INTRODUCTION

The Distance Education is a mechanism for doordelivery of quality education, providing opportunitiesof gaining higher qualifications and accessing thelatest developments in the technologies andmethodologies of selected profession. It is a learningsystem that permits study at one’s own pace andplace and is affordable. It is the best option to pursuestudies for those who can’t take up campus studiesfor whatever reason. The Distance Education hasthe following distinct features:

- Cost is much less than the cost of Campus Studies.

- Enrol for a programme according to affordability oftime and funds.

- Getting Expert study materials door delivered.

- Do self – study at own pace and place.

- Network with other professionals at ManagementDevelopment Workshops.

- Individualized instruction. Performance of eachstudent is monitored and guidance given to matchpersonal needs.

- Take examination at pre-set dates. Qualify and earna Post Graduate Programme / Graduate ProgrammeCertificate.

- Get credits for courses already studied whileenrolling for new courses.

RATIONALE

The NICMAR Distance Education Programme catersto the training needs of the working executives andother personnel of the construction industry andinfrastructure development projects.

A large number of engineers are employed on CivilEngineering projects located in the interior and faraway places. They are unable to keep abreast of thelatest developments in technology and managementdue to logistics and communication problems.Likewise, there are many others who cannot affordto leave their jobs to attend full time programme ofstudies due to personal circumstances. Moreover,uneven workflow at the project site and frequenttransfers do not permit construction engineers to plantheir studies at an even pace round the year.

It is, therefore, necessary to develop strategies forhuman resource development that make it possiblefor the working engineers and executives to upgradetheir technical competence and managerialcapabilities as well as to acquire higher professionalqualifications for career improvements.

The Distance Education Programmes bycorrespondence are specially designed to suit theconvenience of engineers and other personnelworking on the construction and infrastructuredevelopment projects. They can select their ownpace and place of studies and improve theircapabilities as well as qualifications.

After registering for a course by paying theprescribed fee the student will receive lesson booksand assignments for each course. The student willwrite assignments and submit to Pune Campus andtake the examinations held at one of the Centres he/she may find convenient. On passing all the courseshe/she is awarded the Certificate.

CHALLENGE OF COMPETITION

We live and work in an era marked by an ever-changing environment. Converging technologies,increasing symmetry in markets, globalcompetitive pressures, changing life styles andhigh expectations are the forces that pose newchallenges of change and competition.Information technology has entered all the officesand work sites. Knowledge and skills acquired bymanagers and engineers become redundantrapidly, thus the need for retraining andcontinuous learning. No other sector of theeconomy feels the pressure of new challenges asmuch as the construction industry.

A large number of engineers / architects, bothdegree and diploma holders are engaged inmammoth task of nation building by constructingprojects of all kinds and sizes. They work withvarious project authorities, contracting firms,consultancy houses, manufacturing and serviceenterprises, which includes residential,commercial and industrial structuring, civil andsocial infrastructure, energy, irrigation,transportation, communications etc. Many otherare engaged in work related to management ofdesigns, cost estimating and tendering, quality,safety and ecology. Most of the projects arelocated in the interior and far away places. Theyare unable to access the latest developments inthe technology and management due to logisticand communication problems and yet the fate ofprojects depends on their capabilities.

Construction engineers and managers should beever proficient in the latest techniques of managingtheir jobs efficiently, effectively and harmoniously.Learning, unlearning and re-learning – all in shortsspan of time, is fact of managers / engineers inthe technology driven construction business. Thisis the way to move up the corporate ladder.

UNBLOCKING CAREER PROMOTION

It is well known that project engineers andmangers begin their careers with a limitedknowledge of management skills. They learnpersonnel and technical management, financialcontrol of construction operations and othermanagement techniques on the job only. Thislearning takes very long time and is seldomcertificated. Promotion channels get blocked andonly horizontal job mobility takes place. Verticalmobility can be achieved by studying forqualification courses that are tailor made forhigher-level jobs in the construction industry.

