SCCF’s conservation story spans four decades on the islands of Sanibel, Captiva, Buck Key, Albright, York, Coconut and the Long Cut preserve on Pine Island. In the early years of this decade, the continuing decline of the rich ecosystem of the estuary surrounding our islands prompted the Foundation to formalize its commitment to marine research with the 2002 establishment of our Marine Laboratory.

The recent severe drought brought us crystal clear waters and reminded us of the way things used to be, but it wasn’t perfect. With no freshwater coming down the Caloosahatchee, salinities were too high in parts of the river. On the whole, seagrass rebounded, fish rebounded and we saw a lot of recovery. It seemed as if the problems of the past couple of years had gone away.

Then we had several heavy rains in June and Tropical Storm Fay in August. After Fay dumped water over Southwest Florida as well as Lake Okeechobee’s watershed, lake levels rose so quickly that they set a new record: 40 inches in 17 days. The underlying problems have been slightly moderated with the adoption of the new Lake Okeechobee Regulation Schedule but the wider systemic problems are still very much in evidence.

I am pleased to say that SCCF is now in a much stronger position to take on these issues. Our RECON

(River, Estuary & Coastal Observing Network) sensors are providing us with near real-time water quality readings, from Moore Haven to Redfish Pass. Marine Lab projects include a number of seagrass restoration and monitoring studies. A newly begun two-year red drift algae study will be investigating the linkage between nutrients and the algae that was piled two-feet high on Sanibel beaches two years ago, providing further information for legislative and regulatory processes. We are also fully engaged in Natural Resource Policy issues at the local, state and federal level.

However, much remains to be done. We are continuing our habitat restoration of conservation land, and broadening our efforts to include more research to assess the effectiveness of our work. Our Native Plant Nursery and Environmental Education programs reach thousands of people a year, teaching them how to live with and care for this extraordinary coastal environment that we are privileged to enjoy.

Our partnerships with the City of Sanibel and the J.N. “Ding” Darling National Wildlife Refuge have been invaluable. The support of our members and volunteers is crucial as we continue to be a voice for the quality of our water and good stewards for our preserved lands.

Management Program (WHM) has continued over the past year to expand on our restoration efforts, improve our knowledge of the island’s ecosystem through research, and increase awareness of our efforts.

The awarding of important grants and continued close relationships with our island partners (The City of Sanibel, and J.N. “Ding” Darling National Wildlife Refuge) has allowed for the planning/completion of new restoration projects, and the hiring of additional staff to assist with specific tasks related to our overall objectives.

What’s New?Sea Turtles

The sea turtle monitoring program has been moved under the WHM Program. This move stems from a desire to standardize the data collection, entry, and analysis and put the program on a stronger scientific footing. See more on the program below under Research and Monitoring.

Exotic threat: Nile monitor lizards Since a flurry of sightings (at

least three verified) of the Nile monitor lizard (Varanus niloticus) last summer (see September 2007 Member Update), there had been no reported sightings until this past June when WHM staff retrieved a dead specimen from a residential pond off of Rabbit Road. A necropsy performed by Chris Lechowicz revealed no obvious signs of trauma and little in the animal's stomach. The animal may

have died from disease or old age. A preliminary study commissioned by the City of Sanibel on the presence of Nile monitors and their habitats on Sanibel was completed this winter. The findings concluded that while there are many areas of high quality habitat for Nile monitors on Sanibel, no signs of breeding or regular use by the lizard was found. City and SCCF WHM staff will be coordinating on regular surveys of identified habitats to intercept any potential establishment of a breeding population.

Other exotics: Curly-tailed lizardsAn established population of

Curly-tailed lizards (Leiocephalus carinutus) was discovered at a resort on Captiva in July 2008 (see September 2008 Member Update). These non-native (Bahamian)

lizards are common on the East Coast of Florida but there are only a few known colonies on the West Coast. This occurrence is only the second documented population in Lee County. They are diurnal, terrestrial lizards that reach 14” in length. Curly-tailed lizards are carnivorous, and they eat insects, smaller lizards or any other prey that they can get in their mouths. At the time, they appear to be very localized. In time, they will likely expand their range along Captiva and will eventually reach Sanibel.

Grey FoxIn August, a Sanibel resident

presented SCCF with pictures of a grey fox (Urocyon cinereoargenteus) that they took behind their house on the island. Grey foxes have very rarely been seen on Sanibel since 1975 (as mentioned in George Campbell’s book, The Nature of Things on Sanibel). It is questionable whether they could have avoided detection for over 30 years. The possibility exists that one or more foxes have been released on the island. Several mammalian species have been extirpated from Sanibel over the past 100 years, such as white-tailed deer (Odocoileus virginiana) and the striped skunk (Mephitis mephitis). In any case, we definitely have at least one grey fox. This sighting is very exciting news and further testifies to the tremendous quality of our island ecosystem.

One habitat enhancement project was the creation of the Haas Pond on the West Sanibel River Preserve. The island is seen at the left side of the photo. In time the perimeter trees planted on the island will mature and overhang the water, making for ideal wading bird rookery habitat.

Grants:We are currently still working on restoration projects

winter was the sighting of a bobcat with a collar of plastic pipe around its neck. The collar did not appear in photos to be threatening to the cat but it does serve as an opportunity for us to learn something about the movements of these cats on Sanibel. So if you see this cat around the island, please call our WHM office 472-3984. Give us your name, the date, location, and time of the sighting.

StaffNew Staff: Amanda Bryant was hired as a biologist

this past spring. She has taken over the sea turtle program and will be assisting in other monitoring and research tasks during the non-nesting season. Amanda has worked seasonally for SCCF on the Snowy Plover project since 2006.

Existing Staff: Chris Lechowicz continues as our field biologist in charge of wildlife monitoring and data management. Chris also works throughout the organization handling computer and network problems. Victor Young and Toby Clark continue to work as field technicians doing invasive non-native control, mowing, plantings, and assisting with prescribed burns. Cara Faillace works as a seasonal technician on the Snowy Plover project. Brad Smith works on directing the program, including handling grants, developing restoration and management plans, and coordinating research.

