Scottish and Southern Electricity Networks Our licence stipulates that we must develop and maintain an efficient, co-ordinated and economical system of electricity transmission. What is the difference between Transmission and Distribution? Electricity Transmission is the transportation of electricity from generating plants to where it is required at centres of demand. The Electricity Transmission network, or grid, transports electricity at very high voltages through overhead wires, underground cables and subsea cables. The transmission network connects large scale generation, primarily renewables, to central and southern Scotland and the rest of Great Britain. The Electricity Distribution network is connected into the Transmission network but the voltage is lowered by transformers at electricity substations, and the power is then distributed to homes and businesses through overhead lines or underground cables. Scottish and Southern Electricity Networks is delivering a major programme of investment to ensure that the network is ready to meet the needs of our customers in the future. Our responsibilities As we are the only company that owns an electricity transmission network in the north of Scotland we are closely regulated by the energy regulator Ofgem. We are issued with a licence to operate and we must adhere to the terms of the licence. For this reason we operate on a very separate basis to other SSE businesses.

Scottish and Southern Electricity Networks

We are the licensed owner of the electricity transmission network in the north of Scotland. Operating under license means that we have certain obligations that we must fulfil. These obligations include maintaining the existing network to ensure that the lights stay on and investing in the network to provide the infrastructure needed to allow generation developments to connect it.

The transmission network gathers energy in from power stations, hydro-electric generation schemes and wind farms and carries it to areas where it is to be used. We work with the Transmission System Operator, National Grid, who is responsible for operating the transmission network across the whole of Great Britain, to make sure that power flows smoothly and reliably across our network.

A request has been made to National Grid by the developer of Aberdeen Offshore Wind Farm to provide a connection to the transmission network. We are currently contracted to provide a 132kV connection running from the consented wind farm’s onshore substation at Blackdog to the existing nearest point on the 132kV network at Dyce substation.

The connection will involve:

• The installation of 7.6km of 132kV underground cable from Blackdog to Tower 54 on the Dyce – Stoneyhill overhead tower line, including a Horizontal Directional Drill (HDD) under the A90.

• Re-conductor 2km of the existing 132kV Dyce – Stoneyhill overhead line. This will involve: – Removal of two towers of the overhead

line at Stoneyhill.

– Replacement of Tower 54 with a new tower containing a Cable Sealing End platform.

• Re-conductoring approximately 12km of the existing 132kV Dyce – Kintore tower line between Dyce and Kintore substations.

• Reinforcement work within Dyce substation.

The works are being pursued under Permitted Development rights, meaning there are no planning consents required for the project. This will be confirmed with the relevant planning authorities prior to any work starting. The connection date we are working towards is 21 December 2017. The wind farm developer is constructing the new substation at Blackdog with associated cabling out to the wind farm.

Environmental Considerations

Three route options were considered for the cable between Blackdog and Stoneyhill, with the preferred alignment shown on Board three.

An Environmental Appraisal has been carried out along the preferred cable route and overhead lines between Stoneyhill and Kintore which focussed on:

• Ecology• Landscape and Visual• Archaeology• Soils and Hydrology

The purpose of these studies is to identify potential habitats for protected species, designated habitats and landscape areas and archaeological features. This information has been used to help refine the cable route and inform the Contractors of any constraints requiring mitigation. A small amount of commercial plantation tree felling will be required near Blackdog substation, but this will be kept to a minimum by routeing the cable along an existing firebreak. Pre-construction surveys for protected species will be undertaken prior to work starting in any area to ensure no breeding or rest sites are disturbed or destroyed. The Environmental Appraisal recommends a number of broad mitigation measures, which together with SHE Transmission’s own protection plans, should ensure that the project does not pose any significant impacts or unacceptable levels of disturbance to any protected species.

There are a number of scheduled monuments and listed buildings within 2.5km of the proposed works, however none of them will be impacted by construction or adverse views following completion. There is also potential for unrecorded archaeological sites to be present along the cable route and care will be taken during installation to avoid disturbance or damage.
