Octoberishere!Alongwiththejoyofexperiencingpumpkinflavorsinnearlyeveryedible

itematourlocalcoffeeplaces,wehavethepleasureofwelcomingourlocalstudentsbacktothe

universityand,hopefully,tothestudentchaptersofITE.

IrecentlysawatelevisionnewspiecewhereaBoyScout,SkylerChapman,haddetermineda

solutiontoatrafficprobleminhiscommunity.Thescoutwasoriginallylookingforaprojectto

gainhisEaglestatusandhadstumbledacrossanintersection,whichwasexperiencingahigh

amountofdelayforallusers.Hewentaboutcollectingdata,includingusingadrone,cameup

withasolution,andthenpresentedhisfindingstotheCityCouncil.Now,allofthisworkis

impressiveconsideringhewasdoingitonhisowntimeandbyhisowndesirebutattheendofthe

piece,theBoyScout’sresponsetothereporter’slastquestionstruckme:“Doyouwantto

becomeatrafficengineer?”Hisanswer:“Eh,I’mgood.”It’snotanencouragingresponsebutIguessnottheworsteither.

Thisiswhyitisimportantforusasprofessionalstoreachoutandengagethestudentsinourlocal

universities.Weneedtoshowthatthechallengesandproblemswefaceareveryrarelythetypes

ofproblemsthatcanbesolvedwithasinglecalculation.Instead,thesolutionsneedtobalancethe

needsofthelocalcommunityandneighborhoods,thepeopletravelingthroughaspartofdailylife,andtheneedsoftheagency.Thisbalancingactispartofthefunofourprofession.

Agreatwaytoengagewiththisnewgenerationoftransportationprofessionalsisbyattendingthe

annualPacTransconferencecomingthisFriday,October6th,andwillbeheldattheUniversityof

Washington.Thisisalwaysagreatmeetingandopportunitytointeractwithstudentsin

engineeringandtransportationandalsothosewhohavejustgraduated.PacTransistheRegional

UniversityTransportationCenterforFederalRegion10andservesas“Region10’sresearch

engine”.Theamountofknowledgeisbreathtaking!Whatisevenmoreimpressiveaboutthis

conferenceisthatitisentirelyfree!Youcanlearnmoreincludingregistrationat

Oursectionoffersdiscountedduestostudentswhocometoourmeetings.TheBoardhas

continuedtomaintainthispolicybecausewewanttocontinuetoencouragethosestudentsto

comeoutandengagewithusandnothavetopaymorefortheexperience.

OurmeetingthismonthisscheduledtohappenlaterthannormalonOctober24thatalocation

withinSeattle.Thelocationwillbetobeannouncedsoon.We’lldiscussthenewfree-floating

modelofbikeshare.Ifyou’vevisitedSeattlewithinthepastfourmonths,youprobablynoticed

thatthesidewalkshavebecomealittlebitmorecolorfulwiththeadditionofthree(!)bikeshare

companies.ThiscameafterthelossoftheProntobikesharesystemwithfixeddocks.Doesthis

meanthatthenewwaytotravelmaybebikesonthesideoftheroad?Maybe.We’llgetthe

opportunitytoaskthosewithsomeoftheanswerssoon.KeepyoureyespeeledfortheOctobermeetingannouncement.

