Preface

Brick American Baseball League (B.A.B.L.) herein referred to as the “League” has developed this Operating and Policy Manual under the direction of the Board of Directors (BOD). The purpose of the manual is to implement rules, policies, and procedures which enable it to run a quality baseball program that is fair to its players, managers, coaches, parents, and members of the Board. The information contained in this manual may be changed at any time by the League’s BOD. Changes may be implemented through the terms of the by-laws at any regular or special meeting called by the president.

CHAPTER 1 – THE LEAGUE

1.1 IntroductionThe primary goal of the Brick American Baseball League is to reinforce the policies as set forth in

the Cal Ripken/Babe Ruth League Rule Book. Cal Ripken/Babe Ruth League Baseball is a program of service to youth. It is structured to provide healthy activity and training using skilled leadership and community participation. The organization is dedicated to helping children become good citizens. Teamwork, competition, and sportsmanship are the foundations of the program. The program is dedicated to the growth and development of the players. B.A.B.L. will teach the fundamental skills, basic strategies, and rules of the game of baseball. A cornerstone of its philosophy is the development of players and the cultivation of respect for all stakeholders of the game.

1.2 Board of DirectorsThe Board of Directors (BOD) shall govern all policies and procedures and amend this

document when necessary. The BOD has the power to run the League within the guidelines of the league’s bylaws. Specific job descriptions of board members are outlined there.

1.3 RegistrationRegistration for the spring season will be held during the months of November, December and

January. Additional registration dates may by held at other dates at the discretion of the Board of Directors. Registration for Fall Baseball will be held during July and/or August. The “league age” is the age a player has attained on or before April 30th 2016 and is used for the purpose of placing the player in the appropriate division.

Registration documentation for new players includes a birth certificate and two proofs of residency. The birth certificate verifies the players’ “league age”. Proof of residency documentation includes a valid NJ driver’s license, utility bills, or any document with the player’s mailing address.

The parent/guardian of each player must sign the B.A.B.L. Code of Conduct before the beginning of the season. Parents, who violate the Code of Conduct, are subject to disciplinary action that can include suspension and/or expulsion from the League.

Placement on a team for the competitive division players is guaranteed provided that the paid registration is complete prior to the draft for that division. The date of the draft is established by the Board of Directors each season and applies only to the competitive divisions. Placement on a team for non-competitive divisions will be determined after an established deadline date. The placement is not guaranteed and will depend on the number of vacancies in each division. The League, at its discretion, may choose to compile a waiting list of draft eligible players in an effort to expand a division or fill existing rosters.

Player agents of non-competitive divisions will accept late registrations in an effort to fill all open roster positions. Late registrants will not be allowed to play or practice until they are assigned to a team. The League will not accept any registrations after Opening Day.

B.A.B.L. will issue a refund for registered players who do not wish to participate in the League. Upon receipt of written notification, B.A.B.L. will refund 100% of the registration fee and 100% of the performance bond if it receives the notification before February 1st of the upcoming season. Notifications that are received between February 1st and Opening Day will receive 50% of the registration fee and 100% of the performance bond. Notifications that are received after Opening Day will only receive a refund for 100% of the performance bond. Refunds will not be issued until all money, stubs, and unsold raffle tickets are surrendered.

Parents who register more than two children will only be charged a registration fee for the two oldest players. Families must meet with the Financial Aid Committee to receive financial aid.

A $150 snack stand volunteer work bond check is required at the time of registration. The check will be returned immediately after a parent has fulfilled their snack stand requirement. B.A.B.L. will immediately cash the work bond check of parents who fail to report for their scheduled snack stand duty.

Snack stand assignments will be scheduled at the clubhouse on a future date and time to be announced. Parents of returning players may also sign up new players on the same night. A birth certificate for the new player is required.

Volunteer sign-up for Managers and Coaches will be available each night during registration. A fee will be charged at the time of registration for league membership dues and a background check. Two forms of ID are required. One of the ID’s must be an official ID with a picture that will be used to get into the training center for practices and games.

All managers and coaches must show their coaching safety certificate when signing up. Members who did not manage or coach the previous season must resubmit all of the required

1.4 General RequirementsA. A copy of the current By-laws and Operating Manual are available on the web site at

www.leaguelineup.com/brickamerican/B. Each person applying to become a coach or manager must become a member by paying their

dues and submitting to a background investigation prior to taking that position.C. All members who coach or manage in Babe Ruth/Cal Ripken must complete, and pass the

Online Coaching Certification Course.D. It is recommended that volunteer coaches attend the Rules and Field Maintenance Clinic prior

to the start of the season.D. All first time managers and coaches will be required to attend the B.A.B.L. Coaches’ Clinic.

Clinics may be held during regularly scheduled General Membership Meetings. E. Managers are required to attend a minimum of 3 General Membership Meetings per year.

Coaches are required to attend a minimum of 2 General Membership Meetings per year. General Membership Meetings, unless otherwise specified, will be held during the 3rd week of January, February, March, September, October, and November at 7:30 pm in the clubhouse. The May and June meetings will be held at 8:30 pm. Credit for attendance will only be given if the member signs in with the Sergeant-At-Arms before the end of the first 30 minutes of the meeting. Members may not leave the meeting prior to the official adjournment unless the presiding officer gives his permission. Members, who leave early, will not be given credit for attendance at the meeting.

