2 Salik Development Foundation (SDF)
Fore Word
Salik Development Foundation (SDF) has initiated
welfare activities since its establishment in 1989. With the passage of time SDF has started various
developmental activities. During the period of 21 years SDF workers faced many problems, accidents
and troubles. We learned a lot from experiences and circumstances during interacting with
community.
During those hard days SDF members, staff, partners and all well wishers cooperated according to their capacity.
Due to which lacs of people are being benefited by SDF services today.
SDF partner PPAF has cooperated and guided a lot. With the guidance
of Mr. Kamal Hyat, Chief Executive of PPAF all staff of PPAF and especially CPI unit has guided and facilitated all partner organization in
Pakistan for the alleviation of poverty, which is exemplary. Affiliation with PPAF is considered an honor. SDF has completed the CPI schemes
in the backward communities of District, Mardan, Sawabi and Peshawar successfully while several schemes are in progress. Which
help poverty alleviation.
After the historical migration of IDPs from SWAT, DIR, BUNER districts due to military operations, Salik Foundation started its IDPs support
program with collaboration of PPAF in Jalala, Shekh Shehzad, Shekh Yaseen, and Benazir IDPs camps. Which supported the IDPs towards
rehabilitation and rebuilding of their areas.
Beside PPAF collaboration, SDF has completed several developmental
projects with collaboration of UNICEF, TVO, OXFAM, NUDP, DSP, NCHD, TMA (Takht Bhai, Mardan) and Pompier de Urgence and Secure
Populair from France successfully. Due to which not only the area developed but mutual cooperation and trust has also been raised.
I resolve and conclude that we would like to collaborate with those
organization and individuals who work for development and peace in the world in order to establish a peaceful, developed and prosperous
society.

Introduction of Salik Foundation
Salik Development Foundation (SDF) is a non profit organization, established in 1989. Working area of SDF is NWFP and Azad Jamu & Kashmir, while SDF has offices in Takht Bhai, (Mardan), Ghari Habibullah, district Mansehra, Muzaffarabad AJK and Neelam District AJK. The main cause of its establishment is to ensure a peace full, prosperous and developed society. For the purpose, SDF has started the process of community social mobilization and launched several developmental projects i.e Water supply, Sanitation, Environmental Protection, Health, Education, Agriculture development projects, Advocacy, Women in Development projects, Relief Programs, Flood protection, and especially Community Physical Infrastructure Program (CPI) with the financial & technical assistance of PPAF. PPAF and its whole management executive team facilitated Salik Foundation very well, due to which Salik Foundation has found many valuable pearls in the shape of thousands of volunteers from different communities of NWFP, especially District Peshawar, Distt Mardan and Swabi In the whole process of community development and social mobilization.

PURPOSE OF LAUNCHING CEREMONY:
1. To introduce our program and scope of work included in our project to all projects
stakeholders.
2. To create a linkage with Govt and non-govt departments.
BACKGROUND OF THE LAUNCHING CEREMONY:
Salik Foundation signed an agreement with Abt Associates for the project “Capacity
Building & Hygiene Promotion in District Neelum. Prior to starting of project activities a
project launching ceremony was arranged. Political, religious leaders, Local NGOs, govt
departments and other honorable guests Mrs. Shamim Ali Malik Advisor to the State of
AJK, Mian Abdul Wahid MLA govt of AJK, Mufti Mansoor -ur-Rehman X-minister
(Forest), Deputy commissioner Amtiaz Ahmed, Assisstant commissioner Khwaja Ijaz,
Assistant director LGRD, Administrator TMA, Trade union, District Nazim, and many
other guests from different departments participated in this ceremony.
PROCEEDINGS OF CEREMONY:
The ceremony was started with recitation from the Holy Quran. Ghulam Jillani recited
few verses from Holy Quran. After recitation Project Coordinator of Salik Foundation
Dr.Fauqia welcomed all honorable guests on behalf of Salik Foundation for participating
in the program. She then invited Deputy Coordinator of Salik Foundation, Mr. Rahman
Hussain for introductory address.

