Sanibel's Planning Commission metwith representatives of the IslandWater Association (IWA), the Fire.Dept, and the Building and InspectionDpt yesterday to review the guidelinesfor point assignment under the newRate of Growth Ordinance (ROGO).Under ROGO, applicants forDevelopment Permits will undergo apoint-by-point review in the event thereare more applicants than allottedPermits for distribution.
George Blain, Sr., Inspector for theBuilding and Inspection Dept., ad-dressed the Commissioners' questionson building standards in a hurricanezone and the effect the State energycode(passed March IS)will have onIsland building.
According to Blain, minimumbuilding standards required by theBuilding Code and the ComprehensiveLand Use Plan are adequate, andcriteria over and above those stan-dards could not be determined. "Theminimum requirements areestablished to withstand a hurricane,"said Blain. "I think we can safely saythe buildings on Sanibel meet thatrequirement."

The second meeting of the newlyappointed committee on moderate costhousing last Friday left Chairman ZeeButjer exhilarated with its progress. "Ithink this is a super committee - I'm so
-pleased with what you're doing andyour ideas," she told the membersafter an intensive work session thatlasted two and a half hours.
Dr. Louise Johnson had prepared adraft questionnaire to help determinemoderate cost housing needs and alarge part of the committee's time wastaken up hammering the-draft into itsprobable final form. The committeedecided that two questionnaires wouldbe in order - one aimed at the potentialoccupant of moderate cost housing anda second geared for Island employers.
The first questionnaire will bedistributed to Island employers to becompleted by their employees and willaddress such questions as whether ornot the employee lives on Sanibel; ifoff-Island, how far; current ac-comodations, whether the employeeworks full or part time, seasonal or
year round, number of adults andchildren in the family unit, familyincome, type of housing preferred -single family home, rental or owner-ship, multi-family, rental or owner-ship, type of down payment affordable,
Aionthly payment affordable.The questionnaire also asks if the
employee would afford himself of theopportunity of moderate cost housing ifit were available and, if so, would theyagree to eligibility standards and
certain other rules. The revised draftform will be submitted to committeemembers for their comments before

An administrative hearing was held in Fort Myerslast Tuesday as Captiva resident RobertRauschenberg, the Sanibel-Captiva ConservationFoundation (SCCF) and the Florida Audubon Societyqhallenged Mariner Properties' request for a permitto dig a channel across the grass flats in the PineIsland Sound Aquatic Preserve to a small boat basinon the southern end of South Seas Plantation.
The Department of Environmental Resources(DER) has announced that they intend to issue apermit to Mariner Properties for the channel and sowere also named as co-respondents with Mariner inthe action.
Mariner received a permit from DER four yearsago to enlarge an existing boat basin, saying at thetime they did not need to enlarge the channel.
According to Mariner executive vice-president AllenTen Broek, however, by 1977 Mariner had decidedthat they would require a channel and applied for apermit to widen and deepen an existing channel inApril, 1977.
After several meetings with DER Ten Broek saidthat Mariner modified their original request for achannel that was four feet below the existing waterlevel, 39 feet wide at the outer limlit and 400 feet longto their final request which is 15 feet wide, 250 feetlong and three feet at mean low water to equal lessthan 4000 square feet. Mariner would remove a totalof 195 cubic yards of fill which, according to TenBroek, isn't very much - "less than one-tenth of an

The Jacksonville District of theArmy Corps of Engineers has receivedthree applications for permits to buildoperate and remove rigs required foroil and gas exploration and productionoff the coast of southwest Florida. Twoof the permit applications involvelocations to the north of the barrierIslands of Captiva and Sanibel. Thethird is directly opposite the Islands,but is apparently far enough away thatit will be out of sight of the Islands'horizon line.
The permits are being sought underthe Outer Continental Shelf Lands Actand the decision about whether or not apermit will be issued will be based onan evaluation of the impact of theproposed work on navigation ornational security.
Sanibel-Captiva ConservationFoundation administrative directorDick Workman said Friday that therewas really nothing that could be donealthough, he added, "I expect.we willregister some sort of protest."

agreed with Workman adding that itwas beyond jurisdiction. "I don't knowwhat else we can do except express ourconcern" Goss said "and I'm sure we'llget soft words and assurances. It isdefinitely a question, however, of thecompatability of this type of activitywith the quality of what we have here."
According to the Corps, Mobil Oil willbe required to obtain a NationalPollutant Discharge EliminationSystem permit from the Environ-mental Protection Agency,
Charles LeBuff was not available forcomment by press time but RefugeManager Del Piece said said that itwas, indeed out of the city's jurisdic-tion. 'It only becomes our concern ifthere is an oil spill," Piece said, "andthen we get into the act but," he added,"of course by then it is too late."

Charlie Fredricks of Sanibel's FireDepartment answered questions on firepreventative building design and ruledout several topics being considered forpositive points by the Commission.

Proximity of proposed constructionto existing buildings, overall lowbuilding height, slow ignition insulationmaterials and easy access foremergency equipment were subjectsFredricks named as possible positiveor negative point factors. One factornot included in the Commissioners'guidelines that Fredricks asked beadded was that of assured width onstaircases to allow transporting astretcher. Committee chairman Zee Butlerdetailed Dick Workman to put togethera task force to look into the guidelinesfor eligibility and participation inmoderate cost housing. "That work cango on concurrently," she decided. RayFenton was delegated to write a scopeof work for a task force on the locationOf moderate cost housing. "You have tounderstand that I start with anassumption," Fentionsaid. "I think weought to look at spreading housing unitsthroughout the Island - we can spread
out with a much more minimal impacton our land than if we concentrateeverything in one spot," Fenton ad-vocated, as he has before, the "24-hour" use of land. Fenton pointed outthat such a use might be exemplified byputting a housing unit over or behind acommercial one. "The commercialbuilding wouldn't be used at night, andpeople aren't usually home when thecommercial area would be in use," hesaid. "A lot of business property, likeScotty's Pub, has residential landbehind it that it can't use.''
Zee Butler will report on the com-mittee's work to the council tomorrow,March 20, and the next committeemeeting has been scheduled forFriday, March 30.

commentarymoderate cost housing committee making progressThe City Council's Moderate Cost
Housing Committee has now held twomeetings and we are pleased to reportthat they are moving forward with adetermination that, from all in-dications, bespeaks a sincere desire toaccomplish something in this much-needed area.
When-the committee was first for-med there were rumblings in thecommunity of stonewalling andcomments were made by severalmembers of the community that muchof the work that the new committee
was going to do had been done. Anotherelement of our Island communityvoiced their fears that the committee'srecommendations would lower thecommunity standards.
It may seem like a contradiction interms, but the committee is makingprogress that will, if continued, satisfyboth elements. They are concernedthat moderate cost housing be done, asit must by federal law, and that it bedone properly. The work every singlemember of that committee is doingpoints toward, the definite possibility
that the problem of moderate costhousing will find a solution, andpossibly be underway, by the end of theyear.If they maintain the momentumthey have achieved thus far, it iscertainly possible for them to ac-complish this.
They will be calling on manymembers of the community in thecoming months to assist in gatheringand compiling data and doing variousother tasks for the committee. We urgethat you give these people all theassistance and time that you can spare.

