What is the IPO?

  DoD/VA Interagency Program Office (IPO) acts as the single point of accountability for DoD and VA in the rapid development and implementation of electronic health record systems   It was established by the National Defense Authorization Act (NDAA) for

FY2008 mandate   Subsequent to the 2008 NDAA, the Departments expanded the IPO's Scope

to include personnel and benefits electronic data sharing between the Departments (DoD and VA).

The Challenge

  The Virtual Lifetime Electronic Record (VLER) project is to provide seamless integration between DoD, VA, and Health Providers such as Kaiser Permanente, Med Virginia, etc. to make it a seamless transition when personnel transfer from active duty to veteran status.

  Project artifacts must have one visible location where all parties can collaborate, create, and access easily

  Reporting must be multilevel and streamlined to meet ad hoc inquiries by congressional committees, executive committees, and project participants with “Dashboard” type of data visualizations

  Decisions and reporting must be transparent and agreeable to all government and industry participants.

  The hosting platform is MOSS 2007 Standard and restricted to only out of the box functionality with no access to Central Admin level.

Microsoft Office SharePoint Server 2007

  Why?   Web-based and familiar to many of the participants   Integration with typical artifact tools such as Word, Excel, PowerPoint,

Visio, and MS Project   Must be accessible through SSL VPN to external health provider partners

  Benefits   Single version of the truth   Traceability   Reporting/Dashboard capable   Quick, Organized, and Standardized Repository   Flexibility to adjust to changing project phases, processes, and reporting

requirements   No special software on the client workstations across entities
