Founded in 1961 and registered as a membership-based society, we are Singapore’s oldest think tank SIIA is a non-profit, non-government institution which focuses on a broad range of subjects and programmes, including regionalism, geo-politics and economic development, as well as the environment and resources. SIIA is an independent organization, funded by foundations, membership subscriptions and corporate sponsorship. We receive no regular funding from the Singapore government. 1. SIIA CHAIRMAN’S REVIEW This has been an auspicious, rewarding and also challenging year for the Singapore Institute of International Affairs (SIIA). The SIIA entered its 50th year in 2012, a significant milestone for a civic institution, especially given the relative youth of our country. The SIIA has grown in key measurements of our events, reach, and the impact of our policy research. On the basis of our work throughout the past year, a global survey released in early 2013 ranked the SIIA as the No. 1 think tank in ASEAN. The SIIA has consistently been well ranked in recent years and this is our highest ranking to date. In 2012, the SIIA focused on key topics such as ASEAN and Asia, and the role of the USA; free trade and economic integration in ASEAN and Asia; and environmental issues such as the haze from fires in Indonesia, climate change, and clean city air; as well as looking developments in regional countries such as Myanmar through the lens of political and economic issues, as well as concerns of human rights and social development. To cover this range of topics, the SIIA has positioned itself as a networked think tank. This approach expands beyond our in-house researchers to bring different expertise to different issues appropriately, whether as Associate Fellows or working in collaboration with experts from other countries. Our policy research program has developed in a way that is consistent with our unique role as an independent think tank and a civic institution. Across the different areas of our work, we do not limit ourselves to discussions with other think tanks. The SIIA instead consciously and actively reaches out to different stakeholders such as policy-makers and politicians (both in Singapore and abroad), the corporations with businesses overseas, the nascent non-governmental organizations in Singapore and the regional and international media. Working through the media has been a key effort. For example, throughout 2012, SIIA pushed out a weekly media note with relevant quotes from our experts and commentaries and quotes from our SIIA fellows and experts were featured across international and regional media, including the BBC, Bloomberg, NHK-Japan and CNA as well as in the newspapers of the region, including TODAY, the South China Morning Post, the Nation (Thailand), Jakarta Post and China Daily. In 2012, we have also begun to work more with both corporations and, separately, non-governmental organizations. With corporate involvement and partnership, for example, the SIIA has also developed our work on environmental issues, including the launch of our Clean City Air program. This went beyond policy research to partner private sector corporations, and focus on public awareness and involvement. Partnering with non-governmental organizations, the SIIA has help support events that promote awareness and advocate policies on issues such as human trafficking. The work in 2012 has positioned the SIIA to develop further in these directions. The SIIA has been awarded consultative status with the United Nations Economic and Social Council (ECOSOC). We are the first Singapore organization to be bestowed with this status and will be developing a program to

utilize this access to the international community effectively by reaching out to relevant stakeholders in Singapore as a basis to prepare our submissions to the international bodies. While the SIIA is independent of government, our activities in 2012 continued and indeed deepened our interactions with policy-makers. Our engagement with governments is not only in Singapore but also across the region. Thus, for example, the SIIA played a role to facilitate discussions on ASEAN issues with the governments and experts from Brunei and Myanmar, who will chair the regional group in 2013 and 2014, respectively. By working with different sectors of our society and across the region, the SIIA has come to position ourselves as a hybrid think tank. The past year also marked a new stage of development for the SIIA, with a move to a new headquarters. The move saw us give up our familiar and elegant black-and-white house on Nassim Road for a more modern office. From September 2012, the SIIA is now housed in the International Involvement hub (I2Hub) at the Atrium @ Orchard, shared with other Singaporean non-profits that look outward: the Temasek Foundation, the Singapore International Foundation, and the Singapore Red Cross. Moving into the new premises provides access to more central, accessible and functional facilities. This includes training rooms that can be combined to accommodate an audience of up to 120 for talks and seminars The facilities allows the SIIA to raise the quality of our in-house activities even further, while lowering our costs for events and office rental. The lease – special to non-profits – is moreover for an extended period, giving the SIIA a stable base from which to grow. This will benefit the SIIA’s members and also allow for a greater reach to a wider audience. Work in this direction has already begun. Our members and the public were invited to our new space with a festival of events held in September-October 2012. Looking ahead into 2013, we will mark the official opening of the I2Hub, by partnering with our fellow non-profits to launch a Festival of activities and talks in June, on the theme of “Making a Difference” to reach out to a wider range of Singaporeans and those living here. Through the year, the SIIA has maintained our regular events and activities; 2012 event total was roughly 44 events, including Lunch Dialogues, Atrium Festival, Seminar Series and our flagship ASEAN and Asia Forum. Held for the fifth year, the 2012 AAF drew some 200 participants from businesses and professional firms as well as key experts and policy makers from around the region. The AAF is emerging as the leading corporate briefing on ASEAN, and as ASEAN has come more into focus, our flagship has grown in corporate relevance and media attention. These factors – the growth and recognition of our policy research work, the development of our ASEAN and Asia Forum and work on regional issues, the linkages the SIIA now has with the private sector as well as the UN, as well as our new headquarters – form a foundation for the SIIA and position us well to grow into the future. One factor that did less well in 2012 must however be acknowledged. While the SIIA has managed to maintain a steady inflow of revenue over the past five years, 2012 was a mixed year for us financially, finishing the year with a deficit.