Thank you for the very nice story byKay Pratt in the March 13 issue of theIslander. It brought back fondmemories. However, many people willrecognize the middle picture, on theright, as the lovely garden in back ofthe Seahorse Shop, still there, andlooking very much today as it did 20plus years ago.
Also, while Don Hiers was very mucha part of the scene when I came toSanibel, he was a young boy and hisfather and mother Martin and SadieHiers were my friends and con-temporaries.

ethics commission investigation clears Butler, GossCouncil members Zee Butler and
Porter Goss have been found innoccentof any wrongdoing according to areport made public last week by a stateEthics Commission investigator.Ethics Commission investigator, DanHarbolt will present his full report tothe Ethics Commission at theirmeeting in Tallahassee this Wed-nesday. On the basis of Harbolt'sreport, and a recommendation fromtile Assistant Attorney General, theCommission will decide if there is"probable cause" to hold a publichearing on the charges.
Both Butler and Goss will be inTallahassee for the hearing, primarily,according to Goss, at the insistence oftheir attorney Jim Humphrey. Theallegations were made to the EthicsCommission last fall by formerassistant to the city manager SteveMaxwell, who was terminated from hisposition in May, 1978. Maxwell hadalleged that both council members heldfinancial interest in MarinerProperties and that their interests hadinfluenced their voting record( MarinerProperties has filed a $100,000 suitagainst Maxwell because of his
statements.) Maxwell also alleged thatMrs. Butler had a financial interest inSurety Construction.
Goss said last Friday that the in-vestigator's report came as "no sur-prise." It showed what it should show -it showed available facts." Goss saidthat he wasn't certain what Humphreywanted him to speak to the Commissionabout, but, he said, "I assume it willhave to do with motive and the system.The legal bill is a significant dollaramount. It is not fair that taxpayersfoot the legal bill without examiningthe motives (behind the complaint) orthe system. The money," Goss pointedout, "is substantially in excess of whatwe paid G and J Investments." (Thecity reimbursed that developer forconstruction and legal costs after a cityemployee's error in the amount of$3,500.00.
"I don't think there's any way theEthics Commission will assess themoney against the complainant," Gosscontinued. "Once they start doing that,they'll put themselves out of business."
Goss said that, although he felt it wasthe taxpayer's responsibility to pay forthe defense of public servants, he did
not expect the public to pay legal feesinvolved in his probable suit againstMaxwell. "That's a personal thing," heconcluded.
Maxwell has continued to deny anypersonal vengeance in his allegationsagainst the council members. "In viewof certain information I had, similarcircumstances, concessions grantedand coincidences surrounding theIsland's Land Use Plan, zoning and thementioned councilperson's votingbehavior and patterns of real propertydevelopment, it compelled my con-science and induced a reasonably in-

"We have had the dock permits for the boat basinfor three years but we haven't built them because wewanted to discourage traffic in there," Ten Broeksaid, "because we didn't want criticism levelled at usthat we were promulgating traffic just to justify ourrequest for the channel.
"My sensitivity conies from living in the com-munity. There is a great interest in what my companydoes and we try not to create issues," Ten Broektestified. He admitted that people who had boughtproperty at the Plantation were, however, putting agreat deal of pressure on Mariner to complete theboat basin.
Both DER and Mariner contend that constructingthe channel which all traffic in and out of the boatbasin would use, including the general public, will doless damage to the grass flats than random boattraffic over the flats. Mariner project manager DickStevens later showed the hearing officer slides that hehad taken during an extremely low tide in mid-January that .depicted what he said were numerouspropellor tracks across the flats.
According to the SCCF the flats are a productiveshellfish harvesting area and the proposed channelwill immediately destroy four thousand square feet ofthe beds and have, according to their attorney DavidGluckman a "continuing deletorious effect on thearea."
The question of whether or not a previous channelexisted was a critical one for both sides. Only
maintenance dredging is permitted in a Class II bodyof water, which is the official designation for the PineIsland Sound Aquatic Preserve where this area lies.
Ten Broek produced sworn statement from formerPlantation owner Paul Stahlin that the channel hadbeen in existence for a number of years. Mariner andDER also produced numerous aerial photographswhich they alleged showed the channel indentation.
Gluckman countered with the testimony of acommercial fisherman who testified that he has spent40 years fishing in Pine Island Sound. "There's neverbeen a channel there or I would have seen it," hestated emphatically. He also said that, even if he hadbeen sick and missed some days on the water hispeers would have informed him of a new channel.
DER environmental specialist Kevin Erwin hadrecommended that the permit request be denied, butwas overruled by his boss at DER, Phil Edwards.Erwin testified that a biological assessment he madein August, 1978 led him to believe that the subjectarea would be adversely affected by dredging, aswould adjacent areas. Erwin also expressed concernover indications he found that the water in the boatbasin is inferior to that in the Sound and that thechannel dredging and use of the channel and basin byboats would probably, in his opinion, increase theliklihood of deteriorating water quality. He cited thelack of microscopic organisms in the silt andhydrogen sulphide in his samples as his evidence. "Ifeel there's a potential for future damage," Erwintold the hearing officer, "but I can't say for sure thatit will occur."
He also said that he felt the box cut type of channelthat Mariner is proposing leaves itselfopen to sloughing inward and might"shallow up the depth in time." Mariner has agreed

to continuously monitor the water in the boat basinand to take corrective measures if the water qualitydeteriorates in the basin. (They are currentlyaerating the water in their larger yacht basin at theproperty's north end). They have also agreed to takecorrective measures if the channel does fill in asErwin predicts.
Edwards overruled Erwin's recommendation todeny the permit on the basis that "even though I amdismayed about dredging the grass bed and amconcerned about the water quality in my opinionthere's going to be more damage without the chan-nel."
Robert Rauschenberg took the stand to argueagainst the request. He is the nearest neighbour to thePlantation property. "It is certainly going to lowerthe value of my land," he said. "I can't be sym-pathetic with just making money and ruining the lastbeautiful area. The sky is full of cinderblocks," hesaid, adding, "I 've planted thefastest-growing hedge that I can but Ican't keep up with your bricklayers." He admittedthat he knew the original boat basin was there whenhe bought his land, but the famous artist said, "Ithought it was just a pond for the birds. This(development) just has to stop somewhere."
The Conservation Foundation is also objecting tothe granting of this (or any other permit that impactsthe Preserve) on the grounds that neither DER northe department of Natural Resources have made up aManagement Plan for the Aquatic Preserve and untilthey do, cumulative effect of requests such asMariner's is unknown.
The hearing officer has 90 days in which to make aruling.

