    The Voorhees Township Com-mittee officially introduced theannual budget at its Feb. 23 meet-ing.

    Residents will see their munici-pal tax bill remain flat, with thelocal tax rate being 58 cents perevery $100 in value of assessedproperty.

    As with last year, residentswith a home of the average as-

    sessed value of $255,500 will payabout $1,500 yearly in total munic-ipal taxes, or about $125 permonth.

    The total budget appropria-tions for 2015 were set at $27.91million, nearly identical to the$27.82 million in 2014.

    Barnes (dance) is a veteran of Broadway and London's WestEnd. Her Broadway credits in-clude: “Mary Poppins,” “The Lit-tle Mermaid” and “Chitty ChittyBang Bang.” Barnes also per-formed in the first U.S. tour of “Spamalot” and in the West Endproductions of “Oklahoma!,”“Cats,” “Chitty,”“Joseph…Dreamcoat,” “Evita,”“Crazy for You” and “Beauty andthe Beast.”

    Brunell (vocals) has performed

    the title roles in Broadway’s“Mary Poppins” and “Thorough-ly Modern Millie” and played therole of Eponine in the Broadwayproduction of “Les Misérables.”

    Brunell was twice nominatedfor a Kevin Kline Award for BestActress for her portrayals of “Laurey in Oklahoma” and Elizain “My Fair Lady” at the St. LouisMUNY.

    Peterson (acting) is a per-former, educator and choreogra-pher.

    Peterson played Enjolras in theoriginal Broadway production of “Les Misérables.” Petersonteaches theatre at North StarAcademy in Newark, and servedas teaching artist for the New Jer-sey Performing Arts Center andthe Walt Disney Company, and asdirector of after-school Programsfor the McCarter Theatre Center.

    Theodore F. Sulenski March 4, 2015 

    Theodore F. Sulenski of Voorhees and formerly of JerseyCity passed away on March 4 atthe age of 90. He was the lovinghusband of the late Constance G.(nee Belakowski); beloved fatherof Christine Horwitz (Mark) of Haddonfield and Richard Sulens-ki (Debra) of Florence, S.C.; deargrandfather of Gregory Horwitzof Norfolk, Va., and KatherineSulenski of New York, N.Y.; andhe is also survived by manynieces and nephews.

    Mr. Sulenski graduated fromLincoln High School in Jersey

    City where he played football. Heis a U.S. Army World War II veter-an receiving the Bronze Star. Hewas a member of the Toms RiverAmerican Legion for many years.

    Mr. Sulenski’s family will re-ceive friends on Wednesday,March 11 from 11 a.m. to 11:45a.m. at the Church of the As-sumption, 28 Monmouth Road inWrightstown, where his mass of Christian burial will follow atnoon.

    March 20. Nine more days. It

    can’t come soon enough. Of-

    ficially, that’s the start of 

    spring. Whether Mother Nature

    agrees, though, is anyone’s guess at

    this point. Early forecasts show she

    will be good to us, but how much can

    we actually rely on forecasts?Spring is what we all need. We need

    a nice stroll downtown, in the park or

    on the boardwalk to reinvigorate us, to

    get us out of the doldrum into which

    winter plunged us. Winter started off 

     just fine, but it put a damper on every-

    thing, and everyone, in February and

    so far this month. Just last week, snow

    was dumped across the state.

    Winter has not just affected all of 

    our moods, it has affected our bottom

    lines, too.

    We’ll most likely be paying more in

    taxes, in some way, at some level, for

    pothole repairs and salt purchases.

    Snow has affected local businesses

    as well, especially retail shops. Bad

    weather kept patrons inside for the

    last few months. The arrival of spring

    will hopefully turn that around, and

    quickly.

    Snow and biting cold have kept peo-

    ple in the mindset of “no end in sight,”

    and have prevented many from taking

    day trips to our state’s wonderful good-

    weather spots, or from planning future

    trips, as well.In a little more than 60 days, the offi-

    cial start of the summer beach season

    will be here. Does that even sound

    right?

    The good news is that it started to

    warm up this week. Spring really does

    look like it’s right around the corner.

    Let’s hope Mother Nature cooperates

    and doesn’t reverse the tide back to

    winter. Please spare us!

    Single-stream recycling starts March 31On Tuesday, March 31, Voorhees Town-

    ship will begin a new single-stream recy-

    cling collection program. All homes thathave their trash collected in blue trashcarts will now have their recycling collect-ed in green recycle carts utilizing side-armtrucks. The yellow recycle buckets will nolonger be used for recycling collection but

    should be kept by residents and used forvegetation and yard waste.

