    STATE ELIGIBILITY TEST 2011

    Prospectus

    1. Introduction

    In order to ensure the standards of teaching

    in Higher Secondary Course, the

    Government have decided to conduct the

    State Eligibility Test for the candidates to

    be selected as Higher Secondary School

    Teachers and Non-Vocational Teachers in

    VHSE. A pass in the State Eligibility Test

    (SET) is stipulated as a mandatory

    requirement for appointment as Higher

    Secondary School Teachers in the Stateas per the Special Rules in force.

    As per G.O.(Rt)No.2138/11/Gl.Edn. Dated

    6/6/2011 the Government have entrusted the

    Director, LBS Centre for Science and

    Technology, Thiruvananthapuram, the

    conduct of the SET 2011 on the basis of

    the syllabus approved by the Board of

    Examinations (for the conduct of State

    Eligibility Test.) Candidates are requested

    to go through the Prospectus carefully to

    get themselves acquainted with the rules andregulations before submitting the application

    online and filling up the enclosed application

    form.

    2. Scheme of the Test

    2.1 There shall be two papers for the SET 2011 .

    Paper I

    Paper I is common for all candidates.It

    consists of two parts. Part (A) is General

    Knowledge and Part (B) is Aptitude in

    Teaching.

    Paper II

    Paper II shall be a test based on the subject

    of specialisation of the candidate at the Post

    Graduate (PG) Level.

    2.2 Subjects for SET

    There shall be 35 subjects for the Paper II

    of SET as listed.

    2.3 Duration of the Test

    The duration of the Test shall be 120 minutes

    for each paper.

    2.4 Number of questions and marks

    Paper I

    There shall be 120 questions for Paper I with

    60 questions each for Part A and Part B.

    Each question shall carry 1 mark.

    Paper II

    There shall be 120 questions carrying one

    mark each for the subjects under Paper II

    except for Mathematics and Statistics. For

    Mathematics/Statistics there shall be only

    80 questions carrying 1.5 marks each.

    2.5 The questions of both the papers shall be

    objective in nature and based on single

    response, ie; for each question four

    suggested responses (A, B, C, D) will be

    given of which only one will be the most

    appropriate answer and the candidates willhave to select and mark their response in

    the appropriate space provided in the OMR

    Answer Sheets.

    2.6 For each correct response the candidates

    will be awarded 1 mark in both the Papers

    except for Mathematics and Statistics for

    which each correct response will be awarded

    1.5 marks. Marking more than one response

    against a question shall be deemed as

    incorrect answer. For every incorrect answer

    1/4th of the mark assigned to the correct

    answer to that question shall be deductedfrom the total marks secured by the

    candidate for the Paper concerned.

    Note:

    Detailed instructions for marking the OMR

    Sheets will be issued separately.

    3. Requirement for Pass

    To pass the State Eligibility Test, a

    candidate shall score

    i) at least 35 percent of marks for Paper I

    and Paper II separately andii) at least 50 percent of the aggregate

    marks of Paper I and Paper II, which is

    calculated as follows

    In computing marks fraction shall be rounded

    off to the first two decimal places in the

    calculation of aggregate percentage of marks

    only. No rounding off of marks shall be made

    for calculating the pass percentage for

    Paper I and Paper II separately.

    4. Syllabus

    The syllabus prescribed for the Test will be

    based on the core areas in the syllabi in the

    concerned subjects followed by the

    Universities in Kerala.

    The approved syllabi of the subjects

    concerned for SET-2011 is available in

    the official website of the LBS Centre.

    5. Conditions of Eligibility

    5.1 Those who have acquired Masters Degree

    in the concerned subject in II Class with not

    less than 50% marks and B.Ed.

    Degree in any discipline from any one of the

    Universities in Kerala or have acquired these

    qualifications from any other University

    recognized as equivalent thereto are eligible

    to apply for the SET 2011 with certain

    exceptions as mentioned in the following

    paragraphs.

    5.2 For Mathematics, Physics, Chemistry,

    Botany and Zoology, those having Second

    Class MSc.Ed Degree in the concerned

    subject with not less than 50% marks from

    one of the Regional Institutes of Education

    sponsored by NCERT will be eligible to

    apply. For Botany and Zoology, those having

    Second Class MSc.Ed Degree in Life

    Science (with not less than 50% marks)from one of the Regional Institutes of

    Education are also eligible.

