I am happy to inform you that the XLIV Indian Social Science Congress will be held at Samrat Ashok
Technological Institute from March 15-19, 2020.
As you may be aware, the Congress, organised annually by the Indian Social Science Academy for last
forty-three years, is the largest national gathering of social scientists, scholars and researchers as also a unique
and only platform for social scientists to interact with scholars from natural, engineering, medical, agricultural
and multidisciplinary science.
The focal theme of XLIV Congress is ‘New Global Technological Society’. The Congress will have
lectures on the focal theme by eminent scholars and different aspects of the theme will be deliberated upon in
thematic workshops, research committees of various academic disciplines covered by academic and research
institutions.

Details of registration, participation and submission of abstracts are also available on the web site.

0100 PREAMBLE
Indian Social Science Academy (ISSA) organizes Indian Social Science Congress (ISSC) every year
with a view to discovering, developing and disseminating science of Nature-Human-Society through critical
appraisal and integration of current research and theory in all subjects of science taught and researched in Indian
Universities, Colleges, IITs, IIITs, NITs, Regional Engineering Colleges, Medical Colleges, AIIMS, PGIs,
NISERS, ISERS, CSIR, ICAR, ICPR, ICMR, ICSSR and ICHR. Institutes/Laboratories for making India and
its peoples creative, self-reliant, prosperous, healthy and happy while living in peace and harmony with Nature.
0200 HISTORY
Indian Social Science Academy (originally, Indian Academy of Social Sciences ) was established on
August 15, 1974 with its headquarters at Allahabad with a view to creating a new science of Nature-Human-
Society in India capable of creating new Atmanirbhar democratic Republic of India free from hunger, disease,
ignorance, discrimination , oppression of man by man. Two years later it began organizing National Science
Congress. It named it Indian Social Science Congress. First Indian Social Science Congress was held from
February 15 to 17, 1976 at Allahabad. Since then it has been held at different universities, details of which are
given on page 81. The 40th
session of the Indian Social Science Congress was held from December 19-23, 2016
at University of Mysore, Mysuru and the 41st session of it was held from Dec 18 to 22, 2017 at Periyar
University, Salem. The 42nd
Indian Social Science Congress was held from December 27 to 31, 2018 at Kalinga
Institute of Industrial Technology, Bhubaneswar and the 43rd
Indian Social Science Congress was held from
January 17-21, 2020 at Bengaluru Central University, Bengaluru. Each ISSC has a focal theme, details of which
are given on page 81.
All subjects/disciplines of science of Nature-Humans-Society are represented in Indian Social Science
Congress. There are 28 Subject Research Committees and 21 Interdisciplinary Thematic Panels in it.
Word Science in Indian Social Science Congress is prefixed with social as science as knowledge is
the result of collective mental and physical labour. Science is without any boundary and, is indivisible.
Indian Social Science Congress, therefore, is indeed, science congress in true sense. Its focus is on ‘Science
of Nature-Human-Society’.
University Grants Commission recognizes Indian Social Science Congress on par with Indian Science
Congress with distinction of having greater potentiality for developing new indigenous science and technology
needed for self-reliant (Atmanirbhar) national development. Every session of Indian Social Science Congress
has a focal theme.

The Indian Social Science Congress is a multi-disciplinary national science forum, which promotes
integration of Science of Nature-Human-Society through intra, inter and multi-disciplinary appraisal and
integration of current research and theory. Its deliberations, therefore, relate to (a) the focal theme, (b) current
research and theory in each subject/discipline of Science, (c) inter and multi-disciplinary deliberations on the
major India’s and world’s problems; (d) emerging areas of research and (e) improving the quality of education
and research through capacity building programmes for young scientists. Specific objectives related to the focal
theme, ‘New Global Technological Society’ are as follows:

between the rich and the poor, between the village and town and thereby strengthening
the democratic principles of equality, freedom, fraternity and peace.

education and research.
0508 To explore the new Technological Revolution-born economic, political, social,
organizational and cultural theories of sustainable, equitable, harmonious, peaceful,
poverty-disease-unemployment-discrimination free global social order.
0509 To investigate potentiality of New Technological Revolution for making the world free
from the fear of elimination by nuclear, chemical, biological or any form of global war
and radiation.

There are 28 Subject Research Committees in 44th Indian Social Science Congress. Each
Research Committee has two chairperson (one local and one outstation),two convenors (one local and
outstation) and 15-25 members from all over India. Details are given on page 29 Each Research
Committee appraises and attempts to integrate current research and theory through deliberations on
research papers, Seminar/Symposia/Colloquia/Workshops/Special lectures/ ad-hoc group discussions
on themes of greater theoretical and methodological significance. Major objectives of each Research
Committee are: (a) to appraise the quality of research and problems associated with it, (b) discover
newer theory and method, (c) contribute to improvement of education and research and (d) to bring
out publication of papers in all Indian languages in order to fill-in the existing void and thereby create
necessary conditions for flowering of science in India that is liberating.
Since focal theme of the XLIV Indian Social Science Congress is ‘New Global Technological
Society’, each Research Committee may identify themes related to it and hold seminars/symposia
lectures for reviewing ‘Current Research and Theory’s of 15-30 years of research in its domain. Each
Research Committee shall identify and invite those who have done creative research in their areas to
write a critical review papers. Besides, young researchers and others are welcome to present their

There are 21 Interdisciplinary Thematic Panels. Theme of each panel is major problem of
modern world demanding appropriate scientific solution. Scientists of diverse disciplines working on
the common theme are expected to present their research papers and attempt building a common

10. AD HOC GROUP DISCUSSION
Scientists or a group of scientists doing research on a new theme having newer theoretical and
methodological and social implications are welcome to organize discussion on the same. Those interested in it
are advised to send their proposals to the General Secretary before. The proposer shall be its convener and
should mobilize 5-10 participants having papers on the same theme. This kind of deliberations are meant for
new emerging areas of research and theory. Those who are interested in organizing such discussions/dialogues
are requested to contact the General Secretary of Indian Social Science Academy.

