LAUREL HILTS, resident- Discussed the events from the Memorial Day weekend; the Human Powered Fishing
Derby with a potluck and use of the pavilion. The Navy Quartet played that weekend and she thanked Dan Cole in
Homer who helped make that happen. She thanked the city and the cemetery crew for the Cemetery Ceremony and
discussed making it an annual tradition. The SVT Culture Camp was happening that week, and included 18 students,
a native elder, and staff. Soccer Camp was coming up. The Family Fun Day and Health Fair took place with 90-100
participants, 130-140 participants including staff. The 20th Annual Solstice Festival was coming up at the school and
there would be a meeting tomorrow to nail down the details.

1. Discussion- KPB Bed Tax Proposal
a. Presentation by Staff or Council
CM CAMERON- Discussed that the Kenai Peninsula Borough was putting forth another bed tax ordinance that
they would be discussed the next evening. Municipalities would have the option to take up to 6% of that 12% bed
tax being proposed, the remaining percentage would go to the borough. The tax was subject to voter approval and
if the ordinance passed it would be put on the ballot in the fall. Bed tax had been up for consideration three times

and the last time in 2018 a letter was written on behalf of the city council in non-support. RVs and tents would not
be included in the tax. She would be attending a borough work session the following afternoon that included
municipalities and could get more information and report back to council. Seward has had a 4% bed tax since
1992 that was dedicated to their chamber of commerce.

ROJAS- Spoke on opposition of the proposal but in support of the monies going to education.
SWEATT- Spoke in opposition of the proposal.
CAMPBELL- Spoke in opposition of the proposal.

SANDY LIVESAY, resident- Spoke to her history with bed tax, 20 years previously in Valdez. All of the bed tax
was dedicated to marketing and had to be passed by council annually. People do not pick accommodations based
on tax and expect to pay a tax. She spoke in support of the city taking all the tax they could if the tax passed.
LAUREL HILTS- Spoke in opposition of the proposal.

2. Discussion- Harbor Lot Development
a. Presentation by Staff or Council
COUNCILMEMBER SWEATT- Asked for council consideration to open lots 5 and 6, block 10 urban renewal
dedicated for long-term parking, in Title 10, to be opened for development. One or two buildings could be placed
on the lot closest to the dump facing the waterfront and parking would still be available. She spoke in opposition
of paid parking.
b. Council Discussion
MAYOR LENT- Inquired if development would be permanent or temporary and who would enforce paid
parking.
COLBERG- Spoke in opposition of paid parking and in support of development.
ROJAS- Spoke in support of development and in opposition of paid parking.
CM CAMERON- Presented the building estimates and sizes and discussed that there was currently no fee
coordinated for the “thirty day parking” lot being discussed. The lot with an associated fee in the Seldovia
Municipal Code was in the boat yard.
MORRISON- Spoke in support of paid parking.
CAMPBELL- Spoke in opposition of paid parking and in support of development.
LETHIN- Spoke in opposition of paid parking

1. Treasurer’s Report: See Laydown
F/O TAYLOR- Presented the financial report as written and clarified that sales tax was low because the borough
had changed computer systems and there was a glitch that overpaid all the municipalities, that overpayment was
taken out of each consecutive month. Sales tax came back up in May.
ROJAS- Inquired about the reasons for the low sales tax.
LETHIN- Thanked the finance officer for a better presentation with the spreadsheet instead of graphs.
2. City Manager’s Report: See Laydown

