Introduction
The following Community Benefits Plan (CBP) has been developed as the underpinning document for thesuccessful delivery of the South Bristol Link Design and Build Highways Contract in terms of Public Relations,Community Engagement and minimising disruption to the general public, businesses and road users. The Planhas been developed with Social, Economic and Environmental Sustainability issues in mind with the goal of notonly minimising the impact of the construction works on the local area but to leave a lasting legacy whichbenefits the community in the coming years.
The CBP will be reviewed on a regular basis to ensure it addresses all changes and developments with theproject.
The plan will detail our activities and initiatives under the three key headings of:
1. Social
2. Economic
3. Environmental

1.0. Social
1.1. Public Liaison Officer
The Public Liaison Officer (PLO) will be responsible for overseeing the requirements of thisCBP and will be responsible for ensuring Griffiths delivers the project in a manner which isconsiderate to the local community.
1.2. Pre-Start Communications Plan
Griffiths understand that whilst the project will provide long term benefits for the localcommunity there is often apprehension regarding any Construction works. ThereforeGriffiths will undertake a letter drop to surrounding residents, engage with local press andembark on a series of visits to local businesses and community groups. The followingoutlines the actions to take place on this project:

Experience has shown that continually informing the local community of the progress of theproject including any upcoming significant operations (i.e. night work, traffic managementchanges etc) is essential in delivering a successful project. 1.4. Considerate Constructors Scheme (CCS)
The project will be registered with the CCS prior to commencement on site. Appendix Fidentifies the location of CCS banners, posters and flags. Appendix F also identifies thelocation of important information banners/boards which will be inspected daily as part ofthe ongoing site inspections.
The external audit will be attended by the PLO and Griffiths Project Manager and target aminimum score of 40 targeted on all visits.
1.5. Contributions to Education
Prior to commencement of the project the PLO will visit local schools and education centres(i.e. Scouts and Guides) to identify the requirements for the following activities:

1.6. Community Initiatives
Throughout the contract we will work with and support local community groups and provideassistance to local regeneration projects. This may include project volunteering days,provision of resource and materials and fund raising.

2.0. Economic
2.1 Unemployment Utilisation
For the past 40 years our culture has been to employ and train local people and provide localcommunity benefits. Our aim is to offer secure long term employment as we believe onlycontinuity of employment achieves true social stability. This also allows us to capitalise ontraining and development investment. The project will aim to employ local people andmaintain these jobs upon project completion. It is hoped this will improve expenditurewithin the local economy.
We will provide the fulltime opportunities detailed below and target the recruitment ofthose local residents (targeting those within a BS13 postcode) who may be facing barriersto employment.

All operatives will undertake regular training in line with the Griffiths Skills Academy. All newemployees will be required to hold the relevant CSCS card as a minimum.
2.2. Work Experience
We will work with the client, local colleges and employment support services to providework experience and placements to students, those not in education, employment ortraining and long term economically inactive people.
Placements will be spread over the construction programme and cover all trades associatedwith the delivery of the project.

2.3. Local Supply Chain Initiatives
We understand the importance of utilising local supply chains, not only because it supportslocal businesses but also because experience suggests they take more pride in theservice/product they are offering as they have a personal attachment to the scheme.

In consultation with the Client we will hold a Meet the Buyer event in December 2014. Thiswill give all potential suppliers and subcontractors sufficient time to update processes andprocedures in order to comply with our requirements.

3.0 Environment
3.1 Environmental Enhancements
All environmental aspects of the project will be managed in line with our accreditedEnvironmental Management System. Julian Gregory will be appointed as EnvironmentalCoordinator and will be responsible for the development and implementation of aConstruction Environmental Management Plan.
The PLO and Julian Gregory will work together to ensure the works proceed with minimaldisruption to our neighbours from statutory nuisances. Air quality, noise, dust and vibrationwill be monitored and strict times of working adhered to.
We will work with the Client, local residents and community groups to identifyenvironmental enhancement projects which support local ecology and biodiversity. We haveidentified the following opportunities:

Highridge Common
Litter picking, improve signage, upgrading of a footpath that runs towards the common (Cutler Road to Highridge Greenfrom Highridge Park) used by speeding motorcyclists.
Tree Planting
As part of National Tree planting week 2015, look to include local schools (identified above to take ownership of planting some of the trees). (NB: the Forest of Avon is already doing a project linked toHanging Hill Wood to do with planting additional trees as wellas work with King Georges Roadto plant fruit trees at the front of their properties).
Kings Head Park
Progress the idea of using surplus soil disposal from the works to resurface the old play area in King's Head Park (accessed by Lamington Close). There may well be obstacles to this happening because of contamination or the “right kindof soil” etc, but it is one of the top 3 on the wish list for Bishopsworth councillors and the Neighbourhood Partnershipas they wish to “keep it local”.
