REGULATORY COMPLIANCE usa OPA90
While other Salvage and Marine Firefighting (SMFF)
providers have entered and exited the market or
formed JVs, Resolve is proud to be the only one that
has ‘stayed the course,’ maintaining USCG certification
since the inception of OPA90 regulations and
continuing to deliver coverage that goes above and
beyond expectations. Our OPA90 coverage is core
to our business, meaning that when you work with
Resolve you will have a partner that is 100% focused on
high-quality compliance and response.
Resolve’s coverage is based on resources from our
owned salvage depot locations across the continental
United States, Puerto Rico, Alaska, and Hawaii. In
addition, we use a comprehensive vetted network of
preferred providers for additional support if necessary.
Our salvage professionals, including salvage masters,
engineers, dive teams, naval architects, and additional
personnel are all on-call around the clock to promptly
initiate casualty assessment and salvage planning
when a VRP is activated.
The Resolve Funding Agreement is USCG approved
and recognized by the International Group of P&I Clubs.
It supports the USCG concern that a casualty response
should not be delayed by contract negotiations and
acknowledges the traditional protections available
to ship owners, charterers, cargo owners, and their
underwriters in settlement of a marine response claim.
Our concept is designed to preserve those rights while
rationally distributing financial responsibilities to
ensure emergency responses are timely and effective.
With this exclusive coverage for your fleets, the only
question is this: What other OPA90 SMFF providers can
demonstrate this level of commitment?
“My team and I are proud that owners of the world’s
largest ships and fleets come to us to protect them.
You don’t get that from good advertising – you get it
from a solid track record.”
– Joe Far-
Our commitment to OPA90 is unmatched within
the industry.

EMERGENCY RESPONSE, TUG RESOLVE PIONEERalaska
By forming regulatory agreements with 24 Class 1 certified SPROs, Resolve provides your ships with
rapid Ship Pollution Response services, covering over 180 ports and terminals in areas such as Shanghai,
Qingdao, Tianjin, Shenzhen, Dalian, Xiamen, and more.
Most importantly, our response capabilities are widely recognized as the most comprehensive in China.
We have liaised closely with the IG of P&I Clubs and ITOPF in drafting our contract to ensure it complies
with their guidelines. This procedure ensures that you as a ship owner are fully covered across the entire
China coastline, while only needing to communicate with Resolve, your single point of contact.
Recognizing the lack of resources that exist in the Western Alaska / Aleutian Island chain region,
Resolve offers Alternative Planning Criteria (APC) coverage. Resolve has made a significant investment
in resources and manpower, even building our largest facility to date, to now provide the most
comprehensive APC coverage for vessels transiting Western Alaska via the Great Circle Route.
We are a trusted responder in Alaska and one of the only companies with actual assets to respond
to both salvage and oil spill incidents in the region, providing our customers with an added level of

The Leading Global Provider in Salvage & E
RESCUE DRILL WITH RESOLVE AND CHINA MARITIME SAFETY ADMINISTRATION (MSA)china
The Resolve Marine Group story begins in 1980
when our founder Joe Farrell, Jr. purchased his
first tug. What started as humble beginnings
working on smaller salvage jobs in the Caribbean
would eventually grow into a global emergency
response and regulatory compliance force,
with offices and response bases in the United
Kingdom, Gibraltar, Singapore, India, China,
Rotterdam, and South Africa.
It was our industry-leading OPA90 compliance
coverage that sparked our growth. Following the
1989 EXXON VALDEZ oil spill in Alaska, the U.S.
Coast Guard established regulations for OPA90.
At the time, Farrell realized he needed to offer
services that met those regulations to continue
growing the company. To do this he needed a
firefighting team and, as it turned out, the only
way to establish one was to build a world-class
training facility. The Resolve Maritime Academy

age & Emergency Responsewas launched, and soon Resolve became
the only salvage company with an in-house
firefighting team of experts that also served as
professional instructors.
With our strong track record of successful jobs,
our extensive global reach, and the amount of
resources and equipment we utilize, Resolve
Marine Group is simply the right call when you’re
in need of coverage.

We Own Equipment In Strategically Located Warehouses Around the WorldCustom-Built Equipment
Our OPA90 fire pumps and lightering powerpacks are custom designed and
manufactured in-house, allowing us to tailor them to your exact needs.
Damage Stability
Damage Stability allows for a proactive approach to reducing the time needed to develop a
unique salvage solution. Our naval architects and engineering group design and maintain
the models in-house, allowing for a more rapid and effective response.