11. X ALL INDIA YOUNG SCIENTISTS CONVENTION
Young Science Division of Indian Social Science Congress organizes All India Young Scientists
Convention with a view to enabling our young scientists to play central role in development of indigenous
science of Nature-Human-Society. So far 9 sessions of it has been held. The X All India Young Scientists
convention will be held between March 15-19, 2021, during the 44th
Indian Social Science Congress.
‘Learning Science of Nature-Human-Society’ will be its major theme. Besides, conditions of research
facilities, availability of appropriate fellowships, language of education and research, contractual teaching and
research, job opportunities, etc will be sub-themes for Young scientists. Young scientists enrolled for Ph.D will
be welcome to interact with the senior scientists for seeking advice.
Young scientists of all subjects are welcome to submit their papers and notes on specific issue/themes
for discussion at the X All India Young Scientists Convention. They are also welcome to submit papers on
‘Current Research and Theory in Science’ and ‘New Global Technological Society’. Two-three good papers will
be listed for presentation in plenary sessions.
Names and addresses of the Chairman and convenor of the X All India Young Scientists Convention
are given on page 52. All those who want to participate in it are advised to contact them.
12. NATIONAL SCIENCE AND TECHNOLOGY EXHIBITION
Samrat Ashok Technological Institute and Indian Social Science Academy have resolved to organize a
National Science-Technology Exhibition on ‘Innovations and Discoveries in Indian Science-Technology for
Atmanirbhar Bharat’ along with a national symposium on ‘ Building Atmanirbhar Bharat’ and other related
seminars/symposia/plenaries on ‘New Global Technological Society’ during the XLIV ISSC. Eventually, such
an exhibition shall become regular feature of ISSC.
All R&D organizations, IITS, NITS, CSIR, ICMR, ICAR, DST, TFIR, AICTE, IISc. ICMR, National
and Regional Laboratories, Agricultural and Technological Universities, Institutes, Universities and Colleges
are cordially invited to display their innovations, discoveries in the realm of Science-Technology which in their
views can help in building ‘Atmanirbhar Bharat’. All those participating institutes/groups/individuals are
expected to first submit the brief information about their exhibits and space required. All would be expected to
register before March 01, 2021.

13. TASK FORCE
A Task Force constituted for the XLIV Indian Social Science Congress shall deliberate over its
deliberations between 21:30 – 23:00 hours everyday with a view to exploring new ideas, theories, methods and
social relevance. It will present its ‘Trend Report’ on March 19, 2021 at 14:00 hrs at the assembly of all
delegates for discussion and adoption. All Chairpersons and Convenors are its ex-officio members.
14. SUBMISION OF PAPERS
All university and college teachers, students and scientists working in CSIR, ICAR, ICMR,
ICSSR, ICPR, ICHR, DST Institutes, IISc, IISERS, NISERS, IITs, IIITs, MNITs, Engineering Colleges,
Medical and Health Science Universities, Medical Colleges, AIIMS, PGIs, National/Regional
Laboratories, DRDO’s Institutes/Laboratories, are cordially invited to present their research papers at
the 44th
Indian Social Science Congress. Those who are not formal scientists too are welcome to submit
their papers and participate in XLIV ISSC.
Papers can either be based on research or review of researches or study of policies and Peoples
movements. Those who are working in the field and wish to present papers based on their field works too are
welcome to present their papers. However, none is permitted to present papers by copying others’ papers
from research Journals or internet. Each paper, therefore, has to be accompanied by a duly signed
‘Declaration Form’ given in the annexure. Scientists found guilty of plagiarization shall be responsible for
their acts.
Three copies of a paper, with CD and its abstract in triplicate should be submitted to the General
Secretary, Indian Social Science Academy. Abstract of papers should be within 500 words and the paper
within 7000 words and format given in the annexure should be used
It is advisable to e-mail abstracts and papers to the respective Chairman of Research
Committees/Thematic Panels and the General Secretary, ISSA in order to facilitate quick response (See
pp _______). All papers are edited by the respective research committees. Provisional acceptance is issued on
receipt of abstract of the paper and final acceptance after submission of the full paper and completion of
registration. One should register only on receipt of provisional acceptance letter.
15. DATES FOR SUBMISSION OF PAPERS
The last date for submission of abstracts and full papers are as follows:
(i) Last Date For Submission of Abstract : February 15, 2021
(ii) Last Date For Submission of Full Paper : February 25, 2021
It may be noted that one can submit paper even after the last date and till March 14, 2021. No
paper, however, will be received during the session of the 44th
Indian Social Science Congress. The papers
received after February 20, 2021 will be printed after the XLIV ISSC is over.
Since issue of visa is a time consuming process, the foreign scholars are advised to submit the
abstracts of their papers before February 05, 2021 and the full paper before February 15, 2021along with
their bio-data after visiting website of Ministry of External Affairs, Government of India
16. MEDIUM
Papers can be submitted either in Hindi or in English as the Hindi and English are the official medium
of Indian Social Science Congress. As a policy Indian Social Science Academy would like to have all Indian
languages as the medium of exchange at ISSC. However, it doesn’t have resources for it. Those who cannot

