SFABs in MDO

All Phases- Advise, Liaise, support and assess with and for joint,

interagency and mission partners impacting persistent presence, access and mission partner influence

- Build and develop, access and influence, and leverage key internal and external relationships-facilitate force projection, and other MDO assets

- Communicate across strategic distances and offer joint forces interagency and mission partners context prior to employment

- Assess infrastructure and key nodes with host national personnel

Desired Capabilities

Full Motion Video (FMV):

• Advising teams currently lack the capability to view video down links across multiple waveforms and frequency bands when operating independently. This limits teams’ ability to provide themselves and the Foreign Security Force (FSF) with real time situational awareness during AASL operations even when ISR/aerial platforms are in direct support of the team. This increases the risk of a degraded COP between advisors and their partner force and further ties the advisor team to the SQDN/BN command post.

Current Capability• 36x pDDL (Pocket RVT) allows teams to view PUMA, Raven, Instant Eye, Aerosande, Raid Tower

(M band, SUAS DDL)• 2x OSRVT in BN S3 sections. Allows user to view all waveforms and frequency bands w/ Type 1

encryption, portable, not necessarily dismountable.

Desired Capability• Dismountable device able to receive all waveforms and frequency bands with Type 1 encryption and

display through EUD.

Desired Capabilities

Expeditionary Power Generation:

• Advisor teams require a flexible, expeditionary, modular, and scalable power architecture and management system. The power management system is comprised of a common set of components that can be tailored or scaled to meet specific mission requirements, while hybridizing various power sources (wind, photovoltaic, vehicular, fuel cells, grid, generator, etc) to provide continuous sine-wave AC and regulated DC power to a load. This system is imperative for regulating unreliable and inconsistent shore power, yet mobile enough to operate in austerity to significantly reduce the element’s logistical support requirements.

Current Capability• Currently the only small unit power generation is the 1Kw generator issued with the Nett Warrior

system, that does not support the power requirements of a 12 man team.

Desired Capability• Man portable power management capability is necessary to facilitate the worldwide deployment of

advisory teams. • Advisor teams lack the ability to manage power necessary to conduct expeditionary advising. • Current Mission Command (MC) systems JBC-P, radios, laptop computers, and the recharging of

individual Advisor End User Devices require a more significant management system.

Desired Capabilities

Expeditionary Water Purification:

• Team level water purification is required to enable teams to remain more self-sufficient in environments with untested or unreliable water access and with limited or infrequent resupply.

Current Capability• None

Desired Capability• The system must be able to provide purified water from virtually any non-saline water source at

least 1 gallon per minute. • Water must be able to be drawn from ditches, ponds, rivers, lakes or standing water that may

contain chemical or biological contamination. • The system must be able to function on a variety of international power sources, including; 110V-

240V, 50-60Hz, 12VDC, 24VDC, NATO power cables, with the potential for solar compatibility. • The system must include a method for water storage. • The system must be easily transportable by rotary wing assets and able to be carried by individual

team members. • This system will allow teams to remain dramatically more self-sufficient in environments with limited

or infrequent resupply.

Prolonged Field Care

• SFAB Advisor Teams (AT) have extremely constrained medical capability, unable to provide Role 1 or Prolonged Field Care. AT will deploy to constrained/contested theaters in remote and/or austere locations, probably in non-permissive environments. Appropriate US/HN medical systems will be unreachable without a prolonged evacuation delay. Without ability to sustain a casualty for up to 72 hours, AT current MTOE poses a significant risk to both force and mission. Fielded medical equipment sets (MES) are focused at BN/SQ level and can only support 2 teams directly, rather than the up to 9 AT deployed, and they do not possess the capability needed for holding a casualty up to 72 hours.

Current Capability• Current MTOE centered at BN not AT level, provides no point of care lab, imaging, patient hold,

blood or tactical nursing capability. Significant weight and cubic footprint.

Desired Capability• Ability to treat, test, image & resuscitate x72hrs at AT level from point of injury evac next

echelon of care.• “Right sized” equipment solution for mobile/deployable AT

Expeditionary Tactical Mobility:

• Current MTOE and projected TO&E vehicles do not provide the Advisor Team with expeditionary motorized tactical mobility over complex and difficult cross-country terrain out to extended distances in a permissive and semi-permissive environment.

Current Capability• M1151A1 Expanded Armament Carrier (EAC) High Mobility Multipurpose Wheeled Vehicle

(HMMWV)• Joint Light Tactical Vehicle (JLTV)

Desired Capability• A more favorable balance between exterior dimensions, payload capacity, crew capacity, deploy-

ability, transportability, and maneuverability.• The vehicle also requires the capability to be tailorable/scalable for both the mission and force

protection.

Desired Capabilities

Tethered UAS:

• The SFAB desires the capability to employ an autonomous tethered drone. This capability will mitigate the effects of restricted terrain on communication equipment, greatly enhancing the range of organic equipment and allow multiple options for the Commander, not limited to local force protection and organic retransmission.

Current Capability• None

Desired Capability• Portable, autonomous, persistent, tethered, all weather drone. System must persist for days at a

time, able to maintain heights of at least 350’. • System must be capable of simultaneously integrating and powering at least two payloads at a

minimum of 12v, 50w DC power each. • It must able to integrate video cameras and distribute feeds.• It must be able to provide persistent early warning for teams out in austere/remote environments.