BeforeIendthismessage,IwantedtoaddonemorethingthatSkylarsaidthatmakesmehave

hope:“It’shumannaturetowanttocomplainaboutsomething,”Chapmansaid.“Ifyoucanlook

yearofinterestingtechnicalpresentationsatSalty'srestaurantontheshoresofWestSeattle.OurnewchapterpresidentMikeHendrixkickedoffthemeetingwithsomeannouncementincludingthatourchapterreceivedtheBestWebsiteAwardattheWesternITEConference(thankyoutoScottKuznickiforsteppinguptoaccepttheawardinperson).ThenMikehandedoverthefloortoourtwopresenters,CarlaSawyer(KitsapTransit’sFastFerryProjectManager)andMikeAnderson(KPFFConsultingEngineer’sMarineTransitConsultingGroupProjectLead).CarlaSawyerstartedoutwithabriefhistoryoftheferrysystemhereinthePugetSound,whichisactuallymuchlongerthanyoumightexpect.Thefirstpassengerferriesstartedin1930sandautoservicesstartedafewdecadeslater.Thehigh-speedpassengerferryfromSeattletoBremertonisn'tnewatall.Thehalfhourridewasavailableuntil2003.Whydiditstop?Whilefundingdidplayarole,anothertechnicalproblemwastheimpactfromthewakestotheshorelineofRichPassage.ButasMikeAndersonnextdiscussed,thedemandandbenefitofhighspeedpassengerferryservicestothesemoredistantdestinationswasstillthere.Therewereover2millionpassengerswhenbothpassengerandautoferrieswereinservicebutonly1.4milliononautoferriesalone.Whilesomeusersdidswitch,thereisdemandthatiscurrentlynotserved.ThisservicenotonlyprovidesanotheroptionforcommuterbutalsoisanopportunityforeconomicandrealestategrowthinBremertonandthesurroundingKitsapCountycommunities.Duringthepastfewyears,extensiveplanninghasgoneintodevelopingaplanforthreeproposedlocations–Bremerton,KingstonandSouthworth.Asmentioned,Bremertonalreadyhasanexistingfacilityfromthepreviousservicesoallthatwasneededwasanewboat.Severalyearsofresearchintohulltechnologyand

September,2017ByDarcyAkersPugetSoundfacesauniquechallengewiththepublictransitsystem-water.Atthismonth'smeeting,welearnedalittlemoreabouttheWashingtonStateFerriesandparticularlytheresurrectionofthefastferryservicetoKitsapCounty.Assummercomestoaclose,ourlocalWashingtonITEchapterisonceagainkickingoffanother

prototypetestingproducedaboatthatisabletomakethejourneythroughRichPassagewithoutimpactingtheshoreline.ThisservicelaunchedJuly2017.KingstonandSouthworthbothrequiredadditionalinvestments.TheoriginalplanwastousedifferenttypesofvesselsspecifictoeachlocationandbuildorrenovatefacilitiesseparatefromtheWSFautomobileferries.Thesecondroundofplanningconsideredopportunitiestoleverageexistinginfrastructureandprovidethesenexttwoservicesinaquickertimeframe.Additionally,thenewplanstandardizesthetypeofvesselusedforbothKingstonandSouthworth.Thesecondroundofplanningalsofoundthatamorecomprehensiveweekdayandweekendservicegatheredmorecommunitysupportthanjustcommuterservices.TheplanningeffortincludedoutreachtothecommunitiesinKitsapCountytohelpguidetheplantobestfitthecommunity’sneeds.Publicoutreachfoundthatpeoplewerewillingtopay$1-3morethispremiumservice.TocompetewiththeexistingautoferryserviceswhichofferafreerideintoSeattleandhigherfareout,theKitsapFastFerryfollowsasimilarmodel-justaddingthepremiumamount.ThenewservicealsointegrateswiththeORCAcardandhasbikeracksonboard.Whentheplanhittheballotin2016,thevotersapprovedataxmeasuretofundtheseservicesandthissummer,high-speedferryserviceonceagainsailedfromBremerton.Thehigh-speedpassengerserviceisexcitingopportunitytoimprovetheregionaltransportationsystem.IbetthatthoseofuswhodositlonghoursonI-5orI-405wouldratherhavetheviewofthewater.Withtheselastfewdaysofsunshineremaining,don’tmissthischancetotryoutthefastferryandexploremoreofKitsapCounty!

ThefirstphaseoftheLynnwoodPlacedevelopment,builtonthesiteoftheformerLynnwoodHighSchoolpropertyjustnorthofAlderwoodMall,involvedconstructionofafuturespaceformixed-usedevelopmentanchoredbyabrandnewCostco.Inanticipationoftheadditionaltraffic,thenew33rdAvenuecorridorandsignalsneededtobeconstructed.Thesolutionwastoextendthe33rdAvenueWestcorridorfrom184thStreetSWtoAlderwoodMallParkway.DKSAssociates,asasub-consultanttoSkillings-Connolly,ledtheintelligenttransportationsystem(ITS)andsignaldesignportionsofthisproject.