developers' million dollar suit brings mixed responseby gwen Stevenson
Reaction to a suit brought by OuterIsland Development of Florida, Inc.and Kenleen, Inc. against five mem-bers of the Planning Commission, oneformer member and the City of Sanibeldrew a mixed response last week. Thedevelopers have sued the Commissionmembers and the city in federal courtfor over $1 million in damages arisingfrom the Commission's refusal last fallto issue a permit for six units on But-tonwood Lane on the grounds that theunits were incompatible with thesurrounding neighbourhood. Theparcel of land was zoned for a total ofnine' units under the provisions of thecomprehensive land use plan. JoeSearing, who was not on the Com-mission at the time, and Ray Fentonwho had supported the developer'srequest for six units were excludedfrom the suit.
Planning Commissioner Don Man-chester, who had argued in favor of thesix units, although finally voting "no,"said the greater than "normal" publicreaction was because the ButtonwoodLane site was immediately adjacent toa residential area. "The land use plandoes include neighbourhood com-patibility and we do use it (as a
standard). We're following the plan.But it seems to appear to some peoplethat we're not following normalprocedures, even though we are,"Manchester said last week.
The developers had contended duringthe hearings that the issue of neigh-bourhood compatibility had beendecided when the zoning was allocatedin the land use plan. The parcel inquestion was zoned for multi-family atfive units to the acre.
The lone dissident, Ray Fenton, saidthat he had supported and pushed for acontinuance when Outer Island hadfirst requested a permit for nine units."But then when he presented his finalproposal for six units, I felt thatsoJultion met the neighbourhoodcompatibility standard," Fenton said.
Councilman Porter Goss said that hethought it would be a significant case"from the jurisprudence standpoint."Mayor Duane White said that he
couldn't comment on the case "sen-sibly" since he hadn't seen the com-plaint and City Attorney Neal Bowensaid that all he knew was what he hadread in the newspaper. "But then," headded, "City Attorneys are always thelast to know."
According to City Manager Bill• Nungester, Planning Commissionmembers are covered by liability in-surance for cases such as these.

Council member Zee Butler andMariner Properties president BobTaylor on the pros and cons of intervalownership provided the livliest of thethree discussions during last week'stown meeting. The meeting, sponsoredby the Committee of the Islands, waschaired by George Tenney and in-cluded discussions about the historyand implementation of the Rate ofGrowth ordinance and a "state of thewater" report by Island WaterAssociation General Manager RalphZeiss.
Although Taylor told the audiencethat they would be disappointed if theyhad come to "witness a Shootout bet-ween himself and Zee Butler" he didtake issue with some of her ter-
minology.Mrs. Butler began the discussion by
expressing her now familiar concernswith the tax situation that she sees theinterval ownership condominiumsenjoying. "One of the basis for taxassessments," she said, is the fairmarket value of the project. I wentthrough the tax rolls and found that theaverage assessed value per unit atSanibel Beach Club I (a Captran in-terval ownership project) was $43,108.Yet, the average price for that unit thatthe developer enjoys is $169,167. "Weall know that our property is notassessed at 100 percent of its value,"she said, "but Sanibel Beach Club isbeing assessed at approximately 25percent of its value."

"My concern about intervalownership is not with the owners," Zeesaid, "because they got a real goodsnow job from the developer (a termthat Taylor later objected to.) "Myconcern is that the city is not receivingits fair share of the money and withwhat is going to happen in 2018. Thosebuildings only have a life expectancy of40 years and then they go into partitionand are divided amongst the propertyowners. Sanibel Beach Club I has 733property owners and I don't see howyou're going to get 733 people together.I won't be here but I am concerned forthe future," she stated.
She also expressed concern about theimage and the excessive use of theCity's facilities that she claims is madeby interval ownership. "When we didthe land use plan, she said, "we madecertain assumptions and we estimated2.5 people to a unit. The intervalownership average is more like fourand their advertising specifies six."
Taylor defended interval ownershipon the grounds that, in Mariner's ex-perience with it they found it very"workable" and a part of the overallresort concept. It takes up, accordingto Taylor, where the motels left offwhen the land use plan was adopted."You haven't seen one new motel sincethen, because the numbers don'twork," he said, "but the visitors stillcome."
"Interval ownership is a form ofownership that suits some people - aninterval owner has an involvementwith the Island mat visitors don't,"Taylor continued. "There is nothing un-American about buying part ofsomething," Taylor said with a grin,"or Hertz wouldn't be where it istoday." He also said that, in his.opinion, interval owners probablyimpacted the facilities less than houseguests in single family homes would."We provide complete facilities at ourinterval ownership resorts," he said.How many of you can say that?"

