A Regular Meeting of the Council of the City of Manassas, Virginia was held in Council Chambers, City Hall, on the above date with the following present on roll call: Mayor Harry J. Parrish II, Vice Mayor Ken D. Elston, Council Members Michelle Davis-Younger, Theresa Coates Ellis, Ian T. Lovejoy, Pamela J. Sebesky, and Mark D. Wolfe; City Manager W. Patrick Pate, Deputy City Manager Bryan Foster, City Clerk Lee Ann Henderson, Deputy City Clerk Cheryl Santos, Paralegal Rose Spring, Fire and Rescue Chief Robert L. Clemons, Jr., and Communications Manager Patty Prince.

Mayor Parrish called the meeting to order at 5:31 p.m., delivered the invocation, and led those present in the Pledge of Allegiance.

COUNCIL TIME

Vice Mayor Elston wished everyone a happy Fourth of July and cautioned everyone to be careful with explosive things. He thanked the volunteers for the Fire and Rescue and Police Camps. He stated that it is a wonderful experience for the students and good experience for the public safety folks. He acknowledged the Skills USA team from Osbourne High who are the State Champions. He stated that Sandra Hind, an Osbourne teacher, and Detective Petty coached the team in the National Competition. He stated they left today for the National Competition in Louisville, KY.

Council Member Wolfe had no comments.

Council Member Lovejoy had no comments.

Council Member Sebesky updated Council on the Transportation Planning Board (TPB) meeting. She stated that the Nice Bridge that connects Newberg, Maryland with Dalhgren, Virginia, will be replaced with a four-lane bridge with bicycle/pedestrian lanes. She stated that they are planning this bridge to last for a 100 years. She stated that there was a lot of discussion on planned growth for the area over the next 100 years. She stated several people spoke at Citizen’s Time encouraging the TPB to spend the extra money to protect the bicycle/pedestrian lanes with barriers. She stated that another topic of discussion was how to make payment for mass transit more accessible to people, particularly those in lower income levels. She stated there have been a lot of issues with Virginia Railway Express (VRE) lately and they are working on increased communication with their riders. She stated the Commissioners are working on a Public Input form to allow the public to contact the Commissioners. She encouraged everyone to attend the Comprehensive Plan work session with the Planning Commission on Wednesday. She urged everyone to be safe with fireworks during the Independence Day celebrations.

Council Member Davis-Younger stated she attended the Wine and Jazz Festival as a volunteer on June 15. She stated there was a ton of people attending and thanked HMI for putting on a great event. She stated that Old Town Business Association is a great organization that meets on the second Wednesday of the month and it is a great time for small businesses to get connected with other businesses and find out what is available to them. She mentioned that Ron King will be retiring as the head of Social Services and stated that everyone is appreciative of his work with the City and its citizens. She reminded everyone that they are still collecting for the fund for the Jennie Dean Memorial. She stated that effective July 1, 2019, Virginia will prohibit courts from suspending driving privileges solely for failure to pay court fines and costs. She stated that includes those who have had their privileges revoked in the past. She stated this will not negate the costs or fines, but citizens will still have the ability to drive to their jobs so they can pay the court fines.

Council Member Ellis stated that she has had a busy few weeks with her grandchildren in town, which gave her the opportunity to try out some new things in Manassas including Manassas Clay and the vertical rock climbing wall. She stated that their favorite thing was going to Jitterbugs to get ice cream. She stated that the Historic Manassas website works great for the community. She reminded everyone that work has begun on the Tru Hotel at the Landing at Cannon Branch. She stated she is on the Economic Development Commission and they will be starting some strategic planning open to the public soon. She recognized the Bull Run Rotary Club for their 50 years of service to the City.

MAYOR TIME

Mayor Parrish stated that Council Members have gotten invitations for the Tru Hotel groundbreaking on July 9, which will be near the Airport. He related that Leidos, which is up to 140 employees, is excited to have a Tru hotel near the airport. He announced that the Community Risk Reduction Free Smoke Alarm Initiative offers a free smoke alarm to citizens if they contact the Fire Administration.

Mayor Parrish noted that Council will take up two items with regards to Vice Mayor Elston’s resignation – a writ of special election to fill the seat, and an interim appointment. He announced that he attended the most recent meeting of the NVTA and updated the Council on the Manassas/Rt. 28 project. He stated that the Rt. 28/Manassas Bypass study should be finalizing the project study and additional funds have been approved as part of the VDOT Six Year Plan. He stated the plan has to go through the Army Corps of Engineers, VDOT, the Federal Highway Administration and the EPA.

STAFF REPORTS

City Manager, W. Patrick Pate, called on Debbie Haight of Historic Manassas to explain the ABC permitting for festivals and events. Ms. Haight stated that the previous license allowed on-premise licensees to serve alcoholic beverages to customers in a paper or plastic cup and the customers can take them off premises within the town center property. She stated the newest license is a local special events license that allows downtown Manassas restaurants to sell beverages to be consumed within the designated downtown area.

Mr. Pate reported on the following:

This Wednesday evening from 7-9 p.m. join the Parks, Culture & Recreation team to learn about the progress the Planning Commission has made on the Comprehensive Plan Update. The City is seeking feedback on this report.