DKSprovidedfiberinterconnectdesignsandsignaldesignsforthreenewsignals,onesignalmodification,andonefuturesignalizedintersection.DKSalsoprovidedassistancewiththeoperationalanalysis,illuminationdesign,andtrafficsignalwarrantanalysis.Theprojectrequiredadditionalconstructiondrawingstoallowearlyconstructionoftheinterconnectalong184thAveWincoordinationwithdrainageimprovementsnecessarybeforetheextensionproject.Thesite’suniquedesignattheintersectionadjacentto

upbecauseoftransportation,first

aroundtheInterurbanrailsystem,then

Highway99,andfinallyInterstate5.

Eachnewmodegeneratedanewkind

ofdevelopmentandeconomicgrowth

fromRanchettesandchickenfarmsto

shoppingmalls.Atthebeginningofthe

twenty-firstcentury,Lynnwood

consistedof7.7squaremiles,35,000

residents,acommunitycollege,a

conventioncenter,andplansforthe

future.

FirstPeoples

ThetribethatcalleditselfSnohomish

usedtheuplandareathatwould

becomeLynnwoodintheirsummer

wanderingstohunt,fish,gatherberries,

anddigroots.TheIndiansspenttheir

wintersincedarlonghousesbuiltalong

theshoresofPugetSoundandthe

SnohomishRiveratsitesthatwould

becomethecitesofEdmonds,Mukilteo,

andEverett.Duringthesummer

months,whentheywerenotcatching

salmonfromtherivers,thewandering

familygroupslivedintemporary

structureswovenfromtreesandreeds

nearthefoodsources.

IntheTreatyofPointElliottin1854,the

Snohomishandothertribesofthearea

cededtheirrightstothelandtothe

UnitedStatesinexchangefora

reservationandfortherighttofishand

huntattheiraccustomedplaces.The

Snohomishofficiallyremovedtothe

Tulalipreservation,butmanymembers

foundemploymentashandsand

laborersinmillsandloggingcamps,on

farms,andincities.

CedarValley

Lynnwood'sfirstnon-Indianpermanent

residentwasScottishstonemason

DuncanHunterwhofiledahomestead

claimon80acresofforestin1889.His

wifeJennieStephensonandtheirtwo

sonsjoinedhimfromWisconsininthe

springof1891andtheymovedintoa

cabinhehadbuiltalongwhatbecame

36thAvenueW.FellowScotWilliam

Morricepurchased100acresjusttothe

eastofHunter,propertythatbecame

AlderwoodMall.

HunterandMorriceworkedonmasonry

projectsandinloggingcampsandmills

becausethethickforestdidnotoffer

muchinthewayofagricultural

opportunity.Eventuallyloggerscleared

thetreesandHunterplantedappleand

cherrytrees.PeterSchreiberclaimed

160acresaroundasmallbodyofwater

andwetlandthatbecameScriberLake

andScriberLakeParkalongSW196th

Street.OthersettlersjoinedSchreiber

andtheneighborhoodbecameCedar

Valley.Thefirstcommunityactivityin

theareawasaschoolbuiltbyDuncan

Hunterin1895undertheauspices,but

notthefinancialsupportof,the

EdmondsSchoolBoard.

Millsgrewupalonglakessuchastheone

operatedbytheT.H.WilliamsCompany

onthesouthsideofHall'sLakewhere

thewaterofferedameansofstoringand

movinglogs.Withthemillscamesmall

communitiesforworkersandtheir

families.TheWilliamsCompanyfirst

usedhorsestoskidlogstothelake,then

graduatedtosteam.

Theloggingcompaniesgenerally

harvestedtheirownlandspurchased

fromsettlersandtheU.S.government.A

stifftaxonstandingtimberandthe

demandforconstructionmaterial

encouragedaggressivelogging.Oncethe

treeswerecut,thecompanieswereleft

withstumpranches--vastacreageof

loggingdebrisonwhichtheystillpaid

taxes.

