Site Options compliance with approved Zone Plan

The name the relevant Zone Plan (or Master Plan) for the Defence establishment where facilities are to be located is to be stated in this section. If there is no approved Zone Plan (or Master Plan) for the establishment this must be stated.

The Zone (or Master) Plan is to be used to identify the zoning of each site option, as well as any related precinct. Please note that the approved Zone (or Master) Plans are available on DEQMS.

If any of the site options selected for consideration are inconsistent with an approved zone plan, a detailed explanation for selecting a site that does not comply with zone plan must be provided.

State whether the relevant Estate Planning Directorate was consulted in the selection of the site options and indicate whether that Directorate has provided general agreement with the selected site options.

Evidence that the Defence Estate Principles of Development have been considered in the selection of site options being presented. (Refer to Annexure A)

Defence Estate Principles of Development must be considered when selecting site options as they have implications for the planning, design, siting of buildings and capital works on the Defence estate. Key ‘principles’ considered likely to be relevant to the ‘site selection’ phase of a project have been identified in Annexure A. Please

note that the ‘Defence Estate Principles of Development’ can be found on DEQMS under the policy section.

This section is to be completed by providing a brief overview of whether the relevant ‘Principles of Development’ have been met, highlighting any that have not. This summary should be prepared having regard to the answers provided in Annexure A.

The attached ‘Defence Estate Principles of Development - Statement of Compliance Checklist’ (Annexure A) provides further details on how each site option either meets or does not meet the relevant ‘Principles of Development’.

The ‘Principles of Development Statement of Compliance Checklist’ at Annexure A must be completed as it forms part of the Site Selection Brief document. A short summary, outlining whether each of the site options can or cannot met the relevant ‘Principles of Development, is to be inserted in the Annexure A document. Where a ‘principle’ cannot be met, a short statement providing sufficient justification for not adhering to the ‘principle’ is to be provided. This will allow an informed decision to be made regarding not adhering to the ‘principle’ under the circumstances.

Maps to be attached to Site Selection Brief

A base overview map showing the location of all the potential site options within the Defence establishment/s is to be provided. This map is to be labeled, to scale and have the north point notated.

A more detailed location map of each of the site options must also be provided. This map must be to scale, show the nearest building (with building number clearly noted), the name of the nearest road frontage and contain a north point.
