As they ramp up RIFs andaccelerate/expand furlough days the younger workforce will be forced out due toLIFO rules, depressed pay from the furlough, and a growing incentive to leavegovt to join the private sector (for more and steady pay). This will exacerbate thegovernment's problem of trying to replace/transition the aging workforce andcontribute to a degredation of the government workforce/services... Clients are taking the approach of Same as Last Year(SALY)...not embracing or exploring innovative or more effective/efficientsolutions as they don't want to be the one leaning forward and penalized (asthey fear they'll be fired (at a time when there are no hiring actions taking place).They're providing the bare minimum of support/output to demonstrate the impactof the furloughs, and I suspect it will be institutionalized as this on the long term ifthe full 11 days of DoD furloughs (and more into FY14) are realized/executed.

    6 Contract support will always be the main stay of government work. We are thesupplemental talent and strength that many US citizens do not realize are inplace. We bring experience, certifications and dynamic work ethic to thegovernment workplace, that would be missing, otherwise. We are often told to"stop working so hard" because it makes the government staff look "bad". Forus, working hard is the only choice, especially in VA, which is a right to workstate. Government contractors KNOW that if we are not working hard andproducing, we WILL be fired (with no notice)....unlike the government staff.