write in Hindi or English are welcome to write in their language. However, they are expected to mail the
original text of their papers along with the translated copy either in Hindi or English.
17. GOLD MEDALS
Two Gold Medals, namely, A. K. Tharien Gold Medal and B. V. Rangarao Gold Medal are
available for the best papers presented at the XLIV Indian Social Science Congress. Two best papers of XLIV
ISSC adjudged by appropriate committee shall be given Gold Medals at the next session of Indian Social
Science Congress in 2020.
Philanthropists/Trusts/Members are welcome to donate for creation of Gold Medals/Memorial Lectures
in the names of their beloved.
18. ACCOMMODATION AND FOOD
All registered delegates of XLIV Indian Social Science Congress shall be provided free Guest
House/Hostel Accommodation and free food with effect from March 14, 2021 (dinner only) to March 20, 2021
(breakfast). Accommodation, however, will be available from March 14, 2021 morning. Foreign delegates will
be provided accommodation on receipt of intimation well in advance. Those wishing to stay in hotels are
advised to make their own arrangements. The Organizing Committee would charge rent for the
accommodation prior to March 14, 2021 and after March 20, 2021.
All correspondence regarding accommodation should be addressed to the Local Organizing Secretary.
Filled-in Accommodation and Food Form and Travel Form given in the annexure should be mailed to the
Local Organizing Secretary before March 10, 2021.
19. TRANSPORT AND RECEPTION
All registered delegates of XLIV Indian Social Science Congress will be received at railway station/
airport/bus station at Vidisha and Bhopal Airport on receipt of information well in advance. All are advised to be in
communication with the organizing Secretary of the XLIV Indian Social Science Congress in order to have smooth
and pleasant reception, transport and accommodation.
All those who wish to be received are requested to mail the filled-in Travel Form given in the
Annexure to the Local Organizing Secretary latest by March 10, 2021. One can contact the Local
Organizing Secretary over phone as well as e-mail.
20. VIDISHA DARSHAN
Vidisha is a beautiful historical place. Ashok’s Sanchi is near to it. Arrangement for visit to beautiful

21. REGISTRATION
All those who wish to present their research papers at XLIV Indian Social Science Congress are
requested to get themselves registered by paying the stipulated registration fee. Details of registration fee are as
follows:

not be charged for food
One who is not a member but wishes to become member of the Indian Social Science Academy
can send the membership fee and the registration fee meant for member-delegate along with filled-in
membership and registration forms.
An institution/organization member can depute its three or more representatives to the Indian Social
Science Congress. In the event of more than three representatives, the cost of registration for individual delegate
(member or non-member) shall be payable by the concerned institution/organization.
Unregistered scholars attending XLIV Indian Social Science Congress shall be required to buy the food
coupon from the counter. No accommodation and certificate shall be provided to unregistered scholars or
scholars who have registered without submitting any paper. No one will be entitled to receive literature of XLIV
ISSC without registration. However, such scholars can buy the publications from the counter.
The Registered delegate is entitled to receive kitbags, all publications of the XLIV Indian Social
Science Congress including its proceedings free of cost, free hostel accommodation, free meals, and free
transport from the Guest House/Hostel to the venue of XLIV ISSC. The Organizing Committee may
provide free or on payment transport from the railway station/airport to the Guest House/Hostel
depending upon its resources. However, delegates staying in hotels or on their own shall not be entitled
for free transport. Local registered delegates will be entitled for kitbags, free lunch, day tea/coffee and
banquets only. Free Breakfast, lunch, day tea and dinner will be available to registered delegates with
effect from evening of March 14, 2021 to the morning breakfast of March 20, 2021 only.
Samrat Ashok Technological Institute is likely to put some registered delegates in nearby other
Guest Houses, Hostels and other hotels if its Guest House and Hotels accompanied are full.
Plenary/Public Speakers, Chairpersons, Special Invitees and EC Members are requested to inform the
Organizing Secretary about their need for Guest House Accommodation.
The registration fee should be sent to the General Secretary, Indian Social Science Academy by
an account payee Cheque/DD in favour of Indian Social Science Academy payable at Allahabad under
registered cover. Outstation cheque or money order will not be entertained. Multicity cheques will be
accepted. Till date there is no online facility. So one should not transfer registration on any online facility.

