San Luis Obispo County Sheriff Ian Parkinson
The Sheriff’s Office continues to focus on inmate rehabilitation. The
new Medical Unit (including dental) is located in the jail. Dr. Christy
Mulkerin’s oversight allows us to improve the health and well-being
of inmates. In addition to that we have now opened the fully
operational Behavioral Health Unit for the mentally ill inmates. Both
of these additions along with extensive Deputy training related to
the Mentally Ill allows the inmates to be more receptive to advice,
taking their prescribed medications, and participating in
rehabilitation programs. These two units also keep inmates with
issues, closer to and more available to their supporting families and
lawyers. Our goal is to offer the inmates life skills and career
opportunities to became productive members of society and lessen
the recidivism rates in San Luis Obispo County.
Another successful summer of FREE
Great Camps has come to a conclusion.
Gang Resistance Education And
Training (G.R.E.A.T.) is designed to
prevent delinquency, youth violence,
and gang membership for children.
The program is focused on preventing bullying, respecting
others, making good life choices, conflict resolution,
anger recognition and management. G.R.E.A.T. is provided
by the San Luis Obispo County Sheriff's Office to local
schools with 6 once-a-week classes for students in 4th
and 5th grade, and 13 once-a-week classes for students in
6th through 8th grade. A large component of this program
are the week-long Sheriff's Youth Summer Camps held in
the summer. Thank you Sheriff Ian Parkinson and your

Hello to all. I can’t believe half of 2019 is gone. What happened? Well, your
San Luis Obispo Sheriff’s Advisory Foundation has been busy. During these first
six months, we have expended in excess of $211,000 to support law
enforcement in San Luis Obispo County. Because of budgetary restraints
common to all governmental agencies, we believe we have been able to make a
difference by providing financial support to our Sheriff and other local police
departments. We paid over $170,000 to help in the remodel and construction
of the new Behavioral Health Unit at the County Jail. We had a successful fun-raiser thanks to
Renee and committee. We had another successful installation Dinner with special guest Ed
Williams and New Vice President Chuck Houck. A special thanks to Kathleen & Sylvia and
committee. We are also announcing the SLO ULTRA Games and the upcoming Sheriff’s Family
Day. Have a great summer.
History was made as the Sheriff's Office first ever Honorary Deputy
Sheriff, 10-year-old Dane Heckman was sworn in by Sheriff Ian
Parkinson. Dane is a much loved member of our community. He loves
his community and represents us well. Looking good Dane.

SLO ULTRA GAMES The Sheriff’s Honor Guard has teamed up
with The SLO ULTRA Games and The Sheriff’s
Advisory Foundation to raise funds for their
mission to represent the San Luis Obispo
County Sheriff’s Office at the National Peace
Officers Memorial Week in Washington D.C.
in 2020. They need your assistance to honor
the fallen heroes that have paid the ultimate sacrifice. Donations
can be made in their name (The SLO Honor Guard) through our
website or www.sloultra.com. For those that chose to participate
in this fun event, a Special Offer for the first competing 10 - 2
person First Responders or Military Team that raise a minimum of
$2,000.00 or more. There is an additional special offer for the
team that is the highest fundraiser.
The San Luis Obispo County Board of Supervisors has recently confirmed, what we knew all along. The Sheriff’s Search and Rescue Team is one of the best. We say that because the board passed a resolution commending our SAR team for their assistance during the Camp Fire in November of 2018, the deadliest and most destructive wildfire in California history. More than 80 people died and 19,000 homes were lost in the area of Paradise, California.
Members of the team, led by Deputy Josh Beene, volunteered to respond to the area and for the next six days, documented burned buildings, searched for human remains, noted hazards and detailed valuables left behind. It was a grim task, to say the least. But our SAR team members are professionally trained for any event. And their professionalism showed. Even Butte County, where the wildfire left so much death and destruction, recognized our SAR team members for their selfless efforts.
It’s important to note, every member on that team is a volunteer. They’re not paid. Not one dime. They must leave family, friends, homes and businesses behind while they do the work that is so desperately needed in times of crisis. They’re on call 24 hours a day, 7 days a week. They answer the call and sometimes, like with the wildfire, they are gone for days on end. Again, they don’t get paid. They serve a higher purpose. To help in times of great need.
What’s interesting is the fact that everything they did in Butte County is not usually the task they’re assigned. Members provide the knowledge and skills to conduct searches for missing people. "Search & Rescue" means the acts of searching for, rescuing, or recovering by means of ground, marine, or air activity any person who becomes lost or injured while outdoors, or as a result of a natural or man-made disaster. This could be anyone from an elderly person with dementia who walks away from their home to the hiker who gets lost while on one of the County’s scenic trails.
Besides looking for missing people, another major component is searching for evidence in criminal cases. Sometimes there will be a need to have SAR members search an area for a weapon that may have been used in the commission of a crime like an assault or homicide. Or the item might be a small piece of evidence that ties the suspect to the crime. It may be tiny like a bullet fragment or a small article of clothing. It really is like looking for a needle in a haystack. This is where SAR members put their skills to the test. They will set up a grid pattern and conduct a very thorough search of the area. Using their extensive training, expertise, equipment and sometimes with the help a SAR K9, they usually find what many would believe could not be found.
If this sounds like something you would be interested in, here’s a little bit of information to help you decide. Individuals interested in joining the SAR must have their Emergency Medical Response card, be CPR certified and be 18 years of age prior to officially joining the team. Search and Rescue meets the first Tuesday of every month at the Sheriff's Honor Farm on Oklahoma Ave, and meetings are open to the public. By adopting The Stepping Up Initiative, the County of San Luis Obispo has joined 14
other Innovator Counties across the country that are leading the way in establishing
baseline data to track the number of people with serious mental illness in their jail.
Collecting baseline data is a crucial first step in reducing the number of people in jail
with a serious mental illness. The County of San Luis Obispo and Sheriff Ian
Parkinson should be commended for the efforts to address this crisis and improve
outcomes and reduce recidivism for this population.
