1 Executive Summary
The subject site involves a single lot with the street address 17 Branthwaite Drive, Rolleston, Canterbury. It is proposed to subdivide the site, as part of a larger subdivision, into residential lots. This will result in a change of use and disturbance of soils. The Resource Management (National Environmental Standard for Assessing and Managing Contaminants in Soil to Protect Health) Regulations 2011 (NES) require an assessment of the likelihood of soil contamination being present. This report details the work undertaken to assess that risk. A Preliminary Site Investigation (PSI) was produced by Malloch Environmental Ltd in October 2016 for the 58Ha proposed subdivision. An additional 3 lots were added in Revision 1 of the PSI produced in March 2017. The PSI revealed that that the majority of the combined total site had been used for general pastoral use and was unlikely to have been used in a manner that would have resulted in soil contamination. However, the area around the original former homestead and associated outbuildings, on 17 Branthwaite Dr, is likely to have had lead-based paint products used on the older and former buildings, and potentially hazardous substances may have been used and stored in and around the sheds associated with the general historic working yard area associated with the dwelling. These are confirmed HAIL activities and could pose a risk to human health if used for a residential use. It was recommended that a Detailed Site Investigation, in terms of the Ministry for the Environments Contaminated Land Management Guidelines, be undertaken on the identified risk area before development of the site for a residential use, which forms the basis of this report. The investigations have shown that the subject site has some minor cadmium, copper, lead and zinc contamination across the former farm working yard area, however this contamination is below the residential 10% produce SGVs. There is an isolated cadmium exceedance at 300mm depth at sample location SS7, but this is small, isolated and not considered to pose a risk to human health. It is considered that the site is suitable for subdivision and development for residential and recreational use with no further investigations required. In terms of planning status at the time of writing of this report, the NES does apply and a resource consent is required as a controlled activity before subdivision and development for residential use.
2 Objectives of the Investigation
This report has been prepared in accordance with the Ministry for the Environment’s “Contaminated Land Management Guidelines No 1: Reporting on Contaminated Sites in New Zealand”. This report includes all requirements for a Stage 2 Detailed Site Investigation Report. The objectives have included determining whether the activities that have been carried out in the past have caused soil contamination that would pose a risk to human health and determining the extent and type of any contamination.
3 Scope of Work Undertaken
The scope of the work undertaken has included:
• Summary of the Malloch Environmental Ltd PSI Report dated October 2016 and March 2017 revision
• Site visit to undertake soil sampling & XRF measurement
• Analysis of results in accordance with MfE Guidelines
• Preparation of report in accordance with MfE guidelines

4 Site Identification
The site is located at 17 Branthwaite Drive, Rolleston, Canterbury as shown on the plan in Figure 1 below. The site is legally described as Lot 7 DP 66535 Blk III LEESTON SD and has a total area of approximately 4.0860 Ha.

5 Summary of Site Description, History and PSI
The subject site is generally flat rural residential land to the south-east of the township of Rolleston. There is a dwelling and associated sheds on the northern part of the site. The rest of the site is in pasture and the site is clearly defined by existing hedges and fences. It is bounded by similar rural residential properties and farmland on all sides. The township of Rolleston lies approximately 1km to the north-west A Preliminary Site Investigation (PSI) was produced by Malloch Environmental Ltd in October 2016, and revised in March 2017 for a wider area including 18 adjacent lots. The PSI revealed that that the original farmhouse for the underlying historic farm block was sited adjacent to the northern boundary of the subject site. The associated outbuildings and farm working yard were located on the subject site, in the north-eastern corner where the current dwelling is located. There is a strong likelihood that lead-based paint products were used on the older former buildings, and potentially hazardous substances may have been used and stored in and around the sheds associated with the general historic working yard area associated with the former dwelling. These are confirmed HAIL activities and could pose a risk to human health if used for a residential use. It was recommended that a Detailed Site Investigation, in terms of the Ministry for the Environments Contaminated Land Management Guidelines, be undertaken on the identified risk area before development of the site for a residential use, which forms the basis of this report. The risk area plan is shown in Figure 2 below:

6 Geology and Hydrology
The ECan GIS describes the soils as Templeton moderately deep silty loam. Wells in the area indicate that topsoils are underlain by silty and claybound gravels. Soil trace elements are ‘Regional, Recent’. The site lies over the unconfined/semi-confined gravel aquifer system. Ground water levels recorded on nearby bore logs are between 11 and 14m deep. The direction of ground water flow is generally in a south-easterly direction. There are no open drains or surface water features on the site. The nearest down gradient well is approximately 250m to the south-east.

