LPG: EXCEPTIONAL ENERGY!Siraga supports the industry initiative called “Exceptional Energy”, initiated by the major actors of the LPG Branch.The project’s goal is to brand LPG for lobbying purposes. It was launched in Vienna at the European LPG congress that took place there in May 2009.LPG is a lower-carbon fuel with an extensive range of applications.

It is cleaner than other fossil fuels, highly energy efficient, good-value and available everywhere. LPG actively helps contribute to the mitigation of climate change. For instance, switching from kerosene to LPG in Indonesia, or from wood to LPG in Africa by using LPG cylinders as a cooking fuel, can significantly reduce the impact on the environment and even reduce deforestation.With the concern to protect the environment, Siraga strongly support the industry initiative!

Vitol project in nigeria, which has drastically

impacted the 2008-2009 financial result. Siraga

is though now back on solid ground. we have

excellent perspectives for the current financial

year, with an estimated turn-over above € 30M

and an order book above € 40 M. these results

are already partially achieved thanks to the

following orders:

naftal, algeria. the subsidiary of Sonatrach, m

has entitled us with an engineering contract

including civil works, building, upgrade of the

lPg, fire-fighting and electrical networks and

achievement of a complete filling hall in Bejaïa;

gasco, Saudi arabia. this contract comprises m

the supply of 12 filling lines.

agip, ecuador. the order consists of the m

supply of 3 new filling lines;

indonesia: the intense activity is maintaining m

with regular orders for filling scales;

and, various contracts for Morocco. m

The customerFounded in 1991 by Shell and tehokaasu (neste), innogas is since 1999 the independent subsidiary of aga and tehokaasu. it is responsible for the filling, maintenance, logistics and distribution of lPg cylinders throughout Finland. Both the head office and the plant are located in Porvoo (50km northeast of helsinki). the filling plant is immediately adjacent to the neste refinery, which makes it all easier to get lPg through pipeline.

innogas currently fills ca.800, 000 cylinders yearly and has excellent growth prospects for the years to come.

The challenge 16 types of cylinder: m from 2 to 184 kg!

3 types of valve: m clip-on, hand-wheel (among which there are different types) and Flt-valves

4 types of cylinder material: m composite, steel, aluminum and stainless steel

nothing less than16 different cylinder types!

FINLAND. THE INNOGAS CHALLENGE :

innogas contacted Siraga in 2007 with the project to completely upgrade their Porvoo-based plant, a project which eventually turned into the replacement of the existing filling plant installed by another supplier at the

beginning of the 90s. After fierce competition, the contract was awarded to Siraga in June 2008. the equipment installation began in January 2009 and the plant has been running at its full capacity since February 2009. Here are some more details on the project.

To put it in a nutshell, Innogas has benefited from Siraga's long experience to modify their plant and hereby optimise their production.

The technical solutionin order to fill such a great variety of cylinders and to meet the requested production, Siraga has opted for 2 separate lines:

the main line contains a 24-post carrousel fitted mwith filling scales to handle small and medium-sized cylinders. the scales are equipped with 2 filling heads: one for top-entry and one for side-entry valves, along with an automatic valve opening and closing system.

the other line is dedicated to large-capacity mcylinders, which are filled on 4 in-line scales.

each line is equipped with safety equipment msuch as check scale and leak detector, and other machines

aBout Siraga

Independence: each machine and each filling line is independent in order to avoid costly stops of production, which are critical at high production rates, or during the peak season.

Flexibility: the cylinders can be filled at alternative places (carrousel and/or in-line scales). also, the level of automation was defined with innogas in order to make the line easily adaptable to the change of production, i.e. less than 5 minutes on the carrousel, tabulation & valve orienting unit.

Modularity: the layout was designed taking into consideration not only the immediate needs but also the future evolution of the market, i.e. that scales and extra machines can be later added on the line, as the needs develop.

Operator friendliness and safety were proposed by Siraga and validated by both the operators and the local health & safety authorities. technical visits organized on a regular basis will enable a practical evolution of the machines according to the needs: machine cycle modifications, adding of extra functions, consulting…

Expertise: according to the measurements made by innogas, filling accuracy stands between 98,8% and 100%, a further evidence of Siraga’s technical expertise.

