Priorities for the Town of Castle Rock have been focused on economic development, including primary employment, expansion of the tax base and attraction of goods and services. These priorities have been deemed necessary to achieve the community vision of a self-sufficiency and provide an outstanding business climate that encourages, attracts and supports economic investments and activity. It is nearly impossible for one organization to be successful in achieving all its goals of economic vitality, especially in a difficult market. How-ever, after three years the Castle Rock Economic Partnership (CREP) has made some major strides as a public/private collaboration. Partners consist of the Town, Chamber, Economic Development Council (EDC),

Downtown Development Authority (DDA) and Downtown Merchants Association. This type of collaborative approach to community economic development is neither easy nor common. This is one of the reasons CREP was named the best economic development program in Colorado in 2010. So far in 2011, we have been having a comparably strong year in economic development activity. There have been approximately 150 development prospects and inquiries recorded by the EDC. The Town has issued over 366 new business licenses, taxable sales are up 5.1% since January and we have seen a small increase in new commercial construction activity while experiencing a small year-to-date decline in new residential construction activity. There have been a number of new business openings and announcements which indicate continued progress in business climate improvement. The CREP team is currently preparing comprehensive reports on major economic development elements such as primary employment, retail, entertainment, downtown, tourism, special events and quality business climate. These reports are currently being presented to the Town Council and the boards of each of the partnering organizations with the plan that its leadership will meet the end of September to strategize on economic development priorities and approaches for 2012. Further plans are to develop, implement and track – in order to gain better measurements – the conditions and trends in our local economy and our performance in core economic development strategies. Health CareHealth CareHealth CareHealth Care An important element in our community vision is the availability within Castle Rock of a full range of healthcare services necessary for Castle Rock to be a self-sufficient community. The addition of healthcare facilities and services are also an important source of quality job creation and private investment activity. Over the past few years we have been successful in obtaining the satellite Sky Ridge facility, expansion of physicians, medical offices and healthcare support services which have created “healthcare service clusters” in our community. The Colorado Artfest at Castle Rock, presented by the Castle Rock Chamber of Commerce and Title Sponsors, Sky Ridge Medical Center and

Webster University, celebrates twenty two years of diverse, original art and cultural activities. More than 177 juried artists and popular regional entertainers will energize the streets

of downtown Castle Rock Saturday, September 10th, 9:00 am to 6:00 pm and Sunday, the 11th, 9:00 am to 5:00 pm. Admission is $5 for adults, $3 for seniors (60+) and children 11 years old

CEO Focus (continued from page 3) 24/7 Emergency Room and Imaging Center located in the Meadows (25,000 sq. ft, $23.6 million facility) which will be open and fully functional September 7, 2011, employing 55 full time employees (FTEs). Recently Centura/Adventist announced it has authorized a $128 million investment to construct a 212,000 sq. ft. “phased hospital” with a planned opening in the Summer/Fall of 2013 including a four story facility containing 50 licensed hospital beds and an expected 300 jobs added in our community. Another new addition to community medical services is Kaiser Permanente Health CenterKaiser Permanente Health CenterKaiser Permanente Health CenterKaiser Permanente Health Center, which includes family, internal, pediatric, dermatology, laboratory, pharmacy and radiology services. This facility was opened in August 2011 and to date has added 40 jobs. Senior medical and housing services are being planned as part of the Bonaventure Senior LivingBonaventure Senior LivingBonaventure Senior LivingBonaventure Senior Living facility, located in The Meadows, scheduled to open October 2012. This 180,000 sq. ft. facility will consist of 55 assisted living units, 12 memory care units and 89 independent living units, plus a movie theatre, health club and other indoor and outdoor amenities. Bonaventure will employ about 55 FTEs, not including the construction “hires” necessary to build the facility. Both day and evening sessions will be available. Registration is already open for classes beginning in October. Webster UniversityWebster UniversityWebster UniversityWebster University will be offering a Master of Business Administration and a Master of Arts in Management and Leadership beginning in January 2012. Classes will be hosted at the Chamber of Commerce board room on Thursday nights. The program consists of five, nine-week classes per year. Participants can earn a degree in a little more than two years (or sooner).

Competition from other states and communities offering extraordinary incentives, makes attraction or expansion of businesses very difficult. Local assets in the competition for businesses include our highly educated workforce; the attraction and retention efforts of the CREP partnership with property owners; and the performance of the Town’s Development Services Department with financial support from the Town’s $5 million Economic Development Fund. The challenge is the lack of lower cost, existing vacant and desirable industrial and office space. Vacant land that is more expen-sive than many other locations and, in general, less incentives allowed by the State of Colorado than many other states. The Economic Development Fund is intended to help us bridge those gaps. In addition to the success with our new healthcare facili-ties, we have also had success in obtaining the manufacturer Aluwind, Commnet and Mywedding.com which are all considering the possibility of future expansions. RetailRetailRetailRetail The Town is primarily reliant upon sales tax revenue to support our community services. Our retail market, and its consequent assets in terms of sales tax revenue, is very competitive and still one of the strongest growing markets in the region, despite a current slowdown in residential population growth. Currently, CREP is aggressively working on trying to acquire several major potential retail prospects. Our goal is to obtain retail establishments that offer the goods and services that will encourage Castle Rock residents to buy locally and expand the retail market to entice visitors to shop here. We are aggressively recruiting major retail prospects and are hoping to make announce-ments in the near future. (continued on page 15)

