Permit History

• Permit conditions originally adopted byCommission in 1991 to mitigate forSONGS Units 2 and 3

– 150 acres of Southern California wetlands

– Science Advisory Panel with independentcontract scientists

• Commission approved San DieguitoLagoon site in November 1997 asappropriate location for wetland mitigation

• Coastal Development Permit #6-04-088 forthe San Dieguito Lagoon restorationproject was approved by Commission inOctober 2005

• The river channel was opened and dredging activitiescompleted September 2011 – this signified the end ofwetland construction

Restoration Monitoring

• Compared with 3 SoCal reference wetlands– Tijuana River Estuary, Mugu Lagoon and Carpinteria Salt Marsh

• Performance Standards– Physical

• topography, water quality*, tidal prism, and habitat areas

– Biological

• biological communities*, vegetation*, Spartina canopy*,reproductive success, food chain support* and exotic species

Beach Monitoring

• Beach Surveys– 7 survey locations

– Fall/Spring full profile surveys

– Wading depth surveys quarterly

– Analyze beach width, beach sand volume, and beach slope

• Coastal Processes Technical Panel– Review reports

– Convene if shoreline triggers are met

• Some areas of therestoration site have notperformed as modeled

• Result is change inanticipated habitat type– permanently ponded

“shallow mud flats”

• Feasibility Study completed by SANDAG for W19

– Potential for 50 acres of wetland creation

– Must be compatible with ongoing restoration site

– Modeling efforts underway
