Inspector Paulsen, for the last 7 years of his career, has been assigned to Central Station’s Investigations Team. He has been personally responsible for the capture of hundreds of auto burglars and has solved cases in our district from robberies to burglaries and assaults. He has served as a role model to our younger officers for an officer to have that much time in the Department and still be one of the most productive crime fighting officers at Central Station. Inspector Paulsen was selected Investigator of the year at Central Station in 2014. We wish him well in his retirement. Partnership with the Community A true partnership is when officers and members of the community are working together to come up with strategies to address crime and disorder and then put that plan in place in order to accomplish our common goal. I make it a point to be accessible to everyone and I enjoy meeting with the community and listening to the concerns of the residents and merchants. Congratulations to Inspector Stephen Paulsen

Yesterday we celebrated the retirement of InspectorPaulsen for his service to the Department for over 32years. Inspector Paulsen, for the last 7 years of hiscareer, has been assigned to Central Station’sInvestigations Team. He has been personallyresponsible for the capture of hundreds of autoburglars and has solved cases in our district fromrobberies to burglaries and assaults. He has served asa role model to our younger officers for an officer tohave that much time in the Department and still be oneof the most productive crime fighting officers at CentralStation. Inspector Paulsen was selected Investigator ofthe year at Central Station in 2014. We wish him wellin his retirement.

Partnership with the Community

A true partnership is when officers and members of the community are workingtogether to come up with strategies to address crime and disorder and then putthat plan in place in order to accomplish our common goal.

I make it a point to be accessible to everyone and I enjoy meeting with thecommunity and listening to the concerns of the residents and merchants. Please feelfree to reach out to me via email or invite me to a meeting in the community. Youare also welcome to attend my monthly community meeting which is held on the 3rd

Thursday of the month from 6:00 p.m. to 7:00 p.m. The location varies as I believeit is important to host the monthly meeting in the various neighborhoods. I had agood turnout for the last two meetings. The next meeting will be held on Thursday,April 21, 2016 at 6:00 p.m. at Hotel Rex, 562 Sutter Street. Police Commission

The San Francisco Police Commission will have their meeting in the Central Police District on Wednesday,May 18, 2016 at 6:00 p.m. The meeting will be held at the Gordon J. Lau elementary school located at940 Clay Street. I will provide an overview of the Central District. I invite everyone to this importantmeeting.

Distracted Driving Month

April is distracted driving month. We will continue our work to enforce laws around distracted driving.Please be careful to not be distracted while driving. See the enclosed press release in this week’snewsletter. Speaking of traffic safety, Central Station Officers last Saturday issued 7 citations at Broadwayand Powell Streets for vehicles failing to yield to pedestrians in the crosswalk.

Great Police Work

I would like to conclude this week’s newsletter by highlighting some recent outstanding police work:

On March 8, 2016 at approximately 2:28 a.m., Officers Srinivas, Battle, Johnson, Zamora and Williamscaptured two burglars on the unit block of Green Street. The suspects were captured and were inpossession of wire cutters, a crow bar, a grinder and other tools. A great arrest!

On March 19, 2016 at approximately 7:25 p.m., a juvenile was robbed on the 800 block of Jackson. Afteran extensive investigation lead by Sergeant Do, the Juvenile suspects were taken into custody a few dayslater.

On March 22, 2016 at approximately 1:30 p.m., Officer Kimberly Ng arrested a robbery suspect on the1200 block of Stockton Street. The suspect had taken the victim’s wallet and money.

Last, Officer Tiumalu, was made aware that an I phone was stolen. The victim was able to indicate via hisphone that it was stolen and how it could be returned. The suspect communicated with the victim and saidthat for $200, the victim could get his phone back. The suspect attempted to be creative by telling thevictim to go to a particular ice cream store, buy an ice cream sandwich and place the $200 underneath thesandwich. What the suspect did not realize is that the victim would be accompanied by Officers Tiumalu,Clendenen and Kresley. The officers and the victim appeared at the store and placed the suspect underarrest. Great police work!

Vacation

Definitions

Robbery – Robbery is the taking of property from another by using force or by using fear.