I think that curiosity not only killsundue amounts of cats, but drains fartoo many dollars from the pockets offishermen. Being a living example ofhaving an overly curious mind when itcomes to new-fangled fishing reels, Irecently purchased something that haskept me cursing and praising it for thepast week.. What I bought is one of these new baitcasting reels. Now, before you say,"Oh, those. They went out of date whenthe spinning reels came in", let meremind you that similarities betweenthe old and the new reels are not many.
Most of us grew up with revolvingreel, bait casting outfits and linen lines.That's all there was so we all sufferedthrough until those simple, no back-lash spinning reels showed up from-Europe.
Anyway, there is a new generation ofcasting reels on the market for the pastcouple of years. I had been putting offpurchasing one, primarily because oftwo reasons. One was money. The oldbait casting reels used to cost, oh sayeight bucks for a good one, out of theSears catalogue. That was when youcould buy 18-cent-a-gallon gasoline too.
Now those reels are a bit more ex-pensive. Like $40 to $120 for the reel andif you get a graphite rod, you can put inanother $30 to $150. That was reasonone, why I didn't get one. The other wasbecause of the bird's nest problem.
You might recall that one slip of thethumb with the old casting reel and youspent the next fifteen minutes un-tangling the worst tangle of fishing lineimaginable. Often you resorted to a
knife, said the hell with fishing andwent home to wait for someone to in-vent the spinning reel.
I've never used anything but simple,reliable spinning reels on my chartersbecause I know the spinning reel isdarn close to being goof proof as youcan get. But still, I wanted to give thenew casting reels a try. Especiallysince snook season is coming. Thesefish require a strong drag system reelwith lots of line capacity. The new reelsoffer these.
A Perm fishing equipment salesmanwas in the marina flashing around anew casting reel and before I could geta hand over my mouth it said, "Hey, Iwant one of those reels." Then camethe purchase of a fiberglass-graphiterod and finally some casting line. Iused 12-pound mono.
I carefully studied the booklet Pennprovides with the reel. It methodicallyshows how to cast and more im-portantly, it tells how to disinguage thereel handle and set the spool tension -all for the purpose of helping you castfarther and smoother than ever beforewith the old reel.
Proudly I posed at the seawall, readyfor my first long, arching cast. I raisedmy rod, set the controls on the reel andlet her fly.
Things were perfect for the firsttwenty feet, then I took my eye off thedisappearing lure to look with horror atthe catastrophe about to happen on thespool of my new reel. Before I could doa thing, the line had backlashed into theworst imaginable mess I had ever seen.I pulled loop after loop, trying to get it
free, but an interval of 20 years andabout $80 difference in price, failed tokeep me from tangling the line. Ineeded two knives to cut off over 250yards of line.
It took me 500 yards more of tanglesand experimentation to get so I couldcast 50 feet with the outfit. Then I foundif I changed the weight of the lure, even
slightly, I had to readjust all the reelsetting or face a short, tangled cast. AllI can say is that the outfit is beautiful.The rod is black and the reel is gold andthe line is clear. Really an attractiveset-up. It can be yours for $80 cash. It'sa low mileage reel, used only by a littleold man on Sunday afternoon -beforehe suffered a nervous breakdown andbought a new spinning outfit.

Fishing the past week has run fromvery good to bad, depending on whosestory you hear.
For instance, Larry Gill (ap-propriate name...) at Tween WatersMarina said, "The weather's killed allthe fishing in Pine Island Sound." Bythis he means the wind's been kickingup a storm, or at least some prettyformidable waves. Larry also reports,however, that some people hauled in' 'abunch of large sheepshead" theycaught in the surf. And there were afew trout, but "nothing to write homeabout."
Dock master at Blind Pass Marina,Bill George, reports six reds that weretaken with hires, if you can believe
that. C.H Kazmire caught the eightpound red, and Nelson Botsford landeda 22 inch trout.
Fishing is about par, according toKeye Daus at Sanibel Marina."Nothing unusual, trout on the flatsand redfish along the mangrove."
To end on a happy line, "A fewmackerel are beginning to show," saysMack Hamby of Tarpon Bay Marina.He also reports that a lot of reds andpompano, and trout have come i n /eight pound snook was caught, too, s Wyou think the fishing is bad, don't giveup! As a matter of fact, it's getting thattime of year when you're bound tocatch a lot of anything.

shelling tipsAngel Wings are delicate, interesting
shells that seem to break at theslightest touch, once you get themhome. This week, let's talk aboutwhere, and how to find one of the mostexquisite of all the shells found onSanibel and Captiva Islands.
First of all, I normally find threetypes of Angel Wings on the beacheswhen I take groups shelling. Probablythe most common and obvious are thestandard Angel Wings which are snowwhite, resembling the mythical wingsof angels, and are usually three to fourinches long. .
On the beaches you rarely find bothsides of the set of wings. These shellshave a weak hinge system and a roughsurf usually divides the pair longbefore you find it washed upon thebeach. So you need to look hard for well-preserved, undamaged wings for yourcollection.
As you probably know, the City ofSanibel has adopted a.resolution im-posing a bag limit of two live shells perspecies per-person. There are someareas in the upper islands where liveAngel Wings can be found and taking alive one is the only way you are going toget a perfect pair of wings if you can't

My feelings toward big shells centeraround the thought that large shellshave just one thing going for them —only that they are valued on size andnot quality. That is why I prefer tocollect the two other types of AngelWings —the tiny, false, and the fallen,angel wings.
These two other shells are also whiteand smaller in scale than the standardwings. They often never get more thanan inch long and offer fine lines andsometimes even a tint of brown or grey.I particularly like the fallen angel wingbecause of the real beauty of the shell.
You are going to find angel wings onall the beaches on the island chain, butmy favorite beach for the smallerwings has to be the inside southern tipof Cayo Costa Island. If you have aboat, you can dock there on thisisolated, beautiful beach and often find10 or 20 tiny, perfect angel wings. Youwill be able to pick up baby's ears andbubble shells in equal numbers whenconditions are not so difficult that theshells can't be found in debris on shore.
The angel wing is a stand-out in anycollection and even more so, I think,
when you add a display of thosedelicate, tiny wings, too.

SanibePs Live Shelling Committeemet last Wednesday, March 14, toreview several programs it hopes willsupplement the recent "Two perspecies" resolution. '
A resolution to limit the taking of liveshells from all Sanibel waters, beachesand flats, was passed by the SanibelCity Council March 6 of this year.
The ordinance established a ''baglimit of two live shells per species perperson to be collected within the City'sboundaries embraced within a 300 footline off-shore,of the Island's Mean HighTide Line."
Signs will be distributed as soon asthey are made available, and willstate: "Live Shelling Code: A Limit ofTwo Live Shells of Each Species PerPerson, b y ' Order of City CouncilResolution"
The signs will be placed at ac-cessable areas, including The Rocks,Blind Pass, Tarpon Bay, TurnerBeach, Dixie Beach, Lighthouse Pointand other strategic locations.
Copies of the resolution will also besent to all shell shops and shellingguides.
The committee proposed a "Cityendangered list," introduced byChairman Pat Kair, designed toprotect particular species, such asalphabet cones, olives, horse conchs,true tulips and angel wings.
Kair said that she had received manyphone calls from people who asked thatthese molluskan forms be given special
attention.Board member Dr. Nora Dietlein
said, "Most people can't tell the dif-ference between an alphabet cone anda Florida cone, and the committeeagreed, determining that for the timebeing, the "two per limit" is sufficient.
The Live Shelling Committee decidedto begin production on an illustratedbrochure designed to educate visitorswith a "general overview" of shellspecies and live habits. The committeehopes that such knowledge, once madeeasily available at the Chamber ofCommerce and in motels, will induce
cooperation on the part of shellcollectors to abide by the resolution.
Also investigated for inclusion in thebrochure were possible definitions ofwhat constitutes " l ive" shells.Members of the committee agreed thatmany, if not most, causal shellcollectors cannot distinguish a liveshell from one that is dead.
A definition would embrace suchcharacteristics as, "a live shell is onein which the animal responds." Moredefinitive descriptions should be for-thcoming at a later meeting.
Special study areas were alsoreviewed. These locations, wheremollusks are known to gather in largenumbers, will have additional signsposted stating that the area is underscientific study. It is the committee'sintent to initiate scientific study ofbreeding habits and migrations, andstudy areas such as the committeeproposes will provide controlledpopulations from which data may berecorded.
The next meeting of the Live ShellingCommittee is April 11, in McKenzieHall at 7:30 p.m.

