Oneofmyfavoritephrasesisthatwestandontheshouldersofgiants.Thatistruefor
bothourITEchapterandourindustry.Ihavethegreathonoroffollowinginthefootsteps
ofPaul,Carter,Dongho,andsomanyothers.
Thisyear,wearebeginningfromagreatposition.Wehaverebuiltourwebsiteduetothe
effortsofSheriefElbassuoniofDKSandJamesLeofSeattleDOT.Wehaveanew
reservationsystembasedoffofEventbritetopayandcheckintomeetingsquickerand
easier.ThiseffortwasledbyDanielLai,ourVicePresident.And,wehavehadsuccessful
meetingsnearlyeverymonth.Thishasbeenacollectiveeffortofthepreviousboard,the
membership,thespeakers,andoursponsors.Withoutanyofthesepeople,wewouldnot
beabletohavethesolidorganizationwehavetoday.
So,asweembarkonthisyear,weareplanningondoingadditionalitems.Somearethe
dullnecessityofanoperatingorganizationwhileotherswillbevisibletoourmembers.
First,asourlocalmembershaveseen,ourdueshaveincreased$2.Thisbringstheyearly
duesto$22.Forthosepayinginternationaldues,thiswillbereflectedinJanuary’s
invoices.Wedidthistoaccommodatetheincreasingcostofdoingbusiness.Weintendto
breakevenwithourmeetingcosts,soothercostssuchasprojectors,feesforEventbrite,
andtabletsforcreditcardsneedtocomefromothersources.Inthiscase,thesecomeout
ofourmembershipcosts.
Second,asyouwillseeinthisnewsletter,ITE-WAhasanorganizationchart.Thisis
intendedtoallowourcommitteechairstodirectlyfindtheboardmembertoassistwith
yourneeds.Inaddition,itallowsourmembershiptofindthepersontoansweraquestion
ortwoaboutourorganization.Thisisbynomeansmeanttopreventanyonefrom
contactinganyboardmemberaboutanyissue.Weremainopenandcommittedtohearing
yourthoughts,ideas,andconcernsaboutITE.
Third,wearehittingthehighseasoftaxesandnon-profitstatus.RecentchangesinIRS
lawsrequireorganizationstofiletaxes.Inourcase,thismeansnotifyingtheIRSthatwe
existandthatwemakeacertainamountofincome.Wedonotexpecttoberequiredtopay
taxes,however.ThishasbeenadirectionfromtheWesternDistrictandweintendto
completethisinitialprocessbytheendoftheyear.Alongthesesamelines,wearelooking
tobecomeanon-profitorganization.Weexpectthistobeaconsiderableeffortandwould
liketohearfromthosewhoareinterestedinhelping.Whilethisisn’tanall-handsondeck
situation,moreablebodiesareappreciated!

Wehadapleasantdayandaverynicegolfcourseforour29thAnnualGibsonGolfClassic.Thisyear’sturnoutwasthebestinrecentmemory,with78golfersand20teamsenjoyingthemildweather–unlikelastyear,theonlylightningexperiencedwasontheextremelyquickandsmoothgreens!Themorningstartedwiththetraditionalwarmupsattherangeandpracticegreenalongwithaheavydoseofvisitingwithfriendsandcolleagues.Justbeforetheannualgroupphoto,allparticipantswereinvitedtothe18thgreenforanewactivity–a“speed”puttingcontestwhereeveryonestandsattheedgeofthegreenandputtstotheholeallatthesametime–afterthegolfballcollisionsandlaughter,WintanaMiller’sballendedupintheholeandshealongwiththenexttwoclosestshots,KyleCampbellandAaronNull,receivedprizesfromSea-TacLighting.Speedputtingwassofunwealmostforgotourgroupphoto!Afterthephotowestartedthecartparadeandbeganthetournament.ThecoursewasinfantasticshapeframedbybeautifulstatelyOaktrees,fantasticturf,andtopnotchgreens.Thefieldwasingreatshapetoo–completingtheroundinabout4½-5hours–byfarthebestpaceinquiteawhile.Thefieldthen

WhatisAVI?