Then, there are thousands of Diploma holderengineers working in the construction industrywhose careers are blocked and promotionswithheld because they don’t possess acceptableformal qualifications for higher-level jobs. Theyare neither able to acquire higher qualificationsnor can access information on new developmentsin technology and methodologies in construction.Many can’t afford to leave jobs for on-campusstudies; others can’t be spared by their employers.Nevertheless, the careers of this large reservoir oftechnical manpower can be unblocked and skillsupgraded through distance education.

NICMAR School Of Distance Education (SODE)

NICMAR commenced teaching qualification courseson July 9, 1984. In 1985-86, it organised rovingworkshops on Construction Project Managementat BAI Centres at Baroda, Bangalore, Bombay, Trichi,Delhi and Calcutta where the participants weremostly from contracting sector. In these workshops,there was a persistent demand on NICMAR to extendits services to persons who desired careerimprovement but were unable to do as they wereworking in the interior / far off places or projectsites or unable to take time off required to attendcourses in educational institutions. Suggestions alsokept coming forth that NICMAR should activate acontinuing forum for senior executives to discussspecific problems common to all in the industry.

Pressed by the persistent demand from constructionprofessionals, BAI, OCCI & others, and impressed bythe operations and delivery methods of the British OpenUniversity, NICMAR has decided to include DistanceEducation in the project proposal that was being draftedfor UNDP Technical Assistance. A year later, the UNDPgranted its approval to finance the project andestablishing a Distance Education programme becamea UNDP programme. Thus, NICMAR, Centre ofDistance Education (CODE) was set up in July 1988 atMumbai and relocated to Pune in 1992.

CODE was re-christened as NICMAR School of DistanceEducation (NICMAR SODE) in 2004. Over the yearsSODE blossomed into multi modules and multi durationbasket of courses which are revised and upgradedregularly for their quality, relevance and value addition.

The distance education courses offered by NICMAR,are qualification Programmes in various branches ofConstruction Management in the infrastructuredevelopment sector, and the construction industry.SODE conducts Regional Contact Classes at everyquarter of the year. It has Centres at Delhi, Hyderabad,Dubai and Bahrain. The main Campus is located at Pune.

CURRICULA

These are inter-disciplinary Programmes that buildupon the concepts and methodologies ofmanagement, engineering, architecture, law,information technology, social and behaviouralsciences and combines theory with practice.

The curricula is a judicious blend of theoretical andapplied courses accompanied with practicalexperience and research work. Theoretical coursesaim to improve the students' understanding of certainfundamental phenomena and relationships thatcharacterize the changing world in which managersmust operate. Applied courses, which occupy thebulk of the students time, link the theoretical studiesto practical problems in the construction andinfrastructure development projects.

PROGRAMME DESIGN

The programme Design is modular. A module isof 6 months duration, has 4 courses for study, 4assignment to write, one seminar to attend andexaminations. One course involves 10 lessonsand each lesson needs 7 hours of self-study.

A Certificate Programme is of one Module,Graduate Programme has 2 Modules and PostGraduate Programme has 4 modules.

STUDY PROCEDURES

A student must register for one module at a time,take examinations at the end of six months and passat least two courses, then register for the next module.

ADMISSION

Admission is open to candidates from India andabroad throughout the year. Students who enrolfor the Programme till February end will writetheir first module end exam. in June. Similarly,students who enrol for the Programme till Augustend will write their first module end exam. inDecember. If any student is intending to changethe Programme the transfer request applicationis to be made within two weeks from the receiptof fee of the Programme in SODE office. Studenthave to pay Rs. 1000 plus Service Tax as applicablealong with transfer application towards transferprocessing fee.

REGIONAL CONTACT CLASSES

The Regional Contact Classes (RCC) are held everymodule at Pune and other centres if the numberof participants is sufficient. All students studyingfor various programmes of SODE are required toattend the RCC as prescribed for the coursesselected by them. The purpose of RCC is to provideface-to-face teaching to students for becomeingmore focussed on studies and solve individualproblems, if any. Students are required to registerfor RCC by paying the fee for RCC. Please checkour website www.nicmar.ac.in for RCC schedule,RCC form and fee. Duly filled up forms with RCCfee should reach SODE office at Pune before thelast date given on the website.