Youth Conservation Corps programwill be underway on the refuge. We arestill accepting applications for a GS-7Camp Director, a GS-5 EnvironmentalAwareness Coordinator and two GS+4iGroup Aids. This year, due to fundingrestrictions, the program will be onlysix weeks long. The above positions willbe for about eight weeks total.Applications must be in by March 21.Further information may be obtainedfrom refuge headquarters.
People with dogs are reminded that itis against refuge regulations to allowunleashed dogs on the refuge. If youwant to take your dog for a walkwithout a leash please don't dp it on thewildlife drive.
The bicycle path agreement hasbecome bogged down again. We havereached a fairly good field levelagreement with city planners regar-ding the location of the path. However,written agreement pertaining to ex-change of moneys, favors, or whatevermay be in the "pending" category forquite some time.
When the Fish and Wildlife Servicefirst planned and budgeted for the newvisitor contact station and main-tenance buildings, there was no specialfee for trucks using Sanibel as long asthey were under the maximum weightlimits set by Lee County. Now, the citycharges a substantial fee for truckscarrying loads over a certain weight.This results in a situation where some

of the money budgeted for constructionof refuge facilities will be diverted tothe city. Perhaps the logical thing to dowould be to budget more money forrefuge facilities to make up for thedifference. Unfortunately, thisprocedure would present too manycomplications to be realistic.
From the refuge's point of view,some sort of weight fee waiver in ex-change for bicycle path land wouldhave been a neat way to get thebuilding funds back. However, the cityhas elected not to do this because theamount of refuge lands involved arenot as much as originally thought andfrom a strictly business point of view,they do not want to give up any moremoney than they have to. Anyway, it'sstill be negotiated.
There is some opposition to ourconstructing a visitor contact stationfrom persons who believe it will attractmore visitors to the island. It should bestressed that the function of thisfacility will be to introduce people tothe refuge and the refuge system. Itwill not have continually changingexhibits;' special shows -' or Otherfeatures designed for attracting people'<.o the facility. The prime attraction isand will continue to be the wildlife onthe refuge.

Antique Fashion ShowThe Sea Horse Shop on Sanibel will host an antique
fair, fashion show, and ice cream social this Satur-day, March 24 d> benefit the Sanibel-Captiva gym-nasts.
The fair will be held at the Sea Horse parking lotfrom 11 a.m.-5:30 p.m. Island gymnasts and balletdancers will present a program followed by a fashionshow at 1 p.m. featuring antique clothes from aprivate collection. Among the clothes to be modeledare: an exquisite silk walking coat with embroideredcherry blossoms; a delicate lace crochet jacket; anda lady's black mourning shawl and veil. The con-temporary counterpart for each outfit will also beshown.
A representative from Vanity Fair will also be atthe show with selections from their extensivemuseum collection.
Other featured highlights are local craftsmen withtheir weaving and pottery, and, a collection of. antiquedoll houses.
Donations are $3 each and may be made at the Se;Horse Shop at the Lighthouse end of the Island.

The City Manager's Ad Hoc Com-mittee to study permit fees met lastThursday and agreed to a permit feeincrease that will now be presented toCity Council for approval.
The recommendation to Council willbe that short form DevelopmentPermit applications, for other than adwelling unit, will be charged ten centsa square foot for proposed con-struction, with a $10 minimum charge;short form Development Permit ap-plications for dwelling units will nowcost $200; long form DevelopmentPermit applications for multi-familyunits and commercial projects over1,500 square feet will now cost $300; andthere will be an automatic $10 "referral
fee" implemented for re-review by thePlanning Staff.
The Committee was established toinvestigate possible means ofrecovering the costs of processing thevarious permits by the Planning Staff.Nungester told the Committee that hedidn't feel it was fair to raise advalorem taxes to support the per-mitting process and it seemed ap-propriate to him that the reviewprocess be paid for by those utilizing it."I have to admit you probably don'tthink it's appropriate (the proposed feeincrease) in these inflationary times,"he told the committee, "but I feel quitestrongly that the residents shouldn'thave to pay for this."

According to Klein the professorwould be visiting the properly in Mayand if he deemed the project possible,would take the responsibility of ap-
proaching other universities who wouldshare both the cost and use of thefacilities.
Don Manchester made a plea to thecommittee "not to narrow down thepossibilitieas at this point" saying,"there will be time for that later."Sanibel must deliver a schematic planfor use of both the properties to FmHAofficials by July 1,1979.
Other items assigned by the com-mittee for study were: Sanibel'seligibility for Federal funds (forrenovating the steamboat), thepossibility of using. the boat for acultural complex, the potential impactof beach use at the property, thepossibility of a Town Meeting for publicinput, and the possible placement oftrails and a bike path on the site.

Winterbotham also1 reported on thefeasability of renovating the steamboaton the property to house City Hall of-fices. City staff has estimated theyactually need 4,347 square feet of officespace. The steamboat property hasapproximately 6,000 square feet ofavailable interior space.

