1. What is MySkillsFuture portal?

The MySkillsFuture portal is a guide for skills upgrading and career planning, helping individuals make informed decisions about their career path and lifelong learning. It caters to people from all age groups and different stages of life, from primary school students to working adults.

Singaporeans and permanent resident working adults can use SingPass to log in to MySkillsFuture. After logging in, they can access the full features, including claiming their SkillsFuture Credit and taking self-assessment tools.

1. How can companies choose the courses under the SkillsFuture Series?

The SkillsFuture Series comprises training programmes in 8 emerging areas cutting across 3 proficiency levels, namely Basic, Intermediate and Advanced. Companies can choose the courses based on their proficiency levels.

Basic The course is designed for learners who have limited or no prior knowledge in the

subject area. The course covers basic knowledge and application.

Intermediate The course is designed for learners who have some working knowledge of the subject

area. The course covers knowledge and application at a more complex level.

2. Are the SkillsFuture Series courses funded?

1. What is SkillsFuture for Digital Workplace?

SFDW is a two-day programme (up to 18 hours) that helps equip employees with the right mindset and skills to welcome technological changes to the workplace, and be comfortable with using simple digital tools. There are 16 training providers delivering SFDW at $50 per SC/PR employee after funding.

Q&A: Enhanced Training Support for SMEs (ETSS)

1. What Does ETSS cover ?

Higher course fee grant – up to 90% of course fee for SSG supported courses

Higher absentee payroll funding – higher cap of $7.50 per hour, an increase over the normal cap of $4.50 per hour.

2. How can companies apply for ETSS?

SMEs can submit applications and claims through SkillsConnect platform. The application can be submitted up to 30 days before the course start and no later than 30 days after the course start date.

3. What is the eligibility criteria for ETSS?

To be eligible for ETSS, an SME must be:

Registered or incorporated in Singapore

At least 30% local shareholding by Singapore Citizens or Singaporean Permanent

Residents

Employment size of not more than 200 (at group level) OR

Annual sales turnover (at group level) of not more than $100 million

Trainees must be hired in accordance with the Employment Act and fully sponsored by

their employers for the course.

Q&A: Mid-Career Enhanced Subsidy

1. What is the Mid-Career Enhanced Subsidy (MCES)?

The MCES supports and encourages lifelong learning and helps Singaporeans who are above 40 years old to upskill and reskill to stay responsive to a changing workplace.

Eligible individuals will receive higher course fee subsidy of up to 90% of courses fees when they sign up for SSG-supported courses.

The MCES is also applicable to employers when they sponsor their Singaporean employees who are above 40 years old for the SSG-supported courses. It applies to both SMEs and non-SMEs companies.

Q&A: Workfare Training Support

1. What is the WTS Scheme?

WTS encourages employers to sponsor their lower wage employees for training to upgrade their work skills and improve business performance. Employers will receive course fee subsidy to lower their training costs and absentee payroll funding for employees who are sent for training

2. Who can qualify for the WTS Scheme?

Employees will qualify if they meet all the following criteria:

• Be a Singapore Citizen; and

• Aged 35 years and above (13 years and above for Persons With Disabilities); and

• Earn an average gross monthly income of not more than $2,000 for the months worked

3. What courses are eligible under the WTS Scheme?

Employers can benefit from up to 95% course fee subsidy and absentee payroll funding when they sign their employees up for any course approved for WTS-eligible courses:

• Singapore Workforce Skills Qualifications (WSQ) courses

• Part-time ITE Skills Certificate, Part-time NITEC and Part-time Higher NITEC courses offered by the Institute of Technical Education (ITE).

• Part-time Diploma, Advanced Diploma, Specialist Diploma and Diploma (Conversion) programmes offered by the five local Polytechnics.

Q&A: Absentee Payroll Funding

1. What is Absentee Payroll?

Absentee Payroll (AP) funding is a grant to help employers defray the manpower costs incurred when they send their employees for certifiable skills training during working hours.

For training conducted outside working hours, the grant is meant to alleviate the opportunity costs incurred by the employees. The Absentee Payroll funding is not applicable to on-the-job training (OJT) hours.

2. Who is eligible for Absentee Payroll?

In order to be eligible for Absentee Payroll funding, the applicant company must meet the following criteria:

• Company must be registered or incorporated in Singapore

• Trainees must be fully sponsored by their employer for supportable cost components (such as course fees) incurred on the training course;

• Trainees must be full-time or permanent part-time employees of the sponsoring company;

• Trainees must continue to receive their salary when they attend training;

• Trainees must have achieved at least 75% attendance;

• Trainees must have sat for and passed the examinations/ assessments where applicable; and

• Trainees must complete the course whilst under employment of the sponsoring company.

Q&A: Enhanced Absentee Payroll for Covid-19 Support

1. What is the Enhanced Absentee Payroll?

Under the Stabilisation and Support Package (SSP), SSG is providing enhanced course fee subsidies and absentee payroll funding for employers in sectors directly affected by the COVID-19 outbreak (i.e. air& land transport, tourism, retail, and food services), when they sponsor their workers for eligible courses. These enhancements will last for three months and aim to encourage employers to make use of the downtime to send their workers for training, such that companies can be in a position of strength to capitalise on the upswing when the economy recovers.

In view of the worsening COVID-19 situation and the increasingly uncertain economic outlook, SSG will further enhance training support measures to provide greater help to companies.

From 1 May 2020, the enhanced absentee payroll rates will be further extended to cover all sectors. This will apply to all courses that are eligible for absentee payroll funding today, e.g. selected courses by SSG-appointed CET Centres or certifiable courses by other SSG-approved training providers. Employers are advised to check with training providers on the courses that are eligible for absentee payroll funding.

2. Duration of training support?

The enhanced absentee payroll will cover eligible courses that start before 1 January 2021. This will provide sustained support for employers to upskill their workers as they prepare for recovery.

The SkillsFuture Jumpstart! Workshop is specially designed to help businesses learn about the available jobs and skills resources and grants available. Delivered in a highly interactive manner, participants will learn and play at the same time, and take away useful knowledge of the tools, resources, government grants and schemes applicable to support business goals.

2. What is the cost of the workshop?

The full course fee is $250 (+$17.50 GST). After SSG funding, SMEs and/or Singaporeans aged 40 and above pay only $25 (+17.50 GST).

The workshop covers more than 20 jobs and skills initiatives across SkillsFuture Singapore, Workforce Singapore and Enterprise Singapore.
