This session will explore the importance of legal and institutional frameworks for building national statistical systems, including for the production of official statistics and for monitoring the SDGs and achieving the 2030 Agenda for Sustainable Development. The session will discuss frameworks and techniques for quality assurance of official statistics, and will provide examples of how national statistical offices in the region ensure quality in their statistics. A comparison between international quality assurance frameworks and the Core Set of economic statistics of the Regional Programme on Economic Statistics will also be discussed.

"Natural resources and the environment" is a component under the Core Set of Economic Statistics for Asia and the Pacific. Compilation of such statistics is guided by two major statistical frameworks, namely the Framework for the Development of Environment Statistics (FDES) and the System of Environmental-Economic Accounting (SEEA). The FDES provides a comprehensive list of statistics and indicators categorized into environment-related topics/themes; the SEEA integrates them into accounts, similar to the System of National Accounts. There are over 30 SEEA accounts and this session will focus on three accounts: material flows, energy and forest. The session will discuss data sources as well as applications of the accounts to provide evidence for policy making.