This was not a result of our expansion and move -- operational costs remain controlled and lean. Instead, the SIIA’s revenue dipped. There were two major reasons for this. First, the AAF 2012 generated 67% less surplus compared to 2011. Second, a decision was taken not to hold a fund raising event in 2012. In considerable part, these were due to the SIIA’s move and focus on raising the quality of our events and focusing on policy research work. The deficit for 2012 has been sufficiently covered by our operating surplus, and SIIA continues to hold a reasonable balance of cash at hand to cover our future operating costs. The result does however bring necessary attention to the real need for the SIIA to secure additional and recurring income in the years ahead. This will require effort to grow our membership, more actively seek sponsors and patrons, as well as to try innovative efforts in social enterprise for our policy research work. Looking forward, the SIIA will gear up to raise our revenues and target a healthy surplus for the year ahead. As chairman, I will do what I can towards this goal, and hope that members will contribute. Only by growing these resources in tandem with the growth in the quality of our policy research and events can the SIIA be more sustainable. In this context, I wish to thank the outgoing Council members for their service in these past two years, and to wish the incoming Council every success. Over the past half century, the SIIA has continued through good times and bad, and it is our hope that with the efforts not only of the Secretariat and Council members, but also the interest and contributions of our members and stakeholders, the SIIA can continue and grow our contributions beyond our 50th year.

2. HIGHLIGHTS & ACCOMPLISHMENTS OF 2012

PUBLIC EDUCATION AND POLICY RESEARCH

Beyond excellence in research, SIIA is dedicated to effectively and creatively communicating practical ideas to influence and improve policy.

During 2012, the SIIA focused on three research areas:

ASEAN, Regionalism and External Relations

SIIA in April partnered with the Handa Worldwide Support for Development, the CSIS Pacific Forum, and Singapore Management University, in hosting the Young Leaders Roundtable, with the theme “Challenges and Opportunities facing ASEAN as a Middle Power in the 21st Century: Next Generation Solutions”.

As part of our on-going efforts to connect our research work to our events, a study was produced tying in with our work for the SIIA’s ASEAN and Asia Forum in August on ASEAN’s relations with the Hong Kong SAR. The executive summary of the report was released at the ASEAN-Hong Kong Business Forum in October 2012.

The SIIA also partnered with a Poland-based think-tank, demos EUROPA, to conduct a study on national policy, regionalism and globalisation, looking at how small and medium-sized states manage their policy-making and policy orientations amidst changing global trends and global uncertainty. Entitled “Going Global in the Age of Uncertainty”. A Singapore workshop for the project was conducted in October 2012, bringing together Singapore-based academics and diplomats to offer feedback on the study’s findings and recommendations. A workshop in Poland will be held in 2013, along with the release of the final integrative report.

SIIA Chairman Simon Tay was appointed in March 2012 to represent Singapore in a two-year Vision Group for the Forum for East Asian and Latin American Countries (FEALAC).

The SIIA is also participating in a study on the ASEAN-Japan Strategic Partnership in Southeast Asia initiated in 2012, coinciding with the Japanese government’s efforts to re-engage with ASEAN, with a paper contributed by SIIA Chairman Simon Tay and researcher Aaron Choo.

Governance and Human Rights

In July 2012, the SIIA became the first organisation in Singapore to be awarded United Nations ECOSOC Consultative Status. A unique symbol of UN recognition, consultative status gives the organisation access to nearly all intergovernmental processes at the UN dealing with economic and social development, gender issues, small arms and human rights.