    5.3 For the subjects Anthropology, Commerce,

    French, Gandhian Studies, Geology,

    German, Home Science, Journalism, Latin,

    Music, Philosophy, Psychology, Russian,

    Social Work, Sociology, Statistics and

    Syriac candidates need not acquire B.Ed.

    Degree for applying for the State Eligibil ity

    Test.

    5.4 Those who have acquired II class Masters

    Degree in Communicative English with notless than 50% marks and BEd. are eligible

    to appear for SET in English.

    5.5 Candidates who have acquired Diploma in

    Hindi Teaching, but do not have B.Ed.

    Degree, are eligible to apply for SET in

    accordance with the exemption clause

    provided in the Special Rules.

    5.6 Candidates who have acquired B.Ed Degree

    in Hindi conducted by the Dakshin Bharatha

    Hindi Prachar Sabha are exempted from the

    requirement of producing the equivalencycertificate, as the degree has been

    recognized by the Universities in Kerala.

    5.7 Candidates who have acquired their

    qualification through Correspondence Course

    / Open Universities which are not recognized

    by any one of the Universities in Kerala are

    not eligible to appear for the SET.

    Candidates who have acquired theirqualifications through recognized

    correspondence courses/Open universities

    should obtain and furnish certificates of

    recognition and equivalency from any one

    of the Universities in Kerala.

    5.8 Candidates admitted in the year 2010 for

    B.Ed. courses will be permitted to appear

    for the State Eligibility Test 2011. Candidates

    appearing for Post Graduate final year / Final

    semester Examinations in the academic

    year 2010-2011 will also be permitted to

    appear for SET 2011 if they already have aB.Ed Degree. SET certificates of such

    candidates will be issued only if they qualify

    the PG/B.Ed examinations in that chance

    itself. The B.Ed candidates shall produce

    the pass certificates and PG candidates shall

    produce both the pass certificates and mark

    lists for proving their eligibility after qualifying

    the SET-2011. Candidates appearing

    simultanenously for PG and B.Ed. final

    examinations are not eligible to appear for

    SET-2011 under this provision.

    5.9 For the subject Latin, candidates who havepassed their degree examination in any

    discipline from any one of the Universities

    in Kerala or from any other University

    recognized as equivalent thereto with Latin

    as their Second Language under Part II with

    not less than 50% marks for that Part II are

    also eligible to appear for SET, provided such

    candidates have acquired II Class Masters

    Degree with not less than 50% marks in any

    discipline.

    5.10 Relaxation of Minimum marks for SC/

    ST Candidates

    Candidates belonging to SC/ST categories

    shall be granted a relaxation of 5% marks

    in the minimum marks prescribed for the

    eligibility to appear for the State Eligibility

    Test. However the minimum requirement of

    a pass in second class for the qualifying

    examination, shall not be applicable.

    6. Age Limit

    No age limit is prescribed for candidates

    appearing for the SET.

    7. Mode of Registration for SET-2011

    7.1 Candidates intending to register for the State

    Eligibility Test are required to pay the fee for

    the Test in advance to obtain the prescribed

    Application form and Prospectus. The fee

    shall be Rs.500 for general candidates and

    Rs.250 for SC/ST candidates.

    7.2 Mode of Remitting fee

    The fee for the test can be remitted in any

    selected office or branch of a service pro-

    vider to be notified later. Copy of the Pro-

    spectus and application form shall be issued

    to all candidates who remit the prescribed

    fee. SC/ST candidates should produce a

    copy of the Community Certificate to get the

    prospectus and application form for

    Rs.250/-. Fee once remitted shall not be

    refunded. Application forms are not available

    by post to the candidates residing in Kerala.

    7.3 Candidates residing outside the State of

    Kerala can request for the application form

    and prospectus by post.In such cases the

    mode of payment of fee shall be only be

    through Demand Draft (Rs.550/- for general

    category candidates and Rs.300/- for SC/

    ST candidates) drawn from any one of the

    nationalised banks in India in favour of the

    Director, LBS Centre for Science & Tech-

    nology payable at Thiruvananthapuram. Re-

    quest for the application forms by post along

    with the Demand Draft and a self addressed

    envelope of size 31 cm X 25 cm should reachthe office of the Director, LBS Centre at least

    10 days before the closing date fixed for

    registration for SET-2011.