CM CAMERON- Presented the city manager’s report as written and included that a couple of public works
projects were still ongoing. Last meeting, she had discussed that Sean Lee with VSW and herself had just
completed the project planning application for the wastewater sewer system that asked for funding to hopefully
analyze the whole system. No awards had been issued yet but she heard through the grapevine that Seldovia may
have scored very well. The surplus auction was open right now. There was one set of photos and the list available
to view in the city office, the pictures and list were also available on the city website. The auction would close
June 28th and would be open for people to walk through the 27th and 28th of June. Street and tsunami sign
placement were ongoing. Last week a major repair was completed on Jakolof Dock, she listed the people from
Kasitna Bay Lab, Mako’s Water Taxi, Seldovia, and from the city who helped facilitate the repairs. Following the
repair was a DEC water treatment plant inspection, that verified that the operators were reporting everything that
they needed to report and doing everything that they needed to do to be in compliance. The inspector would help
develop a quality insurance project plan which was a best practice and would give the city extra points. The
harbor gangway project was completed. It had been estimated at $12,000.00 and came in 53% under the estimate
at $5,300.00. The repair was scheduled for two days and was completed in one day with the help of Lane Chesley,
who had installed them before and was able to get good discounted prices and shipping from the company. She
stated she was waiting to hear back from HEA about her inquiry about the street light tariff. The new health
insurance would take effect July 1st. CISPRI had begun their upgrades to the wash down building which would be
ADA compliant and hopefully completed in a few weeks. She submitted the EOP to Dan Nelson with Emergency
Management for review before it was submitted to the city council. Sales and Property tax graphs for the past five
years to date, were included in the laydown and showed an uptick. Amazon reported sales tax the first quarter of
this year which added to the uptick. She would be attending a meeting via phone with AML and the Kenai
Peninsula Borough on Thursday discussing online sales tax and how the state was proposing to regulate collecting
sales tax for the different boroughs and municipalities. They would be discussing what definitions would be
accepted by the state and ensuring that they coincide with the borough. The Kenai Peninsula Borough was the
largest sales tax collector in the state. Northern Economics was the contractor that won the state contract to
analyze the Alaska Marine Highway System to identify deficiencies. She stated she had been in contact with them
and passed on the information gathered at the public meetings in regards to the ferry including that they could not
endure a long-term loss of the ferry and needed at least one ferry a week. There would be a follow up interview in
September. She submitted the public safety contract and requested more of a public safety contribution. Friday
would be the Kenai Peninsula Borough All City Manager meeting; they discuss ways each community was
approaching issues so that they could continue to have a united front. There was a bed tax session and an online
sales tax session with the Kenai Peninsula Borough the following day. Elaina Spraker with Senator Dan
Sullivan’s office would be visiting June 19th. They would visit Port Graham and Nanwalek during the day and
then be back to Seldovia for the evening. She stated that she would be discussing cell phone towers with them as
the number one issue. She had been discussing back in forth with Vertical Bridge about getting the service that
Seldovia deserved. The meeting with the Senator’s Office was a good opportunity to be heard. KPEDD was
working to redo their website and would profile all of the first class municipalies on the peninsula with a tab for
each community that would include population, school size, growth, etc., and the another tab about things that
were interesting about Seldovia and may be attractive, like low crime rate, a slower pace, or things that the
community values. They were still working on updating the Commercial Marine Zone, they just got through the
budget and were back on track for a work session.
LETHIN- Inquired about what was happening with Kenai Peninsula Economic Development District (KPEDD)
and discussed that the chamber made a whole list of things great about Seldovia that the city could use. He was at
the RV Park recently and it needed mowed, he suggested that the City buy a piece of equipment for mowing out
of the funds received from the auction.
MAYOR LENT- Inquired about the zoning being updated.
3. Chief of Police Report: See Laydown as written.
CHIEF CUSHMAN- Presented the written report and included that things were picking up. He hung door hangers
on a lot of houses for bear awareness. So far there had been no complaints of bears in town. He asked the city
council members and city staff, to practice good housekeeping, take a good look at vehicles and property to make
sure a good example was set for the community.
LAUREL HILTS, resident- Thanked Chief Cushman and the city for participating in the Summer Kick-off.

everyone.