Research and MonitoringSnowy Plovers

Snowy Plover research has continued this past year to examine the factors influencing nesting success. Despite declines in the number of nests over the last four years (from 15 pairs in 2003 to just six pairs in each of the last three years), Sanibel continues to be a productive environment for raising young. Nesting pairs on Sanibel have been able to fledge enough chicks to maintain or grow the larger southwest Florida population in each of the last three years. Sanibel is a source of new birds, some of which are growing up to nest on other beaches.

Our project received a boost this year when grant funding from the USFWS allowed us to expand our project to Cayo Costa, thereby giving us a second

study site to serve as a comparison. Our research to date has precipitated our involvement in the state-wide Snowy Plover Working Group Steering Committee, which hopes to work proactively to protect the species in Florida through management and policy. Our data will help to inform the direction of the Committee and highlight the imperiled nature of Snowy Plovers in Southwest Florida.

Sea TurtlesSea turtle season is drawing to a close with numbers

we haven’t seen in years. This successful season has done much to boost the spirits of turtle lovers and the interest of the public all over the island.

Left: SCCF received a call about a daytime hatch on August 15. Permittee Dee Serage found that the egg chamber was only about six inches down (about a foot of sand had probably been washed off the nest in a storm) and most of the hatchlings were still in their shells. She collected the eggs that were close to the surface so they could hatch in a safe environment prior to release.

2008 was a year of changes for the sea turtle program. After stepping down partially last year, long-time Sea Turtle Program Coordinator Beverly Ball decided it would be more fun to stick to the early morning jeep runs and have someone else pick up the rest of the work load. Tory and Bill Burch also stepped down from their roles as East End coordinators. It became evident that coordinating the sea turtle program during nesting season was going to be a full time job. Former Wildlife Habitat Management intern and snowy plover technician, Amanda Bryant, stepped in to fill this role, coordinating both the East and West ends of Sanibel, as well as Captiva.

The s ea tur t l e re s ea rch program was also moved under the supervision of the Wildlife Habitat Management program.

While the final numbers for nesting and hatching were not in as of press time, we can say that it has been a good year for sea turtles on Sanibel and Captiva islands, with numbers the best they have been since 2000. Nesting on the East End was on par with last year, but the West End and Captiva have more than doubled their number of

nests from last year. To date this season, over 17,000 hatchlings have made it into the Gulf of Mexico. It is far too soon to know if this is the start of an increase in loggerhead nesting after a decade of declines, or if this is simply a lucky year amidst the overall decline of the species.

This year not only saw an increase in nests, but in volunteers also. The 119 volunteers and six staff members that make up the program are simply indispensable. If you would like to participate in 2009, please call Amanda before February at (239) 470-3360.

Prey Species and VegetationEfforts to track trends in

abundance of prey species (rats, fish, aquatic invertebrates) on conservation lands continue. Over multiple years, these trends will play an integral part in our management activities and future restoration efforts. These trends can indicate when and where problems are occurring and also help to correlate any changes with specific disturbance events (i.e. nutrients, fire, hurricanes, storm surges, etc.) or management activities.

Ve g e t a t i o n m o n i t o r i n g continues to characterize our floral

communities as well as track the success of our restoration and management efforts. These data are also being used in conjunction with GIS mapping to create vegetation maps for our preserves.

AnalysisUsing statistical software, we are

finding patterns in the data relating to how wildlife is responding to restoration and ways we can improve the productivity of our island ecosystem. One observation so far relates to the impact of the different hydrology of lands east and west of Tarpon Bay Road on vegetation and wildlife use. While diversity is high on both sides of the road, the two sides show distinct communities. In other words, the number of species is about the same but which species are present and how abundant they are differs when you cross the road. The implications for management or restoration will require further inquiry into the factors shaping the communities (ex. hydrology, soil types, dominant species, etc.) and how productive those communities are for birds, mammals, and alligators.

ManagementLast Stands

This project was initiated in 2006 to remove Australian pines from several outlying parcels in eastern Sanibel and replant with native trees. All of the pines have been removed and some of the plantings are in place. Some areas were heavily infested with the non-native air potato vine, causing a

delay in planting these areas. This summer we sprayed the vines with the hope that we will have sufficient control to plant next summer.

Haas PondAlso completed this summer

was the Haas Pond located within the West Sanibel River Preserve. This pond is the largest pond we have constructed to date. It will serve several restoration objectives, chief among them to provide high-quality alligator habitat in a setting where they would be safe from open harvest and people would be safe from them. Secondly, we wanted to add high-quality rookery habitat by creating a forested island surrounded by deep permanent water (to attract alligators which will discourage raccoons from reaching the island and predating eggs). This summer we completed plantings which consisted of wetland grasses and rushes, and hardwood trees on the island.

Ground CoverAs a result of invasive non-native

encroachment and development, native upland herbaceous plant communities on Sanibel are all but lost. Over the past ten years, hundreds of acres of conservation and private lands on Sanibel Island have been cleared of invasive non-native vegetation as part of an effort to restore native plant communities. Despite these efforts, restoration of upland herbaceous communities seems unlikely without specific additional efforts at reestablishment.

The disturbance generated from large scale exotic removal results in

the establishment of ruderal species that persist over many years in the upland areas. Further, with most of the desirable upland herbaceous species now absent or rare, natural recruitment is not likely. This project is looking at ways of restoring some of this lost diversity in the hopes of re-establishing upland herbaceous plant communities. The process will be long with initial efforts focused on developing successful methods that can be translated to a larger scale.

Bob Wigley Preserve The restoration of the Bob

Wigley Preserve off Casa Ybel Road along the Sanibel River is proceeding well. All of the Australian pines have been felled and most of the stumps removed. We are cleaning up from this step and are about to finish grading the site.

Some grading has already been completed on the south side of the Sanibel River, connecting the River to the shallow seasonally wet areas that make up half of the John and Mary Jo Boler Family Tract. In the Messengers of Healing Winds Tract, additional spoil removal, re-grading and connecting shallow wetlands work remains. Once completed, we will begin planting and mulching.

When mature, these planted areas will be an important part of a forested corridor that runs from Tarpon Bay Road to Beachview Golf Course along the Sanibel River. The corridor consists largely of buttonwood but is punctuated by the presence of narrow bands of uplands immediately adjacent to the river. These uplands support a

great diversity of trees and shrubs when not dominated by Australian pines. Restoring these bands will benefit not only the plants but also songbirds, while aiding in the wet season movement of bobcats and the recently re-discovered grey fox.