F. Renewal of coaching and managing privileges will require a satisfactory evaluation of the member’s performance and the approval of the Board of Directors. To assure the success of B.A.B.L. tournaments and events, all members will be expected to assist and/or participate in these activities by umpiring, keeping score, announcing, preparing and maintaining the field, or working in the snack stand. The level of participation by a member will be a determining factor when the League considers a member for renewal of membership.

1.5 Eligibility Requirements Any member wishing to manage or coach a team must meet the following eligibility requirements:

A. Completion of the Babe Ruth/Cal Ripken Certification Program.B. Attendance at required clinics.C. Completed background investigation.D. Completion of certification programs and/or attending clinics and service in the

league. Final approval of all managing and coaching positions will be recommended by the

Player Agent and approved by the Executive Board. The Executive Board will consider exceptions to these eligibility requirements for members, who can document their prior service in other leagues or service in a professional capacity, i.e., managing or coaching at the scholastic or professional level.

When a vacancy exists for a manager or coach, first preference will be given to eligible members from the higher levels of play over the level having the vacancy. Second preference will go to the current managers and coaches at the level of play having the open position. Third preference will go to eligible managers and coaches at the lower levels of play. Lastly, the open position will be offered to eligible new members.

1.6 Service RequirementsA. Tee-Ball – This is the entry level to the league. No previous service is required to

coach or manage.B. Rookie League – To manage a Rookie League team, a member must have one or

more years coaching experience within the league or Babe Ruth/Cal Ripken experience that can be documented.

C. “A” Division – To manage an “A” Division team, a member must have coached at least 1 year at the rookie or higher level. First preference for coaching positions will be given to members with at least 1 year of experience at any level of play. New members will be offered coaching positions if coaches from other levels do not want the positions.

D. Major and Minor 50/70 Division – To manage a Major Division team, a member must have at least 3 consecutive years experience as a coach and 1 year of experience as an “A” Division manager or higher. To coach a Major Division team, a member must have at least 3 consecutive years experience of coaching in the league including at least 2 years in the “A” Division.

E. Senior League – To manage a Senior League team, a member must have a minimum of 2 years experience as a Major Division manager or 3 years as a Senior League coach. Any member with at least 5 years of coaching experience at any level is eligible to coach a Senior League team.

During sign-up, sheets will be available for members to indicate their interest in coaching or managing. Members who sign the sheet will be will become eligible to coach in the League for that season only. After registration is completed, the Player Agent of each division will provide the Board with a list of prospective managers and coaches to be approved. In the event there are not enough managers to staff all of the teams in the division, the Player Agent will call prospective coaches and offer them a team. If there is still a shortage, the Player Agents may contact parents from the roster to manage a team. Once the Board approves the managers, they will be called or e-mailed by their respective Player Agent to inform them of their selection.

1.7 Member Conduct Each volunteer must follow the highest ethical and moral standards. The league prohibits

the use of alcohol on the complex. The use of tobacco products in the presence of children during official league functions is prohibited. Members are not permitted to smoke on any playing field or location where a practice or game is being held. Smoking will not be permitted during official meetings of the league such as General Membership Meetings. Any member found to be in violation of this ban will be subject to suspension or expulsion from the league. Members are role models for the children they come in contact with both on and off the field. It is the aim of the Executive Board that all members of the league conduct themselves in a professional and efficient manner for the benefit of the children and our community.

The higher the level of support the league receives from its members the greater our success will be. From time to time, members will be asked to participate in activities that go beyond the immediate demands of the playing field. Members will be asked to participate in special work parties to clean up the complex, assist with special tournaments by umpiring games or doing field maintenance, solicit parents for snack stand duty and coordinate scheduling with the snack stand manager.

As detailed in the By-Laws, the main governing body of B.A.B.L. is the Board of Directors.

The daily oversight of each level of play is by a member designated as the Player Agent. A Player Agent cannot be a coach or manager at any level of play designated as competitive.

The Player Agent may be a coach or manager at any level of play that is designated as non-competitive.

The title of Player Agent implies specific responsibilities. These responsibilities include setting up tryouts for player candidates, conducting the draft, acting as an intermediary when trades are undertaken, and maintaining a list of players who are eligible to be elevated to the next level of play. The Player Agent also observes and evaluates managers and coaches in their handling of players and their abilities as a manager or coach. The Player Agent at each level of play will have the authority to suspend for cause any manager or coach in his level of play. Any manager, coach or player ejected from a game during the regular or post season will be subject to the following penalties:

A. First Offense A one game suspension beginning with the next scheduled game.

B. Second Offense A two game suspension beginning with the next scheduled game.

C. Third OffenseSuspension from the league for the remainder of the season with a minimum

suspension of three games.If necessary, suspensions will be carried over from one season to the next. Repeated

ejection of a manager, coach or player will not be tolerated and will jeopardize that manager, coach or player’s future membership in B.A.B.L.. The Player Agent will report any such actions to the Executive Board, which will have the option of taking further action. The Executive Board reserves the right to assess sanctions above and beyond those previously listed. Members should attempt to settle disagreements between themselves in an adult and mature fashion. If disagreements cannot be resolved between members, the members should seek the assistance of the Player Agent. If necessary, a member can appeal to the Executive Board as specified in the League’s By-Laws.