ORDINANCE 19-13
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SELDOVIA, ALASKA,
AMENDING CHAPTER 2.32 ELECTIONS, SECTIONS 2.32.060 CANDIDACY
ELIGIBILTY AND DECLARATION, 02.32.066 BALLOTS--DISTRIBUTION, AND
2.32.150 ABSENTEE VOTING
WHEREAS, it is prudent of the City of Seldovia to align candidacy eligibility and declaration,
ballot distribution, and absentee voting timelines with the Kenai Peninsula Borough to facilitate
future election efficiency for the City of Seldovia and the Kenai Peninsula Borough.
SECTION 1. CLASSIFICATION: This ordinance is permanent in nature and shall become a
part of the Municipal Code of the City of Seldovia.
SECTION 2: SEVERABILITY: If any provision of this ordinance or any application thereof to
any person or circumstances is held invalid, the remainder of this ordinance and the application
to another person or circumstances shall not be affected thereby.
SECTION 3. ENACTMENT: AMENDING SECTIONS 2.32.060 CANDIDACY
ELIGIBILTY AND DECLARATION, 02.32.066 BALLOTS DISTRIBUTION, AND 2.32.150
ABSENTEE VOTING BY REMOVING LANGUAGE IN STRIKEOUT AND ADDING
LANGUAGE IN HIGHLIGHT TO READ AS FOLLOWS:
2.32.060 Candidacy eligibility and declaration. A. A person is eligible to
hold office who has met the requirements of 2.04.010(b) or 2.08.010(c)
B. A candidate for election to the office of City Council member or the
office of Mayor must file a Declaration of Candidacy in the office of City Clerk no
sooner than fifty days preceding the date of election, and no later than thirty days
immediately preceding the election. Notice shall be published by the City Clerk. A
person declares candidacy for an elective City office by filing a declaration of
candidacy with the City Clerk on or after August 1st and not later than 4:30 p.m.
August 15th; provided, that if August 15th is a Saturday or Sunday, a declaration of
candidacy may be filed no later than 4:30 p.m. on the following Monday.
C. Form of the Declaration of Candidacy shall be as follows:
"I,___ , declare that I reside at , in the City of Seldovia, Alaska; that I am a
resident of the State of Alaska; that I am a citizen of the United States of America;
and that I am a qualified voter of the City of Seldovia, Alaska. I declare myself a

D. There is nothing in this provision to indicate that write-in candidates
will not be accepted on the ballot. (Ord.87-5 Sec. 3, 1987)
2.32.065 Ballots—Forms. A. Ballots shall be prepared in the manner
prescribed for State elections, insofar as such requirements are applicable to
nonpartisan elections.
B. City of Seldovia ballots shall be numbered in series. At the top of the
ballot shall be printed the words: "Official Ballot of the City of Seldovia, Alaska," the
date of the election, and whether it is a regular or special election.
C. All candidates for the same office shall be shown on one ballot. The
title of each office to be filled shall be followed by the printed names of all
candidates for that office and the provision shall be made for write-ins equal in
number to the positions to be filled, except there shall be no provision made for
write-ins on a runoff election ballot. The names of candidates shall be printed as
they appear upon the candidacy declaration forms except that any honorary or
assumed title or prefix shall be omitted, but may include in the candidate's name
any nickname or familiar form of a proper name of the candidate. The words "Vote
for not more than ", with the appropriate number replacing the blank, shall be
placed before the lists of candidates for each office. Ballots shall be numbered
consecutively and candidate names shall be listed in the order that candidacy
declarations are filed.
D. Following the offices and candidates, there shall be placed on the
ballot or on separate ballots as the Clerk may determine, all propositions or
questions to be voted on. The words "YES" and "NO" shall be placed below the
statement of each proposition or question. The Clerk shall determine the number of
ballots to be used to present all offices, propositions and questions to the qualified
voter.
E. The Clerk shall have printed and available at each polling place on Election Day and in the Clerk's office preceding the election, the sample ballots on tinted paper for each election. Instructions to voters may be printed on the back of the sample ballot.
F. If the Election Board receives an insufficient number of official ballots,
it shall provide and the voters may use a substitute ballot. The Election Board shall
certify the facts that prevented the use of the official ballots and materials and shall
include the certificate in the election returns. (Ord. 05-01)