    8 Uniqueness of application forms:

    Each application form will have an applica-

    tion number printed on it and aSecurity Keyembedded on the bottom of the detachable

    portion of the application form.The candi-

    date can scratch this portion to get the

    Security Key. Candidates are requested to

    maintain the confidentiality of their Secu-

    rity Key and the Application number. Appli-cations submitted using forms other than

    the original ones issued, will be summarily

    rejected.

    9 Submission of application:

    There are two steps for submitting the ap-

    plication, both of which are mandatory.

    9.1 STEP 1 ONLINE REGISTRATION

    a) Log on to the site www.lbscentre.org

    or www.lbskerala.com

    b) click SET-2011

    c) Click Download Application Form

    The candidate will be prompted to type the

    application number and the security key. The

    application number and the security key

    printed on the application form should be

    typed without error to get the format of the

    online application form.

    d) Fill in the Application form carefullywithout mistakes.

    e) Click SUBMIT

    f) On successful completion of the online

    registration, a REGISTRATION ID will be

    provided to each candidate by the

    Computer. An acknowledgement slip

    with the Registration ID will be displayed

    and the candidates are directed to take

    a print out of the same and retain it for

    future reference.

    9.2 STEP 2 MODE OF SENDING THEAPPLICATION FORMS

    After completion of step 1, the application

    form obtained along with the prospectus shall

    be duly filled in, affixed with a recent pass-

    port size photograph of the candidate (no

    attestati on required) and sent to the

    Director, LBS Centre for Science and Tech-

    nology, Extra Police Road, Nandavanam,

    Palayam, Thiruvananthapuram by registered

    post or can be handed over in person at the

    LBS Headquarters (address given above)

    so as to reach his office before the last date

    fixed for submission of applications.

    NOTE

    i) The applications will not be accepted in

    the Regional units or Sub Centres of the

    LBS Centre.

    ii) Copies of certificates / mark lists should

    not be sent along with the application.

    These documents are required only after

    the results are announced.

    iii) SC/ST Candidates shall enclose com-

    munity certificate with their applications

    iv) The photograph affixed on the application

    should be sharp and clear as it is used

    for printing on the SET-2011 certificate.

    9.3 Important points for filling up the

    application forms

    9.3.1 The name of the candidate given in the

    application (online and manually filled in)

    should be exactly the same as given in the

    SSLC book, as SET Certif icate will be

    issued only in the name furnished by the

    candidate.

    9.3.2 The District opted as the Centre for Test and

    the subject opted for SET should be filled in

    correctly.

    9.3.3 A candidate will be allowed to appear for the

    SET only in the District opted by him/her.9.4 The filled up Application form should be

    returned in the envelope superscribed

    Application for SET - 2011 supplied along

    with the Application Form. The optional

    subject selected under Paper II should be

    written in the space provided on the

    envelope.

    9.5 The LBS Centre will not be responsible for

    loss of applications, if any, which are sent

    to it, in any methods other than as described

    in clauses 9.2 and 9.4 of the prospectus.

    10. Test Centres

    There will be Test Centres at all the District

    Head Quarters in the State (District and

    District Code are given below). A candidate

    can select a District Head Quarter as Test

    Centre. Change of District Centre once

    selected will not be allowed under any

    circumstances. The Venue will be allotted

    by the Director, LBS Centre for Science &

    Technology, Thiruvananthapuram which will

    be intimated to the candidates in due course

    when Admit Cards are released online.Codes Districts

    11. Online Admit Card for the Test

    The admit card for the SET shall be prepared

    for all the eligible candidates and will be

    available in the website of LBS Centre

    www.lbscentre.org or www.lbskerala.com

    from the date which will be announced later

    in leading dailies and in the official websiteof the LBS Centre.