EXAMINATIONS

Examinations of the SODE Programmes are heldfour times in an year, generally in the months ofMarch, June, September and December at the endof each Module. It is a Course-wise writtenexamination. Pass percentage is 40 in each Course.The schedule is as follows:

PROJECT WORK - LONG PAPER

Long Paper is one of the key element of theProgramme. Within this programme it has aweightage equivalent to a full course. In the LongPaper the student has to demonstrate an ability todo independent research and to write a dissertationon a specialized topic, in the area of constructionmanagement, the student has chosen.

A Post Graduate Programme student is expected toselect a topic for his/her Project Work - Long Paperwith the approval of SODE office. It may be deskresearch requiring collecting, collation and analysis ofstatistical data, another could be a live problem on theprojects or sites where a student is working; still anothercould be a computer model building such as designinga computer model of quality control/safetymanagement / material and stores management systemor it may be a case study of an organisation, a projector a phenomenon. The topic should be researchable inthe given time and have bearing on the performanceof the construction industry. It should involve scientificdesign of a study, collection and analysis of data andwriting a report in an acceptable academic style.

Long Paper should display that student developed thenecessary analytic and synthetic skills needed to meetthe requirements of research at a medium level. Thismeans the Long Paper must go beyond merelysummarizing, quoting and paraphrasing. It shoulddevelop a critical and individual point of view in regardto the question at hand and draw a sound conclusionfrom the thesis statement, literature and analysis ofthe research problem at hand. In the research designpart make clear why it is important, relevant orinteresting to write about this particular topic, what isthe question or questions behind this interest. Developa defensible research method and write the report incorrect language and in a clear and intelligible style.

The Project Work - Long Paper may be of around 12500words, about 50 typed pages of A-4 size. It should bebound in an academic style and 2 copies submitted tothe SODE office. The Project Work - Long Paper willbe prepared as a part of the Independent Study module.

Presenting another student’s Long Paper (copying)as one’s own work by submitting the Institute istreated as academic dishonesty. Such students willnot be allowed to continue the Programme.

COMPUTER PROFICIENCY

This involves learning and acquiring proficiency inthe use of project management software packages- MS Project and Primavera. NICMAR campusesoffer this training to SODE students along withRCC and Exam. Separate fee will be charged forthe computer proficiency programme.

ASSIGNMENT

Writing one assignment per course for PGPs andGPs is mandatory. An assignment set for a coursemust be submitted before taking the examinationfor that course. Submitting another student’sassignment as one’s own work by submittingthe Institute is treated as academic dishonesty.Such students will be awarded zero marks forthe particular assignment.

PAYMENT OF FEES

The Schedule of Fees and other charges for variousprogrammes are given in later paras. The followingpoints may be noted by all students.

i. Fees once paid are non-refundable.

ii. The fees will be forfeited if a student, afterhaving been enrolled, leaves studies in-between or fails to complete them successfully.

iii. Fees are payable by Demand Draft drawn infavour of NICMAR-SODE, payable at Pune.Personal cheques and cash are not accepted.Exact amount of Demand Draft only will beaccepted. Excess and short payments are notaccepted and will be returned.

iv. The fees and other dues payable at the timeof admission are mentioned in the AdmissionLetter itself and should be paid within thedate specified the admission letter.

v. The tuition fees will be valid till the durationof the programme. If a student delays incompleting the programme beyond theprogramme duration the revised fees for theremaining modules/term will be applicable.

vi. The Institute reserves the right to change feewhenever it is required to be changed withoutany notice.

STUDY MATERIALS

The study material for a Programme typicallycomprises the following:

(Minimum of one text book per course)

Students are advised to buy the Text Bookswherever possible.

CAMPUS FACILITIES

All SODE students can use facilities at NICMARCampuses at Pune and Hyderabad. These facilitiesinclude libraries and computer centres.

LIBRARIES

Each campus is equipped with a library. The mainlibrary is at the Pune campus. This is a specializedlibrary in construction management and theconstruction industry. It holds a collection of over17,000 titles, documents and reference material.Libraries subscribes to all major technical andprofessional journals relevant to the mainline workof the Institute.