1.8 Baseball Programs and Formats Each level of play will be comprised of teams of varying roster sizes. Each team will

have a manager and maximum 3 roster coaches. Teams are allowed to have other certified coaches help out with practices as long as they have met all the eligibility requirements. Those coaches are not exempt from snack stand duty.

The Executive Board will determine the format that each level of play will use before the start of each season. It should be noted that each level of play can implement local options as outlined in the Babe Ruth/Cal Ripken Rulebook. The Executive Board must approve local options before being adopted. Local options may not abridge or negate any of the policies or rules set forth in this document or in the Official Babe Ruth/Cal Ripken Rulebook.

A. League Wide Rule ChangesSliding – There will be no head first sliding into home plate from the 50/70 Division on

down. A player will be called out or this rule infraction.For current year local division playing rules and options refer to the appropriate section in

the back of this manual.The league will usually consist of the following levels of play, any of which may or may

not be active from year to yearB. Tee Ball This is usually the first exposure to organized baseball. The player (boy or girl) must be 4

or 5 by April 30th of the current season. The specific purpose of Tee Ball is to introduce children to the game of baseball. Each player shall be given the opportunity to learn, develop, and practice basic fundamental skills in an environment that is positive, reinforces sportsmanship, and

teaches the value of teamwork. The experience must be fun and shall include the basics of hitting off a “Tee”, running bases, throwing, fielding, and the field positions. Emphasis is placed on total team participation. The Tee Ball division is not competitive in nature. It is set up specifically to get the children acclimated to the game and to develop basic baseball skills through repetition.

C. Rookie Division The Rookie level is designed for players who will be ages 6 or 7 by April 30th of the

current season. The purpose of this division is to aide players in grasping the basic fundamentals of baseball while introducing the skill of hitting a moving baseball. Emphasis is placed on improving the basics of hitting, throwing, and fielding in a positive team environment. Coaches will pitch to the players. The format is instructional and non-competitive. No score is kept. Managers and coaches are required to be on the field of play instructing when their team is playing defense. The complete list of rules for the Rookie Division is located in the Local Options.

D. “A” Division The “A” Division is for players who will be 8 or 9 before April 30th of the current season.

This level of play is the feeder program for the 50/70 Major and Minor League. Its goal is to develop and prepare a player for advancement into the next level of play. This division is the first level where games are pitched by a player. Players are taught basic pitching fundamentals and mechanics. They are also provided instruction on the basics of bunting, defense skills and game strategy. Stealing is permitted and encouraged starting with this level. The format at this level requires a large amount of instruction. Players will participate in competitive games similar to those at the Major level. The complete list of the rules for the “A” Division is located in the Local Options.

E. Minor and Major 50/70 DivisionThe Minor and Major 50/70 Divisions are the first divisions where an emphasis is placed

on winning. Players in these divisions will be ages 10 – 12 before April 30th of the current season. They will learn to understand the accomplishment of being successful via wins and losses. The League encourages teams to be competitive and successful, but never at the expense of an opposing player or team. The complete list of the rules for each division is located in the Local Options. Players in each division are drafted from the lower divisions. The bases are 70 feet and standard baseball rules apply. Runners have the ability to lead and stealing is permitted when the ball is in play. Pitchers are taught how to hold runners on and make pickoff attempts. The fundamentals of the game are reinforced at this level and coaches focus on refining the players’ skills.

F. Senior League Babe Ruth Baseball introduces players to the regulation 90-foot diamond. In this division the players are taught the finest points of the game. The emphasis is placed on refining baseball skills at specific positions. Sportsmanship is emphasized and is essential to the players’ growth. Wooden bats are used in both divisions.

The Senior League is for players who will be 13-15 before April 30th of the current season. Players in this division are drafted from the Junior League. This is an extremely competitive level of play that requires a high level of physical skill and baseball knowledge. At this level standard baseball rules apply. The complete list of rules that differ from the Babe Ruth Handbook is located in the Local Options for each Division.

G. All-Star Teams B.A.B.L. will have all-star teams selected to participate in Cal Ripken & Babe Ruth

Tournaments. Team selection will vary with each age group and is up to the individual manager. It is up to each manager to confirm the commitment of each player before being added to

the roster. Rosters will consist of 12-15 players. Manager selection is the duty of the Player

Agent of the division and League President. Coaches are selected by each manager. All managers and coaches must be approved by the Executive Board.

H. Fall BallFall Baseball is for players ages 4-15. Fall ball will be primarily instructional and shall in

no way be as competitive as the spring season. Fundamentals, teamwork, sportsmanship, and fun shall be the primary focus. Players can be rotated to various positions if those players desire to try them. Coaches are permitted to stop the game momentarily to give instruction to players. Fall ball is a time to reinforce proper fundamentals, have fun, and enjoy the game of baseball.