    One 95-gallon green recycle cart will bedelivered to each home between March 16and March 27. The Voorhees TownshipGuide to Residential Waste Disposal andthe Voorhees Township Guide to SingleStream Recycling will be attached to your

    new green recycle cart. In addition to pro-viding information about items to recycle,

    these guides will provide informationabout the disposal of every type of residen-tial waste. Please keep these two guides forreference.

    County launches Housing First

    initiative to end homelessness

    I’m proud to be part

    of a new initiativewill have an instant im-

    pact on the overallhomeless population-

    throughout the countyand allow us, as a re-

    gion, to start making areal change on this

    issue. The program,Housing First, puts us

    on the path to ending homelessnessin Camden County.

    The New Jersey Department of Community Affairs, New Jersey De-

    partment of Human Services, Cam-den County Board of Freeholders,

    local hospitals, Camden Coalition of Healthcare Providers, Southern NJ

    Continuum of Care and local hous-ing providers launched this collabo-

    rative effort to reduce homelessnessacross Camden County.

    It is an innovative, evidence-basedapproach to ending homelessness

    that has been effective in communi-ties across the country. These pro-

    grams have been successful in

    keeping the costliest, most vulnera-ble, long-term and chronically home-less patients stably housed,

    dramatically reducing unnecessaryhospitalizations, emergency room

    visits and incarcerations. A decadeof evidence has shown that it is more

    expensive to keep a homeless personon the streets than it is to get some-

    one into permanent housing,through a Housing First approach.

    The New Jersey Department of Community Affairs and the New Jer-

    sey Department of Human Servicesare committing 50 vouchers for a

    Housing First project for high-utiliz-ers of the health care system in Cam-

    den County. A competitive RFPprocess is expected to open next

    month with an expected launch datethis summer The Camden County

    Freeholder Board will invest$100,000 of funding from

    the Homeless Trust

    Fund into the newstrategy.

    It is estimated that onany given night, more

    than 650 individualsare homeless in Cam-

    den County. This pro-gram is the first step

    toward reducing thisnumber and achieving

    our goal of ending homelessness.Housing First has resulted in plum-

    meting homeless numbers in thegreater Trenton area and has given

    over 800 children a safe place to live.It is much easier to get your life back

    on track when you don’t have toworry about where your family is

    going to sleep at night.In addition to this pilot project, the

    Camden County Housing FirstTransformation Project will bring to-

    gether stakeholders from across thecity, county and state to participate

    in a quarterly leadership council tocoordinate efforts to continue to in-

    vest in Housing First and to shift the

    local ecosystem towards a focus onpermanent housing for the most vul-nerable and expensive individuals. It

    will also convene a learning collabo-rative for staff and leaders from

    local housing and service providersto develop the skills and capacity to

    serve the most vulnerable homelessindividuals through high-fidelity

    Housing First programs. The Corpo-ration for Supportive Housing (CSH)

    will be providing this training andtechnical assistance.

    Those looking to support alocal charity can now run, orwalk, to register for the seventhannual Victorious 5k Run/Walktaking place on Sunday, March 29at Virtua Voorhees.

    Hosted by the Alicia Rose Vic-torious Foundation, this yearbrings two big changes to theVoorhees-based charity’s event,

    as it will now be hosted in Marchinstead of May, and now for thefirst time ever the event will actu-ally take place inside of Voorhees

    Township.ARVF was founded 12 years

    ago when 17-year-old Alicia RoseDiNatale, daughter of Gisele Di-Natale and Voorhees DeputyMayor Mario DiNatale, passedaway after battling cancer.

    When Alicia was goingthrough her cancer treatments atthe Children’s Hospital of Philadelphia, she was often disap-pointed there wasn’t any specificarea set aside for teenagers her

    age, as opposed to the more kid-friendly areas for younger chil-dren. When Alicia passed, herparents chose to honor her memo-

    ry by raising money to install a“teen lounge” at CHOP whereteenagers at the hospital couldhave an age-appropriate space tothemselves. Since that time, thefoundation has raised enoughmoney to install 61 teen loungesin hospitals across the country.

    Although the upcoming 5k isone of the many ways ARVF rais-es money for its mission to installteen lounges and create teen kits(activity kits/care packages

    “We have other events that areadult oriented, and this we reallylove, because from the young tothe old, everyone gets to partici-pate,” she said. “You don’t have tobe an athlete. You can run. Youcan walk. It’s a beautiful course.”

    For that reason, DiNatale saidit was great the event was now in

    Voorhees Township, where manyof the foundation’s volunteers arefrom.

    “This started very grassroots,very community based, our foun-dation, and grew from that basis,based on Alicia, our daughter,who went to school here, so thisreally is a perfect venue for us tobe able to engage families,” DiNa-tale said.