SnohomishCountywasthePugetMill

Company,anenterpriseofPope&

TalbotofSanFrancisco,whichoperated

largemillsatPortLudlow,PortGamble

onHoodCanal,andUtsaladyonPuget

Sound.Between1900and1920,mostof

whatwouldbecomeLynnwoodwas

transformedfromforesttostumpranch.

communitiesspranguparoundthe

stations.SeattleHeightsboasteda

boardwalkandeventuallycivic

improvementssuchasawaterdistrict,a

firedepartment,andagarbagedump.

Witharuneveryhour,70minutes

betweenEverettandGreenwood,the

stumpranchesbecameripefor

development.Entrepreneursboughtup

homesteadsandsubdividedtheminto

newcommunitiesforpeoplewhocould

holddownjobsintownandstillraise

stockandproduceathome.Theelectric

carshauledpassengersduringtheday

andfreightduringthenight.

Agriculturalproductsreplacedlumberas

themainsourceoffreightrevenue.

Farmersgainedeasyaccesstothenewly

openedPikePlaceMarketinSeattle

wheretheproducerssolddirectlytothe

consumers.Studentsfoundthe

InterurbantriptoBallardHighSchoolin

Seattlefasterthanthewalktotheirown

landintofive-to10-acreRanchettes.The

firmsoldthesesmallfarmstocity

dwellersfor$200anacre.Ifthebuyer

didnothavethecash,thecompany

carriedthecontracton10percentdown.

TheideafortheRanchettescamefrom

CaliforniarealtorW.A.Irwin,whohad

alreadymadeafortunesellinglandto

urbanites.ItwasIrwinwhoadded

"manor"tothenameoftheinterurban

station.His1917platwasthefirstof27

subdivisionseventuallyfiledwiththe

countyunderthesamename.

Thecompanygradedstreets,manyof

themoldloggingroads,andaspartofits

marketingstrategynamedtherough

roadsaftertrees,i.e.,Locust,Larch,and

Poplar.TheroadtoEdmondsbecame

Filbert,butthelocalsalwayscalleditThe

AlderwoodRoaduntiltheCounty

designateditSW196thStreet.According

tolocallore,thoseroadswithfruittrees

wereearlyloggingtrailswhere

lumberjackstossedapplecoresand

cherrypitsintotheslash.

Irwinhitontheideaofpromotingthe

landasasourceofincomeandhe

convincedPugetMilltopour$250,000

intoa30-acredemonstrationfarmthat

taughtnewcomershowtoraisecrops

andchickensfortheireggs.Thefarmhad

brooderhouses,poultrysheds,orchards,

vegetablegardens,fieldsofkale,and

PugetMillgladlysoldtheseed,thefertile

eggs,equipment,andcutlumberfor

shedsandhomes.PortTownsend

poultrymanF.C.McClanetookthejobas

hatcherymanandsupervisorofthefarm

withitsstaffof18.Buyerssawevidence

ofabucoliccountrylifewheretheonly

foodtheyneededtobuywasflour,

sugar,andredmeat.Irwindubbedthe

aspiringsettlerstheLittleLanders.

Withthehelpofanationaladvertising

campaign,anetworkofsalesoffices,and

theMilwaukee,St.Paul&Pacific

Railroad,Irwinpulledinthousandsof

people.AtonetimePugetMillheld$2

millionincontractsintheChicagoarea

alone.Acompanynewspaper,The

Countryside,ranstoriesofsuccessful

LittleLanders.Itwashomesteading

withoutthehardshipofpioneering.

Between1917and1922,thepopulation

ofAlderwoodManorwentfrom22

peopleto1,463peopleand200,000

hens.Residentsenjoyedelectricity,

phoneservice,and154milesofroads.In

the1920s,Alderwoodeggproduction

wassecondonlytothatofPetaluma,

California.