The nearest downgradient community supply well is approximately 3.7 km to the south-east. An open water race runs approximately 900m to the south-west, along Springston Rolleston Rd.
7 Basis for Soil Guideline Values (SGV)
7.1 Activity Description
This report has been written for the following proposed activities:
• Subdivision and development of the land for residential use,
• Earth disturbing activities associated with the above use and development of the site.
7.2 Zoning
The subject site is currently zoned Residential Living Z.
7.3 Soil Guideline Values
Human health soil contaminant standards for a group of 12 priority contaminants were derived under a set of five land-use scenarios, and are legally binding under The Resource Management (National Environmental Standard for Assessing and Managing Contaminants in Soil to Protect Health) Regulations 2011 (NES). These standards have been applied where applicable. For contaminants other than the 12 priority contaminants, the hierarchy as set out in the Ministry for the Environment Contaminated Land Management Guidelines No 2 has been followed. For soil, guideline values are predominantly risk based, in that they are typically derived using designated exposure scenarios that relate to different land uses. For each exposure scenario, selected pathways of exposure are used to derive guideline values. These pathways typically include soil ingestion, inhalation and dermal adsorption. The guideline values for the appropriate land use scenario relate to the most critical pathway. The NES land-use scenarios applicable for the proposed use of this site include ‘residential 10% produce’ and ‘recreational’, as the site is proposed to be partly a future residential section, and partly a recreation reserve. See Figure 3 showing an excerpt from the proposed subdivision plan with the approximate investigation area overlaid. The ‘commercial/outdoor workers’ land scenario is used as a proxy value for protection of workers disturbing the soil.

All results have been compared with human health and ecological guideline values as well as the background values for the “Regional Recent” soil type where available.

The tables of results attached in Appendix C include the guideline values used and references to the documents used.
8 Sampling and Analysis Plan and Sampling Methodology
An initial systematic sampling methodology was used to sample the area identified as having a risk of soil contamination. Seven sample locations were sampled in a grid of approximately 20m in the northern part of the lot. On the 19th October, 2016 soil samples were taken from surface soils (0-50mm) and 300mm depth at each of the seven sample locations in the area of concern, as well as being tested by XRF. Fifteen samples (including one duplicate for QA purposes) were submitted to Hill Laboratory, with testing requests based on the XRF results. Five samples, including the duplicate, were tested for seven heavy metals. An additional two samples were tested for arsenic and cadmium. It was noted that an amount of debris was encountered at depth at sample locations SS4 and SS7, including ash, crockery, machinery components and electrical parts. After receiving the initial results indicating a cadmium exceedence in the proposed residential lot, further sampling was undertaken. Three additional samples (SS8 – SS10) were taken at surface (50mm) and 300mm depth on 27th February, 2017, and submitted to Hill Laboratory to be tested for seven heavy metals. See Appendix A for the Sample Location Plan.
9 Field Quality Assurance and Quality Control
The Contaminated Land Management Guidelines No 5, Ministry for the Environment was followed for all aspects of the investigation. Field quality control procedures included taking blind replicates and ensuring decontamination procedures were followed. Samples were taken using a stainless-steel trowel or fresh disposable nitrile gloves. All equipment was decontaminated between samples using Decon 90 and rinsed with tap water. Samples were collected in laboratory supplied containers and immediately placed in chilled bins. Following sampling, the samples were delivered to Hill Laboratory under chain-of-custody documentation.
10 Laboratory Quality Assurance and Quality Control
All samples were submitted to Hill Laboratories in Christchurch. Hill Laboratories hold IANZ accreditation. As part of holding accreditation the laboratory follows appropriate testing and quality control procedures. No quality control issues were identified.
11 XRF Quality Assurance Measures
The XRF used was a Thermo Scientific Niton XL2 GOLDD. The manufacturer’s instructions were followed in the use of the device. Calibration samples were tested prior to each day’s testing and compared with the manufacturers specifications, and silicon blank readings were taken approximately every 20 samples to ensure there was no contamination of the XRF window. The US EPA Method 6200 - Field Portable X-ray Fluorescence Spectrometry for the Determination of Elemental Concentrations in Soil and Sediment (2007) was used as guidance for the use of the XRF and quality assurance measures. This method recommends that 5% of

