Sheltered Housing in Barking and Dagenham

What is sheltered housing?

Sheltered housing is accommodation specially designed for people who are aged over 55 years, or who are younger and registered disabled and receiving Disability Living Allowance at the higher rate and require a support service. This brochure provides a short guide to options currently available to the elderly in Barking and Dagenham.

It is not a care home or residential care.

All the sheltered housing in the borough is self-contained. In addition to Council accommodation, housing associations such as Hanover and Anchor Trust, are also available.

You would have your own front door, kitchen, bathroom, lounge and separate bedroom.

What Council accommodation is available for elderly persons in Barking and Dagenham?

The Council owns a number of flats and bungalows designated for elderly persons. Additionally a considerable number of bungalows and flats within sheltered schemes are also available and have the facility of a scheme coordinator.

What are the benefits of sheltered housing?

l Support is provided by our Scheme Coordinators and Support Services Team.

l You still live independently in your own home.

l People of similar age live in the same scheme as you.

l Some schemes offer social activities and shared facilities such as lounges.

What does the Sheltered Services Manager do?

l Manages the schemes and the scheme coordinators and so the support service you receive

l Helps in emergencies

l Gives practical support.

What does the Scheme Coordinators* do?

The Scheme Coordinator’s role is:

l To support service users, to encourage and maintain independence and quality of life

l To contact residents daily to check on their welfare

l To assess residents support needs and agree a Support Plan to address these

l To respond to emergencies when on-site, contacting relatives, and other agencies as appropriate

l To provide advice and access to appropriate social care, health services and other appropriate agencies

l To encourage social interaction and participation for residents, by helping to organise social activities and residents meetings

*The Scheme coordinator does not administer medicines or provide nursing and personal care.

l To Manage the general running of the Scheme, ensuring repairs to communal areas are carried out

l To ensure the security of the Scheme, addressing any health and safety issues

l To help new tenants to settle into their new home, by giving advice and support

l To liaise with staff to ensure a quality service is provided

l Arranges visits by district nurses, home helps and meals-on-wheels, social workers, doctors, chiropodists and others.

Services available in Sheltered Housing

All of the Council’s Sheltered Housing accommodation is connected to an emergency 24-hour call system.

Levels of support

Sheltered housing schemes within the Borough, both Council and Housing Association owned, provide a comprehensive support service which is tailored to your needs and agreed with you.

However the facilities and other services provided in-house vary from scheme to scheme. For example some schemes will have extra facilities such as assisted communal bathrooms, care services, hairdressers to name a few.

Your support requirements and needs will be discussed and agreed with you during your initial assessment at application. This will then enable you to make the most appropriate choices and for us to advise you on which sheltered schemes would be available to you.

How much does it cost?

This can depend on the facilities the scheme offers and also on who owns the property e.g. the Council or a Housing Association.

If you qualify, you can apply for Housing Benefit, to help meet these costs and support can be provided to assist you with this.

If you would like us to post an application form to you, please phone LBBD Direct on 020 8215 3000.

When your application has been initially assessed by the Choice assessment team, we will arrange for an Assessment Officer from the Service Providers Assessments Team (SPA) to visit you. The SPA officer will assess the level of support you need and discuss your scheme options, a further assessment will then take place leading to registration of the application. All offers of accommodation depend on the number of live points awarded to your application and the properties available.

How do I apply for sheltered housing?

You can pick up an application form from any of the following offices.

Applications for sheltered accommodation can also be made by contacting the SPA team direct.

What is the SPA team and what does it do?

It is the responsibility of the Service Providers Assessments Team (SPA) in determining the suitability of the elderly for sheltered housing by carrying out a Needs assessment. All prospective clients must have a support need to qualify for a sheltered accommodation placement.

It is also the responsibility of SPA to source out other support organisations such as Age Concern, Crossroads, DABD, etc, that can offer assistance to the frail and elderly people with things like physical, mental and sensory disabilities, etc.

We strive to assist the elderly people to live independently, be it in their own homes or in sheltered accommodation. We can support them by, for example, helping them to:

l apply for benefits;

l manage their money and any debts;

l access other support or community services e.g. Age Concern, Benefits etc

l find out about work or training; and

l find out about resettlement support (this service helps them set up and manage a new home if they move).

Does everyone who has an assessment get help?

The SPA team endeavours to provide support to any client that has been referred to the team for an assessment. However not everyone that has been assessed by the team ends up being offered a placement in Sheltered Accommodation within the borough. For these individuals SPA would signpost to other organisations/agencies such as Cross Roads, Independent Living Agency, etc, that would offer support.

Extra Care Housing in Barking and DagenhamExtra Care Housing in Barking and Dagenham is provided through the Council, and in partnership with, Anchor Housing Association and Hanover Housing Association. It provides flats and bungalows which are one and two-bedroom accommodation for people who are aged over 55 years, or who are younger and registered disabled and receiving Disability Living Allowance at the higher rate and who are no longer able to live in their own home even with support, but who do not need the level of help given by a care home.

Who can benefit from /use this service:

Selection for the schemes is via a needs-led assessment that is completed by social services and Service Providers Assessments Team under section 47 NHS and Community Care Act 1990. Extra Care housing may be an option if you meet the sheltered services criteria for help. This service aims to enable people to remain as independent as possible for as long as possible.

Details

There are eight extra care housing schemes within the borough situated at:

l Barking (2);

l Dagenham (5);

l Marksgate.

Each scheme has a manager and scheme co-ordinator who co-ordinates the 24 hour care team

that provides personal care and domestic support and arranges social activities and functions. The Council and Housing Associations (Hanover and Anchor) are the landlords and are responsible for the upkeep of the buildings and the grounds.

Each flat is self-contained with its own:l kitchen;l bathroom;l toilet.

Each bungalow has its own:l kitchen;l toilet;l bathroom.

Each scheme has shared facilities such as:l lounges;l laundry;l specially adapted bathrooms

and showers for tenants who are unable to manage without help;

Costs

There is no charge for assessing your needs. However, you will be required to contribute towards the cost of the service including rent for the accommodation and personal and domestic care. The amount you will be asked to pay will depend upon your financial circumstances.