2.32.066 Ballots—Distribution. A. The Clerk shall have the official ballots
in his possession at least 25 15 days before each regular election or seven 10 days
before each special election. At that time, the ballots may be inspected by any
candidate whose name is on the ballot, or his authorized agent, and any mistake
discovered shall be corrected immediately.
B. The ballots shall be delivered in a separate sealed package, with the
number of ballots enclosed clearly marked on the outside of the package. A receipt
shall be signed by the Election Chair; the receipt to be preserved with other records
of election. (Ord. 05-01; Ord. 10-02 Sec 2, 2009; Ord. 17-01)
2.32.070 Voter qualifications. A person may vote in an election who:
1. Is a citizen of the United States;
2. Is at least eighteen years of age;
3. Has resided within the municipality the thirty days prior to the
election;
4. Is a registered voter with the State of Alaska;
5. If convicted of a felony, has had his/her civil rights restored;
6. Has completed a voter registration card with the State of Alaska thirty
days prior to an election. (Ord. 72-2 Sec. 7, 1972)
2.32.080 Election judges selected. A. Three election judges shall
comprise the election board. Election judges shall be appointed by the City Council
by resolution at least thirty days before the election for which they are to serve.
The City Clerk or such other person as the Council may designate shall notify each
judge of his appointment by forthwith transmitting to him a copy of the resolution
of appointment.
B. A clerk or clerks or judge/alternate(s) of election may be appointed in
a similar manner by the Council to assist the election judges with the election.
Clerks are not members of the election board. Judge/alternate(s) may be called
upon to be a member of the election board in the event that a judge does not
appear or become incapacitated during the Election Day. Judge/alternate(s)
become a board member upon taking the oath required of a judge. This oath may
be issued by an election judge or City Clerk.
C. Appointees shall accept their appointments in writing at least ten days before the election for which they are to serve. This acceptance shall be substantially in the following form:
"I hereby certify that I am a qualified voter of the City of Seldovia and do
hereby accept appointment as election judge (or clerk, or judge/alternate) as
set forth in Resolution adopted by the City Council on____ , 20____ ." (Ord.
72-2 Sec. 8, 1972)

2.32.090 Election judges and clerks--Oath. On election day, or earlier,
and before entering on their duties, the election judges and clerks, if any, shall
execute an oath of office in the following form:
"I,_____ , being duly sworn on oath, do solemnly swear, THAT I am qualified
voter residing in the City of Seldovia, THAT I will support and defend the
Constitution and laws of the United States of America and the laws of the
State of Alaska, and that I honestly, faithfully, promptly and impartially
perform the duties of judge (or clerk), as may be required for the
election,____,20___, in and for the said City of Seldovia, Alaska, so help me
God.

2.32.100 Election board--Organization and duties. A. If any appointed
judge or clerk fails to appear or becomes incapacitated during the time of the
election or canvass, a judge/alternate shall be selected by the remaining board
members or City Clerk to fill the vacancy. The newly selected judge will take the
oath of judge before taking office.
B. On the day of election before eight in the morning, or earlier, the City
Clerk shall supply to the election board the following:
1. One ballot box with lock and key;
2. One register;
3. The official ballots, numbered serially from one, in an amount to
meet the needs of the election;
4. Any administrative supplies necessary for efficient conduct of the
election.
C. The decision of the majority of judges shall determine the action that
the election board shall take regarding any questions that arise during the course of
the election.
D. The two judges other than the chairman of the election board are
authorized to perform the duties of election clerks wherever required. (Ord. 72-2
Sec. 10, 1972; Ord. 1002 Sec 2, 2009)
2.32.110 Conduct of election and polls. A. During the hours that the polls
are open the election judges shall insure that:
1. No person who is in the polling place or within two
hundred feet of any entrance thereto attempt to persuade any person
to vote for or against any candidate, proposition or question;

2. No person solicits any person in the polling place or in the
line waiting to vote for any purpose whatsoever;
3. No sign or other advertising device for or against any
candidate, proposition or question is within two hundred feet of any
entrance to the polling place.
B. On the day and hour of election, the election board shall announce
that the polls are open and receive voters;
C. The members of the election board shall keep an original register in
which each voter, before receiving his ballot, shall sign his name and give both his
residence and mailing address. The signing of the register constitutes a declaration
by the voter that he is qualified to vote;
D. Each member of the election board shall challenge, and any watcher or
other person qualified to vote in the City, may challenge any person attempting to
vote if the challenger has good reason to suspect that the challenged person is not
qualified to vote. A challenge shall be based upon a discrepancy as to those
qualifications listed in Section 2.32.070. Any challenged person, before voting, shall
subscribe to an oath and affidavit in the following form:
"I, the undersigned, do solemnly affirm that I am at least eighteen
years old, a United States citizen, an actual bona fide resident of
Alaska, and have been such resident for seventy-five days
immediately preceding this election, have been a resident of the City
of Seldovia for thirty days immediately preceding this election, am
now a resident of the City of Seldovia at this election, have not
previously voted in this election, and that I am fully qualified in
accordance with qualifications set forth in the Notice of Election to vote
at this election within the City of Seldovia held this day of____,
20____ .