OutreachWHMP staff members have

spoken or presented posters at several meetings of both professional peers and the general public in the past year to share information learned from our research and experiences in restoration and recovery of ecosystem function. These include:

IntroductionEducation staff continued to

provide learning experiences for widespread audiences both on and off the island. The environmental education department conducted diverse activities and programs designed to engage the community and visitors create and maintain partnerships, and integrate the many aspects of SCCF’s work into environmental education.

StaffEducation Director Kristie

Anders continued long-standing

programs geared toward educating new island residents, realtors and visitors. She continued to work closely with Captiva Cruises and spearheaded outreach on water quality issues.

Landscaping for Wildlife Educator Dee Serage-Century continued her alligator education programs and initiated a new bobcat education program with great community involvement. She continued to make landscaping design house calls and lead native garden tours while also maintaining our butterfly house, ethnobotany garden, and the garden around the gazebo and brick walkway at the Periwinkle Preserve.

Richard Finkel conducted many of our outdoor programs ranging from educational activities with schoolchildren to kayak trips and evening astronomy programs. Nature Center Manager, Melissa Upton, supervised educational operations, programs, and activities. She worked on facility improvements at the Nature Center and housing with both the Hammerheads and hired specialists, and coordinated the creation and installation of signage to mark SCCF preserves. Education intern Megan Flenniken was a tremendous help in bolstering our marine education efforts.

Outreach to SchoolsA major component of the

SCCF’s multi-faceted education focus is working with local Lee County students. The goal is to inspire them through experiences designed to increase their awareness and understanding of the natural world and participation in its preservation. Outreach to schools included environmental education activities at the Pick Preserve with The Sanibel School students, ecology programs with visiting school groups to the Nature Center, beach walks, seagrass wading trips, and butterfly life-cycle education.

Community Partners

Interacting with island realtors is an important aspect of SCCF education, not only from the perspective of engaging these business leaders but also as a conduit to new residents and owners on Captiva and Sanibel. New residents receive a “Welcome Package” which includes a complimentary one-year membership. New members of the Sanibel and Captiva Islands Association of Realtors are required to attend an afternoon class at SCCF, and realtors also inform new residents about our free Resident Environmenta l Orientat ion program, which includes a boat trip to explore Pine Island Sound.

Local realtors have developed an “Island Specialist” designation which requires a class at SCCF. This assures prospective buyers that their realtor has taken extra time and care to learn more about the community in which their client is about to

invest. In addition, Realtors may opt for four, seven or 11-hour state-certified courses on "Environmental Considerations for Coastal Living" taught by Kristie Anders who has been certified by the Florida Association of Realtors (FAR) as an instructor. These classes are now also in demand in Cape Coral, another important community in the Caloosahatchee watershed.

Realtors have not only adopted conservation measures in their own offices and spoken out at public meetings regarding water quality issues; they have brought water quality issues into the lobbying efforts of the Florida Association of Realtors (FAR), with over 100,000 members across the state. Their next target is the National Association of Realtors in Washington, DC, in hopes of leveraging this national political powerhouse to increase protection of water and improvement of water quality across the nation.

SCCF has built a long-standing relationship with the Lee County Tourist Development Council (TDC). TDC has featured SCCF’s efforts to protect and research water quality issues by way of videos and

written interviews. Some examples can be seen on the websites www.fortmyers-sanibel.com; www.leevcb.com and www.leewaterfacts.com.

Communication with TDC staff and their advertising/marketing company BVK has extended the reach of our conservation efforts. They too have leveraged their economic and political clout at public hearings with comments to improve water quality in the river, estuary and gulf. Tourism is the largest industry in the world, far surpassing oil. The enormity of the economic impact of poor water quality on tourism in Lee County resonates with decision makers.

Realtors, TDC, an active citizenry, and conservation groups like SCCF have helped to improve past policies and practices of managing water coming through our watershed.

Captiva Cruises for over 20 years has been gracious, generous and a tremendous agent for outreach to visitors of this area. SCCF docents narrating the daily Wildlife & Adventure Cruise reach over 25,000 people a year.

This year, Captiva Cruises Owner Paul McCarthy along wi th SCCF Board member Nanelle Wehman, learning of our fundraising challenge, organized a Solstice party, raising over $40,000

Our extemely popular Landscaping for Wildlife program had a busy year. One-on-one staff consultations resulted in over 50 Landscaping for Wildlife housecalls this year alone by Native Plant Nursery staffers Jenny Evans and Andrea Biittig and Landscaping for Wildlife Educator Dee Serage-Century.

Landscaping for Wildlife was part of the first Connect program aired on local public television (there is a link to the video on our website, under Education/Landscaping for Wildlife).

Florida Butterflies and Their Caterpillars was widely distributed through the sale of copies to garden centers, botanical gardens, school districts, and other nature centers.

in a single night. Captiva Cruises will also be assisting with a grant we received from the West Coast Inland Navigation District to learn more about people’s attitudes toward interacting with manatees and dolphins. Recent activities indicate people are so enamored with the animals they may unknowingly be causing harm. Stay tuned for next year’s findings.

The entire SCCF staff provided much of the logistical work when SCCF hosted the 2008 Everglades Coalition Conference held in January on Captiva. With SCCF's encouragement, the Everglades Coalition displayed the work of research scientists for the first time. Environmental Education staff greeted attendees, coordinated field trips and presented a panel discussion on the economic impacts of poor water quality.

Public outreach to organizations, a strategy known at SCCF, as “go to where they are already gathered,” included talks to local civic groups, service clubs and homeowners associations.

Boating excursions in Pine Island Sound continue to be popular with SCCF members. A sunset sail with a talk about tides, winds, waves, currents, and plankton anchored the trip. The history of fishing (the Fish House trip) continues to be enjoyed on Captiva Cruises' Playtime and, for the first time, the sailing catamaran, Adventure.

Along with teaching, education staff continues to participate in learning activities that enable them to keep up with current events. This is accomplished

by attending public meetings and talking with other organizations in Southwest Florida that share mutual goals. And as always, the EE staff looks forward to the summer months so they can lend a hand with the sea turtle research and monitoring program.