MosteveryoneknowswhatAutomated(Connected)Vehicles(AV)are,thoughthereisnotaclearcommonunderstandingofjustwhatthatmeans.AVsrangefromvehiclesthathavemultipleautomatedsafetyfeaturesbuiltin,tofullyautonomousvehiclesthat“drive”themselveswithnohumanintervention.Thefirstisherenow,manyareoperationalontheroad.Wehaveseenmanyadvancesinsafetyfeaturesoverthepasttwentyyears,withsomeofthemorepopularcurrentlyavailablebeinglanedeparturewarningsandassistedstopsystems.Fullyautonomousiswhatmanywouldliketoseeachieved,butitisabitfurtherdowntheroad.
SomealreadyknowaboutAVI,butthereisverylittlethatisinimplementationstages.AVIistheacronymforAutomatedVehicleInfrastructure(akaV2I-VehicletoInfrastructure),thosedevicesandsystemsthatwillbeinstalledalongtheroadwaytoassistAutomatedVehiclesachieveautonomousoperation.Wait!yousay,don’torwon’tthosevehiclesbeabletooperateontheirown?Inaword,no.Atleastnotinthenearfuture.Readon.
AVIincludesroadsideorembeddedguidanceinformationsystemsthathavereal-timecommunicationanddataexchange.Theywillcommunicatefromvehicletoinfrastructure,frominfrastructuretovehicle,andfromvehicletovehicle.
WhyisAVIImportant?
I’llacknowledgethatAutomatedVehiclesarehere–now,buttheyarestillinrelativelyearlystagesofdevelopment.And,whatwillbecomeproblematic,eachwiththeirownapproachesandprotocols,withnocommonstandards.A2015GAO(federalGovernmentAccountabilityOffice)reportstated:
“Tocommunicateinaconnectedvehicleenvironment,vehiclesandinfrastructuremustbeequippedwithdedicatedshort-rangecommunications(DSRC),asDSRCisthedesignatedcommunicationtechnologyforcommunicationbasedactivesafetysystemsresearch.”1
OurcompanymetaboutayearagowiththeIdahoNationalLaboratory(INL)folksinIdahoFalls.INLhasbeeninvolvedinthedevelopmentofAVIonbehalfofthefederalgovernment.Wespentthebetterpartofthedaywithsomeoftheirverysmarttechnologypeople,discussingwhatourapproachwas,andhowwemightadvanceAVI.
Quitesurprisingtous,attheendofthedaytheINLanswerwas“Weareworkingonthem,butwedonotyethavestandardsdeveloped.”and“Wecan’tbeofmuchhelptoyourightnow,youareaheadofus.”Thestandardsissuewasonewhichweweremostinterestedin.Clearly,tooperatecooperatively,theremustultimatelybedevelopedasetofstandardsandcommunicationsprotocolsthatallcanaccesstoeffectivelycommunicatebetweenvehiclesandtheinfrastructure.ArecentGAO(federalGovernmentAccountabilityOffice)stated:

“Beforetheendofthedecade”,“fullyautomatedvehicleisalongwayoff”andavarietyofurbandrivingscenarios…”arenotpositivesignsthatwewillberidinginfullyautonomousvehiclesinthenextfewyears.Delphisaysitmostsuccinctly,“Thesecarsareverycostly,andthetechnologyneedstobefailproof…”Whileinflationcontinuestodriveeverythingup,I’mreasonablysurethatmostofuswillnotbebuying$100,000pluscarsinthenextfewyears.Butthenagain,somearepredictingthatindividuallyownedvehiclesmaygraduallybereplacedbydriverservicecompanies(suchasUBER)usingfullyautomatedvehicles.ThispredictionhasnotescapedUBER,asitisreputedlytestingconnectedvehiclesforthispurpose.