E. After the challenged person has taken the oath and signed the affidavit
the person may vote. If the challenged person refuses to take the oath and sign the
affidavit, the person may not vote.
F. Any judge may administer to a voter any oath necessary in the
administration of the election. (Ord. 72-2 Sec. 11, 1972; Ord 10-02 Sec 2, 2009)
2.32.120 Balloting. A. When the voter has qualified to vote, the election
judge shall give him an official ballot. The voter shall retire to a booth or screen to
mark the ballot.

B. If any voter improperly marks or damages a ballot, the voter may
request and the election board shall provide him with another ballot, with a
maximum of three, and the board shall retain the improperly marked ballot.
C. The voter shall mark the ballot only by placing an "X" in the square
opposite his/her choice; cross marks, checks or plus signs are to be considered the
same as an "X" and are valid; a mark that is substantially in the square or touching
it and no other is valid. A write-in choice is valid only if the name of the person
chosen is written in and the opposite square is marked. If more choices are marked
than are persons or questions to be elected, that race or proposition is invalid.
D. No ballot may be exhibited by any voter to anyone in the polling place,
discussed with anyone, taken from the polling place, or marked or folded in any
way which would identify it, and no judge shall in any way handle a ballot in such
manner as would permit its identification. However, a qualified voter, who is
incapable of marking his ballot, may be assisted by an election judge, or other
person of his choice, provided such other person shall first take an oath not to
attempt to influence the voter assisted or to divulge the vote cast.
E. Fifteen minutes before and at the time of closing the polls, the Election
Board shall announce the present time and the time of closing the polls, every
qualified voter present and in line at the time of closing the polls may vote. (Ord.
72-2 Sec. 12, 1972; Ord 10-02 Sec 2, 2009)
2.32.130 Counting and disposition of ballots. A. When the polls are
closed and the last vote has been cast, the Election Board shall immediately
proceed to open the ballot boxes and to count and canvass the vote.
B. The Election Board shall first reconcile the ballots and voters as in the
following example:

Ballots to account for: 400*
*These totals should agree
Such reconciliation shall be on the ballot reconciliation form.
C. The election board shall then open the ballot box and first proceed as
follows:
1. Count the ballots.
2. If the numbers agree with number of "Persons voted
(from count of register of persons checked off as actually voting)," the
board proceeds as set forth in the following instructions; if there is a

discrepancy, the board re-checks the reconciliation to cure the
discrepancy.
D. The count of votes on the ballots shall be made as follows:
1. The names of the candidates shall be written on a blank
page.
2. The judges shall designate one of the election judges to
read aloud slowly the votes shown on each ballot. Before reading the
votes, if there appears to be reasonable cause to question the validity
of a ballot, race or proposition the reading judge shall check the ballot
and if the election board finds the ballot, race or proposition to be
invalid, it shall be set aside and not be counted. Write in votes will be
counted.
3. As each vote is read out, the tallying judges, shall tally
the votes on their tally sheets.
4. The tallies shall be totaled. If there is a discrepancy
between the two tallies, a recount will be made, with the other judge
reading out the votes in order to cure the discrepancy.
E. When the vote count and tally of votes has been completed, the
Election Board shall make a certificate of results in duplicate; such certificate shall
be substantially in the following form and shall be signed by all judged.
"We, the undersigned, judges of election of the City of Seldovia in the
election of held _____, 20__ do solemnly affirm that the results of the said election
are as follows:

F. The same general procedures as outlined above for recording and
counting ballots for candidates shall apply for votes on propositions or questions
voted on at the election.
G. On completion of the above certificate, the judges shall then assemble
the following material, with each item clearly identified:
1. The oaths of the judges;
2. The certification of election results;
3. All valid voted ballots;
4. All tabs from voted ballots;
5. The stubs of all used ballot packets plus the last partially-
used ballot packet with the unused ballots attached be defaced by
tearing;
6. Affirmation by challenged voters;
7. The registration book;