Wildlife EducationDee continued her popular native garden tours,

as well as her Gator Tales programs. Golf course workers, the Rotary Club, Refuge staff, the City of Sanibel’s Wildlife Committee, and the neighborhood associations of Gulf Pines, the Dunes, Lake Murex, and the Rocks all requested Gator Tales presentations. Alligator expert Kent Vliet of the University of Florida in Gainesville came to Sanibel for two presentations: one for the general public, which was very well attended as well as one for golf course workers on the islands. Dee continued working with neighborhood associations on alligator safety education.

The launch of a new bobcat education program in the local newspapers brought responses from over 100 visitors and residents who called to report their island bobcat sightings.

Native Plant NurseryOnce again, the Native Plant Nursery has

completed an exciting and busy year! We celebrated the 40th anniversary of SCCF and the Native Plant Nursery’s 30th birthday by expanding our services. We now offer landscape design, landscape consultation, and installation services for all of your gardening needs! We also stayed quite busy in the nursery by answering questions, helping customers find what they needed, and keeping the nursery organized and running smoothly.

Volunteers, Interns, and StaffThe nursery was assisted by a volunteer crew of

31 industrious people, who by weeding, potting, pruning, cleaning seeds, and doing all that was asked, accumulated 1,074 hours working in the nursery! We truly appreciate all of the hard work that our volunteers generously give!

We also welcomed several new interns to our ranks. As 2007 wrapped up, we said goodbye to Tara Landa, who after six months with us returned to Gainesville to continue with school. In January, we welcomed Sarah Levison and Julia Maki. Many of you will remember these two from their roles as flappers during the intern art auction in February. At the beginning of the summer, Sarah returned to her native Vermont to work in educating boaters about invasive aquatic plants. Julia moved to the central part of Florida, and is now working in a research position at the MacArthur Agro-ecology Research Center at Buck Island Ranch (part of Archbold Biological Station) in Lake Placid.

Our staff continues on a fairly steady course in the nursery. We’ve been happy to have Andrea Biittig (formerly Yacaginsky) spearheading all tasks involved in landscaping. She’s tackled many of our planting and design projects, and often is out for weeks at a time installing plants! Em Hayes has stayed busy helping out part-time with our volunteers. Lew Fort has been quite successful in his propagation work, as evidenced by our overflowing shadehouse that is literally stuffed with plants. Jenny Evans has spent the year working with homeowners in our Landscaping for Wildlife housecall program as well as promoting the nursery through newspaper articles and speaking engagements.

Education

Nursery staff led an "off-campus" tour to experience local organic delights at Worden Farm in Punta Gorda.

Our design and installation services have resulted in projects with 10 separate residences. These endeavors have given us a chance to interact one-on-one with homeowners about using and maintaining native plants in their landscape and how to choose appropriate plant species for an area.

We also sponsored a very fun and successful landscaping makeover contest this year. Carol and Peter Wilkins of Poinciana Circle on Sanibel were the winners of this contest, resulting in a complete makeover of a portion of their yard. This process allowed nursery staff to work closely with the Wilkins in designing a landscape that fit their needs. It has also served as an educational opportunity by teaching them how to install and maintain native plants in their own backyard, so to speak.

PartnershipsOur numerous partnerships both near and far,

continue to grow and strengthen. This year saw the completion of the tree subsidy grant in cooperation with the Captiva Community Panel. This two-year project enabled 1,572 trees to be planted on the 50 Captiva properties that participated in the program.

This past summer also kept us busy with planting projects in cooperation with the City of Sanibel. Each

Last December, SCCF staff and volunteers joined several local groups to complete the installation of over 500 plants in two native plant gardens along Periwnkle Way: one at Palm Ridge Road, and the second at Casa Ybel Road.

public beach access was enhanced by expanding dune planting areas and increasing the diversity of species. We worked with the Natural Resources Department to plant red and black mangroves as part of the Clam Bayou restoration project. Additional plantings also occurred to hide several wastewater lift stations on Sanibel as well as enhancing buffers and planted areas along Wooster and Dunlop Roads, Causeway Boulevard, at the new Community Park, and around the Donax wastewater treatment plant.

We have also continued our participation in the Periwinkle Partnership. The nursery was happy to install and provide plants for their first two gardens: one at the northeast corner of Palm Ridge Road and Periwinkle Way, and the other to the west of Casa Ybel Road and Mango Bay Surf Shop, across from the Sanibel Community Church. Additionally, Jenny has been assisting the Periwinkle Partnership Board of Directors with designing signage for the gardens as

well as coordinating garden tours.Our cooperation with J.N.

"Ding" Darling National Wildlife Refuge also continues. The nursery assisted in the planning and plant selection for the new wildlife habitat garden along Wildlife Drive, as well as providing the plants for several other restoration areas throughout Refuge property.

This year, SCCF and the Native Plant Nursery became an affiliate member of the Ladybird Johnson Wildflower Center. This partnership helps advocate for native plants by encouraging the preservation and use of native plants throughout the country.

We are currently finishing work that began last year as a grant from the Florida Native Plant Society. This grant allowed us to experiment with the propagation of the now rare Florida Mayten, a threatened plant about which little is known. We are expecting to present the results from this project at the 2009 Florida Native Plant Society conference in West Palm Beach.

Lastly, the nursery was extremely happy to support both the Everglades Coalition Conference as well as a Lee County Visitor and Convention Bureau conference by providing a native plant backdrop for the stages at each of these events. All of our plants literally “set the stage” for thinking about our local environment!

OperationsMost of our improvements

this year focused on the nursery building. Last summer, we completed a remodel of our retail office area, allowing our “public space” to be more presentable. Over the winter, our dedicated Hammerhead crew installed our very own bathroom as well. This comes as a welcome relief to our staff, volunteers, and customers, who have spent the past 30 years walking back and forth (rain and shine) to the Nature Center to use the facilities! Additionally, the Hammerheads painted the exterior of our building, giving it renewed protection from the elements and a fresh new glow.

The Annual Sanctuary Golf Challenge held on January 26 benefited work on water quality issues affecting the islands.

At a reception prior to the tournament, the Board of Governors of the Sanctuary Golf Club presented awards to the City of Sanibel, PURRE and SCCF for their “commitment to protect the quality of our waterways.”