I. Travel Teams Brick American Baseball League travel teams are age-based and are offered as a supplement to

those athletes whose skills, competitive drive, and future baseball aspirations require greater levels of competition. Travel teams, by their nature, do not function under the same rules and constraints of B.A.B.L.’s League teams. Playing time and participation rules are different. B.A.B.L. travel teams are completely separate from B.A.B.L. tournament all-star teams. Although many of the players and/or coaches will participate in both leagues, there is no guarantee that a player from a travel team will be on the respective B.A.B.L. all-star team.

Each travel team shall comply with the rules of the league or tournament hosts who hold such games. A child selected to a travel team shall understand there is no guarantee he/she will play in a game. Rosters may have 18 players or more, so the chances of a child playing in each game are significantly reduced. B.A.B.L. recommends managers respect roster limits and only select players who can contribute to the team’s success. B.A.B.L. will not enforce a minimum or maximum for Travel Teams rosters.

1.9 EquipmentAll equipment is the property of B.A.B.L. and must be returned at the end of the season. Travel

teams will have their own equipment.

1.10 Concession Stand VolunteersOne parent from each family must work 4 hours in our concession stand. Managers and coaches

who are on the team roster filed with Babe Ruth are exempt from concession stand duty during the current year of service.

Parents must come to the clubhouse, (Date and Time TBA,) for their Snack Stand assignments. A Work Bond check, $150, must be submitted at the time of registration.

1.11 Fund Raising and SponsorshipsFund Raising - All parents are encouraged to participate in fundraising for B.A.B.L. Volunteers

are needed to run 50/50 game raffles, work the concession stand, and sell B.A.B.L. items in order to raise funds for the league.

1.12 Grievances and ProtestsSee: B.A.B.L. By-Laws

1.13 RainoutsThe Board of Directors has the sole responsibility of determining rained out games. A Board

member, player agent, trustee, or coach shall inspect the field at least an hour and a half before any game to determine if it is playable. If a field is not playable, the game will be postponed. Player agents will be notified and will cancel the scheduled umpires. Each Player Agent will call the respective coaches and inform them of the rainout. The managers and coaches will then call their players to inform them that the games have been postponed. All games shall be made up barring unforeseen scheduling conflicts.

1.14 UmpiresThe umpire is one of the most important figures in the program. The umpire’s word is the

final and absolute decision. A good umpire knows the rules and has the ability to apply them and make split-second judgment calls. The League encourages and in some cases requires member certification and participation as umpires in the various levels of play. The league will conduct a Rules Clinic each year to provide training for new members and a review for returning members. The clinic will cover the written rules of the game and how they apply in game situations.

Each umpire is given a minimum of 10 hours of training prior to officiating his/her first game. Training for umpires is held during February and includes both classroom and field work.   Umpire training concludes with practice games.  Any manager or coach wishing to attend the umpire training in order to better understand the job of the umpire and/or the rules of our league are invited to do so.

The league will supply paid umpires for the “A” division and up. If the scheduled umpire does not show up for the game, the managers and coaches will be required to assume the umpiring duties. Formal training and umpire certification will be required at the higher levels of play. For the 2016 season, B.A.B.L. will be using experienced youth umpires for the lower divisions.

1.15 Safety Awareness and Sportsmanship EducationA. Goals

1. Promote the emotional and physical well being of the athletes. 2. Create a sports environment for the players that is free from drugs, tobacco, alcohol,

and profanity.B. Player Safety

1. Practice injury prevention techniques. 2. Know the proper first aid and CPR procedures for all types of emergencies.

3. Maintain a well stocked first aid kit.4. Call for medical assistance when necessary4. Know your legal responsibilities as a coach.

C. Game Safety Awareness1. Preseason physical examinations2. Physical conditioning

a. General warm-up: Light activity that raises the heart rate and increases blood flow to the muscles.

Chapter 2 – TRYOUTS, DRAFTS AND TRADES

2.1 TryoutsThe Player agent for each level of play will conduct tryouts, the player distribution plan,

and act as an intermediary when trades are undertaken.

New players to T-Ball and the Rookie Division will be equally distributed on teams by the player agent according to the number and age of the players. Returning players will remain on the same team from the previous year. “A” Division returning players will remain on the same team from the previous year. A draft will be held for new players.

The Major League Player Agent will make a list showing the names and league age of each draft candidate. During the tryouts, draft candidates shall be given the opportunity to bat, bunt, field fly balls, field ground balls, throw, and run in competition with players having the same league age. Each manager shall grade the candidates on the Player Agent’s list for their own reference.

Each division’s drafting policies will be established by the Player Agent and approved by the Board. Each division’s policies will differ.

A. B.A.B.L. Draft Rules for Player Selection After the tryout program has been completed, the last-place team of the preceding

season will have the first selection in every round of the draft. The remaining teams make their selections in the reverse order of their final standing for the previous season. For the purpose of explanation, assume that there are four teams in the league:

The team roster may be comprised of players of league age 11, 12 unless modified bythe local league according to options established by Cal Ripken Rules. Players shall never be told the position in which they were drafted.

Each manager requiring eight (8) or more players to complete the roster will be allowed one bonus pick at the completion of round four (4). If more than one manager is allowed a bonus pick under this section, the order of rotation will be identical to that being followed in the draft.

