INTRODUCTION

• The current global political situation makes issues of Transboundary water resource use come to the fore in political and economic relations between the countries at all levels.

• It relates not only to subsurface, but also to Groundwater.

• Besides, the climate change will constantly affect and adjust these relations.

INTRODUCTION

• Kyrgyzstan has, even now, to take measures for recording and stock-taking of all available reserves of both Subsurface and Groundwater.

• Especially, it relates to southern regions of Kyrgyzstan, where issues of water supply are the most critical.

• This Project provides for conducting a basic situational analysis within the Syr Darya basin to ensure Sustainable use of Groundwater.

Regional hydro-geological characteristics

• Waters formed in Kyrgyzstan, for the basin of Syr Darya, are the main supply source of both subsurface and Groundwater.

• The significant part of the balance of the Groundwater of the Syr Darya basin attributes to Groundwater of the Fergana artesian basin, which are formed within borders of Kyrgyzstan.

• Borders of Kyrgyzstan, Uzbekistan and Tajikistan are within the basin.

• The Fergana artesian basin goes between hydrogeological arrays of Tien Shan (in the north) and Turkestan-Alai (in the south).

4 zones are identified:• The central plain part (quaternary deposits); • The adir hilly zone (Neogene-Quaternary sediments, wings of AB); • Area of foothills (Meso-Cenozoic fold system, the transition from AB to GGM); • Highland area (Paleozoic formations, GGM, external area of AB supply).(According to O.K. Lange )

• Only the edge of the Fergana AB is located on the territory of Kazakhstan.

• Besides, in Fergana AB (XXII), also inter mountain Chatkal (XX) sloped AB and the Suek sloped (XXI) AB are also identified.

• The value of Groundwater of the Fergana AB is essential both for drinking water supply and irrigation.

• Over 75 years of history of the Kyrgyz geology, a large number of wells were drilled (about 2000) in the region.

• Reserves in twenty deposits of Groundwater were estimated.

The interested parties and the legal framework

• Eight Kyrgyz state authorities, as well as research and educational institutions, are involved in water issues.

• The profiling organization is the Kyrgyz integrated hydro-geological expedition under the Agency on Geology and Mineral Resources of the government of KR.

• Kyrgyzstan adopted a number of legislative acts in the sphere of use and saving of water resources (Water Code, law “on Subsurface Resources” etc). Majority of documents requires to be finalised with regard to control over use of Groundwater.

• The new edition of the draft water resource strategy in Kyrgyzstan is under development.

Current problems in the use of Groundwater

• The level of awareness of decision makers and population is low.

• As a result of decrease of financial resources in all industries in Kyrgyzstan:• The monitoring network has been destroyed. • Monitoring of Groundwater (levels and the quality) is

minimised. • Reserves of Groundwater are virtually being specified

(revaluated). • Virtually no records of the water consumption in rural areas and

local enterprises are maintained.• Last items result in the inability to properly assess the condition

of Groundwater throughout the region.

• No effective professional educational programmes for hydro - geologists.

Ways for resolving current problems in the use of Groundwater

• Review of the current rules and regulations with respect to natural waters

• In order to raise awareness in the effective use of surface and Groundwater, and their management, it is necessary to conduct seminars and roundtables, both for specialists, officials and the public.

• Establishing stakeholder interaction in the use and control of Groundwater.

• Evaluation of existing programs and development of recommendations for attracting funds from international organizations and donors in the use and control of Groundwater.

• Consider an option of setting up an interstate system of Groundwater monitoring.

Ways for resolving current problems in the use of Groundwater

• Refitting of material and technical resources of the hydro-geological expedition, as the main data supplier.

• Use of international experience in monitoring, record keeping and control over the Groundwater supply.

• Working out activities aimed at stimulating involvement of young specialists.

• Develop state programmes on subsidization and stimulation of water users in record keeping of the Groundwater consumption.
