On the Difference between China’s Work Safety Standardization

and OHSMS

Which is the situation in China…

China is keeping rapid industrial development,

against the challenge of insufficient coal, power, oil and transport, frequent accidents , industrial hazard and casualty.

and becomes an important means for fostering the steady improvement of work safety situation in all sectors and establishing a constantly effective mechanism for safety management in enterprises.


1. The origin and connotation of

work safety standardization


In China, the construction of work safety standardization may date back to 1964, when the idea “Coal Mine Quality Standardization” was proposed by the former coal ministry.

Up to the early 80s, to control continuous rise of accidents in coal mines, a campaign of “quality standardization and high safety level” was developed in the coal mines in 1986, which was intended to enhance work safety through quality standardization, considered that safety and quality are mutually complementary and closed connected, and safety is never independent of quality.

Then, the nonferrous metallurgy, construction material, electric power and gold sectors followed and initiated their own quality standardization , which resulted in a higher level of work safety .


In 2003, a national coal quality and safety standardization site meeting was held in Qitaihe, Heilongjiang Province by state administration of work safety and China National Coal Association, specific elements to be included in the quality and safety standardization for coal mines was defined ,an “Instructive Opinion on Quality and safety Standardization campaign in all Coal Mines Nationwide” was put forward.



In 2004,The state administration of work safety published an “Instructive Opinion on Quality and Safety Standardization Activities” to instruct the nation’s quality and safety standardization activities in different sectors such as coal mines, metal and nonmetal mines, hazardous chemicals, firecracker, metallurgy and machinery.

On Apr. 15, 2010, the state administration of work safety officially published an industrial standard for work safety entitled “Basic Norms for Work Safety Standardization of enterprises” (standard No. AQ/T 9006-2010) as the fundamental guideline for the nation’s work safety standardization .



Up to now, safety standardization exam criterion Were issued for different industries and processes, such as manufacture,

materials for building,

steel making,

coke making,

chemical Industry,

fire cracker etc.



Connotation of work safety standardization

China’s work safety standardization, in nature, requires enterprise to analyze safety risks, establish prevention mechanism, safety responsibility mechanism, work safety management system and operation rules, ensure that all production processes and duty comply with the legal regulation and standards relating to work safety;attain, maintain a certain criterion and improve, upgrade continuously, so that the staff, machines and work site under the best safety status.


China’s work safety standardization emphasize regulated, scientific, systematic and legislated work safety effort , strengthen risk and process control, pay attention to performance management and continual improvement, agrees with the basic law of safety management.It is an organic combination of advanced safety management ideology with China’s conventional safety management methods and the practical conditions of enterprises.

Both utilize “PDCA” philosophy, i.e. the dynamic cycle of Plan, Do,

Check and Act, as their guideline, analyze, assess and evaluate

hazards and risks in the production activities in advance and take

reliable actions to prevent any adverse potential .

Both include assessment and verification of audit through a

combination of internal audit, external audit and third-party audit.

The enterprises is required to establish and assess the standardization level by themselves and then apply for assessment by qualified organization.

OHSMS requires internal audit by the relevant people of the enterprise, management review by the principal of the enterprise and third-party audit by a competent third party.


III. Difference between work safety standardization and

OHSMS


Different applications

OHSMS Work Safety Standardization OHSMS applies to a wide range of businesses, such as mini company of a few people, or a multinational Corporation, manufacturing factory or recreational business.

The work safety standardization mainly applies to Chinese industrial and mining enterprises.

Work Safety Standardization is principally targeted at productive businesses in the industrial and mining sectors.

Mandatory VS. Voluntary

It is mandatory, the time table: hazardous chemicals and firecrackers, by the end of 2012;above-scale non-coal mines, metallurgy, machinery and other industrial/trade sectors (fields) , by the end of 2013 ; under-scale,2015;

Other sectors such as transportation, building construction and civil

explosives , by the end of 2015.. Any enterprises that fails to achieve the respective standard within the time so define will be temporarily deprived of their production permit and work safety permit; Any companies that has not attained the standard within the time granted for rectification will be closed by the local government under the law.


Quantitative Classification

OHSMS Work Safety Standardization

OHSMS only evaluate the extent of safety and health performance meet with the OSHMS demands, does not give the grade for the enterprises.

Work safety standardization identifies the criteria for safety performance and assessment classification and defines the minimum score of compliance. Corporate work safety standardization is classified into grade 1, grade 2 and grade 3.

the auditor of OHSMS is recognized by the state certification and accreditation administration.

safety standardization assessment includes internal audit, external audit and government approval, where enterprises conduct internal audit, and then receive external audit by an auditor determined by the safety supervision authority through assessment.

Work Safety Standardization is actually done by enterprises, intermediary agents and experts under the instruction of government authorities.


IV. Conclusions


1.Both China’s work safety standardization and the globally recognized OHSMS are the methods for modern safety management methodology.

2.The existence and development of them could enable systematic, scientific, institutional and efficient safety management for enterprises.

3.China’s work safety standardization is a generally applicable work safety management model that agrees with China’s situation and is acceptable for the majority of Chinese enterprises.


4.Results from the implementation of work safety standardization by Chinese enterprises over the past years indicate significant changes in safety management and field safety environment.