B. 50/70 Division Team Regulations At no time shall a team have on its roster more than eight players whose league ages

are 12, BR Rule .05, page 9.C. Senior League Senior League will have a special draft to maintain an equal balance of player talent. The

Player Agent will prepare a list of eligible players for the draft. All 13, 14 and 15 year-old’s will be drafted into the Senior League.

D. Minimum/Maximum of Players on a Major TeamB.A.B.L. has established that a Major League team must carry 12 players during the

season. B.A.B.L. has established that only 10 through 12-year-old players can be drafted into the Cal Ripken 50/70 Divisions.

E. Options on Sons, Daughters and Siblings1. An option is an agreement between a Manager and Player Agent covering the drafting of sons, daughters and siblings.2. Brothers and sisters - When there are two or more siblings in the draft, and

the first sibling is drafted, that manager has an option to draft the other sibling on his next turn. If the option is not exercised then the sibling is available to be drafted in the following round.

3. Brothers and sisters of players currently on a team - A manager has the option to draft the sibling of a current roster player. This option must be exercised within the first three rounds. If the option is not exercised then the sibling is available to be drafted in the following round.

4. Sons and daughters of managers - If an existing manager, with one or more years of service, has sons/daughters eligible to be drafted, he/she must exercise that option by the fifth round. If the option is not exercised then the manager’s son/daughter is available to be drafted in the next round. If the

manager is a first year manager then he/she must take their son/daughter in the first round. If the manager still has a son/daughter available to be drafted, he/she must be taken in consecutive rounds.

5. Sons and daughters of coaches - A new coach shall not be appointed or approved until after the draft to avoid “Red Shirting”, unless it is agreed upon by the Player Agent and a majority of the managers of the affected division. If the coach has a son/daughter eligible to be drafted he/she must be taken in the first round. If the option is not exercised then the coach’s son/daughter is available to be drafted in the next round. If an existing coach, with one or more years of service, has sons/daughters eligible to be drafted he/she must exercise that option by the third round. If the option is not exercised then the player is available to be drafted in the next round.

6. For any rules not stated above, B.A.B.L. will follow the Babe Ruth player Draft Rules.

F. Special Considerations That May Apply1. If the manager chooses, the option on a son or daughter may be waived.2. In the event that the parent becomes a manager in another league or level of

play, the parent may not claim the son or daughter.3. Players are eligible only in the league whose boundaries include the parent-

manager’s home residence.G. Vacancies When a vacancy occurs during the playing season, the player selected to fill the vacancy

becomes a permanent member of that team. Vacancies can occur for the following reasons.1. A player moves to another city or state that is too distant to commute for

practice or play.2. A player is injured and will not be able to return within a reasonable period of

time. 3. The player has for personal reasons decided to terminate their association

with the team.4. Any other justifiable reason reviewed and approved by the Executive Board of Directors.

2.3 TradingManagers may trade players up to 14 days after the draft. Minor League players may not

be traded for Major League players. All trades must be player for player only. Trades involving a player for draft choices are not permitted. The Player Agent(s) must monitor any attempts by managers and parents to manipulate the system and thus create an imbalance in the league. ALL TRADES MUST BE MADE THROUGH THE PLAYER AGENT AND SUBSEQUENTLY APPROVED BY THE BOARD.

2.4 Playoffs and Tournaments Each level of play may conduct its own playoff at the end of the season to determine a

champion. Play will be governed by regular season rules. Non-Competitive levels may opt for a skills challenge in place of playoffs. Managers and coaches of the B.A.B.L. tournament teams will be selected by the respective Player Agents and approved by the Executive Board. Tournament team managers will select their coaching staff subject to review of the board. Player selection will be the responsibility of the coaching staff. Tryouts may be held at the sole discretion of the manager and coaches of the tournament teams.

2.5 Awards Awards will be given to first and second place teams in the following divisions: “A”, &

50/70 Minor and Major, Jr. & Sr. Leagues. B.A.B.L. prohibits special awards for players.Individual player awards will only be given to each player in the Tee Ball and Rookie Divisions in appreciation of the skills they have mastered during the season.

2.6 Conclusion The areas outlined in this manual are designed to provide the members of the league

with a brief set of rules and guide lines for the operation of the league. Any item not covered can be referred to the Brick American Board of Directors or the current year Babe Ruth rule book.

CHAPTER 3 – DIVISION PLAYING RULES AND LOCAL OPTIONS

Each division’s local options are modifications or additions to the existing Babe Ruth playing rules. Safety and fairness are of the utmost concern to the Board of Directors in administrating the league rules.

3.1 Tee Ball A. Batting

1. All batters will hit the ball from a batting tee. The tee should be adjusted to a height so the batter will be able to swing level. Only certified coaches will place the ball

on the tee.2. The ball shall travel a minimum of 15 feet from home plate to be considered in play.

This can be marked with baseline chalk as an arc that extends from the first base foul line to the third base foul line. Any batted ball that does not

cross the 15 foot line will be considered foul and replaced on the tee for another attempt.

3. All players present for the game shall bat.4. There is no bunting.5. An inning is over when ALL of the players present have batted. The last batter of the

inning, once reaching first base safely, must continue to circle the bases until he or she is either tagged out or scores, which will end the inning.

