Res No. 416 <5;*cnalr ol si r r-rrrM.irp •17 JUN22 P2--00 RECEIVLU B-.: Introduced by Senator JOSEPH VICTOR EJERCITO RESOLUTION DECLARING SUPPORT AND COMMENDATION TO ALL PERSONNEL OF TTIE PHILIPPINE NATIONAL POLICE AND THE ARMED FORCES OF THE PHILIPPINES DEPL0\T:D TO THE BATTLEFIELD IN MINDANAO FOR THE FAITHFUL DISCHARGE OF SERVICE IN THE IMPLEMENTATION OF MARTIAL LAW WHEREAS, Section 18, Article VII of die 1987 Philippine Constitution states diat, “In case of invasion or rebellion, when the public safety requires it, he may, for a period not exceeding sixty days, suspend the privilege of the writ of habeas corpus or place the Philippines or anypart thereofunder martial law.” WHEREAS, On May 23, 2017, the clash between government forces and die alleged ISIS-allied terrorist Maute group transpired in downtown of Marawi City, Lanao del Norte. The incident left 2 officers from the Anned Forces of the Philippines and 1 from the Pliilippine National PoUce dead, and 12 odiers injured. WHEREAS, according to several news reports, the situation were also followed by die terrorist occupying die Amai Pakpak hospital. City Hall, City Jail and part of Mindanao State University compound and burned some of its areas, including die St. Mary’s Church, City Jail, Ninoy Aquino School, die Dansalan College and several residential houses.1 WHEREAS, to resolve die worsening crisis in the City, acting as the Commander-in-chief of all the armed forces, on the 23rd of May 2017 at 10:00pm, President Rodrigo Duterte declared martial law in all of Mindanao’s 27 provinces and 33 cities. WHEREAS, the situation prompt the Chief-of-staff of the Armed Forces of the Philippines and the Cliief of die Philippine National Police to send numerous troops necessary to curtail lawless violence and acts of terrorism in the City and in the whole island of Mindanao. WHEREAS, government forces from the Aniied Forces of the Philippines and the Philippine National Police have often placed to a similar dangerous situations diat risk their life and limb in order to ensure peace and order throughout the country. Filipinos, but it is a gamble that their life is at stake that jeopardi2es the future of their family and loved ones.

WHEREAS, according to news reports, as of June 20, 2017, the number of deaths from the troop of the military and the police are no less tlian 62 personnel from both line of government forces.2 This translates to the same number of families and relatives that will be longing for the lost of a son, a brother, a father and a husband.

WHEREAS, in view of the foregoing, I believe that it is essential and our responsibility as Filipinos to acknowledge die bravery and heroism of members of the Armed Forces of the Philippines and the Philippine National Police.

NOW, T H ER EFO R E, BE IT RESOLVED, as it hereby resolved, to declare support and commendation to all personnel of the Philippine National Police and the Armed Forces of the Philippines deployed to the batdefield in Mindanao for the faithful discharge of service in the implementation of martial law.