AlderwoodManorsoldadream,butthe

realitywasdifferent.AUniversityof

Washingtongraduatestudentconducted

ananalysisatthetimeandfoundthat

Alderwoodbuyersspentanaverageof

$350anacreforlogged-offland,land

thatwasavailablefromWeyerhaeuser

for$3to$25andacre.ManyLittle

Landersandtheirfamilieslivedinone

endofthechickenshedwiththeir

chickensoccupyingtheotherend.Most

farmersdidnotmakezitwithout

diversifyingintoorchards,nurserystock,

ordairying,orbyholdingdowndayjobs

WhentheGreatDepressionhitinthe1930s,eggpricesfell

from$1adozentoadime.Residentsadaptedorleft.Puget

Millleasedoutthedemonstrationfarmin1933toegg

rancherNormanCollinswhofoundedtheWashington

BreederAssociationandafranchisesystemforchicken

raising.Otherbreedersconvertedchickenranchesintomink

farmswithsomesuccess.Abadbatchoffeedinthelate

1940sdestroyedtheminkindustryinAlderwood

ThediversificationbytheLittleLandersintootherbusinesses

andservicesledtothedevelopmentofarealcommunityat

AlderwoodManor.Thedemonstrationfarmincludeda

communitycenteropentoall.PugetMillbuiltaproperbrick

school(namedafterpromoterIrwin)andresidentsopened

stores,startedchurches,andfoundedcommunitygroups

suchastheOddFellows,Masons,andLadiesAidSociety.

CedarValleyhadagrange.Diversificationalsomeantthat

mostlocalsweatheredtheDepressionwithoutmuchtrouble

sincetheyraisedmuchoftheirownfoodandbarteredfor

othergoodsandservices.

WhilethefortunesoftheLittleLanderswererisingand

fallinginthe1920s,thefortunesoftheinterurbanwerejust

falling.Theexponentialgrowthinautomobilesresultedin

roadconstruction.TheoriginalroadbetweenSeattleand

EverettranthroughBothellandSnohomish,butin1924,the

StatedrewHighway99,partofthePacificHighway,abouta

milewestoftheinterurban.WhenHighway99was

dedicatedinthefallof1927,thewholecommercialfocusof

southSnohomishCountyareashiftedfromtheraillinetoa

ribbonofconcrete20feetwide.

ForthefutureLynnwood,thenexusfellwhereAlderwood

Roadmetthenewhighway.LocalscalleditEvergreen

CrossroadsorjustTheCrossroads.BusinessesinSeattle

Heightstothesouthwereluckysincetheywerealreadyclose

tothehighway.RoadhousessuchasTheWillowsandThe

BlakewoodInnsprangupalongthehighwayandoffered

dining,dancing,overnightaccommodations,and,rumorheld,

bootlegalcoholicbeverages.Theinterurbanceased

operationin1939,butautomobilesnowconnectedtheLittle

Landersandtheirneighborstotheoutsideworld.

200thStreet.Borrowingfromthestylesofotherdevelopers

andfromhiswifeLynn,henameditLynnwoodandbegan

sellinglots.Withinmonths,ClarenceFultonbeganselling

woodnexttoO'Beirn'sdevelopmentandcalleditLynnwood

Lumber.Othercapitalistsgrabbedthenameandstarted

LynnwoodFeederSupply,LynnwoodVariety,Lynnwood

Cleaners,andothers.In1946,thebusinessownersorganized

theLynnwoodCommercialClub.Theneighborhoodgrewand

sawtheerectionofoneofthefirstofashort-lived

phenomenonoftheautomobileculture,TheSno-Kingdrive-

inmovietheater.

After1945,thenationandtheregionexperienced

unprecedentedeconomicgrowth.Duringthe1940s,King

County'spopulationincreasedbysome225,000--a50

percentincrease--andtheyallwantedaplacetolive.The

suburbsoutalongHighway99explodedwithsubdivisions,

andveteransandwarworkerswithlow-interestloansand

cashdrovenewcarstothegoodlife.TrafficalongHighway

99attheCrossroadsreachedcritical--andsometimesfatal--

levelsuntiltheCountyerectedastoplightatSW196thStreet

inJanuary1948.Eventheoccasionalhungrybearwasnot

enoughtokeeppeoplefrommovingtoLynnwood.

Buthousingconstructionlaggedforwantofapropersewer

system.AndtheCounty,upinEverett,gavethesouthcounty

onlysecondthoughtwhenitcametoroadsandpolice

protection.TheunincorporatedcommunitiesofAlderwood

ManorandLynnwoodcooperatedinyouthactivitiesanda

firedistrict.TheLynnwoodCommercialClubsponsoreda

fundraiserforapark.ButthenextstepforLynnwoodwas

obvious--incorporation.