SIIA together with Singapore Management University hosted the Administrator of the United Nations Development Programme, Helen Clark, for a roundtable discussion. The event brought young activists, social entrepreneurs and academics together to talk about current issues affecting Singaporeans.

SIIA has actively been monitoring the wave of changes taking place in Myanmar. In August 2012, SIIA Director Nicholas Fang published two commentaries in Today newspaper that considered the economic prospects and potential roadblocks for future investors in Myanmar, following a visit to the country. In November 2012, SIIA Chairman Simon Tay and researcher Rachel Chhoa-Howard undertook a trip to the country to meet with leaders of government, business and non-governmental organisation (NGO) communities with a view to better understand the country’s changing climate.

In December 2012, SIIA Chairman Simon Tay was moderator of a panel to discuss the development of human rights at ASEAN to mark human rights day while SIIA representatives also attended a civil society consultation on the rights of persons with disabilities.

The SIIA is also participating in a study on business and human rights in Singapore as part of a wider ASEAN study into the issue. The first study of its kind to map out the business and human rights landscape of a region, a final integrative report of the project will be

published in February 2013, with a paper contributed by SIIA researcher Rachel Chhoa-Howard.

Environment, Clean City Air, and Sustainable Development

The Clean City Air Coalition (CCAC) was officially launched after the opening plenary session of the forum. The CCAC initiative aims to forge partnerships between various stakeholders that will work to raise awareness of the impacts of air pollution so that policy makers and private corporations can be better informed to create actionable plans that change the behaviour of individuals as well as the broader society.

In May 2012, the SIIA took on the role of strategic partners to the Ministry of Development, Brunei Darussalam, as well as Singapore’s Ministry of the Environment and Water Resources, in hosting the 2nd Ministerial Steering Committee Forum on Trans boundary Haze Pollution in Southeast Asia. The Forum provided a platform to share experiences, best practices and resources to achieve the common goal of solving the regional haze issue.

In June 2012, SIIA Chairman Simon Tay was one in a line-up of eight speakers invited to a TEDxWWF conference entitled ‘One Planet Living’, hosted in INSEAD, Singapore. His speech was titled “Asia's Rise and the Environmental Cost: Up in the Air?” Using air quality as a key example, he highlighted the universal danger of polluting the commons, as well as the role citizen involvement and regional cooperation can play to address trans-boundary environmental issues.

SIIA, with the support of the National Climate Change Secretariat (NCCS), hosted the NCCS-2012 Community Dialogue and Seminar, bringing together different stakeholders together to discuss the NCCS-2012, a blueprint by the NCCS of Singapore’s future efforts to reduce greenhouse gas emissions.

On 3 July, 2012, the SIIA, in partnership with the National Environment Agency (NEA) and Clean Air Initiative-Asia, organised the Clean Air Forum, held in conjunction with the inaugural Clean Enviro Summit Singapore. Adopting the theme “Innovative Solutions to Improve Air Quality Among Asia’s Growing Cities”, the Forum brought together international, regional, and local experts from different sectors for a comprehensive

discussion on the challenges and opportunities in improving air quality in the region. The event also marked the official launch of the CCAC.

The SIIA also re launched our youth outreach activities in 2012, with climate change the theme for our student engagement in 2012. In May 2012, the SIIA organised a SIIA-SMU Youth Climate Change Seminar at the Singapore Management University, where speakers from the media, corporate and NGO sectors spoke to a pre-University audience on climate issues.

Prof. Tay and SIIA researcher Phir Paungmalit co-wrote a chapter on nuclear energy and climate change, titled “Critical environmental questions: Nuclear energy and human security in Asia.”, in the book “Nuclear Power and Energy Security in Asia”, edited by Rajesh Basrur and Koh Swee Lean Collin.

ASEAN-ISIS Activities With our sister think tanks in ASEAN and beyond, we analyse and share our political, economic and security insights with government, opinion-makers and business leaders.

In line with previous years, the SIIA continued its active engagement of regional think tanks and the AI network.

In addition to attending the 26th Asia Pacific Roundtable and Inauguration of CIIS-ASEAN ISIS Dialogue SIIA helped organise and facilitate the ASEAN-ISIS/Taiwan Institute of International Relations (IIR) Dialogue in Singapore. SIIA Chairman Simon Tay and Executive Director Nicholas Fang spoke on and moderated panels at the dialogue which examined major regional power relations and implications for Asia. SIIA Chairman Simon Tay also wrote a featured article for the Japan Spotlight journal, published by the Japan Economic Forum, highlighting ASEAN-ISIS and its role in Track Two diplomacy in the region.