Fact-finding team members ZeeButler, Frances Bailey, and DonManchester met with City AttorneyNeal Bowen, Oster's attorney JimGarner, and biologist Dex Bender(employed by Oster) last week tohammer out the final points of com-promise. ,
Oster had originally intended todevelop his 27-acre site into 44 propertylots. After passage of the Com-prehensive Land Use Plan however, hisdensity was reduced to three allowabledwelling units. The recommendation ofthe fact-finding team will be to allowOster 22 lots on the parcel located
between Clam Bayou and DinkinsBayou.
Further recommendations to the Citywill be:1) 11 lots be allowed on each side ofSan-Cap Rd. with front access roadbuffered from San-Cap by vegetation;2) sea walls not be permitted andmeialeuca be removed from theproperty by Oster;3) the development will allow onlysingle family houses;4) Oster will deed to the City easementon either side of San-Cap Rd. to widenthe right of way;5) Oster provide land for a bike p& ._,-6) Oster will provide water lines, firehydrants, and six driveways on either -side of the road leading to~the units;.7) the City will require only short formdevelopment permit applications for.further development on the property.

organizations throughout the UnitedStates will embark on Project S O A R -SAVE OUR AMERICAN RESOUR-CES, conducting a nationwide effort toClean American streets, just as BoyScouts (and now all service dubs) havedone every year since the projectsinception in 1970.
This year, however, there is a dif-ference. For the first time, accordingto project chairman, Scoutmaster RonSebald, with the help of adults andyoung people of Sanibel and Captiva, 65miles of streets on these sister islandswill be picked clean of any debris that
is visible from the road.Many people and vehicles are needed
to make this project the "clean sweep"it should be. Ron is confident thatSanibel-Captiva; residents - alwaysconscious of the need to preserve theecology and beauty of the islands-willrespond to the call for help.
The project will require the use of 40pick-up trucks or cars with trailers,men and women to drive thesevehicles, 160 people to do the clean-upwork, including both youngsters andadults; and approximately 30 people tohandle general operations. The projectis planned for April 28 from 9 a.m. to 2
p.m. Each truck and driver (crewchief) will be assigned four workersand twenty trash bags and will cover aone-mile stretch, picking up any litterthat is visible from the road.
Following the clean-up, all truckswill be swept clean and washed outwith a hose, if necessary.
The trash bags will be delivered tothe receiving site, where six people willassist in stacking the trash in dump-sters for City pick-up.
Volunteers will meet, with trucks, atthe Sanibel Elementary School onSanibel-Captiva Road at 9 a.m. on April28 and will return to this same site
when their one-mile stretch is com-pleted.
To add some fun to the day, followingthe clean-up, a chicken barbeque willbe provided for all workers at theschool, with games and other ac-tivities. Hap Payne will do the culinaryhonors.
Volunteers are urged to call theproject chairman, Ron Sebald, as soonas possible so that all arrangementscan be made April 15. Ron can bereached days by calling 472-3788, andevenings and weekends by calling 472-4719.

"That airstrips is just like a bull in a pasture," aFederal Aviation officer said last week. "The bulldoesn't know he's a hazard, he's just being a bull. As
'" long as everything is normal, there are no problemsbut when a couple of picnicers wander into hisnagturg, with a red blanket, then there's trouble.

The Sanibel airstrip became the focus of attentionfor many Islanders last week as the latest of the"close call" crashes sent four people to the hospitalwith minor injuries. The debate has ranged overwhether or not the airstrip poses a hazard to public
.. safety versus its undeniable value to the Islands both( as a convenience for residents and tourists and itsv- possible use in an emergency.
The airstrip is owned by Island Beach Club trustwhich bought the 26-year-old strip from HowardDayton several years ago. It is a dirt strip thatbecomes bogged down with mud during the summerrains and is highly sandy during the dry season.
Every single pilot we spoke to, numbering over adozen, said that the runway was just fine for an ex-perienced pilot but that "someone is definitely goingto buy the farm there" someday. One F.A.A., officialwho did not wish to be identified, said that he wouldn't

land at the Sanibel airstrip. "It's a mess." He reasonsthat there is as much traffic at the strip as there isbecause pilots head for Sanibel thinking that it is abetter place to land than it is. Either improve it orclose it down was his final thought.
The airport is listed as a private strip and, ac-cording to "atrpart. maiiagaer -Bob Houser, -peoplewho land there could ibe arrested for trespass.
Barry Broughton with the FAA in Fort Myersagreed with Houser's contention that all the accidentson the airstrip have been due to pilot error.' 'The windpatterns are unusually gusty and most people are notused to landing on sod.
A pilot who is a Fort Myers banker recently usedthe landing in an emergency and said, "I was damnglad it was there" But, he added, "I wouldn't fly inthere unless it were. There are so many new highbuildings, the trees have grown and the wind shearfactor is so variable that, unless you have to, youshouldn't land at the strip."
An Island developer who also wished to remainanonymous, but who has three decades of flyingexperience under his belt said that "It is definitely nota strip for inexperienced pilots, Any hazard distractsa weak pilot," he said, "and that condominium(Pointe Sante de Sanibel) is definitely a detriment toconcentration." .
The developer suggested that moving the runway afew degrees would solve the approach problems thathave plagued so many pilots. "The runway the way itis, is conducive to a- very serious accident with thecondominiums that surround the strip," he said."Anything to stop coming in over the buildings wouldbe a help." , . . •'•
"It is impossible to close it to inexperienced pilots,he said," so we have to make it as safe as possible.
"That is not a strip for a weekend pilot," DickDennis said who has been a pilot for many years."YetSanibel is just the kind of place to attract the lawyer
who flies a couple of times a month. When you dropbelow the trees, there is a wind shear effect that canbe very tricky — it can change in seconds. Onesuggestion Dennis made was that a clearerdescription of the strip, including the hazards, can besent and inserted in an FAA publication called theAirman's Guide, "The notation could say that thestrip is "not for inexperienced pilots" Dennis said.There is no way to officially restrict the use of theairfield, according to Dennis, but he concluded itwould be a shame to eliminate its use for people whocan handle it.
"I would be willing to put some money towardimproving the strip," Sanibel pilot Bob McDonaldsaid, "but I think it is also in the city's interest to dosomething too."
And that seems to be where it stands. Everybodyagrees that it would be a shame to close the airstrip;they agree that it is an airstrip that should only beused by experienced, skilled pilots, and since, asCouncilman Porter Goss said, "you can't stick a signa thousand feet in the air that warns the pilots,"something should be done. But who there is to do it,and with what financing is the area of immediateconcern to Island pilots and non-pilots alike.