Helicopter hangar makes for quicker response time

Castle Rock Fire Chief Art Morales says when firefighters

encounter major trauma from a car accident, agricultural

Injuries or patients with a time-sensitive medical condition,

the department calls for an AirLife helicopter.

Now, thanks to a new hangar at Sky Ridge Medical Center

in Lone Tree, the closest hospital to Castle Rock, that

helicopter will be ready to rescue a few precious minutes

quicker. By being stored out of the elements, the choppers won’t

have to clear snow and ice before they take off.

Morales, along with elected officials and other local fire

chiefs, celebrated the future permanent home for AirLife

Denver’s helicopters with a groundbreaking ceremony

August 5 at Sky Ridge. Program Director Jana Williams

said AirLife Denver averages about seven or eight calls a

day and about 2,500 patient transports a year. With that

volume of trips, having a hangar is important, she said.

Located on the east side of the hospital near the emergency

entrance, the building will have office space, as well as room for

two choppers. Williams said the foundation will be

poured this week. The $1.5 million project is expected to be

completed in October or November.

Sky Ridge President Maureen Tarrant remarked, “(The

Airlife Denver helicopter) service here is the fulfillment of

the mission we are holding true to.”

For a year, Castle Rock residents and visitors have driven

by the much-anticipated phase one of Centura Health’s

Castle Rock Adventist Health Campus. Everyone can get

a sneak peek before the doors officially open by attend-

ing a special Community Open House on September 1

from 4 to 7 p.m. Castle Rock Adventist Health Campus

is located at 2350 Meadows Boulevard in Castle Rock

(enter on Limelight Avenue off Meadows Parkway).

“As a community, we feel extremely blessed to have

Centura as a member of our community,” said Castle

Rock Mayor Paul Donahue. The first phase of the

health campus officially opens on Sept. 7, and boasts

a 23,000-square-foot emergency department that is

open 24 hours every day, and includes state-of-the-art

medical imaging and laboratory services.

Attendees of the open house will also learn more about

phase two plans, which includes a recently approved

212,240 square-foot, four-story hospital with 50

licensed beds including intensive care, medical/surgical,

obstetrics and neonatal intensive care, along with a full

complement of hospital services such as three operating

rooms, two dedicated cesarean-section operating suites

and a cardiac catheterization lab. The $128 million

hospital is financed by Adventist Health Systems.

The hospital is expected to open in the summer of 2013.

Additional growth on the hospital campus includes a

40,000 square-foot medical office building and extensive

site development, expected to open as soon as summer

2012.

“Our mission is to nurture the health of the people in

our community, and we are pleased to partner with the

Castle Rock community to fulfill this mission. This new

hospital will offer leading-edge medical technologies

while providing a healing environment for our patients,”

said Brian Moore, administrator of Castle Rock Adventist

Health Campus.

Special events and outdoor recrea-tion-related tourism, is a growing economic niche for Castle Rock. Some of our current events and athletic tournaments have an audience that extends well beyond Douglas County. These regional events entice people from outside Castle Rock to visit and spend their money in our community, thus creating one of the principal motivators for increasing economic vitality and growth. The CREP partners realize the need to gain a better understanding of community assets and the opportunities and other investments that might be necessary to obtain the best return. Tourism depends on attractions which are primarily festivals, sporting events/tournaments and amusement/entertainment attractions. DowntownDowntownDowntownDowntown Our small town character and sense of community is an important component in the viability of our downtown – a historic asset that CREP is working diligently to not allow to deteriorate. A design competition was conducted recently by the DDA intended to generate enthusiasm and ideas for building improvements which also included incentives with a facade improve-ment grant program. Maintaining and improving our downtown is challenging. Redevelopment, business attraction and re-tention, establishing and maintaining the right mix of retail, services and employment poses challenges. The DDA has recently adopted a Wedding District Program as a niche market for the downtown. This concept focuses on weddings and all things related and is viewed as BIG business. No community in Colorado has yet to capitalize on creating this marketing district. This is a collaborative community effort with all the CREP organizations financially committed to its success. More later on the progress. EntertainmentEntertainmentEntertainmentEntertainment The community vision for a self-sufficient community includes places for residents to be active and to be entertained. In addition to our wonderful outdoor parks, trails, golf courses and open spaces we are in need of other types of entertainment. Our community services survey indicates a desire for more entertainment amenities. Ranking highest in the survey was the desire for a bowling and performing arts facility, demonstrating a broad diversity of interests by community residents. This year the Town commissioned an expert consultant’s analysis and report to assist in identifying obstacles in attracting entertainment businesses. This report will provide a baseline for entertainment attraction discussions as part of CREP 2012 priorities. Quality Business ClimateQuality Business ClimateQuality Business ClimateQuality Business Climate The regulatory environment is an important component in providing a quality business climate and developing an economic development strategy and program for the community. In creating a business-friendly environment it is a very important component in making all of the above efforts possible. The Town has made tremendous progress over the past few years by establishing and consistently meeting performance timelines for development review and permitting. Consistency, predict-ability and speed have been recognized by members of the development community and the feedback has been very positive. New zoning and overlay approaches for interchanges on Wolfensberger and downtown have been implemented. Systems have been streamlined and numerous improvements made to codes and regulations which are supported by the develop-ment community. Development rate and fee change recommendations have been presented to Town Council for considera-tion which, if approved, will decrease development costs. It really takes a team to create a better community and we believe that our public/private partnership has been successful in obtaining our goals. We will continue to work together to build a brighter future for all of us who work, live and play in Castle Rock.