8. Signed statements by the judges concerning challenged
persons which did not result in affirmation by the challenged persons
and concerning incidents occurring during the voting.
H. The City Clerk shall be present when the election material specified in
the foregoing item of subsection G above has been assembled and shall take note
of the placing of the material in a large envelope or in a package, by the election
judges. The judges shall then sign their names on the envelope or package, seal it,
and deliver it into the hands of the City Clerk who shall forthwith insure that it is
placed in the City Hall safe. (Ord. 72-2 Sec. 13, 1972; Ord. 10-02 Sec 2, 2009)
2.32.140 Disposition of challenged ballots. A. A challenged voter shall
vote his ballot in the same manner as prescribed for other voters. After voting, the
challenged voter shall insert the ballot into a small blank envelope, seal it and put
the envelope into a larger envelope in which the oath and affidavit, previously
signed are contained. This envelope shall be sealed and deposited in the ballot box
along with the attached statement of asserted invalidity.
B. These challenged ballots will be examined by the City Clerk prior to the
time of counting the absentee ballots, to determine the validity of the ballots. Those
ballots found to be valid will be tallied with the absentee ballots in accordance with
Seldovia City Code sections 2.32.130 and 2.32.150.
C. A person who frivolously, maliciously or in bad faith challenges a voter
is guilty of a misdemeanor and upon conviction shall be imprisoned for not more
than thirty days or fined not more than one hundred dollars or both. (Ord. 72-2
Sec. 14, 1972; Ord 10-02 Sec 2, 2009)
2.32.150 Absentee voting. A. A qualified voter may vote absentee:
1. If he believes he will be unavoidable absent from the City on
election day, whether inside or outside the state; or
2. If he will be unable to be present at the pools because of
physical disability; or
3. If he believes he will be unable to be present at the polls
because of the physical inaccessibility of the polling place causing undue
travel expense, hardship or hazard to the voter.
B. Any qualified voter wishing to apply for an absentee ballot in person
may do so no sooner than twenty days prior to the Election Day any day after the
ballots are prepared and available, but not on Election Day.
C. Anyone wishing to apply for an absentee ballot by letter may do so no
sooner than twenty days prior to the election and not later than five in the
afternoon 8 days preceding the election. The application by letter must contain the
voter's name, a statement that he is a qualified voter of the City of Seldovia, his
address where the absentee ballot is to be sent and his local residence address.

D. A person may apply for an absentee ballot through a personal
representative who must supply an application in the voter's behalf containing the
same information as if the application had been made through a letter.
E. The City Clerk shall be responsible for:
1. Issuing ballots and envelopes for absentee voting and for
keeping a complete record of ballots issued;
2. For receiving and safeguarding absentee ballot envelopes
received from absentee voters and for keeping a complete record of these;
3. Providing absentee voters with double envelopes and with
necessary information concerning voting.
F. The absentee voter shall seal his voted ballot in an unmarked envelope
and fasten the numbered tab to the outside of the envelope. This envelope shall
then be sealed in an envelope containing a certification on the back in substantially
the form used for the State of Alaska general elections, except that the requirement
of thirty-day residence shall be included.
G. All absentee ballots must be postmarked no later than five in the
afternoon of the day of the election and received no later than five in the afternoon
of the Monday immediately following the election.
H. Disposition of absentee ballots will be in accordance with Seldovia City
Code Section 2.32.160.
I. The City Clerk may challenge an absentee voter if he has good reason
to suspect that the person attempting to vote is not a qualified voter. Challenged
and the disposition of challenged absentee ballots shall be handled in the same
manner as a challenged ballot as prescribed in Seldovia City Code Section

SECTION 4. EFFECTIVE DATE. This ordinance becomes effective upon its adoption by the

AMENDING CHAPTER 10.16 PARKING LOT REGULATIONS, SECTIONS 10.16.030
THIRTY DAY PARKING, AND 10.16.040 LONG TERM PARKING
SECTION 1. CLASSIFICATION: This ordinance is permanent in nature and shall become a
part of the Municipal Code of the City of Seldovia.
SECTION 2: SEVERABILITY: If any provision of this ordinance or any application thereof to
any person or circumstances is held invalid, the remainder of this ordinance and the application
to another person or circumstances shall not be affected thereby.
SECTION 3. ENACTMENT: AMENDING SECTIONS 10.16.030 THIRTY DAY PARKING,
AND 10.16.040 LONG TERM PARKING BY REMOVING LANGUAGE IN STRIKEOUT
AND ADDING LANGUAGE IN HIGHLIGHT TO READ AS FOLLOWS:
10.16.030 Thirty Day Parking. Lots 5 & 6, Block 10 Urban Renewal area
shall be designated "Thirty Day Parking". Economic Development may be
considered on Lots 5 & 6, Block 10 Urban Renewal so long as the designated “Thirty
Day Parking” remains the primary purpose and majority use of the lots. Persons
utilizing this area shall register with the Harbormaster prior to parking. There shall
be no overnight parking for any of the following: camper, motor home, or travel
trailer parking, boat trailers, vans, or any other type of commercial vehicle in this
area. (Ord. 90-08A; Ord. 97-01; Ord. 99-02)
10.16.040 Long Term Parking. Lots 3, 4 & 5, Block 2 urban renewal area
shall be designated "Long Term Parking". A fee of twenty dollars ($20) a month for
each Each space utilized will be charged a fee established by the Seldovia Fee
Schedule. Persons utilizing this area shall register and pay fees at the City Office