The library provides text book service to studentsand research/ reference support to faculty andscholars and useful information to constructionenterprises. It is fully computerized and staffedby professionally qualified and computer proficientlibrarians and documentalists.

NICMAR libraries at Pune, Delhi and Hyderabad areavailable to all SODE students.

COMPUTER CENTRES

NICMAR campuses maintain well equipped andmodern computer centres. Each computer centrehas sufficient number of computers of the latesttechnology. Internet and e-mail facilities areavailable at all locations. All important softwarepackages of project management, estimating,quantity surveying, inventory control, accounting,personnel handling etc. are available at the Centres.

HOSTEL

SODE does not have hostel facilities. Studentsof distance education can avail the hostel facilitieswhenever hostel rooms of the full timeProgrammes are available. Students have toapproach the Hostel Manager for accommodation.Whenever students stay in the hostel they haveto follow the hostel rules.

The following are prohibited in the hostel:i. Consumption / possession of alchoholii. Cigar / cigarette smoking in the Campusiii. Use of heater, stove, hot plate etc.iv. Quarrelling each other.v. Damaging the assets. If any student damages

the assets of the Institute he/she will have tobear the replacement charges.

vi. Moving out from hostel in the night without permission.Lights, fans etc. should be switched off beforeleaving the room. Hostel timing should be followed.

Fine will be charged for violating hostel rules.

ACADEMIC COUNCIL

The Academic Council of the Institute is the apexbody of academic activities and policy decisionmaking. Anybody found violating any of theprovisions of code of conduct will be reported tothe Academic Council for appropriate penalactions. The penal actions will be determined bythe Academic Council and communicated to thestudents. The decisions of the Academic Councilare final and binding for all concerned. The penalactions may range from reprimanding with severewarning, imposition of appropriate fines and evencancellation of enrolment. Students are advisedto strictly adhere to the code of conduct.

INSTRUCTIONS TO CANDIDATES FOR EXAM

Candidates must read the following instructionscarefully for strict compliance.i. Candidates are required to bring in their Student

Identity Card to the Exam. Centre every day forestablishing their identity and securing admissionto the examination, failing which they will notbe allowed to enter into the Exam. Hall. A candidatewhose Student Identity Card has become invalidon expiry of validity period or who has misplaced/lost it must take immediate steps to get the samerevalidated or obtain a fresh Student IdentityCard from SODE, Pune sufficiently in advanceand well before the Exam.

ii. Occupy their allotted seats in the examination hallat least 10 minutes before the scheduled time.

iii. Students are not permitted to enter the Exam. Hall15 minutes after the commencement of the Exam.

iv. Students are not permitted to leave the examinationhall till after 30 minutes after commencement of theexamination. Candidates leaving the hall shall not bepermitted to enter hall again during the examination.

v. Students are advised to carry with them their ownpens/ball-pens, pencils, calculators (nonprogrammable),etc. The invigilator shall prohibit borrowing betweenstudents during exam.

vi. Students are not allowed to carry with them anypaper, electronic device, book or similar materialcontaining any literature or information of any kindinto the Exam Hall. Cell phones should be switchedoff during Exam.

vii. Trying to influence invigilators will lead to expulsionfrom Examination Hall.

viii. Use only the answer books and additional papersissued by the Institute.

ix. Before writing answers, fill up the particulars, i.e.,Registration Number, Name, Number and Title of theCourse of the Examination. This should be checkedagain before submitting the answer books aftercompletion of the examination. Answer books notcontaining the above information may not beevaluated.

x. Ten minutes before the closing time of theexamination, invigilators may draw the attention ofcandidates to the closing time of the examination.

xi. Exactly at the scheduled time of the completion ofthe examination, candidates shall stop writing theiranswer books and hand over the same to theinvigilators, who shall not permit any extension oftime.

xii. Any answer book containing entirely illegiblehandwriting is liable to be awarded “ZERO” marks.

xiii. It shall be the personal responsibility of the candidateconcerned to properly hand over his/her answerbook(s), even if blank, to the Invigilator concernedon duty in the Examination Hall.