6. The batter and all base runners must wear batting helmets7. Each batter is given five attempts to hit the ball off the tee.8. Leading and stealing are not permitted.

B. Fielding1. Half of the defensive players present will be infielders. This will include first base,

second base, shortstop, and third base. There will be NO PITCHER AND NO CATCHER. Players at the first base position should always be the

better fielders and be capable of defending themselves from balls that are thrown or hit at them.

2. A team with less than 8 players will play 1B, 2B, SS, 3B, LF, And RF where the outfielders are taught how to backup plays and follow balls hit to their side.

3. Coaches will be stationed beyond the infielders in order to provide instruction to all defensive players. Teach the buddy system, position play, and the

responsibilities of each position.C. Games

1. There will be no score keeping. Tee ball is a non-competitive division and is for instructional purposes only.2. An inning will consist of the cycle of each team alternately playing once at offense and once at defense. 3. There will be two instructional stations. The away team will use left field and the home team right field. The players not playing the infield during the team’s defensive

half of the inning will be at the stations where coaches will conduct drills, instructional activities, and the fundamental skills of throwing, catching, and

fielding. 4. Players will alternate between the infield and outfield stations each inning.5. A game will consist of rotations around the field starting with a modified infield game and movement to outfield stations. Coaches and managers will try to maximize

the number of rotations for each game. Play will conclude 15 minutes before the end of the time allotted to clean up and prepare the field for the teams to follow.

D. Coaches1. Each team will have a manager and a minimum of two coaches. All coaches must be certified by taking the online Babe Ruth/Cal Ripken certification course. All

managers must attend at least 3 general membership meetings during the year. Al coaches must attend at least 2 meetings during the year. Coaches are not allowed to conduct practices or play any games unless they are certified and have paid their dues. NO EXCEPTIONS

2. Coaches may only wear the league approved shorts on the field and in the dugout. 3. Coaches are responsible to prepare the field before and after the game. The dugouts

are to be cleaned of all garbage and water bottles. After the last game of the day all equipment must be put in the equipment shed and the door locked. The lock code will be provided to all managers only.

4. Managers will be given new tee ball approved baseballs for the season. Each team will supply a new ball for the game.

E. RainoutsNo games are to be played if the field is wet, muddy or has puddles. Thunder and/or

lightning will immediately end the game. There will be no makeup games scheduled for this division.

3.2 Rookie DivisionA. Player Assignment

1. The Player Agent will assign players and coaches to teams. Each team will have a maximum of 13 players.

2. Coaches’ sons and daughters will be placed together.B. Managers and Coaches

1. Each team will have a manager and a minimum of 2 coaches (3 are recommended). 2. All managers and coaches must be certified by completing the Babe Ruth/Cal

Ripken online course. The web address may be found in the bulletin section of the Cal Ripken link on the Brick American web site.

3. All managers and coaches must be approved by the board and meet all of the requirements as set forth in the bylaws.

4. Managers and coaches who do not meet all of the eligibility requirements are not allowed on the field.

C. Coaching 1. Two defensive coaches are allowed in the field during the game.

2. The team at bat will have a coach at first and third base as well as a coach pitching to the batter.

3. The coaches are allowed on the field to instruct the players during the game.D. Umpires

The coaches at first and third base for the offensive team will umpire.E. Apparel

1. Managers and coaches may only wear B.A.B.L. approved shorts on the field or in the dugout. Anyone wearing apparel at games or practices which is not approved

will be asked to leave the field. 2. Protective cups are mandatory for players at games and practices. Players who forgot

their cup cannot catchF. Fields

1. Both teams are responsible to prepare the field before the game. 2. Both teams are responsible for cleaning the dugouts and raking the field after the

game. 3. The teams that play the last game of the day also must return all of the equipment to

the storage shed and make sure the door is locked.4 Each team is responsible for participation in all scheduled work parties.

G. Game Duration 1. A game shall be 6 innings or 2 hours, whichever comes first. 2. A new inning cannot begin if there is less than 15 minutes remaining. 3. Both teams will shake hands at the end of the game and immediately exit the field.

4. The manager should hold a brief team meeting outside of the field while the coaches from both teams perform the required grounds keeping duties.

H. Fielding Positions There will be 9 fielding positions. Players will be rotated from inning to inning.

I. Playing Time1. Each player must play the infield and outfield in every game.2. Every player must play every position with the exception of 1st base. There are free

substitutions in the field. Only players who can catch well and can protect themselves should be used at 1st base.

3. No player is to play the same position 2 innings in a row.4. No player is to sit more than 2 innings per game.5. No player is to sit 2 innings in a row.6. Every player will sit at least 1 inning per game unless there are 10 players on the team.7. Players who did not sit 1 inning in a game must sit at least 1 inning in the following

game.8. If a player does not play the minimum number of innings, the team manager will be

suspended for the next game. A second infraction will require the manager to be reviewed by the BABL Board of Directors and will be subject to a mandatory

suspension that may include loss of eligibility to manage/coach an All Star team and/or termination of coaching duties.