Lighter and handier cylinders

S everal marketing studies have revealed that the end-consumer wants a lighter, handier and cheaper cylinder. then different solutions

have appeared on the market: in 2006, antargaz and Butagaz were the first to mintroduce on the French market a light cylinder, made of composite materials, respectively the calypso and the Viséo. the composite materials, based on the aeronautical techniques, guarantee an optimal level of resistance and tightness. in 2007, Primagaz launched the Primalight®, m

a ”light” cylinder made of steel, which has a thickness of 1.4mm. the steel was developped in partnership with arcelor Mittal. in 2009, totalgaz started the marketing of the mShesha, a cylinder made of light steel with a plastic envelope.

in order to facilitate the connection, classic French side-entry valves have been replaced by top-entry valves, which are simpler to use. eventually, some cylinders have been equipped with visual and resonant gas level indicators to preserve the consumer from running out of gas. also, the gas load has been reduced from 13 to about 10kg.

the French market for LPG cylinders has been facing thorough changes over the past few years. this deep trend is characterized by the concern to propose an improved service to the end-consumer, the gas cylinder user. this move was translated into different innovations, in both the fields of the cylinder itself and its distribution mode.

the replacement of the classic side entry- valve by a top-entry valve, which enables the consumer to have a quick connection and disconnection by clip-on, impacted the production tools of our customers. naturally, Siraga was entitled to participate to the development of this new market, nonetheless in the continuation of what existed before for the 6kg cylinders (the elfi, twiny, Malice and cube cylinders already equipped with valves). Siraga consequently adapted and enriched their range of equipment, particularly the filling scales, in order to meet the new demand.

Solutions put forward by Siraga

For antargaz, Siraga recently participated to the installation of new filling and check units, in answer to the skyrocketing demand for the calypso cylinder.

a filling line equipped with the latest technologies (hydraulis palletizer, electronic carousel), dedicated to the 10kg cylinders has been installed. a mixed- post carousel has been set up as well as a gassing line for the new 10kg composite cylinders preparation. a 4 module hydraulis palletizing system and a P35 loader have also been installed.

Thanks to a recognised experience with mixed cylinders (top or side entry valves) on the Italian and Finnish markets, Siraga could offer equipment matching the expectations of the LPG distributors: to fill and control two types of cylinder on the same production unit.

antargaz, in the double concern for differentiation at the point of sales and to make more loyal the existing customers, made the choice to put plastic streamers on the cylinder body, namely with the + controle in 2004 and carrefour in 2008.

Siraga has consequently developed solutions to put on and remove streamers from the cylinder body.

in 2009, Primagaz installed 2 new streamer laying machines, for 2 types of cylinders:

the 10 kg light weight cylinder with a top-entry mvalve the 13 kg cylinder with side-entry valve marketed munder the Système u brand.

More attractive cylinders thanks to the plastic streamers

in order to meet the success of the light-weight cylinder, the production performance of the filling lines for 6/10kg valve cylinders has been increased, with the installation of new filling scales on the Saint Pierre des corps- based plant. an11 module hydraulis palletizer has been installed at the Brest site to replace an old pneumatic palletizer. Besides, Siraga improved the working conditions of some posts, providing equipment such as P35 loaders and 6 kg cylinder stacking unit.

the installation in July 2009 of a carrousel to fill 13kg side-entry valve and 10kg top-entry valve cylinders reinforced Siraga’s expertise in the design of specific, mixed scales.

Siraga worked in partnership with totalgaz to design a solution, respecting the existing environment and meeting the legislation in force: protection of operators, user-friendly working conditions and easy access.

on august 3rd, after a cautious preparation in the Siraga workshop and 2 weeks of intense works on site, the new carrousel was operational from the very first day of starting up. this result was achieved thanks to the joint actions of both Siraga and totalgaz arleux.

Following the example of the filling activity, the cylinders distribution market has experienced a real revolution during the past years in France. Besides, France counts 53 million cylinders (80% of butane).