Assault – An assault is an unlawful attempt, coupled with the present ability, to commit a violent injuryon another person.

Battery - (Misdemeanor battery) is any willful and unlawful touching of another.(Felony battery) is the use of force or violence upon the person of another that causes

serious bodily injury.

*Assault is when a person swings their arm and battery is when that arm makes contact withanother person.

Aggravated Assault – Assault upon another person with a deadly weapon or instrument other than afirearm or by any means of force likely to produce great bodily injury.

Burglary – The intent upon entry into a property to commit grand theft, petty theft, or any felony.

Grand Theft – Grand theft is theft committed when the value of the money, labor, or property takenexceeds $950.

Petty Theft – Theft where the value of the property taken is less than $950.

An unknown suspect approached the victim and reached in hispocket, as if to simulate a weapon. The suspect demanded moneyand fearing for her safety, the victim gave the suspect money. Thesuspect fled away.

An unknown suspect pointed a gun at the victim and demanded thevictim’s cell phone and wallet. Fearing for his safety, the victimgave the suspect his cell phone and wallet. The suspect fled away.

Four unknown suspects surrounded the victim and demanded thevictim’s properties. Fearing for his safety, the victim dropped hisbackpack. The suspects took the backpack and fled away.

1) How long have you lived in San Francisco?

6 years

2) What is your favorite thing about the Central District?

Central District is quintessential San Francisco; it contains many of the iconic things that welove about San Francisco.

3) What is your connection or involvement with the Central District?

I am part of the Fisherman’s Wharf Community Benefit District. I am also involved in a lotof committee work, and co-chair of Captain Lazar’s CPAB.

4) What are some of the significant changes that you have noticed in the Central District inthe last 5 years?

I have noticed the steady increase of improvements and beautification projects around thedistrict.

Campbell. Troy is part of the Fisherman’s Wharf

Troy Campbell grew up in Eastern Washington and spent most of his adulthood inbeautiful Seattle, WA. While in WA, Troy worked as a National Park Ranger at MountRainier and Badlands National Parks. Eventually work brought Troy down to SanFrancisco, where he has been since July of 2010. Troy jumped right into his newcommunity and became very involved in community events. Troy works closely withCaptain Lazar as a co-chair on his Community Police Advisory Board.

Troy always has great ideas and shows his commitment to our community.

Each month Central Police Station features one

of its officers in an effort to learn more about the

men and women who police our neighborhood.

This month, we interviewed Officer Darla McBride,

an 2-year member of Central Police Station.

Officer Darla McBride was born in Butte County in Northern California, where she was

raised on a farm. She graduated high school from Tokay High School in Lodi, CA; after

graduating she traveled around the states. After traveling the US, she decided to build a

house in Murphy’s, CA before attending San Francisco State University where she received

a Bachelor’s Degree in Speech and Communication.

Officer McBride decided to become a police officer after being involved in a fatal head

on accident, where her boyfriend was killed. Due to the well trained and knowledgeable

medics who arrived on scene, they saved Officer McBride’s life, which inspired her to

become a first responder.

Officer McBride entered the San Francisco Police Academy in 2001. After graduating fromthe San Francisco Police Academy, Officer McBride was assigned to Tenderloin Station forfield training. After she completed field training, she was assigned to Richmond Station forher probation. When she finished her probation, she was assigned to Southern Station,where she joined the Homeless Outreach team with Captain Lazar. While at SouthernStation, Officer McBride worked several different positions, she was a School ResourceOfficer, the station keeper, and on patrol.

In 2014, she decided to take her transfer to come to Central Station. She was assigned

to patrol and is currently our wagon Officer. As the wagon Officer, she assists the patrol

Officers on a daily basis, utilizes her homeless outreach training, and transports

prisoners to and from the station and County Jail. Officer McBride is very happy with

her position as the wagon Officer at Central Station.

Her ultimate goal is to remain happy and healthy for the duration of her career. Herfavorite saying is, “When you smile, the world smiles with you. When you’re sad, you’resad alone. Kindness and laughter is contagious.”