J. Scoring Scoring will not be kept at the Rookie Level. (This is an instructional league.) The

manager is required to only keep a record of the positions that each player has played in a game.

K. Pitching 1. Each team will be given two dozen new baseballs. Each team will supply 1 baseball

per game.

2. The manager or a coach will pitch to their own team. They may use the pitching machine with the screen or throw the ball from a sitting or kneeling position.

3. If a batted ball hits the screen, manager, or coach the ball is dead and the batter is awarded first base. All runners may advance 1 base.

L. Strike Outs1. There are no strike outs. Players will be given a combination of 3 swinging strikes or 5 looking strikes. 2. Players who do not make contact will not be declared out but must return to the bench for the next batter. A batter will continue to bat if he fouls off the last strike. 3. A batter will be called out if the last strike is fouled off and caught.

M. Batting 1. Each team will bat once through the entire lineup unless 3 outs are made. If 3 outs

are made, the batting order will continue from that point the next inning. 2. The batting order must be varied for each game 3. There are no on deck batters. Players are not permitted to take practice swings until

they are in the batters’ box. 4. Batting donuts are not allowed. 5. All players must remain seated in the dugout until it is their turn to bat.6. There is no bunting.

N. Base running 1. There is no leading or stealing.2. Sliding is encouraged and must be properly taught. Players must slide if there is a

close play at any base. If a player does not slide, a warning will be issued. A second offense will result in the player being called out There is no head first sliding.

3. Players are not allowed to advance on overthrown balls.4. tagging up is permitted.5. There is no infield fly rule.6. Play stops when the ball is returned to the infield and a defensive played has control of the ball. Base runners who are more than halfway to the next base may advance

base runners that are less than halfway to the next base must return to the previous base.

O. Rainouts1. No game will be played if the field is muddy, wet, or has puddles.2. Thunder or lightning will cause the game to be immediately suspended.3. Due to field availability, there is no guarantee that rained out games will be made up.4. The managers must inform the player agent when a game is suspended because of

rain.5. Managers can call the player agent or the B.A.B.L. complex answering machine for

information on field conditions.6. It is the managers’ responsibility to inform the players when a game is cancelled.

P. ProtestsThere are no protests. Any conflicts about the rules, another coach, or parents must be

reported immediately to the player agent. Rude behavior and negative comments are not to be tolerated.

Q. PlayoffsPlayoffs will be held at the end of the season. Every team will make the playoffs.

Seeding for the playoffs will be determined by a random drawing.

3.3 “A” Division A. Practices

There will be two practices a week before the season starts. There will be one practice per week after the season starts. All practices will be 1-1/2 hours long. 

B. Game Rules1. All games will be 2 hours long on weekdays.2. A Continuous batting order shall be used.3. Every player must play a minimum of 3 innings of defense.4. During the first 4 games, each batter will start with 1 strike. This will reduce walks and shorten the length of the game. 5. Only 3 walks will be allowed per inning. After 3 have been issued, no batter will be allowed a base on balls until the next inning. After 3 walks have been issued,

the manager must visit the mound and determine if the pitcher can continue. 6. Base stealing is encouraged. Only one steal of home plate is allowed per inning.  7. A runner on third base may not advance on a throw from the catcher making a play on a runner attempting a steal from first base. 8. The game will be over if either team is leading by 15 or more runs after 3 complete innings or 10 runs after 4 complete innings. The home team must bat if not

ahead on runs in the bottom of the inning. 9. Eight-year-old pitchers may only pitch 2 innings per game with a maximum of 50 pitches and 4 innings per week. 10. Nine-year-old pitchers may only pitch 3 innings per game with a maximum of 75

pitches and a 6 inning limit per week. A 9-year-old who pitches for 3 innings in a game must get 3 days of rest. If a pitcher pitches 2 innings he must get 2 days of rest and if he throws 1 inning he may pitch the next day but is limited to 2 innings on the mound.  

11. The bases will be umpired by the coaches during the game. A youth umpire will be assigned to do the plate. 12. Pitching will be reset for the championship game

3.4 50/70 Minor and Major Division 10-12All rules apply from the Babe Ruth rulebook unless posted or modified by the BABL Board of

Directors.A. Playing Rules

1. Every player must bat once and play 3 innings in the field per game. If a player does not meet this requirement that player must start the next game.

And play the entire game. If a player does not play the minimum number of innings, the team manager will be suspended for the next game. A second infraction will require the manager to be reviewed by the BABL Board of Directors and will be subject to a mandatory suspension that may include loss of eligibility to manage/coach an All Star team and/or termination of coaching duties. There is no penalty to a manager if a game is shortened by the weather or the “Mercy Rule”.

2. Managers in the Minor Division will bat the entire lineup and have free substitutions. 3. No fake bunting or slashing. The batter will be called out.

4. A player on the team may be a runner only once a game.

5. With two outs, a manager may substitute a runner for the player that is scheduled to catch the next the next defensive inning (Speed-Up Rule). The player

removed must immediately put on the catcher’s gear and catch the next inning.6. All pinch runners must be a player not in the game at that time.

B. Playoffs – (Based on the Number of Teams in each division)1. 1st place team get a bye in the 1st round.2. 4th place team plays 5th place team in round 1.3. 1st place team plays winner from round 1 in round 24. 2nd place team plays 3rd place team in round 25. Championship Round – Best 2 out of 3.