Although on the spot registration will be made, yet the Organizing Committee is not bound to provide
hostel accommodation to such outstation delegates if the accommodation is not available.
It is, therefore, advisable to get registered within the stipulated time in order to avoid last minute
inconvenience.
The invited scholars and members of the Executive Council, NAAC, Organizing Committee, Research
Committees, Thematic Panels, Task Force and other bodies and special invitees are advised to pay the
registration fee within the stipulated period and act in accordance with advice by the General Secretary, Indian
Social Sciences Academy. None is exempted from registration fee. Registration is necessary for enabling
the Organizing Committee to arrange accommodation, transport and food for all.
Timely registration and intimation of need for accommodation will facilitate planning for food,
accommodation, Transport, Kits, etc.
Refund of the registration fee will be made after deducting 40% as the service charges if the
request for it is received before March 15, 2021. Literature of the XLIV ISSC, however, shall not be
supplied in such cases. Those who have registered but are not able to attend the XLIV ISSC because of
unavoidable reasons would be supplied all the publications if their request for refund is not received
within the stipulated date or if they do not wish refund.
In the event of more than one author of a paper, all will be required to pay the registration fee
individually. Co-author of a paper shall not be treated as accompanying person.
22. MEMBERSHIP
Indian Social Science Congress is open to ISSA members as well non-members. Those who wish to
become members of ISSA are advised to post their membership fee along with filled-in membership form to the
General Secretary. Such new members shall be eligible for concession in registration fee of XLIV ISSC.
23. TRAVEL SUPPORT
All the scholars working in universities, colleges, research institutes, laboratories and R&D
organizations shall be expected to seek travel and registration support from their respective organizations. Those
who are retired or do not enjoy any institutional support are advised to write to the General Secretary, Indian
Social Science Academy before February 15, 2021. All research students in receipt of
UGC/CSIR/ICSSR/ICHR/ICPR Fellowships shall meet their travel and registration fee from their contingency
grants. Such research students who are not receiving any fellowship are advised to write to the General
Secretary along with ‘bonafide’ and ‘non-receipt of Fellowship certificate’ from their Registrar. Partial or full
support will be provided on availability of fund. All Plenary speakers, Chairpersons/Conveners not having
institutional support are advised to inform the General Secretary at the earliest. Local
Chairpersons/Convenors/Participants shall seek registration support from their universities/college/institutions. All requests for travel support will be considered by the appropriate committee and decision will
be communicated by March 01, 2021.
No one without paper and without prior commitment by the General Secretary in writing shall be
entitled for travel support and on the spot payment of the TA bill is subject to receipt of UGC' Grant before
March 15, 2021 by Samrat Ashok Technological Institute, Vidisha. In the event of UGC’s refusal to give its
grant of Rs. 20,000,00/- Samrat Ashok Technological Institute shall disburse upto Rs.12,00,000/- for travelling
expenses including registration of all the resource persons as per commitment to the plenary/public
lecture/speakers/chairpersons and convenor/resource persons.

Request for travel support by scientists working in Universities/Institutes/Colleges will be considered
on availability of funds. Such scholars would be expected to submit non-payment of TA and registration
certificate by the Registrar/Principal/Finance Officer of their organizations.

Programme of XLIV Indian Social Science Congress shall begin at 0900 a.m. and will continue till
23.00 hours every day. Registration of local delegates will commence on March 14, 2021 and outstation non-

40-50% will be available on ISSA publications.
All Research Committees, Thematic Panels and Symposia groups shall meet on March 14, 2021 at
14.30 hrs. at Samrat Ashok Technological Institute, Vidisha.
Annual Meeting of the General House of the Indian Social Science Academy will be held on
March 16, 2021 at 1800 hrs at Samrat Ashok Technological Institute, Vidisha. All ISSA Members are
cordially invited to it.
Organizing Committee and Executive Council shall meet on March 14, 2021 at 10.00 a.m. at
Samrat Ashok Technological Institute, Vidisha. Both the committees will act session till March 19, 2021.
No Committee/Panel other than Plenary can hold meetings between 0900-1300 hrs as all
delegates are expected to attend plenary sessions in the morning. The Programme Committee will be

25. CERTIFICATE
Certificates will be available to the registered delegates with papers from the registration counter with
effect from March 18, 2021 noon. All the registered delegates wishing to obtain certificates are requested to
submit ‘Self-Appraisal Participation Report’ to the registration counter latest by March 18, 2021 at afternoon
No certificate will be issued to the registered delegates without papers. Participation without
papers by the local scholars is welcome, but no participation certificate will be issued to them. Certificate
to volunteers will be issued after March 19, 2021.

0100 PREAMBLE
Indian Social Science Academy (ISSA) in association with Samrat Ashok Technological Institute
(SATI) proposes to focus deliberations of the 44th
Indian Social Science Congress on ‘New Global
Technological Society’ with a view to comprehending its necessity, relevance, validity and potentiality for
ensuring sustainance of life on Planet Earth while enabling the people to enjoy higher order of peaceful,
material, social, cultural and creative life in harmony with Nature.
0200 CONTEXT
History of origin, evolution of life and the history of development of human, science, technology and
society shows a very high correlation between Science, Technology and Society. Development of cognitive
capacities in homosapiens or humans enabled them first to develop tools, techniques and later science and
technology which led to formation of family, community, society, state and nation. Broadly speaking, three
forms of revolution following technological and scientific revolution emerged in the process. These are:
0201: Agricultural Revolution
0202: Industrial Revolution
0203: Digital Technology Revolution
Majority of the homosapeins living naked in herds/guilds by hunting-gathering formed family and
community during agricultural revolution. Nature of Social formation that began during shifting cultivation
transformed to higher forms during settled agricultural revolution which led to the origin of rudimentary forms
of society and state.
Further development of science and Technology, which was termed ‘Scientific Revolution’ in 17th
century led to industrial revolution which caused radical change in production process, social processes and
social structures. Industrial Revolution caused radical change in social character of production and distribution,
between society and state, between rural and urban, between owner of industries and workers in the industries.
Rural-Urban divide and rich-poor divide went on sharpening along with scientific and Technological
Revolution. Social conflicts and wars became endemic. First and Second World Wars were highly devastating.
Post-World War II led (a) liberation of colonial countries, (b) establishment of United Nations
Organization and (c) Organization of Science and Technology under the control of State.
Post-1950 development in Science and Technology led to Third Technological Revolution which is
called Digital Technology Revolution under the leadership of United States and Russia. Despite initial gains
between 1950-1965, India remained far behind and subsequently became a biggest market for imported Digital
Technology. However, it gave rise to ‘New Global Technological Society’.
This 3rd
Technological Revolution caused tremendous change in industry, economy, trade, education,
social structure and social process and culture. ‘ New World Order’ became the catch phase in 1970-1980s and
was defined by another new phrase ‘ Liberalization, Privatization and Globalization in 1990s’. ‘Knowledge-
society’ was second new catch phrase. Suddenly, the whole world became ‘Global Village’. The old theories of
liberalization was replaced by ‘ New liberal theory rooted in philosophy of ‘ Liberalization, Privatization and
Globalization’. Socialist society in USSR disappeared in 1991 which led to collapse of Berlin Wall and
disappearance of Socialism from Europe and Peoples Republic of China. ‘Unipolar world’ became the new