Thanks to the Sanctuary’s efforts, it was a tremendous success. 144 players enjoyed the afternoon and the “delicious” back-lawn reception afterwards with the drawing for raffle prizes.

The Club teamed up with the Good Neighbor Community Foundation of Sanibel-Captiva and contributed $31,365 to SCCF from the tournament.

The Foundation’s 5th Annual Art Auction on Tuesday, February 26 raised over $26,000 to support our intern program. To kick off the event, Bank of the Islands hosted a meet-the-artists reception with wine and hors d’oeuvres on Wednesday, February 20.

On the night of the auction prospective bidders enjoyed an open bar and hors d’oeuvres catered by Bailey’s General Store and sponsored by John and Sheila Morley. There was time to visit, view the art and vote for their three favorite artists (the winning artists were Jane Hudson, Lucas Century and Charlie Frese).

One of the highlights of the evening was a special song and dance by the interns. Decked out in flapper garb, they paraded through the audience with the art

The 2007 International Coastal Clean-up started off the season, with hundreds of volunteers picking up beaches from the Causeway islands to Captiva before gathering at the Nature Center to pick up their Coastal T-shirts, enjoy the camaraderie of friends and feast on hot dogs and other goodies.

Sparkling lights and brilliant neon green, orange, purple and pink colors on tents, tables, banners and balloons transformed the Foundation’s parking lot and porch into a circus grounds on Friday, November 9. An estimated 500 guests celebrated our Foundation’s 40th anniversary at SCCF's Big Birthday Party.

Boa rd member Nane l l e Wehmann and volunteer “party planner” Phil Johnson set the festive tone with their creative touch. At the entrance guests were greeted with party hats and noise makers. Clowns, jugglers, and even a stilt walker added to the party atmosphere.

The Orlando-based Landsharks played a wide variety of music from Motown to Swing and had the crowd hopping (and even hula hooping).

The Foundation’s Annual Meeting was held Friday, November 30. After making his report of the year’s accomplishments to members, Board President Paul Roth presented framed prints of the familiar Ikki Matsumoto Blue Heron to outgoing board members. Those honored were

Richard Collman, Janie Frese and Carolyn Gray. New board members John La Gorce, Barbara VonHarten and Art Weissbach were introduced. After the meeting, members enjoyed salmon and pork tenderloin provided by Leslie Adams catering along with appetizers, salads, side dishes and desserts provided by SCCF members attending the meeting.

On Monday, December 8 the Foundation hosted its third annual member Shop & Sip at the Nature Shop and Bookstore. Members had an opportunity to save up to 25% on purchases of $100 or more that evening. Marti Bryant and board member Gwenda-Hiett Clements greeted shoppers with wine and light hors d’oeuvres and answered questions they had about the Foundation. Hugh and Fran Cameron worked in the gift shop, with sales totaling over $2,000.

This year the Foundation brought the annual Life Member/Benefactor Luncheon home to the Island Inn on Sanibel on Tuesday, February 13. Guests were able to enjoy the old Florida style of the historic inn and view

With the work of Natural Resource Policy Director, Rae Ann Wessel, SCCF was pleased this year to be able to expand and magnify our policy department's influence and outreach through partnerships on issues relating to our key policy initiatives: water quality, land use, river-lake-glades restoration and legislation. Partnerships with the Everglades Coalition, Everglades Foundation, American Rivers and local west coast nonprofit groups allowed us to more effectively address Federal, State, regional and local issues.

This year provided some unique opportunities for extending our voice and affecting change. Highlights include hosting the 23rd Annual Everglades Coalition Conference on Captiva Island; witnessing Governor Crist’s announcement of the intent to purchase 187,000 acres of land from the U.S. Sugar Corporation to provide a third outlet from Lake Okeechobee to restore flow south; and passage of the Federal Water Resources Development Act of 2007 (WRDA) to fund water projects and restoration in the greater Everglades ecosystem.

OutreachMost notable of our partnership and outreach

efforts this year was hosting the 23rd Annual

Everglades Coalition Conference on Captiva Island in January 2008. It was the first time in the conference's two-decade history that the conference was held in the Caloosahatchee watershed -- where 70% of unwanted water from Lake Okeechobee is discharged. The conference exceeded all expectations in both attendance and star power, with a record-setting 420 attending to hear Federal and State leaders including Florida Governor Charlie Crist and Former Governor and U.S. Senator Bob Graham. Graham wrapped up the conference on a high note by issuing homework assignments for Everglades restoration (available at www.sccf.org under Policy).

The policy department launched two new programs this year: First Mondays -- Policy at SCCF and the Caloosahatchee River Spotters. First Mondays is an interactive policy program, open to the public and held at the Foundation the first Monday of every month. The presentations provide an overview of the issues, benefits and obstacles faced in our wide-ranging policy initiatives. The sessions provide clear explanations -- with plenty of time for Q&A -- to explain SCCF positions and encourage public participation in the Foundation's initiatives.

volunteers to provide updates on water conditions in the river. River Spotters provide data reports and photos from locations stretching from Moore Haven to Cape Coral. These timely first-person observations can be correlated with the Marine Lab's RECON sensor readings to augment and enhance our understanding of what is happening in the river. Our River Spotters can uniquely capture images such as this turbidity plume in Hickeys Creek and bluegreen algae bloom at the W.P. Franklin Lock and Dam that closed the Olga Water Treatment Plant.

Our policy department continues to be recognized for our expertise and unique understanding of the issues and is called upon by groups both on-island and across the county to present policy programs. In the

past year, policy staff has reached over 1,000 people in special programs. Redesign of our website this year has allowed us to expand access to policy issues providing background, context and insight into our policy activities and advocacy positions.

River-Lake-Glades RestorationWhile Everglades restoration may seem to be far

removed from the waters of Pine Island Sound, the Caloosahatchee River plays a major role in determining the quality of our local waters. The Caloosahatchee is, itself, impacted by Lake Okeechobee. Concerns about both the quantity and quality of Lake Okeechobee water will continue until the Kissimmee and the Everglades are restored.

