behind Harvard and Yale, whichreceived $46.5 million and $43.4million, respectively, last year.

Mr. Lyons indicated that theuniversity has been unsuccessful insoliciting unrestricted funds,which he considers the develop-ment office's "biggest battle."Columbia received $200,000 inunrestricted gifts from individualslast year, which represents lessthan two per cent of total in-dividual gifts received by theuniversity.

Other Ivy League schoolsgenerally receive one-third ormore of their individual con-tributions without accompanyingrestrictions on how the funds maybe used.

Mr. Lyons noted, however, thatColumbia "defines unrestrictedfunds differently from otheruniversities." Funds which aregiven to a single division of theuniversity to use as it wishes arenot considered unrestricted, hestated, since such funds are not forthe university's general use.

Columbia received 37 per cent ofits gifts last year from individuals,twelve per cent from corporations,and 43 per cent from foundations,according to the figures releasedby the office of development. Theremainder of the funds came fromother sources.

The figures Mr. Lyons releasedwere prepared for a conferenceheld by the directors of develop-ment of the eight Ivy Leagueschools and the MassachusettsInstitute of Technology.

Mr. Lyons said it is highly im-portant that the university decideexactly for what purposes it needsto raise money.

"The other Ivy League schools,even the smaller ones, are ahead ofus in the setting of priorities," hecommented.

He added however, that "ifproviding half a million dollars forair conditioning in the libraries iswhat turns an alumnus on, wewon't try to shove a half-milliondollar grant for the gym down histhroat."

Engineering Professor HeadsProgram in Public Service

Professor of Nuclear Science andEngineering Leon J. Lidofsky hasbeen appointed director of theengineering school's Program inEngineering Education for PublicService.

The program was established atthe school last spring with a$330,000 grant from the Alfred P.Sloan Foundation.

When the program wasestablished, the foundation said itwould aid in the development of"social engineers" capable ofsolving a broad range of urbanproblems.

Under the program, students willstudy problems in the New YorkCity area such as energy supplyand demand and transportation.

Professor Lidofsky commentedthat "we have the duality ofengineers not involved in socialproblems and non-engineers

making social decisidns. It is thisgeneral situation we wish to at-tack."

Wesley J. Hennessy, dean of theengineering school, commentedyesterday that the purpose of theprogram "is not to solve urbanproblems but to create in engineersa greater awareness and sen-sitivity of what community needsare and to teach them how to workwith community leaders."

Dr. Lidofsky has in the pastserved on nuclear advisory groupsfor the Atomic Energy Com-mission and the National ResearchCouncil.