phrase of the new world order. The new society world over is now described as ‘New Global Technological
Society’. Theoretically, it is without boundary and all encompassing.
Question arises what is this New Global Technological Society? What does global village mean? How
has it affected the old social order? What do family and community mean? What are the tenets of New Global
Technological Society? Is it real or virtual? What is the connection between real and virtual? What is the nature
of new social relations? What is the connection between democracy and New Global Technological Society? Is
it equalizer? How has it affected economy, health, education and culture? etc.,etc.?
Indian Social Science Academy and Samrat Ashok Technological Institute, therefore, propose to focus
deliberations of the 44th
Indian Social Science Congress on ‘NEW GLOBAL TECHNOLOGICAL
SOCIETY’. Though the deliberations of the 42nd
Indian Social Science Congress were focused on ‘Human
Future in Digital Era’, yet it is considered very important to examine the new social formations within and
outside India. It has acquired greater significances because of corona-born national/global crisis. Education,
health, agriculture, industry and all social activists have been taken over by the New technology called Digital
Technology.

Indian Social Science Congress. Eight Plenaries and 5-7 public lectures and a few international and national
symposia/seminars shall be multidisciplinary. Subject Research Committees shall deliberate on related issues of
the focal theme as well on Current Research and Theory in their domains. A National Academic Advisory
Committee set up by the Academy shall help the Executive Council and the Organizing Committee to formulate
issues, themes on the focal theme and identify expertise in respective areas.

Hosts of questions arise: What is Third Technological Revolution? How is it different from the second
Industrial Revolution? What is its impact on agriculture, small and big industries, rural-urban divide, markets,
trade and commerce? Will it solve the problems of economic, social, ecological and culture created by the
Industrial Revolution? Will it reduce the inequality between the super rich and the poor? Will it resolve the
process of conflict and War? Will it make the present world order more democratic, more harmonius and more
livable? Will it stop the extinction of species on Planet Earth? Will it stop desertification of the Planet Earth
from deforestation and mining? Will it resolve the ever growing problems of clean potable water? Will it ensure
gainful employment to all able bodies? Will it promote belonginess in all by eliminating the process of ever
growing social and natural alienation? Will it promote social cohesion and social harmony? Will it make all
healthier and happer etc? etc? Will it replace human labour? Will it destroy superstitions? Will it promote
scientific temper among all? Will it destroy centralization of economic and political power? Is Philosophy of
‘Love to All and Prejudice to None’ the Philosophy of New Global Technological Society?
Answer to all these and many more questions in relation to New Technological Society ought to be
dispassionately searched in order to find correct answers having relevance to the New Global Technological
Society and making the future of humans better and secure.
Another very important question is can the New Global Technological Society form a bridge
or close the rift between human and nature, the rift between family and community and the rift between social
classes produced by the Second Technological Revolution called Industrial Revolution? What about new threats
from corona like viruses? Above all will the new global technology society be free from borders, inequality,
poverty, discrimination and war? Is there now an acute need for redefining problems of science?

Intra, inter and multidisciplinary approach to scientific understanding of ‘New Technological Society’
shall enable the Indian scientists to develop appropriate scientific theory, philosophy and method of New Global
Technological Society. The outcome will be fruitful to research, education, development and policy formulation.

BRIEF INTRODUCTION
Samrat Ashok Technological Institute, a premier institute of the region, was established on November
1, 1960 under the “Open Door” policy of the Government of India, by Maharaja Jiwajirao Education Society,
Vidisha with a donation from the Gangajali Trust Fund of the Scindias, erstwhile rulers of the Gwalior state,
and commitment of non-recurring grants from the Government of India and the Government of Madhya Pradesh
in agreed proportions.
The foundation stone of the Institute was laid down by late Pt. Jawahar Lal Nehru, Hon’ble Prime
Minister of India on Feb. 13, 1962 and was inaugurated by late Dr. Rajendra Prasad, Hon’ble President of
India.

The Institute started with a total intake of 120 students per year in the three major disciplines of
engineering, namely, Civil, Mechanical and Electrical Engineering. It was affiliated to the Vikram University
Ujjain to which the three other colleges in the region, namely, MACT (Now MANIT) Bhopal, SGSITS Indore
and MITS Gwalior were also affiliated at that time. After the establishment of Bhopal University at Bhopal, now
renamed as Barkatullah Vishwavidyalaya, the Institute was affiliated to it along with MACT (Now MANIT)
Bhopal and GEC, Bhopal. With the establishment of the Rajiv Gandhi University of Technology (RGPV) at
Bhopal in 1998, the Institute was affiliated to this university.