In June 2008, Governor Crist made a most unexpected but welcome announcement that the State would negotiate a deal to purchase 187,000 acres of land owned by U.S. Sugar Corporation. The key to Everglades restoration is to restore flows south out of Lake Okeechobee. We await the details of the negotiations between the South Florida Water Management District and U.S. Sugar Corporation, which are now expected in early 2009. To underscore the importance of this purchase, we participated with Everglades Foundation partners to meet with both Federal and State representatives and the media to spread the news.

organizations, contributed pressure to push the passage of the 2007 Water Resources Development Act (WRDA). Finally! This bill, which funds the Federal cost share of the Comprehensive Everglades Restoration Plan (CERP) in Florida and water projects in other states, is designed to pass every two years but was last passed in 2000. Passage of the Act is critical to moving restoration forward.

Federal InitiativesPolicy staff participated once

again in River Action Days with the nonprofit American Rivers in Washington, D.C. We were there to promote Everglades restoration and water quality legislation, including the Raw Sewage Right to Know Act, Clean Water Restoration Act, Global Warming Cap and Trade legislation and the 40th anniversary of the Wild and Scenic Rivers Act. We joined 111 advocates from 36 states to meet with 205 congressional offices.

SCCF has been actively engaged in the development of the new Lake Okeechobee Regulation Schedule (LORS). The LORS controls the release of water from the lake and is designed and utilized by the U.S. Army Corps of Engineers. SCCF worked with many groups across South Florida to revise the draft schedule to provide as much protection for the river and estuary as possible. The lake will be managed at lower levels, which will hopefully help to improve the delivery, timing and quality of the water coming from the lake into our estuary. However, it's not a final solution and much work remains to be done

to further reduce damaging releases from Lake Okeechobee.

2008 Florida Legislative Session The State Legislative session

this year was challenged by a very tight budget. We worked on the passage of bills to assure Everglades Restoration funding, which includes Northern Everglades funding for the Caloosahatchee watershed, and restoration of a very successful Florida land buying program known as Florida Forever. Both bills passed at the end of the nail-biting session. We also supported a Healthy Beaches bill promoted by Sanibel Mayor Mick Denham in response to beach closures caused by sewage spills from a privately owned but not properly maintained wastewater package plant. Although it was widely supported by our legislative delegation, time ran out before this worthy bill could be voted on. We expect it to return at

the next session. Along with the City and the

efforts of many environmental organizations, we were ultimately successful in killing a very poorly crafted and pre-emptive fertilizer bill that failed in the last days of the session. We are working with partner stakeholders on fertilizer issues for the 2009 legislative sessions.

We credit our new e-mail Action Alert system with allowing Southwest Florida’s voices and positions to be heard throughout the Capitol during the legislative session. Subscribers to the system receive timely alerts with background and sample letters or talking points for e-mails, letters and phone calls. engaged in a number of statewide water qua l i ty pol icy i s sues that include establishing Total Maximum Daily Loads (TMDL) for the Caloosahatchee estuary and development of a Caloosahatchee River Watershed Protection Plan.

Legal Actions to Protect Water Quality and Habitat

On the land use front we are engaged in two legal battles to protect wetlands, water quality and marine habitat. Harbour Pointe is a proposed community within South Seas Resort on Captiva. We continued our four-year battle against Mariner Properties' proposed development of 24 large townhouse units in black mangrove basin forest wetlands of the Pine Island Sound Aquatic Preserve. In 2008 the case came back before the Lee County Hearing Examiner (HEX) for a second hearing. Together with our co-petitioner, the Captiva Civic Association, and joined by the Conservancy of Southwest Florida as intervenors, we testified in a two-day hearing. Following the HEX decision later this fall, we will take our case to the Board of County Commissioners and U.S. Army Corps of Engineers.

A second legal challenge we engaged in this year involves the removal of the Ceitus Boat Lift in the westernmost Cape Coral canal. SCCF joined several local and regional nonprofit organizations and two individuals to challenge the removal of the boat lift. The boat lift separated Cape Coral’s stormwater

canal system from the protected waters of Matlacha Pass Aquatic Preserve. Lack of maintenance and increased quantities of stormwater runoff from development in the watershed have caused blowouts that have destroyed or impacted acres of mangroves and caused DEP to reevaluate the function of the design. To resolve the issue, SCCF is participating with other stakeholders in a one-year Ecosystem Management Approach (EMA) process to find a functional solution.

Regional & Local Phosphate mines located in the

Peace River contribute phosphorus loads to the waters of Charlotte Harbor and Pine Island Sound and drastically reduce freshwater flows to the estuary and harbor. This year SCCF policy staff spoke out against a Mosaic Corporation Settlement Agreement that would have bound future Commissions in Lee, Charlotte and Sarasota Counties from bringing suit against the industry for the next 30 years. This was successfully set back when Lee and Sarasota Counties declined to sign. Lee County voted to challenge the South Fort Meade Mine permit and Manatee County Commissioners

voted to deny Mosaic’s application to mine the Altman Tract in Manatee County. This is very welcome news. We continue to push for an area-wide Environmental Impact Statement (EIS) to study the impact of all the mine activity.

Working through a watershed subcommittee of the Regional Planning Council led by Sanibel Mayo r Mick Denham, we continue to support and promote the development of a series of water quality initiatives that local communities can implement. To date, resolutions have passed for fertilizer, municipal wastewater treatment plants, onsite wastewater plants, septic systems and stormwater for new development as well as re-development. Working with partners, we successfully sponsored and passed a strong fertilizer ordinance for Lee County.

Policy staff participated in the deve lopment o f the Conceptual Management Plan for Babcock Ranch which guides the public-private partnership in protection and preservation of the environmental, agricultural, scientific, scenic and geologic resources of the site. 2007-2008 was an important year for the SCCF Marine Lab. We launched the RECON (River, Estuary & Coastal Observing Network) water quality sensors and RECON's real-time web interface, purchased with the funds raised in last year's "Protect the Water" campaign.

The Lab transitioned to a g rea te r emphas i s on wate r quality and habitat restoration from the past emphasis on finfish aquaculture and fish age-growth studies, implementing numerous new initiatives. Lab staff has been working closely with Natural Resource Policy Director Rae Ann Wessel, bringing more strength to the Foundation's presence on water quality issues.