Inlate1956,18citizenscametogetherasanincorporation

studycommitteeandafterayearproposedaCityof

Lynnwood,6.7squaremilesandmorethan10,000people.

Alas,thecommitteeproposedtoincorporatepartof

MountlakeTerrace,alreadyacity.Andothers,likethosein

SeattleHeights,foundfaultwiththeidea.When

incorporationfinallyappearedontheballotin1958,itfailed.

Anew,moremodest,proposalofthreesquaremilesand

6,000residentspassedattheballotboxinApril1959.One

factorinthesuccessofthismeasurewasthearrivalon

Lynnwood'scitylimitsin1984.Thelastholdoutislandof100

acresinMapleParksubmittedtoannexationin1988.

Commercialandresidentialdevelopmentbothblessedand

besetLynnwood.Theexplosivegrowthsincethe1960s

resultedinaconfusedmixedofstripmalls,shoppingcenters,

parkinglots,restaurants,andhotels.By1990,theold

Crossroads,whereSW196thStreetcrossedtheoldHighway

99,wasthesecondbusiestintersectioninthestate.City

planningandregionalplanningbecamesynonymousastraffic

andenvironmentalissuesdemandedawiderresponsethan

possiblebyjustonecity.Cityplannersmanagedtolineout

bufferzonesbetweenbusy,crowdedcommercialareasand

arterials,andlower-densityresidentialneighborhoods.

OnMay1,2005,theCityopeneditsnew55,000-square-foot,

$34millionConventionCenter,whichprovedtobean

immediatesuccess,attracting208eventsinitsfirstseven

months.In2005,theLynnwoodCityCouncilcommittedtoa

20-yearredevelopmentplantotransformthecityinto

anotherBellevuewithhigh-riseofficetowersanda

pedestrianpromenade.By2007,Lynnwood'spopulationwas

approximately35,000andtheCityCouncilwasplanning

annexationmeasurestoadd10,000moreresidentstothe

community.

wayofInterstate5.Onlyamunicipalgovernmentcould

regulatehousingconstruction.Withinmonths,residentsof

sixareasaroundthecitypetitionedforannexationand

Lynnwoodbegantogrow.

Thevotersoptedforamayor-councilcitygovernmentand

thecouncilhiredLynnwood'sfirstpoliceman,AlbertL."Al"

Glandt(1907-1985),aveteranoftheChicagoPolice

Departmentandofsemi-profootball.Hesuppliedhisown

car,whichhesupplementedwithaGermanShepherd.

LynnwoodhistorianJudithM.Broomwrites,"AlGlandtwas

thekindofcoppeopleeitherlovedorhated--andthe

sentimentwasinevitablyreturned"(Broom,134).Overthe

next15years,PoliceChiefGlandtwassuspendedbythe

mayor,reinstatedbythecitycouncil,retiredbythecity

council,thenrehired.Underhistenurethedepartmentgrew

fromamanandadogto26swornofficersandadog(this

oneatrainedK-9officer).

Othercitydepartmentsgrewtomeetthedemandsof

growth,traffic,zoning,pollution,education,recreation,and

planning,particularlyaftertheopeningofInterstate5in

1967.Twointerchanges(Lynnwoodleadersarguedstrongly

againstthesplitinterchangearrangement)werebuiltalong

thefreewayasitcutalongLynnwood'seasternboundary

formingtheLynnwoodtriangle.Thenewtrafficpatterns

pulledcommercialdevelopmenteastalongSW196thStreet

andsouthalong44thAvenueSW.

TheBoeingCompany'stransformationofPaineFieldfrom

abandonedairbaseintothe747plantin1968broughtmore

folkstoLynnwood.PioneerDuncanHunter'sproperty

remainedinthehandsofhissonBasiluntilBasil'sdeathin

1982andLynnwood'sPioneerParkhonorstheHunterfamily.

HereCometheMalls

After1945,thewholefabricofretailingshiftedfromthe

urbancoresinSeattleandEveretttosuburbanshopping

malls.In1966,AlderwoodMallCorporationannouncedplans

tobuildashoppingcenterontheoldMorricehomesteadeast