The Institute has completed its 60 glorious years. During the last 60 years, the institute grew up in a
big way. The institute which was started with 3 UG programmes in Engg., now offers eight undergraduate
courses in Engineering (B.Tech.), six Post graduate courses in Engineering (ME/M.Tech.), MCA, Master of
Business Administration (MBA), P.G. in Applied Chemistry and Full Time/Part-time Ph.D. programmes with
approx 2500 students. Institute has academic autonomy status; Institute has got NAAC accreditation also. Two
of our programes B.Tech. Mechanical and B.Tech. EI has accreditation from NBA. Institute has well qualified,
experienced & dynamic faculty to impart the high quality education in Engg./Technology, Science and
Management. There are well equipped modern laboratories, well stocked Digital E-Library, sports facilities and
other facilities to meet academic, Co-curricular extra-curricular activities, and other requirements. MHRD, Govt
of India, New Delhi, has selected this institute under the World Bank Scheme TEQIP-III with financial
assistance of Rs. 15.00 crores. The objective of the scheme is to establish Academic Excellence in the institute
through various activities and to enhance the employability of UG/PG students. Institute has established 14
centre of excellence and different centres in its premises.
Since its inception, Institute has played a significant role in developing human resources to meet the
requirement of industries with high social values at home and abroad.
CAMPUS
The College campus, a few minutes walk from the Railway Station is situated in the Civil Lines area,
of Vidisha. It is spreading over 85 acres lush green land with well maintained roads and approaches,
playgrounds and gardens etc. It has its own tube well based water supply and uninterrupted power supply
through an H.T. substation.

Laboratories
The Institute has latest well equipped laboratories in all the science and engineering departments
capable of catering the needs of both undergraduate and post-graduate courses. In recent years, these
laboratories have been extensively modernised with the help of grant received from the Government of
India. The Institute has developed several new laboratories in advanced and emerging areas of science and
technology capable of supporting post-graduate programs and also research projects taken up by faculty and
students.
Computer Facilities
Apart from a well established Computer Centre catering to the needs of the B.TECH. (Comp. Sc. &
Engg./Information Tech.) Course and the computer science components of the various other B.TECH.
courses, all the departments have developed their own computer facilities to cater to their post-graduate
programs as well as student projects which are becoming increasingly more computer oriented. Institute has
approximately 800 computer system with latest configurations..
The Computer Application, Computer Science & Engg. Departments have developed major
Computer Centers which cater to the Master of Computer Applications Program, M.Tech. program as well
as various other short term Courses. Likewise Applied Mathematics Department, has also developed its
own Computer Centre. There is central "State-of-the-art" Computer Centre with latest 120 computer systems
with multiple environment of computing and 100 mbps lease line NKN internet connectivity & 100 mbps Jio
Wifi connectivity with round the clock accessibility to staff and students. All departments/Sections are
connected under network.
Central Workshop
The Central Workshop already having all the conventional trade shops has been extensively
modernised to cater to the needs of fabrication work involved in student projects and has a very modern
Metrology Laboratory for precision measurements.
Central Library
The Library has a rich collection of all kinds of text and reference books related to all subjects of
various disciplines of Engineering, Management, and Science. It has more than 75,000 volumes and
subscribes to 105 national journals and technical magazines. It has an excellent collection of educational
videos and CDs covering various subjects. The library extends Book Bank facility to all the students. The
library remains open from 9:00 AM to 8:00 PM on all working days.
The Central Library provides Open Access System facility to all its users. Central Library is
managing Digital Library Solution (DLS) in which we are providing NPTEL Lecture videos (about 2500
Nos.) access facility throughout the Institute campus by Local Area Network (Intranet). Library also has
been providing multiuser e-resources access in library as well as on the Local Area Network of the Institute
through Internet. It also provides user-friendly Online Public Access Catalogue (OPAC) facility to make
easy access of library documents. Institute is having consortium membership of e-shodhsindhu, New Delhi
and INFLIBNET, Gandhi Nagar through Central Library.
Institute Library has subscribed to various e-journals databases i.e. Science Direct (Engineering &
Computer sc.), J-gate for Engineering and Computer Sc., We are accessing various e-journals database. Our
library is also a member of National Digital Library IIT Kharagpur.
Placement Cell
The Placement Cell has been established with emphasis on healthy Industry-Institute interface. This
enables the students of institute to get placement opportunities in both on campus as well as off-campus
recruitments. The department timely organizes various workshops and training sessions for the students, to
train them and to make them familiar with different aspects of personality development and enhancement of

Entrepreneurship Development Cell
An Entrepreneurship Development Cell was established in 1996 with assistance from the Department
of Science & Technology, Government of India. It has already earned a high reputation as one of the most active
EDCs in the country. The EDC regularly conducts entrepreneurship awareness programmes and camps for
science and engineering students, apart from many other target groups with a view to encourage them to go for
self-employment instead of running after the fast dwindling avenues of employment.
The EDC conducts many job oriented Professional Courses in collaboration with recognised
universities and organisations apart from EDCs and EACs etc.