W ith more than 10.000 points of sales, supermarket chains have become the major vector of the gas cylinders

distribution since they now represent more than 60% of the global market; that is to say 3 cylinders out of 5 are sold by supermarket chains. this evolution encouraged the main actors to create their own distributor brand. nowadays, regarding the cylinders filling and checking, supermarket chains benefit from the production units of historical gas majors. thus, Siraga carrousels fill indirectly for nearly all the profession: carrefour, leclerc, Système u, intermarché…

thanks to the know-how in the manufacturing of transport pallets and cages for all kinds of cylinders, Siraga has become a privileged partner to develop new cylinders distribution strategies. the multiplication of the offer (oil producer and distributor brand) has actually forced the different actors to rationalize their points of sales. the storage surface has to decrease to comply with the new legislation, but also to facilitate the choice

Siraga do Brasil subsidiary. considering that only 30% of the Brazilian filling capacities have already been modernized, the forecasts are quite encouraging for the years to come.

Brazilian LPG distributors started a modernization programme of their filling lines some years ago. this new phase means increasing the

production rate. Already, some Siraga equipment work at more than 2,200 cylinders per hour on a single line, against 1,800 cylinders a few years ago. the target is clearly to cut filling costs down on this very competitive market! numerous LPG distributing companies are present in Brazil. the four majors are the following: Ultragaz, SHV Gas Brasil, Liquígas and nG Butano account for more than 85% of

Modernization of their filling plants

A gip ecuador continues their modernization programme with three new lines set up. this ambitious programme will ensure

a safe and precise filling, thanks to the most modern technology in the country. an innovating system of caPM (computer assisted Production Management) makes it possible for them, from their Quito-based head office, to consult on-line

the performance of their four sites, located in Pifo, ambato, ibarra and isidro ayora. the collection of information on the filling productivity and quality is thereby centralized, enabling a better global management.

in the frame of the same modernization programme, its consociate esaín S.a. added two filling lines. From now on, agip ecuador owns seven filling lines in the country.

to cater for the tremendous demand of the final consumer for LPG cylinders, distributing companies need to modernize their installations.

LPG consumption increased by 58% over the last ten years (from 625,000 tons a year in 1998 to 990,000 tons a year in 2008). Besides, 95% of the global consumption is dedicated to domestic use, i.e 935,000 tons in 2008.*

The El Salitral plant renovationthe subsidiary of Petro ecuador, Petrocomercial, has awarded Siraga the renovation of the el Salitral filling plant, located close to guayaquil. this strategic plant is now equipped with new generation machines.

Siraga confirms their advance in Ecuador thanks to two new filling line contracts, accounting to 9 filling lines in total supplied in less than three years.

Lybia oil niger contacted Siraga in october 2008 with a quotation request for a filling plant with a 6,000 tons per year maximum capacity.

one week later, Siraga remitted a technical and commercial offer meeting perfectly the technical specifications. Eventually, Lybia oil wanted a more economical alternative and Siraga proposed a container filling plant. Finally, Lybia oil wanted to concentrate on the distribution activity. they came to Siraga facility by mid december with their partner, ténéré Gaz, who placed the order to Siraga for a container filling plant. Siraga shipped the material to

Cotonou in Benin at the end of June, before forwarding to niamey, that is to say seven months after the first contact. the installation took

place in September 2009.

FLEXIbILITY, MODULARITY AND RAPIDITY OF THE TECHNICAL SOLUTION

Description of the projectténéré gaz wanted to establish their filling plant on a 4,400m² serviced ground located in niamey, on the way to dosso. Siraga was in charge of the realization of an overall plan considering the safety distances, according to the French legislation, the "9 november decree", relative to the setting up and exploitation of liquefied hydrocarbons depot.

The technical solutionsthe plant is composed of 2 containers. the first is dedicated to the filling operations and is equipped with six mixed scales for 3, 6 and 12.5kg. the supply in butane is ensured by road tankers, which alternatively make the transportation from the refueling point to the storage at the filling station. a multi-cellular pump situated 20 meters away from the container, along with flexible pipes linked to the truck, ensure the unloading and the filling.

the second container is dedicated to the cylinders control. Positioned close to the first one, it is equipped with a check scale, an electronic leak detector, an emptying stand and pump, and a pneumatic wrench with accessories for the replacement of faulty valves.

the 2 containers are interconnected with roller conveyors. thanks to a difference of levels, the conveying of cylinders is done by gravity. Moreover, reversible sections allow to close doors, if the operators want to.

regarding the fire fighting, a flexible tank is supplied with a group equipped with two pumps, a diesel one and an electric one. each container is also equipped with a sprinkler network. Finally, two monitor hoses ensure the spraying of tank and trucks at the cylinders loading and unloading posts.

