IFP and MF: Mayor did not address service delivery IFP’s Dolo Zondi said that he was concerned about how the municipality spends money. He said that the municipality needs to revamp sports fields and parks. “We did not hear the mayor addressing issues of service delivery in underprivileged communities. In areas where amakhosi reside, there is a lack of service delivery. These areas have no toilets and no water supply. The mayor did not tell us how youth unemployment will be addressed,” said Zondi. He also urged the mayor to tackle the lack of water service delivery in the Vulindlela areas. MF’s Rhadia Bee Singh said that service delivery has worsened over the years. She said that the call centre phone lines are always busy. NFP: Mayor did not address unemployment issues NFP’sThokozaniMagwazasaidthattheparty’s comment on Ndlela’s speech should be taken as constructive criticism, with no political objectives. “The mayor mentioned that the traffic in the city has been sorted out but if you go to Pietermaritz Street, Berg and Retief Street around 10am everyday, you will find illegal parking and traffic congestion. The mayor mentioned nothing about job opportunities,” said Magwaza. He said that the municipality should stop hiring people on temporary contracts and people should not be hired because they are af- filiated to the ANC. “There are many unemployed people who are desperate for jobs. There should be justice in the hiring process,” said Magwaza. DA: How will the municipality tackle the escalating outstanding debt? DA caucus leader Bill Lambert said that Ndlela’s speech was full of political rhetoric and short on the vision and long term plan to take Pietermaritzburg forward. “The mayor failed to mention one of our great weaknesses, and that is the ever escalatingoutstandingdebt.AsIspeak, thiscity is now owed R1.4 billion and we seem totally incapable of taking the necessary steps to recover the money. Meter reading is still fraught with problems and our meter readers seem to be lacking in the necessary training. “No mention was made of the ongoing problem of illegal street trading. The mayor talks of us being a world class city and tells of stalwarts like Harry Gwala, John Dube, Albert Luthuli and other illustrious predecessors. What would they think of our city with so many power outages and such appalling public toilets, if you can even find them?” said Lambert. He added that the mayor did not mention how the municipality would deal with unauthorized buildings or illegal businesses. “We are great at making bylaws but we are incapable of policing them,” said Lambert. DA councillor Rooksana Ahmed said, “Street lights are either left on during the day or never on at all. It often takes months for the street lights to be repaired and this often leads to crime - one of the biggest issues affecting the city,” she said. ANC: We have a good story to tell ANC’sMikeTarrsaidthatitisimportanttothink of the 2030 big city vision. He said that the population of Msunduzi has tripled over the years but the municipality still tries to fulfil service delivery objectives. Ndlela said that illegal trading between Boshoff and Retief Street is being attended to. He said that it is important for the municipality to acknowledge its setbacks so that it can succeed in meeting its service delivery objectives. “We do have a good story to tell, considering where we come from. We need to make this city a business-friendly city. INACCESSIBLEpropertiesareahugesetback for Msunduzi Municipalitymeter readers.

This is one of the reasons whysome of the meter readings are stillestimated.

AttherecentExecutiveCommittee(Exco) meeting, executive managerfor the internal audit unit, PetrusMahlaba, said that this is a problemin all areas in the Msunduzijurisdiction.

“There is a big challenge in termsof locked properties and those thathave dogs,” said Mahlaba.

Hesaidthateachmeterreaderhashis or her own dedicated area formeter reading, and this has mademeter reading a lot more effectivebecause they know where they canlocate the meters.

The issue of estimated meterreadings was previously highlightedby the Auditor-General (AG).

Thiswasanitemwhichcausedthemunicipality to obtain a qualifiedreport from the AG for the previousfinancial year. Since the AG’s reportlast year, council has made strides toachieve 100% in its readings.

As the meter readers are paid perread, the deputy municipal managerfor economic development Dr RayNgcobo said that council has revisedthe remuneration of the meterreaders, as they are trying to makesure that meter readers are paid aliving wage.

The report on meter readingstatistics for April states that compe-

forbabysnatchings,aftertwobabieswere recently taken by strangers.

Policeareappealingtopeoplenottolettheirchildrenbeheldorcarriedby someone they don’t know.

While both kidnappings fromHome Affairs this year had happyendings, thismightnotalwaysbethecase. The first baby to be snatchedfrom the offices in LangalibaleleStreet was Olwethu Madlala.

He was taken in April and foundtwo months later, thanks to vigilant

staffmembersatEdendaleMallwhospottedthebabywiththekidnapper,Nokulunga Patience Mzila.

The baby was reunited with hismother andMzilawasarrested. Shewas released on bail and thematteris still in court.

Earlier thismonth, another babywas taken by a woman at HomeAffairs inmuch the samemanner asthe first.