AreAutomatedVehiclesReadyforPrimeTime?
Teslamightarguetheyarethere,butlikeBosch,Iwouldsuggestthatwehaveawaytogo.AutomatedVehiclescurrentlydependonvehicleguidancesystemsonly,camerasandsensors.
Whilethosesystemsaregood,whathappenswhenAV’scan’t“see”?Conditionscommonlyencounteredwherethisisaproblemincludeheavyfog,snowcovering,Snoopy’sfamous“darkrainynight”,roadswithoutstripingorcurbs,andperhapstopofthelist,graveldriveways,alleysandroadswithpoorlydefinedboundaries.Allthoseconditions,atleastinthenearfuture,willalmostcertainlyrequiresometypeofontheroadsystemstohelpkeeptheAV’swheretheybelong,ontheroad.
The2015GAOReporttoCongressstatedthat“V2Iequipmentmayvarydependingonthelocationandthetypeofapplicationbeingused,althoughingeneral,V2Icomponentsintheconnectedvehicleenvironmentincludeanarrayofroadsideequipment(RSE)thattransmitsandreceivesmessageswithvehiclesforthepurposeofsupportingV2Iapplications.Forexample,aV2I-equippedintersectionwouldinclude:
• Roadsideunits(RSU)—adevicethatoperatesfromafixedpositionandtransmitsdatatovehicles.ThistypicallyreferstoaDSRCradio,whichisusedforsafety-criticalapplicationsthatcannottolerateinterruption,although(US)DOThasnotedthatothertechnologiesmaybeusedfornon-safety-criticalapplications.
• AtrafficsignalcontrollerthatgeneratestheSignalPhaseandTiming(SPaT)message,whichincludesthesignalphase(green,yellow,andred)andtheminimumandmaximumallowabletimeremainingforthephaseforeachapproachlanetoanintersection.ThecontrollertransfersthatinformationtotheRSU,whichbroadcaststhemessagetovehicles.
• Alocalorstatebackoffice,privateoperator,ortrafficmanagementcenterthatcollectsandprocessesaggregateddata

fromtheroadsandvehicles.Aspreviouslynoted,thesetrafficmanagementcentersmayuseaggregateddatathatiscollectedfromvehicles(speed,location,andtrajectory)andstrippedofidentifyinginformationtogaininsightsintocongestionandroadconditionsaswell.
• Communicationslinks(suchasfiberopticcablesorwirelesstechnologies)betweenroadsideequipmentandthelocalorstatebackoffice,privateoperator,ortrafficmanagementcenter.Thisistypicallyreferredtoasthe“backhaulnetwork.”
• Supportfunctions,suchasunderlyingtechnologiesandprocessestoensurethatthedatabeingtransmittedaresecure.”
Giventhat,whereisAVItechnologytoday?ItiscurrentlyVERYlimited.TherearenosignificantsystemsdevelopedandinstalledintheUStoday.Theywillbecostly,andareuntestedandgenerallyunavailable.Butofcourse,costlyisn’taproblemfortransportationagencies,theyallhave“flushbudgets”andcanjustbuyandinstallwhat’snecessary!Well,withnearly50yearsintransportation,IthinkIcansaythatwouldhavetobethemostshotdownstatementamongthoseagenciesever.Most,ifnotall,arestrugglingtokeeptheircurrentsystemsfunctionalandinsafecondition.Someagenciesarefailinginthat,soaddingnewexpensivesystemsisnotsomethingthatisgoingtohappenquickly.
Bottomline,withthelackofstandards,currentstateofAVtechnology,andtheneedforcostlyonroadsystems,weareunlikelytobeseeinglargenumbersoffullyfunctionalAV’sforsometime.
WhatWillAVILookLike?