During most of this reporting period (July 2007 to June 2008), southwest Florida was in an extended drought. There were no Lake Okeechobee discharges and water color/clarity improved. Fish and invertebrates were abundant; seagrasses were thriving and expanding. However, with the June 2008 onset of rains and the following tropical storms and passing hurricanes, lake levels rose in record time. Rain in the Caloosahatchee watershed plus intermittent lake releases combined to bring an end to that clear water.

GIS The Lab substantially upgraded

our GIS capability, investing in equipment, software and bringing GIS Specialist Dr. Alex Rybak onboard. GIS (Geographic

Information System) is a powerful software application used for modeling and mapping data over time and space. Dr. Rybak will be focusing on organizing, analyzing and interpreting RECON data in a variety of formats. These new capabilities will allow us to begin presenting RECON data and other research results in both user-friendly visual formats as well as sophisiticated technical reporting for the scientific community.

StaffNew Lab Director, Dr. Loren

Coen, arrived in October 2007 to assist with bringing RECON online. He has refocused some of the Lab's research programs while continuing his work with other scientists summarizing the status of oyster reef habitats worldwide.

Dr. Alex Rybak brings us new in-house capabilities related to

GIS and database integration and management. Seagrass research is a central component of the work of Eric Milbrandt and Rick Bartleson. Dr. Milbrandt, freed from his acting director responsibilities, was able to return to more day-to-day research and related duties. Dr. Bartleson, Research Scientist, completed a project to better predict submerged grass growth responses to salinity, temperature and light. Brad Klement took on a critical role with the new two-year drift algae study.

Research ProgramsRECON

The RECON network of seven fixed-location sensors is fully operational and transmitting data hourly to www.recon.sccf.org; an eighth sensor is deployed on a mobile basis. RECON data is being incorporated into our research as well as other Foundation activities, including Policy.

RECON's network reaches from Lake Okeechobee to the Gulf of Mexico, spanning freshwater to full salinity water. Running a few ‘nodes’ would be quite a challenge: operating seven sensors spread over 90 miles is truly unique—thanks especially to A.J. Martignette, Eric Milbrandt and Jeff Siwicke, who worked tirelessly to get the system up and running. Even Moore Haven gators could not deter them (except A.J.) from their appointed task. Rather than having to deal with these predators in the water, A.J. developed an engineering solution, one of his many engineering contributions to the Lab.

RECON is set to sample on an hourly basis but we can adjust the rate of sampling; during Tropical Storm Fay, we sampled every 15 minutes.

Water Quality and MacroalgaeIn 2008 we initiated a large two-year study

with a team of scientists from Florida Gulf Coast University (FGCU) and the University of Miami, which is supported by local governments. The red drift algae that piled up on Sanibel and other Lee County beaches in 2005-2006 consisted of several different species of macroalgae.

Drs. Milbrandt, Coen, and Bartleson are working with other scientists to examine nutrients (including those released from inshore and offshore sediments) to determine the connections. Sampling will occur near the Sanibel causeway and at offshore areas from Redfish Pass to Bonita Beach.

In a related effort, in collaboration with Drs. Grizzle and Riegl from the University of New Hampshire and Nova Southeastern University, respectively, we will use a combination of hydroacoustic video-surveying and related ground-truthing to map the sea floor off Fort Myers Beach, Sanibel and Captiva islands.

SeagrassesSubmerged aquatic vegetation (SAV) provides a

diverse array of ecological services, which have been valued at over $20,5001 per acre each year. Since the Caloosahatchee has over 12,500 acres of shallow bottoms where various SAV species could potentially colonize, millions of dollars worth of “ecosystem services” could be gained by restoration of SAVs. The main stem of the Caloosahatchee River currently has

almost no SAV present.

SAV restoration and monitoring in the riverA new project funded by Lee County to Dr.

Bartleson was begun summer 2008 on widgeon grass (Ruppia maritima) restoration and monitoring in the Caloosahatchee using cages to protect the shoots from grazing herbivores.

Dr. Bartleson will monitor planted widgeon grass propagated from our outdoor tanks. Using the established plots, we will be able to judge the impact of water quality changes (including Everglades restoration efforts).

Tape grass and light, salinity and temperature

Dr. Bartleson completed a multi-year (2006-2008) investigation on the physiological effects of various

light, salinity and temperature regimes on plant growth and performance for the submerged aquatic plant, Vallisneria americana (or tape grass). Studies were

conducted in the lab’s mesocosm building, providing the detailed physiological responses of tape grass that managers need for modeling.

Using RECON to predict SAV tolerances

A real-time tool for SAV management was developed by Dr. Milbrandt using data collected by RECON. Many previous management tools for seagrass and low-salinity plants were based on using either a 10-year trends analysis or annual estimates of percent cover. Our single mobile RECON unit was used to measure water quality around 11 SAV stations. That data, combined with directly measured seagrass growth rates, was used to develop a predictive tool that relates water conditions to SAV tolerances.

Tape g ra s s p l an t ing in t h e Caloosahatchee

Tape grass (Vallisneria) once flourished in the Caloosahatchee in the vicinity of downtown Fort Myers. Given the recent drought conditions, high salinities caused a die-off and today, SAV is rare. Before the most recent die-off tape grass populations were well documented from Beautiful Island south to the Edison bridge. In order to provide a potential seed source for restoration of downstream habitats, Dr. Milbrandt, lab staff and Seagrass Recovery, Inc. planted tape grass upstream of S-79 (Franklin Lock) at sites in 2008 that are not threatened by higher salinity water. The pilot effort included protection of the plants using exclusion cages. A methods manual was prepared for Seagrass Recovery and the funding agency, detailing the procedures for tape grass restoration.

Bay scallop monitoringAs part of a statewide effort with

other scientists from FWRI and Mote Marine Lab, we continued monitoring bay scallop recruitment in Pine Island Sound and Tarpon Bay. Coen and Thompson are monitoring nine stations monthly but few young scallop ‘spat’ have been collected. SCCF participated in a Pine Island Sound restoration project with Mote Marine several years ago but the severe water quality problems of 2005-2006 wiped out that small, newly established population. It is hoped that scallop restoration efforts undertaken in the Tampa Bay area will eventually benefit this area with new recruitment and a viable population.

