Authored by: Francis Ian L. Agatep, Vice-President Whereas the Sanggunian ng mga Mag-aaral ng mga Paaralang Loyola ng Ateneo de Manila, from here on known as the Sanggunian, acknowledges the presence of Commission on Higher Education’s (CHED) Memorandum Order 42, Series of 2005, stating the Implementing Guidelines for the Creation of Student Crime Prevention Councils, in all Colleges and Universities; Whereas, the creation of the Student Crime Prevention Council, from here on known as SCPC, in the University is based upon the memorandum 1 of the Commission on Higher Education, that is based off the right of children to assistance, including proper care and nutrition, and special protection from all forms of neglect, abuse, cruelty, exploitation, and other conditions prejudicial to their development 2 which is in accordance with the pertinent provisions of Republic Act 7722 3 ; Whereas, the SCPC is to coordinate with the school’s Parent-Teachers Community Association, the School Principal/ Dean/ Head as the case maybe, as to maintain peace and order within the campus; Whereas, the SCPC, is to coordinate with the National Police Commission (NAPOLCOM) regional office, the local police stations, or the Department of Interior and Local Government (DILG)-Patrol 117 to conduct seminars of training on crime and drug prevention and control on campus; Whereas, the SCPC, shall conduct intensive information drive on crime prevention, particularly on drug abuse, alcoholism, illegal gambling, fraternity quarrels, hazing, and other undesirable activities; Whereas, the SCPC, shall report all illegal activities of students and/or recommend the imposition of appropriate sanctions by the school authorities, which shall include but not limited, to a reprimand, a transfer, a suspension, or an exclusion/expulsion from the university; Whereas, the SCPC in coordination with the Office of the University President, shall send to the Committee on Higher Education through its Regional Offices, its composition, program of activities and projects for the academic year, two months after the closing of the first semester of the academic year, and the accomplishment report within two months after the closing of the second semester of the academic year; 1 Resolution No. 486 of the Commission en banc 2 Sec. 3 (2), Article XV, Philippine Constitution 3 Or otherwise known as the “Higher Education Act of 1994”

Student Crime Prevention Council Creation Act of 2012 An act in creating a Student Crime Prevention Council

09178172283| [email protected]  Whereas, the SCPC, is to acknowledge the Committee on Higher Education Regional Offices for

supervision and monitoring of its projects and activities; Whereas, the SCPC, in coordination with the Office of Student Activities of the University, is to consolidate regional reports for submission to the Office of the Chairman of the Committee on Higher Education, through the Executive Director’s Office; Wherefore, be it resolved that, the SCPC shall be composed of the following: the Chairperson—the President of the Supreme Student Council , the Vice-Chairperson—the Vice-President of the Supreme Student Council, the Secretary of the Supreme Student Council, the ROTC Corps Commander, and Class Presidents or Vice presidents of all courses in the college level4 Wherefore, be it resolved that,

• The Chairperson of the SCPC is to be the current President of the Sanggunian • The Vice-Chairperson of the SCPC is to be current the Vice-President of the Sanggunian • The Secretary of the SCPC is to be the current Secretary-General of the Sanggunian • The ROTC Corps Commander is to be the current Ateneo ROTC Corps Commander • The Class Presidents or Vice Presidents are to be the Course and Block Reps of the

Sanggunian Wherefore, be resolved that, the SCPC will have a Board of Advisers composed of the School Head, the Chief of Police, the Adviser of the Supreme Student Council, the Punong Barangay (where the school is situated), the Parent-Teachers Community Association, and the Representative of interfaith sector to be designated by the school head 5: Wherefore, be resolved that, the counterparts of the Board of Advisers in the University is recommended to be composed of the following:

• Office of the Loyola Schools Vice President/ Associate Dean for Student Affairs (ADSA) • The Head of Security of the University • OSA Professional catering the Sanggunian • The Loyola Heights Barangay Captain • The President of the Ateneo Schools Parents Council (ASPAC) • Representative from the Office of Campus Ministry (OCM)

Wherefore, be resolved that, the Board of Advisers of the SCPC shall provide consultancy and advisorial services as well as approvals on matter affecting the operations and activities of the committee and be communication with the SCPC and convene as necessary to deliberate on pertinent issues; Wherefore, be it further resolved that, the SCPC be in constant communication and coordination with the University Security Office, the Office of the Associate Dean for Student Affairs (ADSA), the Facilities Management Office (FMO), the Office of Administrative Services

SCPC; Wherefore, be it further resolved that, the relevant units of the Sanggunian which include, but not limited to the Central Board Committee on Administrative Services (CAS), be in coordination in the creation of the SCPC to discuss the implementing guidelines, roles and responsibilities of the council as discussed in the CHED Memorandum Order; Wherefore, be it further resolved that, the initial meetings of the SCPC set the proper structures, mandates and implementing rules and guidelines of the council to perform its duties and convene as an ad-hoc committee when necessary in addressing the needs of the community and fulfilling its roles and responsibilities as per the CHED Memorandum Order; Wherefore, be it further resolved that, the SCPC is to fully document all of its meetings, events, activities, and evaluations and shall hand it over to the Sanggunian to be used as reference material for related activities in the future; Wherefore, be it finally resolved that, this resolution shall be enacted upon approval of the Central Board via a 2/3 majority vote Sponsored by: Gabriel Ignacio P.