For generations, local families have been attending the Fair Parade, which exemplifies old-fashioned, small-town

charm. 2011 was no different with more than 100 entries consisting of 4-H projects, marching bands, stage-

coaches, horses, rodeo queens and dance troupes from all over Colorado. People turned out in record numbers to

see the Parade make its way through historic downtown Castle Rock followed by a barbecue at the Castle Rock Fire

and Rescue Department on Perry Street,

another long-standing and special tradition

where people show their support for their

community.

The judging was difficult with many creative

entries as winners of the Douglas County Fair

Parade were selected on Saturday, August

6th. The 1st Place Award went to Keller

Williams Real Estate (entry #44) with David

Gardner claiming the prize of $100 and

beautiful blue ribbon to show off at his office.

2nd Place Award went to Cats Meow Gift &

Flowers (entry # 86) - no surprise to a downtown business that has placed in the top three numerous occasions. A

ribbon and $ 75 in prize money was awarded to owner Linda Bicknell. The 3rd Place Award to given to D & D Weld-

After 24 years at the helm of the Castle Rock Police Depart-ment, Chief Tony Lane announced that he will retire from the department on September 30. "We are grateful to Tony for his more than 24 years of service as our Police Chief, and wish Tony nothing but the best in his retire-ment,” said Town Manager Mark Stevens. “Under Tony's leader-ship, the Police Department has developed into an outstanding organization – one of the best in the state.” Lane has been in law enforcement for 46 years and is one of the most tenured Police Chiefs in Colorado. Lane was named Castle Rock Police Chief in 1987. At the time, Castle Rock had a popu-lation of 8,500 and a Police Department with 19 employees. Today, the Town has a population of almost 50,000 with 75 Police Department employees. The Town is taking immediate action to fill this important post with the hope of naming the new Chief later this fall. Said Stevens of Lane’s service: “Tony has provided us with integrity beyond reproach, a commitment to outstanding police service to the community, dedication to the exceptional men and women in law enforcement with whom he has served, and a love for great police work. He will be missed." Now, in a continued effort to enhance local economic development efforts, Council is considering lower development fees, and will guarantee faster tenant improve-ments. Beginning September 1, the Town will guarantee having building plans approved and permits ready for pick up within 10 business days – or the permit is free. The offer was generated through the Castle Rock Economic Part-nership, a consortium which includes members from the Eco-nomic Development Council, Castle Rock Chamber, the Town, and others involved in local real estate and development. Also in September, Town Council will consider a proposal by staff to lower development fees. Council first will consider the new fee structure September 6 and may approve new rates as early as September 13. Weaver has commissioned a tribute to all K-9’s that have served the citizens of Douglas County by bravely dedi-cating their lives to the Douglas County Sheriff’s Office (DCSO). On August 31, 2011 @ 2:30 pm Douglas County Sheriff David A. Weaver will unveil the Tribute to all K-9 heroes; it is located in the Robert A. Christensen Justice Center on the wall of the main floor hallway near the courtrooms. The wall will have a picture of every K-9 that has served Douglas County (see attached render-ing). The Douglas County K-9 Unit was established in 1989 with three K-9s. Since its inception, over 16 K-9s have been commissioned to serve Douglas County. Sheriff Weaver said the wall would not be possible without the dedication of the K-9’s and the generous support from the Friends of Douglas County K-9, a newly formed nonprofit organization whose mission is to raise money for the K-9 Unit. The Friends of Douglas County K-9's will be hosting "A Howling Good Time" Gala that will be held at Cielo at Castle Pines on Wednesday, October 12, 2011. This gala will celebrate the retirement of two heroic DCSO K-9s, Axel and Leon.
