Purpose of Study

• A 2016 inspection report for the Town’s elevated potable water storage tank suggested a number of upgrades are required to address structural, coating, and safety deficiencies and to bring the tank into compliance with the National Building Code and Ontario Building Code

• The tank, at 90+ years, is approaching it’s intended service life based on industry standards (80-100 years)

• Growth pressures in the Town’s Official Plan

• Town is considering permanent upgrades to its potable water storage system to ensure the continued provision of safe drinking water to meet future needs

The Ontario Environmental Assessment (EA) Act, R.S.O., 1990 requires that projects corresponding to municipal infrastructure projects, including roads, water, and wastewater projects follow an approved planning process set out in the Municipal Class EA document prepared by the Municipal Engineers Association (October 2000, amended in 2015). The Municipal Class EA process follows five phases (Phase 1 through Phase 5). The phases requiring completion depend on the ‘Schedule’ of the project.

• The 2016 inspection report identified that the capital cost of repairing/refurbishing existing tank is significant

• Recent emergency repair work undertaken by Landmark in August, 2017 to repair two separate leaks on the riser

• High potential for increased frequency of unplanned and costly repairs, and disruption to consumers

Problem/Opportunity Statement

“The Town of Smith’s Falls owns and operates a communal potable water supply system for the Town, including the Township of Montague (AtirontoSubdivision), that generally consists of a new (2010) surface water treatment plant, an elevated potable water storage tank and a dedicated distribution system. While the system has been operating in accordance with all applicable legislation and is generally achieving all required water quality standards, the Town does not currently meet potable water storage requirements as defined by the Ministry of the Environment and Climate Change. Notwithstanding this, the Town’s current elevated potable water storage tank, at 90 years old, is in need of refurbishment or replacement and therefore the Town is in need of a solution that will address water storage constraints now and for the next 20 years and beyond.”
