Why are we here?
1. Community Planning was started in Santa Fe County in 1998 as an innovative way to work directly with communities in addressing local needs in planning for future growth. County staff have worked with community members in many communities to create plans that serve as a guide for future development, land use, community facilities, projects and
2. Adopted community plans are adopted by the Board of County Commissioners which are amendments to the County-wide growth management plan.
3. Ordinances are then developed from the Community plans to create the standards and regulations needed to implement
community plan.
4. In 2010, the County adopted the Sustainable Growth Management Plan (SGMP) to replace the County’s 1996 Growth Management Plan. All existing and any new community plans were adopted, as amendments to the SGMP and are an active element of the County-wide comprehensive plan.
5. In 2013, the County adopted the Sustainable Land Development Code (SLDC) which is the new framework for County-wide land use and zoning regulations.
6. In 2015, the BCC established Planning Communities to work with County staff and initiated a Community Planning Process to:
a. Update existing Community Plans, as needed, and to amend the SGMP with those updates.
b. Develop Community District Overlays to serve as separate sections of the SLDC and identify land use regulations
tailored to the local community, using the standards
7. The reason we have invited you here is to meet with your family, neighbors and staff who have helped work on the Community Planning Update process and to get your feedback on the work that has been completed.

The San Pedro Plan and 2015 Update are amendments to the 2010 SGMP.
Proposed San Pedro Community District Overlay which was informed by the Plan and Ordinance.
The San Pedro Overlay will be included into the SLDC.

2015 San Pedro Community Plan Update
I. San Pedro Community Plan Purpose
San Pedro Community Plan was adopted by Resolution 2001-51. The Resolution to adopt the plan recognized the Planning Committee concerns to preserve the rural mountain residential lifestyle of the District, to protect water quality and quantity, dark night skies and natural scenic beauty while supporting a diversity of housing and income levels. San Pedro District (SPD) Community Plan Purpose Statement:
The intent of developing this plan is to define a rural development pattern appropriate tothe unique character and resources of the San Pedro area. Issues that were identified tobe addressed through a plan included how future development would affect water resources, commercial uses, transportation and mining activity
The initial planning process brought the community together to discuss shared values and concerns so that the community could craft a plan that will guide future growth in the district. Plan implementation hasguided the location and scale of commercial and residential development, public facilities and infrastructure, and protected the water supply, open vistas, and other natural resources of the area.
II. San Pedro Plan Update
Purpose:
The San Pedro Plan was adopted in accordance with the County’s Community Planning process. SantaFe County subsequently adopted the Sustainable Growth Management Plan (SGMP) in 2010 and the Sustainable Land Development Code (SLDC) in 2013. The SGMP framework includes a Growth Management Strategy that includes a comprehensive zoning approach based on a land use plan, a use matrix, notification procedures, community planning and public participation. The SLDC indicates the purpose and intent for Community Plans as follows:
The Community Plan is intended to identify development and growth impacts for an area and provide strategies and land use recommendations including a future land use plan consistent with the SGMP.
A Community Plan is intended to permit communities to recommend adoption of particular land use regulations based on the needs and goals of the community and shall conform to the procedures set forth in the SLDC, and to subsequently update plans as necessary due to changing circumstances.
The purpose for the 2015 SPD Community Plan Update is to provide an update to the existing plan in order to ensure that the plan is consistent with the County’s adopted SGMP and to ensure that the plan is implemented through the Official Zoning Map and SLDC.

• January 12, 1999: The Board of County Commissioners (BCC) established a Planning Committee and authorized a planning process to start in the community.
• April 10, 2001: The BCC adopted the San Pedro Plan with Resolution 2001-51.
• January 30, 2002: The BCC adopted Ordinance 2002-2 creating the San Pedro Contemporary Community Zoning District.

Examples from the Planning Meetings:
“Blue Document” - Staff took the regulations from the San Pedro Ordinance and line by line compared them to the sections of Code that covered similar topics.Committee members went line by line with staff to decide if the Ordinance is covered in the Code. If the regulation is covered by the Code, the line from the Ordinance was not added to the Overlay. But if the regulation from the Ordinance was not covered in the Code the missing regulation was put into the San Pedro Overlay.
“Use Matrix Tool” - Staff took the Appendix B Use Matrix from the Code and created a document that only contained the zoning districts within San Pedro. The Committee went through each use and based on the Plan decided if the use was Permitted, An Accessory, Conditional or Prohibited.
The San Pedro Community 7 had Planning Committee meetings at the new Edgewood Fire Station February through May. These meetings generally lasted 2 hours and averaged 12 participants. The list to the right is every Community member that attended a meeting during this process.

The San Pedro Neighborhood Community Plan was adopted in 2001. Since that time the County has adopted new planning frameworks. The Plan is a valuable policy document that continues to be a guiding document for development in San Pedro.
The 2015 Plan Update contains transition language to better incorporate it as part of the SGMP.