    DiNatale also said the course

    around the hospital will be a“nice little adventure” and saidARVF had been getting great sup-port from Virtua regardingthings such as security and other

    components needed to make theevent a success.

    DiNatale said last year’s eventbrought in about 400 participants,and this year, the foundation ishoping to meet that numberagain and maybe even pass it.

    “She (Alicia) was into trackand field and she was a runner formost of her teen and young adultlife,” DiNatale said. “It’s really fit-ting to have an event that res-onates to our daughter.”

    The event will be held Sunday,March 29 at 10 a.m. at Virtua Hos-pital of Voorhees.

    “As introduced, there’s no mu-nicipal tax increase in this budg-et,” said Larry Spellman, admin-istrator of Voorhees Township.“We’re proud of that.”

    According to Spellman, severalfactors from the previous severalyears have come together to help

    keep taxes flat in the 2015 budget,including reductions in townshipstaff, the tax collection rate goingup and an increase in employee

    contributions for health benefits.Spellman and township finan-

    cial officials said the propertyrevaluation from several yearsago also helped the township deal

    with tax appeals, which beforewere costing the township any-where from $1 million to $1.5 mil-lion annually.

    A public hearing on the budgetis set for March 23, and if there isno need for any changes, commit-tee can adopt the budget thatnight as well.

    In other news:• Committee adopted a new or-

    dinance outlining new regulationfor how dogs can and can’t be

    tethered in the township.Under the ordinance, whichtook effect immediately, un-neutered or un-spayed dogs can-

    not be tethered at any time, andthose who are spayed or neuteredcannot be tethered with a tetherweighing more than one-eighth of their weight.

    The tether must also be at least15 feet long with an operativeswivel, with the dog always hav-ing access to food, water and shel-ter, and the dog cannot be teth-ered for more 24 hours at a time.

    The collar used with the tethercannot be a slip collar, prong col-lar or choke chain collar, and teth-ers cannot be used where the teth-er could be tangled around ob-

     jects such as stakes, tree, polesand fences.

    The ordinance gives local lawenforcement and animal controlthe authority to take reasonablemeasures to remove the animalsfrom the tether and take them tothe pound if the ordinance is vio-lated.

    • Upon the recommendation of Voorhees Township Police De-partment Chief Louis Bordi, com-mittee approved the promotion of Anthony Russo to the rank of ser-geant.

    • Committee approved the re-

    newal of a liquor license for PubManagement LLC at 2011 MainSt. for the renewal fee of $2,500.

    • Committee passed a resolu-tion declaring solidarity and sup-port for law enforcement officersby recognizing their “distinctiveservice and dedicated efforts,”which have earned from the com-mittee “highest respect and deep-est gratitude.”

    Committee was approving theresolution as certain public offi-cials and other public figuresacross the nation have perpetuat-ed “false narratives” that havemade law enforcement officerstargets of reprisals.

    The resolution states it is in-cumbent upon public officialsand the law-abiding public to“proactively support our law en-forcement officers,” who face dan-ger and regularly place their livesin jeopardy.

    In the resolution, committeerecognizes law enforcement offi-

    cers for “selfless and heroic serv-ice” and “invaluable contribu-tions” upholding the law protect-ing the innocent in VoorheesTownship.

    Over the last three years, ourcommunity has recycled 62 per-cent of all residential waste, sav-ing the township $2,536,288 intrash disposal fees. These recy-cled materials were re-used inproduct manufacturing andhelped the environment by pre-venting tons of CO2-equivalentgases from entering the atmos-phere.

    Unlike our present recyclingprogram that requires threemembers of our Public Works De-

    partment on each truck, the newsystem is more efficient andneeds only a truck driver. Work-ers thus become available forother DPW needs.

    Please keep these points inmind for the new single-streamrecycling program:

    • Only recyclable items placedin the green recycle cart will becollected.

    • Do not place trash or vegeta-tion in the green recycle cart.

    • Place the green recycle cartcurbside instead of the yellow re-cycle bucket.

    • Recyclable items placed in theyellow bucket will not be collect-ed.

    • Your existing yellow bucket

    may be used for vegetation/yardwaste disposal.

    • Recyclable itemsleft on the ground willnot be collected.

    • Cardboard shouldbe flattened whenplaced in the green re-cycle cart.

    • Your trash and re-cycle collection daywill remain the same.

    • Each home willreceive one green re-cycle cart, which isbar coded and as-signed to your home.If you move, the cartmust remain at theoriginal address.

    • Additional recy-cle carts can be pur-chased through the tax office bycalling (856) 429-7762. The cost is$65 per cart.
