NEW DELHI, Sept 1:
Prime Minister NarendraModi today asked tax officialsto use data analytics to trackundeclared wealth and fix cleartargets for improving tax admin-istration by 2022.
Inaugurating the second edi-tion of the annual ‘Rajaswa GyanSangam’ — the joint conferenceof direct and indirect tax officials— the Prime Minister asked tax-men to clear pendency of casesand create an environment thatinstills confidence among honesttaxpayers and uproots corruption.
The Goods and Services Tax(GST), he said, has broughtmore than 17 lakh new tradersinto the indirect tax systemwithin two months.
He asked them to ensure thatthe benefits of the biggest taxreform since independencereach the common man andeven small traders with turnoverbelow Rs 20 lakh are registeredin the new system.
Asking taxmen to improvetheir work culture and incorpo-rate both a sense of urgency andmeasurability in their perform-ance, Modi said officers mustfix clear targets to improve thecountry’s tax administration by2022, the 75th anniversary ofIndependence.
Since coming to power inMay 2014, Modi has assured tax-payers that he will remove thefear of tax officials houndingthem by ushering in accountabili-ty and answerability.
Measures taken include cut-ting down physical interfacebetween the taxpayer and offi-cial to curb corruption and easi-er online filing of returns andclaiming of refund as alsopaperless email-based inquiryand e-scrutiny.
“The Prime Minister saidhuman interface must be kept toa minimum in the tax adminis-tration’s dealings. He asked fora push to be given to e-assess-ment and anonymity of proceed-ings using technology, so thatvested interests do not impedethe due course of law,” an offi-cial statement said.
The Government, he said, isworking towards creation of anenvironment which shatters theconfidence of the corrupt, andinstills trust among the honesttaxpayers.
Modi mentioned steps likedemonetisation and implemen-tation of stringent laws againstblack money and benami prop-erty in this regard.
Expressing dismay at thehuge pendency of tax-relatedcases in adjudication andappeal, he said big sums ofmoney locked up in these casescould have been used for thewelfare of the poor.
He asked officers to come upwith an action plan during theRajaswa Gyan Sangam to elimi-nate pendency.
The closed-door two-day
conference is being attended bysenior officers of the CentralBoard of Direct Taxes (CBDT)and Central Board of Excise andCustoms (CBEC).
CBEC in a Twitter post said,“Hon’ble PM @narendramodidirected the tax administratorsto be friendly to the honest tax-payers.”
The Prime Minister, accord-ing to the statement, asked offi-cers to use data analytical tools toproactively track and determineundeclared income and wealth.
Though efforts to increasetax revenue are made by officerseach year, the estimatedamounts of tax that shouldaccrue to the system are oftennot realised, he said.
He asked officers to come upwith a time-bound solution to‘tax raised and not realised’, andasserted that the honest cannotcontinue to pay the price for themisdeeds of the dishonest.
In this regard, he also sug-gested complete reworking ofhuman resource management inthe tax departments to strength-en the data analytics and inves-tigation wing.(PTI)