Let’stakeaquickviewatwhatsomeoftheAVIsystemsarelikelytolooklike.Wesurmisethatagencieswillfirstwanttouseprovenprotocolsandsystemscommontotrafficsystemsinusetoday.TheNationalTransportationCommunicationsforITSProtocollikelytopsthatlist.AVdevicesandvehicleswillneedtocomplywiththoseprotocolsinordertointerfacewithexistingsystemsandtrafficdevices,muchlikeshowninthisgraphic.
ExampleApplications
EMIislookingatavarietyofprobableapplicationsthathaveseensignificantinterest.Consideracomplexintersection,wheredriversarechallengedtofigureoutjustwhereandwhentheyshouldproceed.Theseexistaroundthecountry;thosethathave“grownthere”andhavenotforavarietyofreasonsnotbeenupgraded;hightrafficmultilaneintersectionssuchasSinglePointUrbanInterchanges,perhapswithahighverticalcuredriverscan’tseeover,arebuttwoexamples.

Addinimpaired,inexperienced,ormaturedriversandtheproblemincreases.UsingaLightedRaisedPavementMarker(LRPM)cansignificantlyassistinalignmentbutstilldoesn’ttellthedriverwhentheycango.Byintegratinga“Smart”LRMPMwiththesignalsystems,`andturningthemoffandonwiththesignals,wecanachievepotentialsafetyImprovementsatsignalizedintersectionapproaches,withimprovednightvisibility.Byusingwirelesssystems,wecankeepcostslowerandversatilityandreliabilityatrelativelyhighlevels.
Inanotherexample,mostofusintransportationforanylengthoftimehavedealtwithrunofftheroadcrashesduetoexcessivespeedathorizontalcurves,particularlyinruralareas.Thisdoesn’tspeaktoanyspecificdrivergroup,thoughimpairment,fatigueandthesleepinesseffectcertainlycontribute.Intheseinstances,advisoryspeedwarningsignsnoteffective.ByincorporatingSmartLRPMsintotheinfrastructureweaccomplishtwothings.First,intheinterimasAVIdevelopsandstandardsallowAVstocommunicatewiththatinfrastructure
CurrentLRPMUse
Sowhereisthetechnologytoday?ThereareavarietyofLRPMscurrentlyonthemarket.Multipletestshavebeenrun,withmixedresults.Severalcompetitorshavedroppedoutofsightastheirtechnologycouldn’tprovideconsistentresults,structurallyorfunctionally.Solarremainsachallenge,andhardwireremainsexpensiveandrelativelyunreliable.However,astheWSDOTtestonSnoqualmiePassI-90clearlyshowed,thereisgreatinterestaswellasbroadpositivepublicresponsetothem.Inaddition,theyareunquestionablyaprecursortoAVILRPMs.Atthesametime,thefirstgenerationofAVILRPMsisunderdevelopmentandtestsareexpectedtobeplacedwithinthenext6to12months.
SolarLRPMsclearlyimproveroadwaydelineationatnightoverstandardreflectorizedRPMs,withadditionalpositiveguidancetodrivers.Theypromisetobeafunctionallyandcosteffectivecountermeasuretoreducehorizontalcurverun-offcollisions.Thenewestgeneration,duetobeingfullyself-containedandinstalledinthesamemannerasstandardRPMs,couldbelessexpensivetoinstallcomparedtospeedwarningsignsorbeacons.
PreliminaryresultsfromaUniversityofIdahomonitoredtestbedonCapitalBoulevardinOlympia,Washingtonshowedveryencouragingresults.Positioninginthelanesimprovedbyaremarkable26.5%,indicatingasignificantlydecreasedprobability

AVIUpcomingDevelopments
FurtherwirelessLRPMtechnologyiscurrentlybeingdevelopedforareal-timewrongwayentryactivewarningsystemtoimprovethesafetyoftrafficoperationsatfreewayexitrampsandotherone-wayhigh-speedhighways.Inaddition,theUniversityofIdahoisconcurrentlydevelopingareal-timeexcessspeedapproachwarningsystemusingsmartwirelessLRPMsfordangerousintersectionsinvolvinghighspeedcrashesunderarecentITDgrantproject.PrototypesoftheseimprovedLRPMsafetytechnologiesareexpectedtobeoperationalthisfall.