Office sharing is a concept that allows companies who own or manage an office, that have redundant office space to share or rent the workstations or self-contained units to smaller companies looking for flexible workspace. This creates revenue for the company that runs the office, and provides a cheap, flexible alternative for companies looking for an office outside of their home. The main benefit of sharing an office is that it provides a more dynamic environment for both companies involved and access to new markets.
• There are approximately over 35,000 flexible workspaces in the entire world, which represents 521 million square feet of flexible space.
• The global market value of flexible workspaces is estimated at an approximate $26 billion.
• Up until 2022, the number of coworking spaces is expected to grow at an annual rate of 6% in the U.S. and 13% elsewhere.
• The amount of coworking space leased and its share of total office space rose by almost half in only 18 months, from the end of 2016 through mid-2018.
• In 2018, the number of coworking spaces rose 16% in the U.S. and 36% outside the U. S.

Tablets Policy (including iPads and similar devices) –City Council
1. Purpose. The City of Seldovia recognizes the benefits of utilizing digital communication and
information, and supports the utilization of Tablets by the City Council. Users of the Tablet
(including iPads) acknowledge, understand, and respect the underlying Tablet, Internet, and usage
philosophy that forms the basis of this policy.
2. Receipt of Tablet. The City Clerk will issue Tablets (which may be iPads) that include
appropriate applications for use relating to city business. Once issued, the Tablets will serve as
the sole source of council meeting packets, and paper packets will be provided on a case by case
basis.
3. Service of Tablet. The City Clerk will handle all repairs of software issues that may arise on the
Tablets. DO NOT void the warranty of the Tablet by unauthorized repairs.
4. Care of Tablet. Users are responsible for the general care of the Tablet that they have been issued
by the City. Tablets must remain free of any writing, drawing, stickers or labels that are not the
property of the City. Only a clean, soft cloth should be used to clean the screen.
5. Software on Tablet. The software and applications installed by the City must remain on the
Tablet in usable condition and be readily accessible at all times. From time to time, the City may
add or upgrade software applications such that users may be required to check in their Tablets
with the City Clerk for periodic updates and syncing. In the event it becomes necessary to restore
a Tablet to its original condition, the City will not be held responsible for the loss of any software
or documents deleted due to a re-format and re-image. Any software, email messages, or files
downloaded via the Internet into the City systems become the property of the City and may only
be used in ways that are consistent with applicable licenses, trademarks, or copyrights.
Files from sources that a user may have any reason to believe may be untrustworthy shall not be
downloaded, nor shall files attached to email transmissions be opened and read unless the user has
knowledge that they originate from a trustworthy source. Downloaded files and attachments may
contain viruses or hostile applications that could damage the City’s information systems. Users
will be held accountable for any breaches of security caused by files obtained for non- city
business purposes.
6. Passcode Protection. Users of city issued Tablets shall protect the information on the device
from others by establishing a passcode for access to the device. The passcode and any
amendments to the passcode shall be filed with the clerk.
7. Life of the Tablet. The technological life of the Tablets might not exceed three years; therefore,
the Tablets will be assessed every three years and, if necessary, the City will purchase upgraded
devices through the budgeting process.
8. WARNING – NO PRIVACY. Communications made via City-issued devices are subject to
disclosure under the Open Records Act or for litigation purposes unless a privilege or exception
exists that justifies withholding the information.
9. Audits. All Tablets are subject to audit by the City Clerk. If contacted by the City Clerk, users
have three days to provide their Tablet to the City Clerk. Typically, the clerk will return the Tablet
to the user

