program was never properly ap-proved by the state, and thereforethe district now owes the state

money.New Jersey court cases in the

past have interpreted state statuteto mean that boards of educationcannot negotiate early retirementincentive programs without firsthaving state approval.

District business administra-tor Marie Goodwin updated theboard about the issue at its mostrecent meeting.

“Before I actually came here,I’m sure you’re aware back in2004, the school district approvedan early retirement benefits pro-gram, and apparently it was notauthorized by the state of New

Jersey, so now the state of NewJersey wants their money,” Good-win said. “The original liabilitywas $909,000.”

According to Goodwin, thatoriginal number has since beenreduced, and as of the most re-cent update in the form of a letterfrom the Division of Pensionsand Benefits on Feb. 3, the state isnow asking for about $600,000 in-stead. Complicating the matter isthe district and state’s lack of spe-cific information concerning the

program’s approval, or lack there-of.

“It’s been submitted to the at-torneys. It’s going back and forthwith the attorneys, because it’s

 just hard to find information,”Goodwin said.

“They’re saying it was ap-proved. I guess it was approvedhere, and the state is saying no,but they don’t really have anykind of validation that it wasn’t,

so our attorneys are trying to goback and forth.”

As Goodwin is preparing thedistrict’s annual budget, she sug-gested to the board that as thenumber is reduced, and hopefullycontinues to be reduced, theboard should possibly prepare fora day when it has to pay at leastsome of the money.

“Maybe we should prepare topay a couple hundred thousand of that at some point,” Goodwinsaid.

However, Goodwin also saidshe believed the district couldstill do better than the $600,000

amount it was currently facedwith.

“Eventually, we’re probablygoing to have to pay something,”Goodwin said. “At $600,000, I saykeep fighting.”

Superintendent ChristineVespe said she received the origi-nal bill after she started with thedistrict in the summer of 2013,and also cited a lack of informa-tion regarding the situation asthe 2004 BOE that approved theoriginal program is completely

different than the current board.“A year ago, I turned it over to

the attorneys and said ‘this iswhat I have on it, this is what Ican find in the files on it, the busi-ness administrator and superin-tendent who were here at the timeare no longer here,’” Vespe said.

Echoing Goodwin’s statements,Vespe said the district would con-tinue to work toward getting thebill reduced regardless, and theboard would be updated as she

March 20. Nine more days. It

can’t come soon enough. Of-

ficially, that’s the start of 

spring. Whether Mother Nature

agrees, though, is anyone’s guess at

this point. Early forecasts show she

will be good to us, but how much can

we actually rely on forecasts?Spring is what we all need. We need

a nice stroll downtown, in the park or

on the boardwalk to reinvigorate us, to

get us out of the doldrum into which

winter plunged us. Winter started off 

 just fine, but it put a damper on every-

thing, and everyone, in February and

so far this month. Just last week, snow

was dumped across the state.

Winter has not just affected all of 

our moods, it has affected our bottom

lines, too.

We’ll most likely be paying more in

taxes, in some way, at some level, for

pothole repairs and salt purchases.

Snow has affected local businesses

as well, especially retail shops. Bad

weather kept patrons inside for the

last few months. The arrival of spring

will hopefully turn that around, and

quickly.

Snow and biting cold have kept peo-

ple in the mindset of “no end in sight,”

and have prevented many from taking

day trips to our state’s wonderful good-

weather spots, or from planning future

trips, as well.In a little more than 60 days, the offi-

cial start of the summer beach season

will be here. Does that even sound

right?

The good news is that it started to

warm up this week. Spring really does

look like it’s right around the corner.

Let’s hope Mother Nature cooperates

and doesn’t reverse the tide back to

winter. Please spare us!

The board also announced thatin addition to maintaining his po-sition as provost, Spang has beenpromoted to senior vice presidentwith a focus on development of 

the college’s five-year academicstrategic plan.Drayton has served as county

administrator since 2010. Duringthat time, he led a restructuringof county government which hasresulted in a $40 million budgetreduction while leading efforts tostreamline, share and enhanceservices among county agencies – including the college.

Before serving as BurlingtonCounty administrator, Draytonwas director of special projects atTemple University where he de-veloped a business continuityplan and helped facilitate a newcampus development planaligned to the university’s aca-demic and institutional goals.

He also worked with the presi-dent and provost to lower operat-ing budgets and increase enroll-ment.

Drayton’s classroom experi-ence includes eight years as anadjunct professor at the Universi-ty of Pennsylvania’s Fels Insti-

tute of Government.Drayton earned a juris doctor-ate from Villanova UniversitySchool of Law.

He also holds a bachelor’s of arts degree from the University of Delaware.

Drayton, 54, of Mount Laurel,will assume his new role as of March 16 and will earn an annualsalary of $198,000.