Congratulations to Loveless Porter Architects on the wonderful renovations they have done to their new building on Center Street. And, welcome to the City Skintuition located on Mosby Street and Weinegar’s Sweets and Treats on Center Street.

Welcome to Celebrate America here in our Historic Downtown on the Fourth of July. And, during the weekend of the fourth, GMBL will be hosting the girls 8U, 10U, and 12U Babe Ruth softball state tournament, and 12U boys Babe Ruth baseball state tournament, so you might see some softball and baseball in the City.

2.1 Interim Council Appointment Process

COUNCIL MEMBER WOLFE MOVED to direct the Staff to move forward with the City Council

Interim Appointment Process. Seconded by Council Member Sebesky. Council Members Wolfe and Sebesky suggested additional language to allow a second night of applicant review on July 26 and language regarding the expectations of a potential Council Member including attendance at Council Meetings and committee meetings. The amendments were accepted. Roll Call vote: AYES – Davis-Younger, Ellis, Elston, Lovejoy, Sebesky and Wolfe. MOTION CARRIED.

3. AUTHORIZATION OF A CLOSED MEETING3.1 Authorize a Closed Meeting

VICE MAYOR ELSTON MOVED that the City Council convene in a closed meeting to discuss the following as permitted by Virginia Code §2.2‐3711 (A) (1) and (3) appointments to Boards, Committtees, and Commissions and acqusiition of real property. Seconded by CouncilMember Sebesky. Roll call vote: AYES – Davis-Younger, Ellis, Elston, Lovejoy, Sebesky, and Wolfe. MOTION CARRIED.

4. CERTIFICATION OF A CLOSED MEETING4.1 Certify a Closed Meeting

VICE MAYOR ELSTON MOVED that Council certify that, in the closed meeting justconcluded, nothing was discussed except the matter (1) specifically identified in the motion toconvene in a closed meeting and (2) lawfully permitted to be discussed under the provisions ofthe Virginia Freedom of Information act cited in that motion. 6. CITIZEN’S TIME - 7:30 p.m.

Mike Freeland, City resident, thanked Vice Mayor Elston for his service. He addressed the proposed move to the DMV building and expressed concern that it has not been thought out fully and citizen input has been considered.

Robert Bebber, City resident, stated that there is not sufficient walkways for pedestrians and bicyclists to travel around Manassas and Manassas Park. He also proposed an increase in public transit options for people to move from place to place.

Tom Osina, City resident, stated he did not feel that the Grant Avenue Streetscape information meeting was not well publicized and he suggested that the next update should be better publicized and also communicated in Spanish. He further addressed the moving of more publicly oriented departments to the old DMV building. He stated it would be good to get input from citizens regarding the move. He thanked Council for his appointment to the Towing Ordinance Advisory Board and the Solid Waste Committee. He thanked Vice Mayor Elston for the impact that he has had on the City for the past few years.

Harriet Carter, City resident, thanked Council for her appointment to the Beautification Committee. She thanked Vice Mayor Elston for his wonderful work for the city.

Use of federal funds will offset the need to use NVTA or local funding.

SECOND: Resolution #R-2020-01

RE: APPLICATION FOR FISCAL YEAR 2019 BETTER UTILIZING INVESTMENTS TO LEVERAGE DEVELOPMENT (BUILD) TRANSPORTATION GRANTS PROGRAM

WHEREAS, as a major gateway into the City, there is tremendous need for redevelopment and enhancement of the Mathis Corridor; and

WHEREAS, revitalization of the aging corridor is a Council priority; and

WHEREAS, $900 million in funding is available through the Department of Transportation for the BUILD transportation grant program for capital investments in surface transportation and infrastructure for projects that will have local and regional significance; and

WHEREAS, as part of the City’s revitalization efforts for the Mathis Corridor, the City intends to seek funding in the amount of $7,449,600; and

WHEREAS, this application includes the reconstruction of a section of the Mathis Avenue from Sudley Road to Liberia Avenue (T-86) to the City’s updated streetscape standards, bringing wider sidewalks, safer pedestrian crossings, and green medians that double as pedestrian crossing refuges. These improvements will serve to enhance the pedestrian experience along the Mathis Corridor, stimulating adjacent commercial and residential activity as well as improving pedestrian connectivity between the corridor and Historic Downtown Manassas; and

WHEREAS, this application also includes a roundabout which will be an innovative redesign of the Sudley Road and Route 28 intersection (T-85), a known bottleneck intersection along the Route 28 corridor. Route 28 is a major regional north-south corridor that provides direct access between two airports; four counties; and major US, state, and local roadways such as I-66 and Routes 7, 50, 234, and 267. The roundabout will reduce congestion and delay for nearly 50,000 travelers daily and will serve as a gateway to the Historic Downtown and the Mathis Corridor; and

WHEREAS, the Manassas City Council approved those two projects as part of the FY 2020 Five-Year Capital Improvement Program adopted on May 13, 2019 via Resolution #2019-55; and

WHEREAS, the City of Manassas is requesting 80% of the total project costs per the grant requirements and the City will be responsible to fund the remaining 20% of the project costs using local funds.