    Candidates are advised to visit the websites

    and keep a constant watch on the leading print

    and electronic media, pertaining to

    notifications/instructions regarding SET

    11.1 Procedure for obtaining Admit Card

    a) Log on to the Website

    www.lbscentre.org

    or

    www.lbskerala.com

    b) click the link SET-2011

    c) click Print Your Admit Card

    d) Enter the Application Number and

    Security Key when prompted.

    e) Take a printout of the Admit card dis-

    played on the screen.Read the instructions printed on the Admit

    Card carefully before going for the test.

    12. Answer Sheet

    12.1 Separate Answer sheet (OMR Answer Sheet)

    shall be given to mark responses for each

    paper.

    12.2 A specimen copy of the OMR Answer sheet

    is attached.

    12.3 Only blue/black ink ball-point pen shall be

    used for markings in the OMR answer sheet.

    12.4 Each answer sheet has a unique printed

    BAR CODE that will be used as a secret

    code against which the evaluation takes

    place. If a candidate tampers, mutilates or

    damages the bar code, he/she shall be

    disqualified and his/her candidature shall be

    cancelled. The answer sheet in respect of

    such candidates shall not be valued and they

    will be debarred from appearing for the SET

    for two subsequent chances.

    12.5 Candidates are warned that they should

    enter only the necessary information asrequired on the Left Part of the OMR answer

    sheet. Any additional information which is

    not required and which may help to identify

    the candidate, that is made on any part of

    the OMR sheet, shall disqualify the

    candidate and his candidature shall be

    cancelled without any further intimation in

    this regard. Further, such candidates shall

    be debarred from appearing for SET for two

    subsequent chances.

    12.6 Facility shall be provided for issuing a carbon

    copy of the OMR sheet to the candidates.

    The invigilator in the examination hall shall

    detach the carbon copies of the OMR

    sheets on completion of each paper, and

    hand them over to the candidates.

    Candidates can verify the same with the

    answer keys published subsequently. No

    complaints from candidates regarding

    valuation of answer sheets will beconsidered, if any tampering with the entries

    in the carbon copy is detected. Moreover

    any tampering with the carbon copy shall

    evoke legal action against the candidate

    amounting to debarring from appearing for

    SET in future.

    13. Special Instructions for the Test

    13.1 The candidates shall be present at the

    Examination Hall 30 minutes before the

    prescribed time for the commencement of

    the test.

    13.2 The question paper will be given in the form

    of a Question Booklet bearing a Booklet

    Number on the front page. The candidate is

    required to mark this Booklet Number on

    the OMR Sheet.

    13.3 The candidates will not be permitted to use

    calculator, logarithm table, mobile phone or

    any other electronic equipment in the

    Examination Hall.

    13.4 Rough work/calculations can be made only

    in the blank sheet of the Question Booklet.

    14. Publication of Answer Keys

    14.1 The answer keys of all subjects shall be

    published in the official website of the LBS

    Centre immediately after the examination.

    Complaints, if any, from the candidates

    regarding the answer keys may be sent to

    the Director, LBS Centre, in writing, within

    five working days from the date of publication

    of the keys. Complaints not substantiated

    with supporting documents will not be

    entertained. The complaints, if any, received

    from the candidates will be placed before apanel of experts constituted by the Director,

    LBS Centre and the decision of the experts

    shall be final. Complaints received after five

    working days from the date of publication of

    answer keys will not be entertained.

    14.2 Exclusion of Question/s from Evaluation

    The Director, LBS Centre is authorised to

    exclude from evaluation any question or

    questions found to be wrong or question/s

    with answers not appropriate, as

    recommended by the panel of experts.When a question/s is/are excluded from

    evaluation, the mark/s allotted to that

    question/s is/are also excluded from

    evaluation.

    15. Valuation and Declaration of Results

    15.1 A fully computerized system has been

    adopted for the valuation of the answerscripts using Optical Mark Reader (OMR)

    for the preparation of the results.

    15.2 Since the valuation will be error free under

    the above system, there is no provision for

    revaluation or rechecking of the answer

    scripts or recounting of the marks scored.

    16. Declaration of results

    The details of marks and the eligibility

    status secured by the candidates appeared

    for SET 2011 will be published in the website

    of the LBS Centre. Those who are eligibleto be declared as successful shall have to

    produce the required documents for verifi-

    cation and issue of certificate.