Sanibel not likely to lose federal subsidyby pat harmel
A study being conducted by theDepartment of the Interior which'may"eventually restrict federal funding forprojects on barrier islands is not likelyto affect Sanibel, according to RonCooksey, collator of the study orderedtwo years ago by President Carter.
According to Bob Karotko,recreation planner for the Dept. ofNatural Resources, the investigationinto barrier island development wasordered after a "barrier islandscoalition group" approached theAdministration with concerns cen-tering around development on the morethan 300 barrier islands located alongthe Atlantic Coast and Gulf of Mexico.What Karotko termed "a resource
^inventory of each island" is currently-* being conducted. Announcement of the
studies findings and recommendationsis expected to be made public in May.
According to Cooksey, thePresident's orders to review theislands status "could be interpretedtwo ways; one is what can wespecifically do to preserve thoseislands not yet developed; and two,what federal programs, through ex-treme short sightedness havepromoted over - development on thebarrier islands."
According to Cooksey the study is"not island specific," but is an over-
"" view of federal programs promotingover-development of the islands. "A
big problem," said Cooksey, "is thatmany projects and lending institutionsfail to differentiate between amainland project and a barrier islandproject. There should be requirementsthat federal programs assisting withbarrier island developmentacknowledge specific problems uniqueto the islands, like limited access anderosion."
Admitting that restrictions onfederal funding for island projects
would probably be a recommendationof the study, Cooksey said he hopedthat local and state agencies wouldfollow suit in their conern. "We'reattempting to provide options forchange," he said. "What we're reallytalking about is restricting anymoreprograms that promote helter-skelterdevelopment."
Cooksey said there would "probablybe no change in existing contracts" andit was not the intent of the government
to penalize those persons already livingon barrier islands. Acknowledging thathe was familiar with Sanibel and theirComprehensive Land Use Plan andRate of Growth Ordinance, Cookseysaid he did not forsee any changes forSanibel, saying "They're uniquebecause they've already got somepretty restrictive plans for the island.As far as I can see Sanibel has probablygot control of the situation and I don'timagine our recommendations willchange anything for them."

Carl Clausen, director of the LittleSalt Spring project near CharlotteHarbor, whose discoveries of 12,000-year-old perishable artifacts haveamazed the scientific community, willreport on his most recent finds andtheir implications.
Discoveries at Lake Okeechobee byDr. William Sears, professor of an-thropology at Florida AtlanticUniversity, have provided some in-teresting new insights into the complexCalusa society occupying most ofSouthwest Florida at the time ofEuropean contact. Dr. Sears willdiscuss his finds and how they fit intothe Southwest Florida puzzle.
Others participating Include: Dr.Gerald T. Milankh, associate curatorof the Florida State Museum and anoted authority on early mound buildersites in the Southeast; L. Ross Morrell,chief archaeologist of the State ofFlorida, whose work Includes on-going research in the Marco area.

^Take-Out Doubles, along with Stayman and Black-
wood, make up the three most important conventionsused by contract bridge players.
A Take-Out Double tends to have a psychologicaleffect upon the opponents. It causes them, quite often,great discomfort and permits them to make biddingerrors which lead to the wrong contract.
Unfortunately, these same symptoms appear alltoo frequently in the Doubter's partner!
The Take-Out Double is a powerful tool in the handsof able defenders - once the simple rules are learned.Once learned, they are not easily forgotten, if youhave a regular partner or a regular group with whomyou play, perhaps you might like to share thiscolumn. There is nothing to compare with being onthe same brain wave-length with your partner whenplaying bridge.
The Take-Out Double is the most important of allprepared bids. It is a "prepared" bid since it forcespartner to bid even with NOTHING. It is a conventionsince its meaning is something other than the callmade.
The Take-Out Double asks or demands that Partnertake you out of the double. It asks your partner to"take out" by bidding his best suit.
After the opening bid has been made, any double ismeant for a Take-Out under the following cir-cumstances:
1. Partner has not bid or doubled.2. The double vs made at the player's first op-
portunity to double that particular suit. •3. The doubled bidis no more than 1,2 or 3 of a suit.
EXAMPLES OF TAKE-OUT DOUBLESA. 1 Heart - Double - Pass? Partner of doubter must
bid.B. 1 Hearts • Pass -1 Spade • Pass
2 Spades - Double - Pass, Partner of doubtermust bid.
C. 1 Hearts - Pass -1 Spade - Pass2 Hearts - Double - Pass, This is a penalty
double. Doubter doubled hearts at 2nd opportunity.
The Take-Out Doubter promises a good DUMMYhand - generally. He ALWAYS promises a goodDUMMY hand or a good suit of his own. He alsopromises the same strength as an opening hand - 1 3or more points.
Partner of the Take-Out Doubter may expectDoubter to have no more than two in the bid suit andat least three cards in each of the three unbid suits.There are times, as noted above, when Doubter's

hand has another SHAPE. The Doubter may have agood suit and about 16 points. He may have a two-suiter and 18 points. (If fewer than 18, he shouldovercall with a 5-card (or longer) suit(. The doubtershould have four cards in one or more of the majorsuits and hopes to hear a major suit response to hisTake-Out Double.
If you play bridge with some frequency and findthat, in the defensive position, you fail to find theproper contract with your partner for part score orgame, it might be that you and your partner (s) arenot playing Take-Out Doubles with an understanding.
If you play Take-Out Doubles (and who doesn't?) itmeans mat you may not double 1,2 or 3 of a suit forpenalty. (Another time we will discuss the doubling ofpreemptive bids at the level Of three.)
The ONLY time Doubter's partner may pass iswhen the Opener's partner bids over the double orwhen the Doubter's partner can take three trumptricks plus one side trick, this leaving the double in asa penalty double. Such a pass requires the Doubter tolead trumps. If Doubter is unable to lead trumps, hispartner should lead trumps each time he gets in. Thepurpose of leading trumps, under this circumstance,is to reduce the number of trumps in Declarer'scombined hands and convert the play to no trump.