In 2012, the SIIA was also awarded consultative status with the United Nations Economic and Social Council (ECOSOC), making us the first Singapore organisation to be so honoured.

KEY EVENTS In 2012, SIIA events were centred on two broad programmes – Global Citizen and Environment and Resources. The office move was also a significant milestone for the institute. Since the move in September 2012, the SIIA has been maximizing the common facilities at the International Involvement Hub, Atrium Orchard. Given its good geographical location, especially above the MRT station, the SIIA plans to organize more events in-house. We hope that this will encourage more young thinkers and global citizens to participate in social, relief, and community development activities at the Atrium@Orchard community space.

The following are some highlights:

Clean Air Forum and Clean City Air Coalition (CCAC) Launch

In line with its goal of raising awareness of clean city air issues, the SIIA, after several months of seeking support and sourcing for potential partners, successfully launched the Clean City Air Coalition (CCAC) in July 2012. With Borneo Motors as our founding partner, the CCAC brought together like-minded corporations and organisations together to collaborate and raise awareness about the importance of clean air in Singapore and cities abroad. The CCAC now also includes Senoko Energy, IndoChine Group, Sentosa Leisure Group, and KPMG.

Annual Members’ Circle

The theme for the 2012 Circle was “Singapore in a Turbulent World". At this year’s Annual Members’ Circle, we hoped to engage and involve SIIA’s members and friends to discuss candid about current regional issues affecting especially Singapore and business. We were honoured to have the following speakers this year - Mr Teo Ser Luck, Minister of State for Trade and Industry, Mr Hsieh Fu Hua, Co-Founder & Adviser, PrimePartners group of companies and Adviser, Singapore Institute of International Affairs, Mr Shirish Apte, Chairman, Asia Pacific, Citi and Mr Lee Tzu Yang, Chairman, Shell Companies in Singapore.

Approximately 50 SIIA's members and friends, including many of Singapore’s business and thought leaders, as well as selected policymakers, were present to share their insights. The event was supported by St. Regis Singapore.

5th ASEAN and Asia Forum

ASEAN and Asia Forum (AAF) is an annual regional conference organized by SIIA. This provides a platform to share insights and critical perspectives about the region’s economic and political conditions, and to address new challenges ahead for the people of ASEAN and Asia.

The 5th AAF, titled “Connecting the Region: Overcoming Challenges, Seizing Opportunities”, focused on renewed engagement of US and ASEAN, specifically Myanmar and Hong Kong. Through this dialogue, participants identified opportunities and key responses for both policymakers and the private sector.

The 5th AAF brought together some 350 top officials, experts and business leaders, such as Emeritus Senior Minister Goh Chok Tong, H.E. Mr David L. Carden, Ambassador, US Mission to ASEAN, Dr. Suthad Setboonsarng, Senior Advisor, BowerGroupAsia and President, NawaChiOne Foundation, Thailand and Mr Gautam Banerjee, Executive Chairman, PricewaterhouseCoopers LLP.

SIIA Atrium Festival

To mark its move to the Atrium, the SIIA held a series of talks to introduce its members and the wider public to its new premises and programmes. The talks aimed to expand SIIA’s reach beyond its traditional membership in Singapore to stakeholders such as civil society, youth and the media, who may be interested in SIIA’s work. The inaugural festival covered broad topics such as social media, volunteerism and US elections and was very well received.

It is intended to organize a similar festival in June 2013 to launch the International Involvement Hub. SIIA will synergise and work together with the other three organisations in the hub, namely Singapore International Foundation, Singapore Red Cross and Temasek Foundation.

MEMBERSHIP

While 2012 showed an overall increase in SIIA membership base, number of Paid corporate members declined due to a 1-year complimentary membership given out to corporations as a goodwill gesture to thank them for supporting the 2011 fundraiser as well as SIIA new programmes.

FINANCE

During fiscal 2012, the level of activity remained in line with the past years; hence there wasn’t any noticeable change in the total operating cost, however there was significant decline in the amount of funds raised for the events, resulting in a deficit of 24%. Revenue from Membership remained the same as last year, while SIIA witnessed an increase of 128% in the Research Income owing to new initiatives undertaken. SIIA has managed to maintain a healthy cash reserve balance, considering investment of significant time and resources in our move to the new premises, which is adequate to cover our future operating cost.

