National Parkin NorthWest Province is the firstSouth African park to support theWTP roadkill research.

Pilanesberg ismanaged by theNorth West Parks and TourismBoard.

The park occurs within thetransition zone between the dryKalahari and wetter low veldvegetation, andhasarichdiversi-ty of birds, mammals and plantspecies.

Collinsonsaid that localandin-ternationalevidencesuggeststhatroadkill is a real threat to the sur-vival of a variety of species.

“During recent surveys in thePilanesberg, I found 23 dead ani-

mals on the road, including terra-pins, snakes and rodents,” Collin-son said.

“There were also a number offrogs and birds,” she said.

Drawingonpreviousresearch,Collinson said that roadkill isknown to peak between Januaryand April in South Africa, whenmigratory birds are present andreptiles, amphibians and mam-mals are more active.

However, she said that thenumber of casualties discoveredin May was surprising.

“We conducted about 234questionnaire surveys among thepublic during our May survey.

“Of these, 141 said that theyhad noticed roadkill outside ofprotected areas,

“Only 19 said that they hadseen roadkill in national parks.These included tortoises, birds,snakesandevenarhino,”shesaid.

TheWTPhasstartedanalysingthe questionnaires in detail andwillconductafurthersurveyinthePilanesberg in October.

Collinson encouraged motor-ists tobecomecitizen scientistsbycontributing to roadkill researchby downloading a smartphoneapp from the project’s homepage,which assists motorists to submitgeo-tagged photographs of anyroadkill they encounter.

Terblanche also encouragedmotorists to download the app.

“The long-termoutcomeof thisresearch will be to gather signifi-cant amountsof research thatwillassist conservation policymakersto further protect South Africa’sunique diversity of wildlife,” hesaid.

“WildlifeisanimportantpartofSouthAfrica’s tourismappealandwe congratulate Wendy on heraward for her roadkill research,”he said. —WR.

tember will afford you the opportu-nityof seeingBallito transformed in-toamotoringMecca,as KwaDukuzaMunicipality welcomes back theBallito Street Heroes event.

The catalyst for the event return-ing to Ballito in 2014 has been thevisionandsupportof themunicipali-ty, which sees the event as part of itsevent-based tourism strategy.

The returnwas announced at theevent launch last Tuesday at theSMD showroom in Ballito.

For those whomissed out on lastyear’s action, SMD Ballito StreetHeroes packs a month’s worth ofmotor-sport action into two days -13 and 14 September - in Ballito,and is a must-see on the motoringcalendar.

This year’s event is also support-ed by the iLembe Chamber of Com-merce.

The SMD Ballito Street Heroeswill again feature a 1.5km time trialtrack – approved by MotorsportSouth Africa – which will host manyof last year’s topcompetitorsas wellas new blood looking to make theirmark.

This year’s track in the LagunaSecaprecinctwill be improved,witha pedestrian bridge traversing it –meaning no more track crossingsand breaks in the racing action.

Ferraris, Backdraft Cobras,Porches, muscle cars, kit cars, andfully fledged racerswill be common-place on the track as drivers look totake the Ballito Street Hero crown.

The racing classes for 2014 arebeing revamped and, due to popu-lardemand, there is a strong possi-bility that a historic car classwill beadded.

SMD Ballito Street Heroes 2014will also, for the first time, host aninteractivedriftingexperiencearenawhere thepubliccanpay tobeapas-senger with an experienced drifter

showing off his skills.By far, though, the greatest

addition to this year’s event is thedrifting stunt team which con-tains a number of top South Afri-can drifters.

In recentweeks, there has been somediscus-sion in the media regarding schoolboy rugby —the size of the players, the win-at-all-costs atti-tude, the intensity of it all andplayersbulkingupto enable them to take the knocks week afterweek — but ahead of the week, leading SouthAfrican Super 15 coaches Jake White (Sharks),Johan Ackermann (Lions), Naka Drotske(Cheetahs) and Allister Coetzee (Stormers)agreedthatschoolboyrugbyisanessentialbuild-ing block to producing future players and keep-ing the game alive in South Africa.

“Schoolboy rugby represents a critical build-ingblock in thedevelopmentof fineyoungmen,”saidWhite. “It is important toproduceoutstand-ingyoungrugbyplayers whocan represent theirprovince and hopefully their country.

“Junior rugby in our country has an enviablerecord around the world and this is due in nosmallmanner to thehighqualityof coachingandthe outstanding school systems in place, whichenableustodeliverplayersofquality,abletoper-form on any stage.”

Coetzee was in agreement, saying: “Ourschoolboyrugbyisthebreedinggroundofourfu-ture stars.

If rugby isstrongat that level, it carriesonthrough the various channels, right to thetop. It teaches valuable life lessons such asdiscipline, teamwork and the realisationthat nothing comes easy in life.”

Schoolboy rugby is a tough world thesedays, yet these coaches are satisfied that asa whole, rugby at this level is more thanhealthyinSouthAfricaandofahighinterna-tional standard.

“Ourschoolboystructuresarerobustandwe must have the best structures in theworld, which is essential for the develop-ment of players,” said Drotske.

Ackermann has sons playing schoolboyrugby and says we have a high level, withsome schools very professional in how theyapproach the game.

“If there was a world schools’ league,South Africa would win every year with thelikes of Grey College, Paarl Gym and Affies,to name a few,” said Coetzee.

“Wehavesomebigyoungstersatthisleveland are blessed with serious talent. This iswhat keeps our rugby strong and competi-tive at international level.”

With theweek still to unfold, the coachesdisplayed their loyalty by supporting theteams from their regions to be crowned theunofficial Craven Week champions.

“WesternProvincewithoutadoubt,” saidCoetzee.

“We have a strong league in theWesternCape, which is diverse and always competi-tive.

“The Eastern Cape, where I come from,also always has talent.”

Drotske, who played for the Cheetahs atschoolboy and provincial level, has re-mained loyal.

“I will always back the Cheetahs. Havingplayed all my rugby for them, that is wheremy loyalty is” he said.

WhitebackedtheSharksandcommentedon thevaluable roleplayedby theprovince’sschool coaches, “who all contribute to thestrength of rugby in the country”.