The Civil Engineering Technology Development Centre (CETDEC)
The Centre was established with a grant of Rs. 7.00
lakhs from the Ministry of Human Resources Development in
1991-92 to carry out work in the field of cost effective and
alternative materials and technologies of construction. Very soon
after its establishment it was recognised as a Building Centre by
the Housing & Urban Development Corporation (HUDCO) and a
modest grant of Rs. 1.50 lakhs was given to it by HUDCO in
March 1992 as per their Building Centre scheme.
The activities of the Building Centre are being co-ordinated with those of the Entrepreneurship
Development Cell in order to add an element of entrepreneurship to its activities in view of the vast scope for
self-employment in the field of building construction.
This centre known by the name of Vidisha Building Centre has become one of the outstanding
Building Centre not only in the country as a whole doing work in the development and propagation of low cost
housing technology. HUDCO, New Delhi has given national recognition to this Building Centre for doing
outstanding work in the field of low cost housing.
Engineering Associations and Vigyan-Takniki Parishad
All the Engineering Departments have formed Engineering Associations of their respective branches
to encourage students to participate in professional activities so as to be better able to cope with the work
environment they will step in to, after passing out. These societies conduct tours and organize talks by
experienced professionals, seminars and workshops etc. in important fields related to the respective branches.
A Vigyan-Takniki Parishad with a wide membership among faculty members, has been founded a
few years back for co-ordinated inter-disciplinary work. It has started publishing the SATI Journal of Science &
Technology, a research journal.
The Institute also has the following local chapters of All India Professional Societies :

Alumni Association
After the first batch which graduated out in 1965, the Institute has sent out, by now, large no. of
engineers and scientists through the ever increasing graduate and post-graduate programmes being conducted by
it. Several of these alumni, spread over the whole country and beyond have by now reached the top rank in their
departments and organizations and a very large number of them occupy senior and influential positions, where
they could help the new pass-outs in many ways. All of them have a deep love and a high regard for their 'alma
mater' and some who have been able to find time to visit the Institute now are struck by the spectacular progress
made since they left years ago. They have a keen desire to do something for the Institute and its pass-outs.
An Alumni Association at the Institute was formed in 1986 on the occasion of the Silver Jubilee of the
Institute. Its membership is compulsory for all students. The Association is very soon bringing out a directory of
Alumni of the Institute giving names, addresses, and telephone numbers, mobile numbers, email addresses etc.
of all students who passed out since 1965 and whose current addresses have been possible to verify. This
directory shall be made available on our website. The directory will also contain information about SATI
Alumni Associations formed in various cities and towns in the state and the country and will be updated once in
a year. Alumni Co-ordination Committee (ACC) has been constituted to establish the linkage with the alumni.

Games, Sports & Physical Activities
The college provides excellent facilities for practically all major outdoor and indoor games and has a
full-time Sports Officer with adequate supporting staff to assist in games and sports activities, apart from
members of teaching staff deputed as Professors-In-Charge of various major games and sports.
The games and sports activities are organized under overall control and guidance of College Sports
Council, consisting of all captains and all Professors-In-Charge and Advisers of various games.
The Institute has been organizing "Shrimant Madhav Rao Scindia Memorial inter engineering state level
cricket tournament" on turf wicket for last sixteen years successfully.

Campus Facilities
1. Cooperative Stores
A registered cooperative stores exists in the campus which co-ordinates the management of Hostel
messes and supplies other items of utility at reasonable rates.
2. Bank & Post Office
A full-fledged branch of State Bank of India along with ATM facility exists inside the campus providing
good banking facilities to staff as well as students. Every student has to open a Bank Account as all
payments to any student or other person is made by college only through an Account Payee cheque. A
branch of Central Bank of India also exists in the campus. A post office also functions in the campus.
3. Dispensary
A dispensary with basic medical facilities has been set up in the campus with a qualified compounder.
Services of one Male and one Lady Doctor are also available. Institute has a Tie-up with a hospital for
the students.
4. Guest House : One guest House is available in the institute.
5. Alumni Transit Home
Alumni Transit Home has been constructed in front of Director’s Bungalow with the partial contribution
by the Alumni. It has the facility for comfortable stay. Alumni & parents of regular students of this
institute are permitted to stay here on nominal charges as per norms with the permission of Director.
6. Canteen
Newly constructed canteen exists adjoining to Alumni Transit Home and opposite to guest house.