Firefighting Systems
The most durable and reliable in emergency response, we built our
firefighting pumps (Lynx, Wolverine, and Badger) with a positive hydraulic
system to enable priming in seconds. They have industrial heat exchangers,
carefully chosen to avoid the issue of sediment buildup, and subsequent
system failure. Unlike most lightweight marine engines that corrode easily
and are inept in muddy waters, the pumps we customize can be deployed
in any difficult condition. Resolve fire pumps are customized to cover
as many unforeseen situations as possible—allowing for operations day
or night with LED lighting encompassing them 360 degrees. To ensure
operations go smoothly, Resolve maintenance teams exercise all depots’
equipment three times every month. Additionally, we provide services,
certifications, and client training when requested, and our in-house
manufacturers are available for support.

industry-leading Coverage Capabilities
Lightering Packages
Our emergency transfer and lightering systems employ hydraulic
submersible pumps built to handle petroleum products and hazardous
liquids. All pumps can be passed through standard Butterworth openings
and are included in deployable systems. The included pumps are selected
for size, design, and construction suitable to the volumes to be handled,
access to the tanks that need discharge, and chemical properties of the
materials needing to be pumped.
Hydraulic Power Units
Our Hydraulic Power Units (HPU) are custom built in-house for superior safety
and performance. They are skid-mounted, all-aluminum constructed and are
powered by a six-cylinder, 174-horsepower air-cooled turbo diesel engine. Our
HPU engines are equipped with a spark-free hydraulic starter, spark-arrested
exhaust system, and are capable of producing a max of 5000 PSI with a flow
rate of up to 56 GPM.
Due to their intrinsically-safe designs, these units can be operated in
hazardous environments, ensuring a sufficient base for all lightering

Personnel & Training
Resolve is the only SMFF provider who has and operates its own training academy – the Resolve
Maritime Academy. Certified by Det Norske Veritas (DNV), our academy trains over 3,000 students
annually and offers the most realistic and customizable training programs to clients and responders
around the world.
Our academy is the only school in South Florida that offers students real-life LNG Training. Developed
in partnership with New Fortress Energy, this course provides hands-on training experience and
valuable knowledge on dealing with LNG in an emergency situation.
As part of our commitment to our clients, Resolve supports and participates in training seminars,
tabletop exercises (TTX), and field exercises within the U.S. and internationally, working with
ship-owners, qualified individuals, the United States Coast Guard, and industry leaders. To further
support our clients, Resolve has developed a virtual Salvage and Marine Firefighting (SMFF) TTX
course offered throughout the year at no additional cost. We have completed hundreds of drills
since the inception of the SMFF regulations in 2010, and are actively engaged in all 41 USCG Area
Planning Committees, maintaining currency on every Area Contingency Plan as well as attending
all 13 Regional Response Team (RRT) meetings.
As an ISO 9001:2008 certified organization, we continually improve our
programs and safety analysis systems to deliver a genuine culture of safety.

A vessel carrying an ammonium nitrate-based fertilizer off of the Canary Islands reported smoking from one of the
cargo holds. Resolve was activated and mobilized its fire and salvage response team to the site. Using grappling
hooks to board the vessel in five meter swells, the salvage crew was able to make a temporary tow connection
and re-establish control of the vessel over 250 nautical miles from shore. Once connected, Resolve was able to
secure a port of refuge and using marine chemists and a drone mounted heat camera, provided assistance to the
shipowner to discharge the cargo and redeliver the vessel.

150 miles off the Yucatan Peninsula, a 102,000-ton passenger cruise ship lost propulsion and nearly all
generation power due to an engine room fire. Resolve was able to respond swiftly by sending out the RESOLVE
PIONEER salvage tug to work on transporting the ship to port in Mobile, AL. While the tow was underway,
another Resolve vessel, LANA ROSE, supplied provisions to the over 4,200 passengers and crew members on
board via helicopter and the heli-rescue basket.

TANKER
A tanker collided with a barge in the Sabine-Neches Waterway in Port Arthur, TX spilling over 10,000 barrels
of high-sulfur, sour crude oil into the waterway. Resolve, acting under the vessel’s response plan, mobilized
its lightering and firefighting team. Given the low flash point of the cargo, Resolve had to inert all tanks being
lightered as well as create an inert blanket over the damaged areas of the tanker. Using a combination of
intrinsically-safe hydraulic power units and damage stability analysis Resolve was able to separate the two
vessels and successfully lighter the damaged tanker.

PASSENGER SHIP
A 331-foot passenger ship struck an uncharted rock at a location in the Coronation Gulf, Canada, above the
arctic circle. The ship was far from shore, exposed to strong cold fronts that generated significant wind and
swells, and not within close proximity to any commercial airport. All double bottom tanks were breeched in the
grounding, with significant damage, and the vessel was starting to break in half.
Regardless of the challenging conditions and location, Resolve acted quickly, working closely with the Canadian
Coast Guard to defuel, refloat, and tow the vessel to Port Epworth for survey and stabilization. Resolve also
prevented any pollution or damage to the environment during the process.