C. Team ResponsibilitiesYankees – Assign and pay umpires.Rangers – Schedule field maintenance and work parties.Mariners – Schedule all season games, make-ups and playoffs.Royals – Assist with district tournaments.Angels– Plan and run all tryouts. All teams will assist in the organization and planning of special games and the home run derby.

3.5 Senior League 13-15A. Game Play

1. Only one game per day is allowed.2. Rainouts will be rescheduled in the first available time slot.3. The completion of suspended games before regularly scheduled games is

permitted.4. The 10 run rule is in effect for all regular games and playoffs.5. Speed-up rule - The manager has the option to replace the catcher with a

runner when there are 2 outs in the inning. The runner must be the player was the last batter out.

B. Playing Time1. Substitutes must play 3 innings in the field. Everyone bats.

C. PitchingThe regulations as set forth in the Babe Ruth Handbook will be followed.

D. Batting1. Both teams will bat the entire order of the players present.2. Players will bat in order without regard to their presence at an assigned field

position.3. Batters who arrive late to the game must be added to the bottom of the lineup.4. There is no penalty if a player misses his turn at bat. The next batter in the

lineup is up.E. Intentional Walks

Intentional walks as per the rules in the Babe Ruth Rulebook.F. Coaches

Two coaches will be permitted on the base lines for each teams’ offensive half of the inning.

G. Tie Breakers1. In the event of a 3-or-more way tie, tie breakers will be used to eliminate one

team then restarted to eliminate the remainder of the teams.

2. Teams will be eliminated first on head to head victories.3. The second criteria will be the least number of defensive runs allowed.4. The last criteria will be net run differential in head to head competition.

H. Replacement PlayersTemporary players will be selected from an established pool of 50/70 Major players for the regular season and playoffs. The list will be coordinated by the player agent.

I. DraftThe draft will be determined by the order the teams finish in the regular season

J. ScoreboardScorekeepers will not run the scoreboard or announce the batters. A separate volunteer must be utilized to run the scoreboard and use the PA system. It is recommended that the volunteer come from the visiting team.

3.6 TRAVEL TEAMSA. Manager and Coach Selection and ApprovalThe Player Agent shall work within the established coaching structure to select travel

team managers and coaches. Anyone wishing to manage a travel team may apply by contacting the Travel Baseball Player Agent. The player agent to will recommend all managers and coaches for board approval. This shall be done in an appropriate time frame to allow selected parties to meet League requirements.

B. Criteria for Manager SelectionThe team is representative of B.A.B.L., and therefore the following guidelines are in effect

for manager selection.1. The manager must submit to a B.A.B.L. background check.2. The skill level of the manager applicant, experience, coaching style, temperament, on-field demeanor, etc, must be consistent with the

guidelines of B.A.B.L. 3. The manager must be an active paid member of the League. The manager must be able to demonstrate knowledge appropriate for respective age level.4. Selection as a manager does not insure that person will be selected to coach in future seasons. Each coach and manager will be evaluated annually

by the Player Agent with a subsequent recommendation to the Board for approval.5. All managers and coaches MUST sign the B.A.B.L. Code of Conduct and pass a background check.

C. Authority of Manager and Relationship with B.A.B.L.1. Managers shall communicate through the established lines of authority, starting with the division’s Player Agent.2. Managers may select assistant coaches with the Player Agent and Board’s approval.

D. Player Selection1. A player may be selected based on his/her prior B.A.B.L. experience or after a

tryout. 2. Managers may schedule tryouts at a time that allows for the

selection of players prior to the beginning of the season.3. Players shall be selected by the approved travel team manager and/or coach.

4. Roster sizes shall be team appropriate.5. Players may not be selected from outside of B.A.B.L. except in the fall.6. Final rosters, including names and birth dates of all participants shall be submitted to the League’s Player Agent.

E. Playing Time Travel teams are NOT part of B.A.B.L.’s local in-house league. There are additional competitive issues placed on travel team managers and coaches. Similar to all-stars, more emphasis is placed on winning. Due to this philosophy, there’s a greater chance that all players on the roster will not play in a game. Managers have the authority to determine playing time. They shall communicate their goals with each player’s parents during practices and inform them of their playing time decisions.

F. Team Funding1. All B.A.B.L. travel teams shall be self-supporting. 2. The cost for all uniforms, equipment, trophies, etc. is the responsibility of the individual team.3. No funding for travel teams shall come from B.A.B.L., unless authorized by the Board of Directors.

G. TournamentsParticipation in tournaments shall be at the discretion of the selected manager. All

tournament fees shall be the responsibility of the travel team. H. Discipline of Managers and Coaches

The Travel Player Agent shall have initial review authority for any problems which arise from a manager or coach.

3.7 FALL BALLFall baseball is a post-season league that will allow participating players to

further develop their skills for the upcoming season. For players who will be moving to the next level of play, Fall Baseball affords an opportunity to prepare for and experience a more advanced version of the game. This will be accomplished using personalized instruction, games, and drills.

Fall Baseball will follow the local options for the upcoming season of each level of play.