The Indian Social Science Academy (ISSA when abbreviated) is the first National Science Academy of
independent Democratic Republic of India and fourth in chronicle order. The other three National Science
Academies―Indian National Science Academy (INSA), Indian Academy of Sciences (IAS) and National
Science Academy of India (NSAI) were born in British India. ISSA was born, 46 years ago, on August 15, 1974
at University of Allahabad in an assembly of young scientists. August 15, 1974 symbolized a beginning of an
altogether new science reflecting democratic needs, aspirations, creative urges / potentialities, history, culture
and traditions of peoples of India. Its name was carefully chosen for reflecting the true meaning and function of
science. The setting up of the Indian Social Science Academy also heralded a beginning of a new movement for
unity of science of Nature-Humans-Society by forging unity among all branches of science. Many described it
as a barometer of science and society in India in particular and world in general. In more than one sense ISSA is
a unique body in the whole world.
Science means objective knowledge of non-living and living things / objects and knowledge means
answer to questions ‘what’, ‘how’ and ‘why’, about a thing / object. The word ‘Nature’ connotes all forms of
objects / things / matter including humans and societies. Nature-Humans-Society form one single continuum.
So division of science into physics, chemistry, biology, environment, ecology, agriculture, medical, social,
historical etc., is artificial and all such divisions provide partial objective knowledge of Nature-Humans-
Society. Unity of Science of Nature-Humans-Society, therefore, is necessary for having correct and full
understanding of Nature-Human-Society science, thus, viewed is unitary as well as uniting.
The Science as an objective knowledge of non-living and living objects / things / matter is produced
through collective mental and physical labour of men and women. What is the result of collective labour is
termed as social and what is social is public and not private. Science, therefore, is social. It springs in society
comprising men and women. Because it is social it has social functions. It has the prime role in enabling men
and women to enjoy higher quality of material, social and cultural life in harmony with Nature. However, all
such social functions of science filter through different groups in the society because of which one doesn’t find
one-to-one relationship between science and conditions of all men and women of all societies. Humans’
inability to create a science-based society is well reflected in modern societies all over the world.
The Indian Social Science Academy seeks to discover, develop and disseminate science of Nature-
Humans-Society in Indian conditions in particular, and world conditions in general, with a mission to
build a new Democratic Republic of India where there is no hunger, no poverty, no unemployment, no
illiteracy, no disease, no bigotry, no superstitions, no communalism, no casteism and no discrimination of
any form and where all men, women and children enjoy equally good quality of material, social, cultural
and spiritual life in harmony with Nature without any kind of fear of violence, rape and murder.
‘Love to All, Prejudice None’ is the Philosophy of Science which guides all scientific pursuits of
ISSA.
Founders of the Indian Social Science Academy thought that science can benefit the peoples of a given
society only when it is taught and researched in their own language. Communication of scientific research
and science education in people’s own language, therefore, is key to the unfolding of creative potentialities
of peoples and benefiting them. Unfortunately, even after 73 years of independence science in India is
communicated through English. The end result is peoples of India who fund all scientific research are
deprived of its benefits. The creativity in science is continuously declining. The Indian Social Science
Academy., therefore, seeks to change it by creating necessary conditions for communication of scientific
research and science education in Indian languages involving publication of research journals,
monographs, books, etc., in all Indian languages.

Professor Ashok Jain President, Indian Social Science Academy, Pragayraj, Uttar Pradesh, India
Dr. Ashok Jain is Ph. D in theoretical Physics and an elected Fellow of National Academy of Sciences,
India.
His professional career started in Physics research and teaching at the Universities of Delhi, Kyoto
(Japan), Bristol (UK) and International Centre for Theoretical Physics (Italy). He then moved into planning and
management of Science and Technology as Science Attaché, Indian Embassy, Tokyo and as Director,
Department of Science & Technology in the Ministry of Science & Technology, Government of India.
Subsequently he moved back to research in the emerging interdisciplinary area of interaction between
science, technology and society (STS) as Director of National Institute of Science Technology and Development
Studies (NISTADS) of Council of Scientific & Industrial Research.
Dr. Jain has been Coordinator of Commonwealth Science & Technology Indicators Programme,
Member of Indian Social Science Research Council (ICSSR), Chairman of its OKD Institute of Social Change
& Development, Guwahati, Chairman of National Committee on Science and Technology Information Systems,
Member of Academic Council of University of Delhi, Member of Senate of Birla Institute of Science &
Technology, Pilani, Chairman of Governing Body of Daulat Ram College of Delhi University, etc.
After superannuation, Dr Jain has continued research in STS, as CSIR Emeritus Scientist, Editorial
Fellow of Project of History of Indian Science, Philosophy and Culture, Coordinator, Cross Cultural Innovation
Project of The European Union, as adjunct professor at Indira Gandhi National Open University and as Vice
President, EMPI Business School.
As Companion of Commonwealth Partnership for Technology Management (CPTM), London he is
associated with S &T & Innovation Policy and Strategy programmes of several African and Asian Countries. He
is founding member of Forum for Global Knowledge Sharing and founding President of Japanese Universities
& Research Institutions’ Alumni Association (MOSAI), an association that has received Japan’s Ministry of
Foreign Affairs Commendation. Dr Jain is recipient of Emperor of Japan’s medal of honour.
Dr. Jain has published over hundred research papers in Physics, Science-Technology-Innovation

Humans-Society which will wipe out poverty, hunger, disease, illiteracy and violence
from the mother earth for ever and enable every man, woman and child on earth to
enjoy superior quality of material, social and spiritual life in peace and in harmony with
Nature. Let us build a new science of newer and better Democratic and ecological
civilisation.
MEMBERSHIP
The Indian Social Science Academy (ISSA) seeks to build science of Nature-
Humans-Society in Indian conditions through integration of research and theories
across all subjects. Its membership is open to scientists of all branches of science, social
workers and policy planners. It is also open to universities, colleges and research
institutes, national and regional laboratories, associations of scientific disciplines and
other institutions/organizations including industrial organizations. Following categories
of memberships are available:

(for Research Students only) Rs. 500.00 (per annum)
4. Sessional Fellow Rs. 800.00 (per annum) 5. Donor Member Rs. 10,000.00 (per annum) 6. Institutional Member
(i) Annual Rs. 5,000.00 (per annum)
(ii) Permanent Rs. 25,000.00 (one time installment)
Note: Please add Rs. 200.00 as the admission fee. All payments to be made by account payee bank