xiv. Any representation regarding omission to surrenderthe written answer book(s) or part thereof in theExamination Hall at the time of handing over his/heranswer book(s), for any reason whatsoever, shall notbe entertained after the examination in that paper isover.

xv. The Dean of SODE or the Officer in charge of Exams.in the concerned Campus/Centre has absolute powerto expel a candidate from the Examination Hall if inhis/her opinion the candidate has resorted to unfairmeans for the purpose of answering the examinationor behaved in a disorderly manner in and around theExamination Hall or obstructed the invigilating staffin carrying out his/her duties or attempted to offerillegal gratification or applying undue influence orthreaten or blackmail any person connected withconduct of examination.

xvi. A candidate so expelled must, before leaving theExam. Hall, submit to the Institute his/her explanationin writing through the Invigilator of Examination.Once a candidate is so expelled, he/she will notbe allowed to appear in the remaining paper(s).Over and above, any such misconduct shall besubject to debarring the student from writing thefurther Exams.

Candidates shall refrain from copying from anymaterial whatsoever or from communicating withany other candidate during the course of theexamination or carry any slips/notes. DEFAULTERSWILL NOT BE ALLOWED TO CONTINUE THE EXAM.thereafter.

DURATION

The Programme duration is 24 months. It isdivided in 4 Modules, each term is of 6 months.Extension of the duration for completion of studiesis normally not allowed.

ii. Non-Engineering Graduates with 2 years'work experience in a construction firm.

iii. Certificate holders of Graduate Programmesof NICMAR are eligible for PG Programmes.

FEES AND PAYMENT SCHEDULE

For Indian Nationals resident in India

The total fees payable is Rs. 1,40,450 plusadmission fee of Rs.5,618. The schedule ofpayment is as under:

√ Rs. 39,326 on receipt of admission letter.

√ Rs. 30,899 on registration for SecondModule.

√ Rs. 33,708 on registration for Third Module.

√ Rs. 33,708 on completion of Third Moduleand start of Independent Study Module.

Above fee includes 12.36 % Service Tax. TheService Tax rate is decided by Govt. of India.Therefore, the Service Tax rate prevailing in theparticular financial year will be applicable.

For NRI and Foreign Students

The total fee for the entire course for NRI

and foreign students is US$ 3000. It is

payable in four instalments:

SCHEME

The academic requirements and procedures of theseProgrammes are as follows:

i. Studying and passing all 12 Courses of Modules 1,2 & 3, and the Independent Study Module M-IS.

iii. Attending three Regional Contact Classes, oneeach at the end of Modules 1, 2 and 3.

iv. Independent Study Module (M-IS) is a period of20 weeks after completion of all work formodules 1, 2 & 3. During Module (M-IS) twooutputs wll be produced.

ACADEMIC REQUIREMENTS & ASSESSMENT

Five academic requirements of this Programme aregiven below:

i. Course Work: Study 12 Courses in 3 Modules &pass examinations.

a. Project Work-Long Paper and getting 'passcertificate'.

b. Computer Proficiency Certificate.

v. A student will register for First Module, completeit and pass the examination in all 4 Courses.Thereafter, he/she may register for SecondModule, complete and pass it and then registerfor Third Module, complete it and pass theexaminations.

vi. The student will receive one Lesson Book, oneassignment and a supplementary reading list foreach Course. Thus a student, on registration fora Module, will receive 4 Lesson Books, 4assignments and supplementary reading lists.

vii. An assignment set for a Course must besubmitted before taking the examination forthat Course.

viii. Students must attend Module-end RegionalContact Class (RCC) before sitting forexamination of the Courses in that Module.

ix. Examination for all 4 Courses of a Module shouldbe taken in one sitting. Sitting for examinationin partial Module is not permitted.

x. If a student passes atleast in 2 Courses of aModule and fails in two Courses, he/she may beallowed to register for the next Module andappear in the examination in 6 Courses nexttime.

xi. Not more than 2 attempts can be made to passthe examination of a Course.

xii. The Project Work - Long Paper will be preparedas a part of the Independent Study Module. Thedetails are given separately.

xiii. The student should be proficient in the use ofcomputer in Project Management, MS-Officeand Graphics. He should be capable of usingatleast one Project Management package/software like MS Project, Primavera etc. ACertificate of Proficiency in the above issued bya reputed computer training agency, or fromNICMAR, will be required to be submitted atSODE office, Pune.

