Section 1 - Introduction / Existing Situation
1.1 Simmers & Co plan to develop a site in Albany Street in Oban for atotal of eight flatted units.
1.2 The site is located to the southeast of Albany Street between existingbuildings and to the northwest of Creag-an-Airm, a small residentialaccess road. The approximate location of the site is as shown in Figure1.1 and Photograph 1.1 below.

1.3 Albany Street is one-way away from the town centre, towards thesouthwest. It has footways on both sides, is lit at night and is subjectto an urban 30 mile per hour speed limit. The site is within easywalking distance of Oban town centre and local bus routes.
1.4 Photograph 1.2 shows Albany Street looking southwest, from just westof Campbell Street. Photograph 1.2 shows the proposed developmentsite (currently being used for private parking).

1.5 Car parking is controlled on both sides of the road by a Pay-and-Display arrangement between the hours of 9:00am and 6:00pm,Monday to Saturday, with a maximum stay of two hours allowed.
1.6 Along the section of Albany Street in front of the proposeddevelopment, between Campbell Street and Shore Street, there is atotal of 42 marked car parking spaces available, 26 on the south side(excluding those reserved for Police vehicles outside the Police Office)and 16 on the north side.

1.8 There is a Residents Parking Permit scheme and cars displayingResident Permits (available from the Council) are exempt from theabove parking restrictions and charges.
1.9 Off-street parking is available nearby at the Albany Street Car Park(see Photographs 1.5, 1.6 and 1.7) and on Shore Street (seePhotograph 1.8).

1.10 Permission already exists for an eight-flat development on the site.The approved drawings show four car parking spaces on Creag-an-Airm connected to the flats by a bridge to the fourth floor.
1.11 Figure 2, below, is a copy of a drawing by Architects Beaton &McMurchy, showing the approved plan and cross-section. It isreproduced here for convenience purposes only. For any details,reference should be made to the Architect’s original drawings.

1.12 Due to the difficulty and costs of construction of a bridge, and for othercommercial reasons, the Applicant would now like to change theproposal by removing the Creag-an-Airm parking area.
1.13 This Report sets out to demonstrate that four car parking spaces areavailable conveniently to the site at all times throughout the week.

Section 2 – Parking Surveys
2.1 Photographs were taken from a first-floor window of the officeimmediately adjacent to the proposed development site at regularintervals over a period of one week, between Friday 15th May 2015 andThursday 21st May 2015, according to the following Table 2.1timetable. Different hours were used each day in order to ensure thateach hour of the day was covered during the survey.

2.2 The photographs were taken sometime during the ‘Hour Beginning’shown.
2.3 A full set of photographs can be made available if required.
2.4 The following Photographs are arranged for each of the above timeperiods showing at least four vacant spaces in the area immediatelyoutside the proposed development (if necessary by using twophotographs).
2.5 In addition, some (smaller) photographs have been included lookingtowards the southwest, showing many additional spaces outside theAlbany Apartments.

Section 3 - Conclusions
3.1 Planning approval exists for an 8-flat development on Albany Street,Oban which shows four parking spaces to the rear, level with the topfloor of the building, with access to the building by way of a bridge.
3.2 The Applicant wishes to amend the Application and remove the rear carparking.
3.3 This Report has presented photographic evidence that, when surveyed,there were at least four on-street car parking spaces on Albany Streetavailable within a very short distance of the proposed development atdifferent times on different days of the week.