Fanele Asemahle Dlaminiwas inthe care of his aunt at the officeswhen a stranger befriended them. After three hours of waiting in thequeue together, she ran away withthe baby while the aunt wasdistracted.

Home Affairs regional manager,Thamsanqa Luthuli, spoke outsaying that people need to be more

vigilant with their children becausetheir offices are always busy. Shesaid that there have been signs putup in the offices appealing forvigilance.

Lucas Holtzhausen, director ofSafe City, said that visiting HomeAffairs was an eye opener.

“It’s quite a shock to see howmany mothers come there toregister their babies. They arenormally alone and in manyinstances, you can see that they arefrom rural areas. This is part of theproblem. In the rural areas, every-one knows each other in a specificareaandthereisastrongtrust factoramongst the inhabitants. Whenthesemothers then come to the city, theyareunawareofthedangersthatlurk in areas such as Home Affairsand also near ATM’s,” he said.

Holtzhausen said that there are anumber of security officers on dutyat the entrance to Home Affairs andtheyneed tosensitizemothersnot tolet their babies out of their sight.

“We also find that mothers willhandtheirtoddlerstototalstrangersoutsideashopandthengoshopping.Other mothers will leave theirchildren unattended outside shopsonly to find themwanderingoff.Oneof our staff members who saw suchan incident rushed from the ControlRoom into the street to get the childto safety whilst the police wereinformed,” he said.

Addressing the Executive Commit-tee (Exco), the deputy municipal

managerforeconomicdevelopmentDrRay Ngcobo said, “Our key issue was tosecure a second airline to operate fromthe Pietermaritzburg Airport. As aresult, we have had to make provisionsfor SA Express. We have advertised forexpressions of interest and that mattershould not take more than two weeksfrom now.”

From March to April this year, thenumberofflight movementsincreased

The Pietermaritz-burg Airport has seen agrowing number ofpassengers over theyears and the coffeeshop is set toaccommodate agrowing number ofpeople who visit theairport.

In May, thePietermaritzburgAirport displaced theRichards Bay Airport asthe second busiestairport in KZN.

The KZN Depart-ment of Treasurystated that the passen-ger numbers at theairport had been thriv-ing since 2010, and thatthese numbers havebeen increasing annu-ally between 20 000and 25 000.

The PMB MsunduziAirport, previouslyknown as Oribi Airport, was first licensed by theCivil Air Board in March1931 and it was officiallyreopened in July 1967after extensive renova-tions.

The reports states thatcouncil still finds somechallenges with some ofthe readings provided asthey are not accurate. This costs council finan-cially as theyhave to sendother readers to doublecheck suspiciousreadings.

WE are all looking for solutions to delay the signs ofageing and to have a wonderful glowing skin thatis free from any kind of blemishes.

In ancient times, the Romans used lactic andtartaric acid from milk and wine to perfect theircomplexions. These days, we have newer technolo-gies that deliver more promising results.

Hyperpigmentation refers to all the uneven tonesofourskin. Itoccursinallracesbutismorelikelyfoundin caucasian, olive and Black skin. The causes:>> Exposure to sunlight. We may not be aware ofit, but even a few minutes a day in the sun cancause harm.>> Hormones play a relatively big role inpigmentation.>> Certain medications can also do damage.>> Neglect and usage of improper skin care canleave your skin scarred.>> Acne scarring. But don’t despair, there is a solution.>> The most important long term solution is touse a sun protection factor (SPF) of at least 15.>> If you are swimming or are spending a day atthe beach, you need to reapply sunblock everytwo hours, regardless of the strength of the sunprotection factor.>> The best way to treat pigmentation is toexfoliate the epidermal cells as this inhibitsmelanin and stops the transfer of existingmelanin from spreading to other cells.>> A proper skin care routine is vital as what wedo daily has long term effects. Using products

which have ingredients like Vitamin C, Aurbutin,Ascorbic Acid, Glykolic Acid and cerolides areimportant. Also the higher the ingredients are inthe products, the quicker the results.>> Salon treatments like microdermabrasion, skinpeeling and soft laser treat specific problems likeacne, wrinkles, pigmentation, scarring and pittedskin with a more achievable, quick result. Alsoremember that the longer you have the problem, the long it will take to treat.>> Glykolic skin peeling is a dermatological peelwhich visibly improves the appearance of yourskin without any side effects. It is specially adapt-ed to treat wrinkles, loss of elasticity, lack ofradiance, hyper pigmentation, microcystic acneand skin irregularities. There are different strengths of superficial peels.Peels can also be performed on anyone from theage of 13 at anytime. For more information, contact AsheenaLarkin atGlamourousat 074 1970991.