within five business days. Upon notice to provide the Tablet to the clerk, the user shall not delete
or otherwise tamper with any communications or contents on the Tablet.
10. Representations. In advocating, advancing, or expressing any individual religious, political, or
personal views or opinions, users must not misrepresent their statements as official City policy
unless authorized to do so.
11. Email Usage for City Business. For the purposes of activity related to City business, the user
shall conduct all email communication through their assigned City email account. All emails on
the City email account are archived and retained by the City. This account shall be synced to the
user’s individual Tablet. Personal email accounts are allowed to be synced to the Tablet as well,
but all City-related business must be conducted through the City email address or copied to the
City email address if the user’s personal email account is used.
12. Acceptable Use. The Tablet, Internet and email access provided are tools for conducting City
business. Thus, City use of such tools will be primarily for City business related purposes; i.e., to
review City Council agenda materials, or obtain useful information for City-related business
communications as appropriate. All of the City’s computer systems, including the Tablet, are
considered to be public property. Tablet, Internet, and email activities will be traceable to the
City and will impact the reputation of the City. City- issued Tablets shall not be used to send or
knowingly download any vulgar, discriminatory, or pornographic content. Users shall refrain
from making any false or defamatory statements in any Internet forum or from committing any
other acts that could expose the City to liability.
13. City-issued Tablets are not to be used for operation of a business for personal gain, sending chain
letters, or any other purpose that interferes with normal city business activities. Users shall not
use municipally issued Tablets for any illegal activity.
14. Except in an emergency, users shall not use email, instant messaging, text messaging, or similar
forms of electronic communications at any time during a meeting of the City Council. Users shall
not use the Tablet in any way as to violate the Open Meetings Act requirements of the State of
Alaska.
15. Tablet users are allowed to have music and install applications on their Tablet; however, the
items downloaded and synced to the Tablet must be in compliance with Federal copyright laws
and shall be acquired at the expense of the user. All applications used in the course of business-
related activities shall be secured in conjunction with the City Clerk.
16. User Responsibility. It is the responsibility of the user to ensure the City-provided Tablet is kept
in a reasonable and safe condition. Users should be vigilant concerning the whereabouts of their
Tablets. In the event a Tablet is accidentally lost or damaged, or is stolen, responsibility for
replacement shall be as follows:
The user shall be entirely responsible for repair or replacement costs and shall replace the unit
within two weeks of the equipment loss.
Tablets that are damaged or destroyed through intentional misuse must be repaired or
replaced at the user’s expense.
17. Return of the Tablet. Users shall return their Tablet to the City Clerk when the individual’s term
and service as Council Member has ended. Upon return of the Tablet to the City and following
the preparation of any appropriate backup files, the Tablet will be wiped clean of any and all
information.
18. Compliance with Policy. The City reserves the right to inspect any and all files stored on Tablets27
that are the property of the City in order to ensure compliance with this policy. Users do not have
any personal privacy right in any matter created, received, stored in, or sent from any City-issued
Tablet, and the City Clerk is hereby authorized to institute appropriate practices and procedures to
ensure compliance with this policy. Any violation of this policy may result in discipline as
deemed appropriate by the balance of the City Council.
19. The City may amend, modify or wholly discontinue the use of Tablets and this policy at any time
in the sole discretion of the City.
I hereby certify that I have received a written copy of the City Council Tablet policy. I have read and fully
understand the terms of this policy. I acknowledge the importance to the public and the City of my
complying with all of the requirements of this policy and I agree to comply with all of the terms,
conditions and requirements set out in this policy.

I've had this iPad for just a few weeks but I love it. It arrived brand new in original packaging with allthe standard accessories. I bought the iPad for the sole purpose of using it to start getting into digitalart. When I say sole purpose, I mean I only use this iPad for ProCreate. I never have the internet on oruse it for videos since I use my MacAir or iPhone for those things. I purchased the Apple Pencil and itworks wonderfully on this iPad. For anyone who is interested in this more budget iPad for digital artor taking notes, I would recommend it.
I bought a case for the iPad and it isn't as light as you might think. It has some weight to it. So if youare someone who really needs a REALLY lightweight tablet, this might not be great.
The battery life so far is amazing. But, like I said before I don't have the internet on or any other app
