Presently, this depleted area is about the sizeof New Jersey. Federal legislators reside near thedischarge from Pennsylvania's Susquehanna Rivervalley, where heavy N and P losses from Dairy manurehave been blamed for the decline of the ChesapeakeBay. If fertilizer and manure had been voluntarilyapplied in a more efficient manner, then there wouldbe no need for federal legislation to restrict N & Papplication.