AutomatedVehiclesarehere,andAVIwillfollow.AVandAVIvehiclesandsystemsremainlimited,andimprovementswilltaketimeandmoney,thoughasinalltechnology,itundoubtedlywillaccelerateasthesystemsmature.AVIapplicationsclearlywillhavepositiveuseatcomplexintersections,forhazardwarnings,andforAVguidanceinchallengingroadwayconditions.WehaveonlybeguntotouchonAVIsystems,butitisalsoclearthatLRPMsareleadingtheway.

SoundTransit'smasstransportationsystemhassomeofitsrootsinTacoma'strolleysystemsofthe1890s.TheTacomaandSteilacoomRailwayCompanystartedin1890.ThecompanyusedsteamenginestoshuttleTacomanstothebustlingtownofSteilacoom,locatedonPugetSoundjustsouthofTacoma.Thenhorse-drawntrolleysreplacedthosesteamengines.Afterjustayear,electricalcarsreplacedthehorse-drawntrolleys.Thetraincompanywastheworld’sfirstinterurbanstreetcarsystem.Itwasatthattimethelongestelectriclineintheworld.Itran12miles,fromdowntownTacomatoSteilacoom,byrunningthroughpresent-dayUniversityPlaceanddownChambersCreek.
ToDinnerinSteilacoomTacomanswouldshuttletoSteilacoomforafancydinnerorforarelaxingweekendgetawayatoneoftheposhhotelsoftheday.TravelerswouldsitandhaveasundaeorsodaintheBairstorewhiletheywaitedforthetrain.Thelightsinthesodashop,whichisstillinoperation,wouldflickerasthetraindrainedelectricityfromthelinesasitclimbedLafayetteStreet.Theflickerwouldwarnthetravelersthattheirtrainwasnearthe

station.ThecompanylatershiftedtheroutetorunalongSteilacoomBoulevard,soitcouldservicethementalhospital(thencalledWashingtonStateHospitalfortheInsane,nowWesternStateHospital)onitswaytotown.Othersmall,passengertrolleycompaniessprunguparoundtheturnofthecentury.TheirtracksshuttledresidentsaroundTacomaandtheoutliningareas,includingmanystopsinLakewood,justsouthofTacoma.OneroutewentfromTacomaandranalongSouthTacomaWay.Anothertrack
dartedfromTacoma,acrosstheprairie,towhatisnowMountainViewCemetery.ThetrackscontinuedtotheLakewoodColonialCenter.AmericanTractionLinewenttoManitouandLakeCity.TheTacomaRailandPowerhadastationnearwhatisnowParkLodgeSchool.Thebusinessviabilityofsomanycompaniesoperatingwasshortlived.Companiesshutdownormergedshortlyaftertheyopened.FromOldLightRailtoNewLightRailBy1928,thecitydirectoryshowsonlythreecompaniesleft.ThedirectoryshowsthatthePacificTractionCompany,whichrantrackstoAmericanLake;theTacomaRailwayandPowerCompany,whichrantoSteilacoom;andthePugetSoundElectricRailway,whichranlinestoKentandSeattle,wererunfromthesameoffice.Thewholesystemdiedoutbythemid-1930s,onlytorestartwiththeSoundTransitvoteof1996,whichapprovedataxthatwouldestablishyetanotherlightrailline.TheTacomaLinkthatrunsfromtheTacomaDomeStationtothecity’sTheaterDistrictwentliveinmid-2003,markingthereturnofcommuterrailtoPugetSoundafteranabsenceofmorethan70years.