Moderation

The final results are scrutinised by the ModerationCommittee chaired by Director General, NICMARbefore they are declared.

Failed Cases

i. A student who misses two chances to passexamination of a course by not taking the examwhen due means missing a chance. Failing inthe exams means losing a chance.

ii. A student who takes exams for all 4 coursesof a Module and passes in atleast two courseswill be allowed to register for the next Moduleand take exams of failed one/two courses nexttime.

iii. Results of exams of courses are withheld if thestudent has not submitted assignments for thesecourses.

AWARD

In order to qualify for the award of Post GraduateProgramme, a student should have successfully metthe following requirements:

i. Enrolled as a student of this Programme andregistered for all 12 Courses of first threeModules.

ii. Written one assignment per Course andsubmitted to SODE, received an “Accepted andSatisfactory” (A & S) letter from it.

iii. Taken examinations in all 12 Courses in theprescribed sequence and passed by obtainingatleast 40 percent marks in each Course.

iv. Submitted the “Project Work-Long Paper” andreceived an “A & S” certificate for it fromSODE.

v. Submitted a Certificate from a Computer TrainingInstitute, approved by NICMAR, or fromNICMAR, certifying computer proficiency in theuse of prescribed software packages.

vi. “No Dues” Certificate from SODE office.

SCHEME

The academic requirements and procedures of this Programmeare as follows:

i. Studying and passing all 8 Courses of First andSecond Module.

ii. Submitting 8 assignments, one per Course andgetting acceptance certificate from SODE office.

iii. Attending two Regional Contact Classes, one eachat the end of First and Second Module.

iv. A student will register for First Module, completeit and pass the examination in all 4 Courses.Thereafter, he/she may register for Second Module,complete it and pass the examinations.

v. The student will receive one Lesson Book, oneassignment and a supplementary reading list foreach Course. Thus a student, on registration fora Module, will receive 4 Lesson Books, 4assignments and supplementary reading lists.

vi. An assignment set for a Course must be submittedbefore taking the examination for that Course.

vii. Students must attend Module-end Regional ContactClass (RCC) before sitting for examination of theCourses in that Module.

viii. Examination for all 4 Courses of a Module shouldbe taken in one sitting. Sitting for examination inpartial Module is not permitted.

ix. If a student passes atleast in 2 Courses of a Moduleand fails in two Courses, he/she may be allowedto register for the next Module and appear in theexamination in 6 Courses next time.

x. Not more than 2 attempts can be made to passthe examination of a Course.

FAILED CASES

i. A student who misses two chances to passexamination of a course by not taking the exam.when due means missing a chance. Failing in theexams means losing a chance.

ii. A student who takes exams for all 4 courses ofa Module and passes in atleast two courses willbe allowed to register for the next Module andtake exams of failed one/two courses next time.

iii. Results of exams. of courses are withheld if thestudent has not submitted assignments for these

courses.

OBJECTIVE

Construction is a dynamic and multi-disciplinary

activitiy. It demands that its performers continuously

update their knowledge and skills and also develop

better appreciation of contributions of other

disciplines. The certificate courses are designed to

meet the following objectives:

DURATION

The Programme duration of each Certificate

Programme is 6 months from the date of enrolment.

Extension of the duration for completion of studies

is normally not allowed.

ELIGIBILITY

Diploma in any branch of Engineering/Technology.

OR

Graduate in any non engineering discipline with 2years work experience.

(Candidates working in the construction industry willbe preferred).

FEES AND SCHEDULE OF PAYMENTFor Indian Nationals resident in India

The total fee for a Certificate Programme isRs.37,079 and it is payable at the time ofenrolment.

For NRI and Foreign Students

The fee for one certificate course is US $ 750 and itis payable at the time of enrolment. Candidates willpay fees to NICMAR Study Centre, Dubai/Bahrain.