Monitoring local water quality problems

Coen, Thompson, Bartleson,

Milbrandt and Rybak are initiating a two-year study of local water quality problems on Captiva and Sanibel islands. The work will focus on identifying sources of problems such as bacterial contamination resulting in closures of local beaches and shellfish harvesting grounds. It will use our mobile RECON unit, along with other existing tools at the lab. Lee County will run most of our nutrient and Enterococci samples. The study will also inventory and map seagrass resources and help to identify the severity of nutrient enrichment problems in local water bodies.

Facilities and EquipmentFac i l i t i e s improvement s

included the addition of an office trailer, improved information technology (IT) capabilities with a new server, faster DSL speed, new PCs and software.

Upgrades were made to both the lab building and equipment in the past year. We purchased a new

This past year, SCCF received an anonymous grant to fund the design of a new web site and the addition to staff of Communications Coordinator Karen Nelson.

The new web site went live in February 2008. Along with a greatly enhanced Natural Resource Policy section, the new site also includes the RECON web site pages (which are shepherded by A. J. Martignette at the Marine Lab).

We added an e-mail module to the site which allows us to send e-blasts. The response to the Action Alerts penned by Rae Ann Wessel has been very positive. The SCCF Member Update is also sent by e-mail to those who have requested it.

A new SCCF brochure has been designed, as well as a panel that will be part of a new sign outside the Sanibel and Captiva Islands Chamber of Commerce visitor center. SCCF has been contributing column to islandpapers that cover different aspects of the Foundation's work but focuses particularly on the Marine Lab, water quality and policy issues.

As part of the two-year drift algae study, we purchased a new UW video light system and lasers for measuring organisms on captured imagery. A new weather station was ordered and installed in 2007. Dr. Bartleson made excellent use of the new temperature controlled lab in his tape grass physiological tolerance studies.

Partnership with Educational Institutions

We strengthened our ties with Florida Gulf Coast University (FGCU), and we are revising our

Memorandum of Understanding (originally penned in 2000) to include the involvement of Habitat Management and Policy staff.

We have undertaken a more formalized relationship with Florida Atlantic University, Mote Marine Laboratory, the University of South Florida and other institutions in the state, and we are working towards a greater role in both graduate and undergraduate education, including supporting a Lab intern and, potentially, a future dedicated Marine Lab fellowship.

Looking to the FutureThe past year was an important

year of transition for the Marine Lab, and we have taken on a host of new challenges.

Two new Ph.D.'s were added to the Lab's existing complement of research scientists, bring new dimension to the Lab's research breadth.

We head into the coming year with two main goals. The first is to increase awareness of RECON's unique ability to track changes in water quality in near real-time. This data will greatly enhance our understanding of the dynamics of the river and estuary, establishing SCCF as a significant "player" in water quality issues.

Secondly, we are establishing a long-range plan that includes upgrading and enhacing the Lab's equipment and facilities while budgeting for stability and growth.

VolunteersOur volunteers continue to sustain

SCCF with their expertise and dedicated hard work. We had 657 volunteers work a total of 19,690 hours, which is the equivalent of 10 full-time staff positions. The actual number is probably higher because tracking our volunteers and their hours is not an exact science, and not everyone keeps a record of and reports their hours. However, keeping track of volunteer hours is important to the Foundation for receiving grant money, for reporting purposes, and of course to recognize those who give of their time, energy, skills and talent.

The Annual Fund Drive seeks annual tax-deductible gifts from our supporters to fund our operations for the year. They enhance the revenues we receive the program grants and other income sources. We are truly appreciative of our donors. They recognize that our yearly program activities would not be possible without their help.

Thanks to gifts from 1,192 donors, the Annual Fund Drive raised $667,655 for the year ending June 30.

We are so appreciative of each and every gift, and hope that a growing number of our members will also contribute to the AFD annually. During the FY07-08 AFD, there were several major gifts, totaling $10,000 or more, whose donors we would particularly like to recognize. In descending order, they are:

As the spring approached, it became clear that, despite the generosity of our donors, we were not going to reach our $750,000 goal. At that time, a final AFD fundraising event was conceived by Paul McCarthy of Captiva Cruises and SCCF Trustee Nanelle Wehmann. Thanks to Paul and Nanelle's hard work, and the generosity of their guests and Captiva Cruises, over $40,000 was raised during the event aboard the Lady Chadwick.

As Erick Lindblad said at the time, "We were shy of our $750,000 goal for this year, but thanks to everyone's best efforts to support our ongoing work, we came pretty darn close. It's a tough economy, and we're grateful for where we are today."

The Foundation’s 16th Annual Tennis Tournament -- which "netted" $22,500 -- was held at The Dunes Golf & Tennis Club, March 28, 29 and 30.

The event started Friday night with a buffet sponsored by Bank of America and catered by Jack and Mike Elias. Bank of America also sponsored the T-shirts created by Lifeline Designs.

The players enjoyed spectacular spring weather all weekend at The Dunes, whose staff also provided the continental breakfasts and buffet lunches.

Conservation Foundation volunteer Warren Schwab chaired the tournament committee for the seventh consecutive year and event founder Lucas Century once again provided the etched glassware presented to the sponsors and winners.

SCCF Natural Resource Policy Director Rae Ann Wessel gave an enlightening slide presentation on the water quality in the greater Everglades and Caloosahatchee watershed. After the lunch, Island Inn board member and SCCF Life Member Sam Bailey praised Wessel’s presentation and commented that “the greatest island non-profit organization had come to the greatest island resort” for their lunch and he thought that was a perfect match.

SCCF welcomed everyone to our February Open House with lots of hands-on activities and curiosities to explore, from the Marine Lab's oyster tank to a demonstration of spinning thread from wild cotton

to face painting, mask making, the untamed "animal sounds" contest and the musical fun of Mrs. Kate.

The Foundation honored its volunteers for their valuable contributions made during the year at the annual Volunteer Party at BIG ARTS on Wednesday, March 12.

Once again the staff entertained the volunteers with their original take on Dancing With the Stars – Dancing With the Volunteers. The Marine Laboratory’s Eric Milbrandt stole the show with his Elvis imitation.

Jayne and Brian Baker of Jayne’s Victorian Garden catered the reception for the approximately 150 volunteers at the event.
