In accordance with the above TDD, the FIT (R. Kratzke and R. Simmons) performedthe sampling inspection on November 27-28, 1984. A stipulation in the TDDrequired the sampling to be conducted during or after a rainfall. The FITcontacted the Army Corps of Engineers, which is involved with the remedialactivities on-site, to make arrangements for scheduling the sampling inspectionwhen the conditions were favorable. Sample locations were chosen by the Corpsof Engineers and site representatives (IT Corporation) .
A significant amount of precipitation fell in the Jacksonville area on November26, 1984. The FIT arrived on site November 26th and met with Bod Garner, Corpsof Engineers representative; Chester Sims, Vertac representative; and severalemployees of II Corporation, on-site subcontractors. Several samples were takenfrom the dredged cooling pond which recently flooded from the rainfall. ITCorporation was interested in having samples with varying turbidities to see ifa relationship existed between possible dioxin contamination and the sample'sturbidity. The FIT provided IT Corporation with a small aliquot of each sampleto measure the turbidities with their portable nephelometer.
Sample locations wre determined by IT Corporation employees and Rod Garner.Four samples were taken directly from the cooling pond or overflow areasdirectly from the pond. IT Corporation took an additional sample from thecooling pond immediately following the rainfall on November 26 (exact locationunknown). A final sample was taken from the French drain discharge, locatednear the Eeasor-Hill Landfill (see attached sample location map andphotographs). Sample descriptions and turbidity measurments are as follows;

0The highest level of contamination found from lab analysis was 2,4,5-T at sample 0stations 1-4 (96-170 ppb). With the exception of station 05, traces of 2chlorophenol; 2,4,5-Trichlorophenol and 2,4,6-Trichlorophenol were also found.Some traces of 2,4 and 2,6 Dichlorophenol were found in stations 03 and 04.Silvex (2,4,5-TP) may be present, but it could not be quantitated due tocoelution interference. No 2 ,3 ,7 ,8 TCDD was detected in any of the samples.
Supporting QA/QC data for the phenols is missing. There i -ire, the chlorophenoldata at this point must be considered questionable. Kesubmission from the labwas requested by the EPA Houston Lab on 1/15/85. Chromatograms for the phenoxyherbicides for station 03 are also missing.