Do you see that the Doubter of the 2-club bid couldnot double on the first round over the l.H opening? THE ROSE GARDENS
THEY WERE ONCE THE SHOWPLACE OF CAPE CORAL. NOW THEY'VE RETURNED TO NATURE
There once were 40,000 rose bushes in the 88acre Rose Gardens of Cape Coral, including aCape Coral Rose and a purple rose.
The Rose Gardens were born in 1964. the babyof Jack Rosen, a founder of Gulf AmericanCorp.,and in many ways resembled what Rosensaw at the BrusseU's World Fair. The RoseGardens died in 1970, it purpose - to stunvisitors into purchasing Cape Coral land --fulfilled.
But in those six sweet years, the botanicalwonderland of the Rose Gardens wowed visitorsfrom Michigan to Maine, from Missouri toMontana. GAC Public Relations Man BillRought said the Rose Gardens were "like afairyland - it used to be a dreamland." Andsince the GAC salesmen were selling a dream, avision of what Cape Coral has become,couldbecome to these visitors, the Rose Gardensseemed fitting.
The Waltzing Waters first did the cha-cha atthe Rose Gardens before it was forced to move.There were playful porpoise here, too, thatgrinned for the northerner. And there was a lion,an elephant, a bear and other jungle oddities forthe curious.
"There once was $1 million worth of paintingsin the Exhibition Hall," Rought said. "Therewere also all types of relics and old collections onview. Busts and statues meandered about in themany, many gardens, the most famous one - ahuge replica of the famous statue of the raisingof the flag at Iwo Jima -- confronted the visitorafter he'd spent all his money in the souvenirshop.
But it was the gardens that completed andcomplemented this miniature Disney World.
There was the Garden of Patriots. It housedthe busts of famous presidents such as GeorgeWashington, Thomas Jefferson, Harry Truman,Dwight Eisenhower. And Aloha Gardens, to theright of the Waltzing Waters pool, was anoriental-style garden, as you might haveguessed, with many small, curved bridges, littlestreams, waterfalls and fishes.
Oh yes, and the Hanging Gardens, towards theriver. An exotic and cool place to be. And ofcourse there was The Rose Garden, where areplica of the Pieta stood. And there was to be a;Polynesian Garden, that was to have arestaurant, but Gulf American Corp. wasbought by the GAC Land Development Corp. in1969 and a year later, much of Cape Coral hadbeen sold, so the gates to the Rose Gardens werechained.
Hundreds of tourists were bussed and flownand sold property here, but today the RoseGardens are weed-ridden and vandalised, andhave succunbed once more to the lush wildvegetation that grows madly in South Florida.
Oh, but do not despair. Within two years, theRose Gardens will become civilized. A mult-family development will sport an arena, amongother things, and the Rose Gardens will be but aglint in the eye of the Cape Coral resident who solong ago saw it as if in a dream.

CROCHETED SHAWL
A shawl can be very dressy or sporty depending onthe type of yarn that you use. For this basic pattern, Iused El Molino floss for a dressy look. It is an 8 strandrayon yarn manufactured in Spain and is put up in 95yards tubes of which you need 8. The cost is ap-proximately 95 cents a tube. If a worsted weight woolwere used, the effect would be less formal and ofcourse warmer. Mohair yarn would give an in-steresting soft look to the shawl. I could go on and onwith yarn suggestions. There are beautiful new yarnscoming on the market every day. The pattern is soversatile because it is started at the center top, youcan just keep crocheting until it becomes the desiredsize.
Choose a crochet hook size which is compatable tothe yarn. Experiment and improvise! A large hookwill give the shawl a loose lacy appearance while asmaller hook will create a close, more detailedpattern. While crocheting with the satin floss, I foundit neccessary to make my work very loose. The yarnis slippery and leds well to a smooth loose stitch. Donot worry about guage because, as I said, you justkeep crocheting until you like the size. The in-structions follow: Chain 7 loosely.ROW l: 3 double crochet, chain 1,3 double crochet —in fourth chain from hook, join with a slip stitch tofirst chain of starting chain; chain 4, turn.ROW 2: In space between beginning chain and first 3-double crochet group, work 3 double crochet. In next
chain - 1 space, work (3 double crochet, chain 1, 3double crochet); 3 double crochet in space between 3double crochet group and beginning chain, doublecrochet in top of beginning chain, chain 4, turn.ROW 3: In space between first 2 double c rochet, work.3 double crochet; 3 double crochet in next spacebetween 3 double crochet groups, in chain 1 space,work (3 double crochet, chain 1, 3 double crochet), 3double crochet in next space between 3 double crochetgroups? 3 double crochet in space between last 3doublecrochet group and turning chain, doublecrochet in 3rd chain of turning chain, chain 4, turn.ROW 4: Repeat Row 3, working 3 double crochetbetween each 3 double crochet group along sides; incenter chain 1 space work (3 double crochet, chain 1,3double crochet).
Repeat Row 4 until 2" less than desired finishedlength of shawl. Do not chain or turn at end of lastrow.TOP EDGING: Turn work so wide edge is at top.Work 2 single crochet crochet into chain at centerfront. You may need to adjust number of stitches tokeep work flat. Single crochet into each of last 2chains before first double crochet to turn corner. Donot finish off.SIDE EDGING ROW 1: Chain 5 lQOsely, singlecrochet in next space between 3 double crochetgroups; repeat from beginning t6 center point, chain4 single crochet in center point, repeat from begin-ning for the second side, ending chain 5, singlecrochet in first single crochet at front; chain 5, turn.
ROW 2: Single crochet in chain 5 loep of previous row.chain 5; repeat from beginning of row across 2 sides,ending single crochet in first single crochet of frontedging; chain 5, turn.ROWS 3 - 6: Repeat row 2, ending single crochet in 3rdchain of chain 5 loop of previous row. Finish off.FRINGE: Tie a tassel in each chain 5 loop. Eachtassel contains 4 strands, each 12" long. Slippery yarnmay need to be dampened to make a tight knot.

Karen Eastman, reknowned birder,will present a color slide and narrationprogram at the regular Sanibel-Captiva Audubon Society meeting onMarch 22, 1979. The program will beheld at the Sanibel Community Houseand will begin at 8 p.m.
Karen Eastman has been coming toSanibel for 23 years and, in addition,has taken many interesting trips to faroff places. Besides being a world-widetraveler, she is a recognized authorityon birds and birding.
Karen and her husband, Whitney,blong to the exclusive 600 Club. This isa group composed of birders who haveseen and identified at least six hundredspecies of birds in the United States,Canada, and Alaska. The Eastmans
are both charter members of this veryspecial birding group. They havebirded on six continents and haveextensive experiences to relate. One oftheir most recent trips — Down Underto New Zealand and Australia—will bethe topic for the evening of March 22.
Karen has served as President of theMinneapolis Audubon Society and alsoas member of the Board of Directors ofthe Sanibel-Captiva Audubon Society.She has given generously of her timeand knowledge to benefit Island birdersand has assisted as a field guide on anumber of trips on Sanibel Island. Sherecently served as hostess and helpedescort the Southwest Florida AudubonSociety on their trip to visit DingDarling Refuge and Sanibel Island.