XRF tests should be verified through lab testing. Approximately 50% of the samples were laboratory tested for seven heavy metals and 70% for cadmium. A regression analysis was not carried out due to thigh number of samples lab tested. The XRF results are relied on for only three locations (SS1, SS2 and SS5), where readings were below the limit of detection, or close to background concentrations, and the soils had no signs of the debris seen at the other locations further to the southwest.
12 Results Analysis and Summary
The XRF results showed two sample locations of concern for lead. Sample location SS4 had a high lead concentration (560 mg/kg) for one of the three XRF readings taken at 300mm depth. The other two readings taken gave results below 100 mg/kg. This is consistent with the non-homogeneity of the soil at depth in this location, with a significant amount of debris mixed through the soils at depth. Laboratory testing of this sample returned a lead level of 158mg/kg. Sample location SS7 also had a significant amount of debris at depth and also had one XRF reading (181 mg/kg) which was near the residential 10% produce SGV, but once again the lab result of 93mg/kg showed levels were well under the residential 10% produce SGV. It is expected that the debris in the soils were affecting the XRF results. The lead levels at the site average about half of the residential 10% produce guideline value of 210mg/kg. The laboratory results showed only one exceedance of the residential SGV. The cadmium result for SS7.2, taken at 300mm depth, returned a result of 3.8 mg/kg, which is above the residential SGV of 3.0 mg/kg. All other samples tested at the laboratory for cadmium returned results near or over expected background levels of 0.19mg/kg, with levels generally in the range of 0.23 – 0.39 mg/kg. Laboratory testing of additional sample of locations around SS7 returned results well below residential SGVs. These additional three sample locations delineate the area to the south-east of SS7. The area to the north-west of SS7 was not sampled to delineate the extent of the cadmium contamination as this is proposed to be a recreational reserve area and it is considered highly unlikely that any contamination would exceed the recreational SGV of 400 mg/kg for cadmium. Cadmium, copper, lead and zinc results were above expected background levels for most of the samples tested, but were well below residential SGVs. Zinc results were above ecological receptor values at sample locations SS4 and SS7. The Table of XRF Results is shown in Appendix B and laboratory results shown in Appendix C. Copies of the Laboratory Reports are included in Appendix D.
13 Site Characterisation and Recommendation
There is one isolated area of soil contamination above residential SGVs on the site, at sample location SS7 at 300mm depth. All surface level soils have cadmium levels well below the residential 10% produce SGV. The rest of the area tested has elevated cadmium, copper, lead and zinc, most likely related to the historic use as a farm working yard. However, these contaminants are below residential SGVs and not considered to be a risk to human health. There is also an area of zinc contamination above ecological receptor values. As there are no nearby surface water bodies and ground water is at least 11m deep, the risk to ecology is considered to be low.

14 NES Planning Status
In terms of the NES section 5 (7) states that the land is considered to be covered if an activity or industry described in the HAIL is being undertaken on it; or has been undertaken on it; or it is more likely than not that an activity is being or has been undertaken on it. The Preliminary Site Investigation found that the subject site has had a likely HAIL activity occurring in the past and subsequent investigations have confirmed that soil contamination is present above the applicable standard in regulation 7. Resource consent under the NES is required for the proposed subdivision and development of the site for residential use.
15 Conclusion
The investigations have shown that the subject site has some minor cadmium, copper, lead and zinc contamination across the former farm working yard area, however this contamination is below the residential 10% produce SGVs. There is an isolated cadmium exceedance at 300mm depth at sample location SS7, but this is small, isolated and not considered to pose a risk to

human health. It is considered that the site is suitable for subdivision and development for residential and recreational use with no further investigations required.
