Unsubscribed Capacity Reports
• Unsubscribed Capacity Reports show the available firm transport capacity for
purchase between two MAPs
• Available capacity refreshes every night
• As soon as there is a change to the system (shipper amends a contract, new bid is
submitted, etc.), the capacity shown online is not necessarily accurate anymore
• Even if the reports were refreshed constantly, the capacity shown online would
not be up to date during the Short Term Amendment process
• We’ll explain why in more detail in the next section
Operationally Available Reports
• The Operationally
Available Report shows:
• Nominated and
scheduled firm and
interruptible quantities
at MAPs
• Operationally available
capacity for
nominations at MAPs
• This report can be used
to plan nominations
Map of Available Capacity
• Static map of capacity
available on a long-term
basis
• Updated once a month
• Shows capacity available
along different segments
• Need to consider the
minimum available along
the path of interest
• This map can be used to
understand capacity
available for purchase on a
long-term basis
Short Term Amendments
• Shippers can begin submitting amendments for the next month at 11am, 4
business days before the end of the month
• We receive amendments throughout the month for the current month, but we
receive multiple amendments requests by various shippers at 11am for
amendments affecting the following month
• We analyze all the amendments submitted together in a batch process because it
helps us give shippers the most capacity. Unfortunately, this approval process is
time consuming and can take several hours to complete.
• We follow tariff guidelines of First Come, First Serve
• Note, the focus of this training is for the day that amendments open for the next
month
How We Review Amendments
• We start with the available capacity
• If there have been no new contracts prior to 11am, then this is the same capacity
posted online
• We begin by analyzing the first RFS submitted (highest priority) and work our
way through the queue to the last RFS submitted (lowest priority)
• If there is enough available capacity, we accept the RFS
• If there is no available capacity, we reject the RFS
• If there is some available capacity, we provide shippers with their options so they
can submit a Copy Forward

Short Term Amendment Process
• We analyze each request submitted together as a batch
• Shippers who submitted their requests first get higher priority – First Come, First Serve, per the tariff
• The whole system is in flux during this process, so we evaluate all RFSs submitted together and then approve the collection for award
• Even if the Unsubscribed Capacity Reports constantly refreshed, you wouldn’t see accurate capacity online until the process was complete
• We can’t always give shippers the capacity they request. Shippers can submit a Copy Forward and amend their request
• The entire process pauses until the Copy Forward has been submitted
• Shippers can help keep the process moving along by quickly responding to our communications
• Once a shipper submits their Copy Forward, we replace the initial request with the replacement request, keeping the same ranking in the queue, and resume analyzing
• Copy Forwards allow shippers to keep their position in the queue
Best Practices
• Unless you are shortening your path, there is no way to guarantee that you will get
the capacity you’re requesting*
• *Assuming there is ample MAP capacity
• How can shippers improve their odds?
• Submit requests as soon as possible after 11am
• Prioritize the order in which you submit your requests
• Are you completely changing your path? If so, submit it first.
• Are you trying to extend your path through a constrained area? If so, submit it first.
• Are you just shortening your path on a contract? If so, submit it later.
• Are you amending an interruptible contract? If so, submit it last.
• Many shippers are submitting requests at the same time, so prioritizing the order
can make a big difference.
• Submitting a request even 1 second after another shipper can impact the
outcome for the request
Things to Keep in Mind
• Things change from month to month. Just because a shipper’s amendment is
approved one month, doesn’t mean it will be approved next month
• Starting capacity may be different
• Other shippers can change their amendments
• In the example, if Shipper A doesn’t amend their receipt, there is no capacity
for Shipper B to extend their path
• Other shippers may submit their requests faster
• No shippers can control any of the factors listed above
• The best thing each shipper can do is get their requests in quickly so that they are
as high in the queue as possible
• Remember, once amendments open for the next month, you can submit
amendments at any time
• If your request is not approved, you can always submit a new request the next day