    17. Documents to be Produced by Eligible

    Candidates

    Eligible candidates as per Clause 16 shall

    send attested copies of the following docu-

    ments by post to the Director, LBS Centre,

    Nandavanam, Thiruvananthapuram for verifi-

    cation.

    I. Certificate(Provisional/Original) and

    Marklist of the PG.

    II. Certificate(Provisional/Original) of the

    B.Ed.

    III. Recognition Certificate, if applicable .

    IV. Equivalency Certificates in the case of

    candidates possessing qualifications in

    subjects other than those mentioned in

    the list of subjects in Clause 2.2.

    V. In the case of Paper II-Latin, Bachelors

    degree certificate and marklist.

    18. Issue of Certificates

    A Certificate signed by the Director of Higher

    Secondary Education will be issued to the

    candidates who pass the SET after

    verification of the Documents produced by

    the candidates as per Clause 17.

    19. Issue of Duplicate Certificates

    If the Certificate once issued is irrecoverablylost, a Duplicate Certificate will be issued

    to the candidates who apply for the same,

    to the Director, LBS Centre for Science and

    Technology on payment of the fee of

    Rs.1000/-. The following documents shall be

    attached with the request for the issue of

    Duplicate Certificate.

    i. A Demand Draft for Rs.1000/- (Rupees

    one thousand only) drawn from a

    Nationalised Bank in favour of the

    Director, LBS Centre for Science and

    Technology, payable atThiruvananthapuram.

    ii. An affidavit in stamp paper worth

    Rs.100/- to the effect that the SET

    Certificate issued to the candidate has

    been irrecoverably lost, duly certified by

    a Notary Public/First Class Judicial

    Magistrate.

    20. Notification

    Notifications containing the time schedule

    and other related matters of SET 2011 will

    be issued by the Director, LBS Centre

    for Science and Technology,

    Thiruvananthapuram.

    21. Jurisdiction

    In matters of disputes, the jurisdiction will

    be the Honourable High Court of Kerala at

    Ernakulam.

    22. Power of Government to make rules.

    Any other items not specifically covered in

    this Prospectus will be decided by the

    Secretary to Government, General

    Education Department, Kerala and hisdecision shall be final.

    GENERAL INSTRUCTIONS

    The OMR Answer Sheet has an Original Sheet and a Candidates Copybelow it glued together at the top. Candidate should not separate thepages of the Answer Sheet. The Items marked by the candidates in theoriginal OMR Sheet will be carried over to the candidates copy in the form

    of Impressions. Hence while marking in the Original Sheet, Candidateshould ensure that the pages are aligned properly and enough pressure isgiven, so that the markings made in the Original Sheet against each itemare exactly reproduced in the Candidates Copy.

    The Answer Sheet has two parts - "Basic Data" on the left side and"Answers" on the right, with a thin perforation in between, length wise.

    All entries in the Answer Sheet are to be made in the Original Sheet only.

    Fill in the boxes and darken the appropriate bubbles using a black/blueink ball point pen.

    Fill in all the entries on the "Basic Data" part before beginning to answerquestions on the "Answers" part.

    Entries regarding the Question Booklet No. should be filled up only after

    receiving the Question Booklet.

    At the end of the Examination, the Candidate will hand over the OMRAnswer Sheet to the Invigilator, who will first tear off the original sheet fromthe Candidates copy.     1. Any Candidate appearing for SET shall ensure that his/her OMR Answer sheet has two

    pages - the Original and a thin Carbon Copy attached to it. The Candidate should not

    separate the pages of the Answer Sheet. The items marked by the candidate in the original

    sheet will be carried over to the carbon copy in the form of impressions. Hence while

    marking the original sheet the candidate should ensure that the two pages are aligned

    properly and enough pressure is given so that the markings made in the Original Sheet

    against each item are exactly reproduced in the Carbon Copy.

    2. All entries in the Answer Sheet are to be made in the Original Answer Sheet only.

    3. A specimen copy of the OMR Answer sheet is attached to the Prospectus for familiarisation.

    4. The Answer Sheet has two parts- BASIC DATA on the left side and ANSWERS on the

    right, with a thin perforation in between, length wise. Fill in all the entries on the left side

    (Basic Data part) before beginning to answer the questions.