Limited investment compared to a more traditional minstallation.Conformity of the unit with the AtEX directive m turnkey plant delivery, with an extremely short time of mimplementation. Possibility to move the container depending on the mmarket evolutions. The customerthe Seychelles Petroleum company limited (SeyPec) was created in 1985 when the Shell oil company was nationalized. as a government-owned body, it has been a credit to the nation’s growing self-reliance and expertise in a high technology sector. SeyPec has been entrusted with the sole responsibility of meeting the country’s fuel requirement in four key areas :

a recent governmental campaign aims at replacing kerosene by lPg for the domestic consumption, thereby increasing considerably the lPg consumption.

Projectthe Seychelles Petroleum company ltd decided to set up an oil and gas storage terminal on the Praslin island for three major reasons: to ensure prompt lPg distribution on the island and other near islands, to reduce frequency of transportation of lPg cylinders to Praslin and surrounding islands hence make savings, and more importantly to eliminate the activity of transporting large numbers of lPg cylinders to and from Praslin by ferry and landing crafts as it is a tedious and dangerous operation.

The technical solution brought by Siragato meet the customer objectives, Siraga supplied a filling line made of equipment designed to fill five different cylinder types: 4.5kg, 9kg, 12kg, 24kg and 48kg with performances vacillating between 40 and 250 cylinders per hour. in addition to that, two 50m3 tanks have been renovated and equipped. Besides, two pumps and two compressors have been supplied. the Siraga engineering branch has been in charge of the studies, the supply and the set up of the air, lPg, electricity and fire-fighting networks.

the filling plant is working since January 2010.

INDONESIA

the indonesian government decided in 2006 to subsidize 3kg LPG cylinders instead of kerosene, which was traditionally used as a domestic fuel (90% of the indonesian households). indeed, LPG is cleaner, has

a better energetic power and its illegal sale is rendered more difficult. the said 3kg cylinders are strongly subsidized and are therefore firstly dedicated to poor and rural families.the governmental project spreads itself until 2011 and concerns the entire indonesian archipelago. Until now, only the main cities on the Java island have seen its achievement (Jakarta, Surabaya, Bandung, Semarang and Yogyakarta). on the other islands, the conversion will be done progressively until 2011 (Sumatra, Borneo, Sulawesi, Bali, Lombok…).

the FirSt challengeBasic Design and Search for a Project Management Consultant (PMC).

Kotc appointed ingas engineering as an expert to work on the Basic design of the new plant – preliminary studies – and issue the tender documents, enabling Kotc to find the main consultant in charge of the complete project follow up.

The resultsBased on data transmitted by Kotc, such as the required lPg production capacity, the evolution of consumption for the following years, the marketing strategy, the location and size of the land allotted, ingas engineering came up with preliminary studies and the plot plan. then, ingas engineering prepared the tender documents package to find the main consultant and participated to the technical evaluation of the offers submitted.

the Second challengeDetailed Design and Search for the Master-Builder in charge of the Engineering, the Procurement, the Installation and the Commissioning of the project.

the first objective of the appointed Project Management consultant, Mouchel, was to review the Basic design and reinforce the engineering Studies firstly drafted by ingas engineering. the second objective was to prepare the tender documents package enabling Kotc to find the project master-builder in charge of finalising the detailed studies, achieve and deliver a turnkey fully operational plant. the third objective for Mouchel was to ensure that the project achieved by the master-builder complied with Kotc specifications and demands.

to reach those first two objectives, Mouchel needed the services of a consultant specialized in lPg. consequently, ingas engineering was chosen for the conduction of the general lPg process description, the lPg piping calculations, the establishment of the P&id, PFd layouts for the lPg and fire-fighting part, the equipment specifications, the fire-fighting network, participation in hazop meetings, and all the others services concerning the lPg part of the project.

these documents (among others) enabled Mouchel to constitute and hand out to Kotc a complete and very detailed tender documents package.