Endowment Fund

The Singapore Institute of International Affairs Endowment Fund has been approved as an Institution of a Public Character (IPC) under the Charities Act. The Ministry of Community Development, Youth and Sports have approved the Endowment Fund’s renewal application as an IPC for two years with effect from 1st September 2010. The Endowment Fund is governed by the Trustees, as listed in Appendix A.

Donations received for the Endowment Fund are taken directly to the fund and qualify for 2.5 times tax deduction in calendar year 2012 (i.e. 1 January 2012 to 31 December 2012).

The total collection for the year amounted to S$317,870 where, $83,750 has been accounted for as deferred income

SIIA Reserves Policy

As a matter of practice the Executive Council has regularly monitored the cash at bank for Operational use and is satisfied that level maintained which is equal to one year operational budget, however this dropped in 2012 to nine months coverage , as significant part of resources were invested in the renovation of our new premises. SIIA needs to boost its level of its unrestricted Reserves balance to ensure that they are adequate to fulfil our continuing obligations. Incoming Council will be advised of SIIA Reserves policy in conjunction with the General and Endowment Reserves and should make efforts to increase resources.

Declaration of Conflict of Interest All Council members are required to declare any personal or vested interest in business transactions, contracts and/ or join ventures that the Singapore Institute of International Affairs may enter into at the start of their term of office and as soon as such a conflict or the possibility of such conflict arises. For paid Employees and Related Parties, the Human Resource Policy Handbook covers the declaration of actual or potential conflicts of interest to the Chairman or the Executive Committee. When a conflict of interest situation arises, the Council Member, Employee or Related Party shall abstain from participating in the discussion, decision making and/ or voting on this matter.

3. LOOKING AHEAD For 50 years, the staff, volunteers and members of the SIIA have carried the legacy of Singapore’s first and only independent think tank. As we look to the years ahead, we hope to continue with our mission of being a responsible civic institution, serving Singapore, the region, and the world.

The SIIA has an extensive network of academics and experts in both Singapore and the Asia-Pacific region. These networks bring expertise for specific subjects and provide diverse perspectives that reflect the differences in national interests and outlooks in Asia. Leveraging on the solid foundation and experience of working alongside the executive boards of the world’s leading companies, the SIIA aims to enhance its service offering to its membership through the provision of bespoke research and in January 2013 launched SIIA Advisory Services.

Future 50 – The 50 year Future for Singapore in Asia and the World

As Singapore approaches the 50th anniversary of its founding, the SIIA is launching the Future 50 (F50) programme in 2013, to map out “The 50 Year Future for Singapore in Asia and the World”. F50 will look at the shifting international landscape of geopolitics, economics, social, environmental and other trends for the next 50 years and beyond, and explore the implications for Singapore while developing robust policy recommendations. Over the course of 2013-2014, events and workshops will explore key themes, with thematic tracks summarised in published papers.

The macro themes that will be addressed during this two-year process include:

1. Geopolitical dynamics and security risks, particularly in Asia

2. Global economic shifts, new financial centres, and capital flows

3. Socio-cultural and demographic trends impacting Asia’s population and workforce

4. Environmental trends and global impact The programme will culminate in a comprehensive report to be published in 2015 to coincide with Singapore’s 50th National Day. As part of this programme, the SIIA is looking to partner organizations, institutions and companies who share a similar interest in scoping the key trends likely to impact Singapore.

4. LEADING THE WAY

The work of the organization is guided by an elected Council, and by a small group of advisors. The present Chairman of the SIIA is Professor Simon SC Tay, a professor of law at the National University of Singapore, and former Chairman of Singapore’s National Environment Agency (NEA). The SIIA’s founders include academics and enthusiasts, among them Professor Tommy Koh, Ambassador-at-Large. From the 1980s to the early 1990s, the SIIA was chaired by Dr Lau Teik Soon, former Member of Parliament who helped start the influential ASEAN Institutes of Strategic and International Studies network (ASEAN-ISIS), of which the SIIA is a founding member. In 2005, Former President S.R. Nathan became the SIIA’s first Honorary Member.

The current Council was elected in 2011 for a two-year term (2011-2013), with Associate Professor Simon Tay as Chairman, Mr Collin Tseng-Liu as the Honorary Secretary and Mr Ricky Sim as Treasurer.