ADDRESS OF MR. RAHMAN HUSSAIN (DEPUTY COORDINATOR):
Mr. Rahman Hussain presented the introduction of SDF briefly. He explained the details
of SDF activities in District Muzaffarabad and
District Neelum, Ajk. He said that after the
earthquake 2005 Salik Foundation started WES
projects for School water supply and hygiene
promotion in two districts of AJK. He added
that after the completion of these projects SDF
now signed an agreement with Abt associates
(USAID Contractor) for the project “Capacity
Building and Hygiene
Promotion”. This project is highly significant for the people of target area as here is need
to work on hygiene and to mobilize the people for safe drinking water.
Diarrhea is very dangerous especially for
children. In developing countries every year
40 Lac people get diarrhea in which 25 Lac
die. According to a research conducted by
UNICEF every day in the world 6000
children die. The main causes are the use of
contaminated water and bad hygienic
condition.
USAID is the funding agency for this
project.
The USAID Program “Pakistan Safe drinking water and Hygiene promotion project
covers 28 districts, including 6 agencies and beneficiaries from this program are 31.7
million people. The main objective of this program is to provide Technical assistance in
hygiene and sanitation promotion along with capacity building in order to complement
Pakistan investment in hardware for safe drinking water.
This project is very beneficial. The benefit of this project is that in targeted area the
incident of diarrhea will be reduced. In this connection we hope positively that you all
will cooperate with Salik Foundation to complete this project successfully. He then

PRESENTATION OF DR.FAUQIA (PROJECT COORDINATOR):
Dr.Fauqia started her presentation with the objectives of the projects, which are:
To control diarrhea diseases through hygiene promotion and availability of safe
drinking water.
To promote healthy life practices in the community through hygiene promotion,
capacity building trainings, theater and debates.
To keep functional durable the filter plant in Tehsil Authmaqam and to create the
spirit of ownership of the said community through social mobilization.
Geographical Coverage:
Geographical coverage of is two tehsils of District Neelum i.e. Tehsil Athmaqam and
Tehsil Shardah.
She explained the two components of the said project. Which are as follow.
A: Community Hygiene Promotion
B: Capacity Building
Dr.Fauqia Presented the activities included in Component A. she said that for this
component our target audience are:
“Mothers and fathers of children under five years of age”.
She shared that we will convey hygiene messages to this targeted group by doing
following activities.
Conducting group hygiene sessions with fathers and mothers of children less than
five years of age.
By identifying and to training to at least 20 female volunteers for the
sustainability and continuation of hygiene promotion activity in future.
Meeting with 10-12 doctors in each tehsil so that they emphasize on hygiene to
the mother of children under age of 5 years.
Training to 25 Religious leaders in two tehsil on hygiene promotion for further
delivering of these messages to our targeted group.

Training to the staff of 5 local NGOs in their own offices on how to integrate
hygiene promotion messages in their existing programs.
Conducting interactive theaters to convey the hygiene promotion messages
through drama and theater.
Organizing hygiene Melas (Festival) in targeted area.
Using of print and local media to promote HP messages i.e. cable networks,
Radio, newspaper etc.
She then invited Mr. Akhtar Ayub to present activities included in the 2nd
component (Capacity Building)
of the project.

Mr. Akhter Ayub presented the second component of the project and shared its scope of
work. He said that the main objective of this
component is to keep functional durable the
filter plant in Tehsil Authmaqam and to
create the spirit of ownership through social
mobilization. In this component our targeted
group is TMA Staff and local community.
The main activities in this component are:
Formation of volunteer beneficiary household committee or strengthen/ mobilize
the existing CBOs to take over the responsibility for operation and maintenance of
the plant in partnership with the local government and to be responsible for O&M
of the plant when the government support is withdrawn. At least 2 meetings per
month attended by at least 10 members of the CBO or committee shall be
arranged. Collect reports from the committee and submit on monthly basis the
progress of committee meetings and activities and findings such as plant
operation and maintenance parameters.
To provide training about operation and maintenance of filtration Plant for staff of
TMA, CBOs/ Committee and any other relevant staff.
To provide training about water sampling, testing, training about sanitary
inspection for staff of TMA/ UC/village council.
One-day refresher training for each of the above 4 training courses for already
trained trainees.
Social mobilization for the use of safe drinking water.
At the end of presentation participants asked different questions which answered by SDF
staff members. SDF project coordinator Dr. Fauqia invited Mrs.Shamim Ali Malik
(Advisor state of AJK) for sharing her views regarding the project.

Mrs.Shamim Ali Malik appreciated SDF approach and said that this project of great
importance as here is need to work on hygiene and to bring changes in people behavior
and to mobilize them towards using safe
drinking water. This project will create
awareness among the people and will help the
people to prevent them from different
diseases which is usually due to use of
contaminated water and bad hygienic
condition Salik Foundation has already
worked in hard Union councils of District
Neelum and achieved the task successfully.
SDF will also complete this project
successfully. She said that govt and non-govt
departments will support you fully.

Mufti Mansoor-ur-Rahman also appreciated
the program and SDF efforts in District
Neelum. He also appreciated the Project
scope of work and said that all these activities
will really reduce the incident of diarrhea

This project of Salik Foundation is of high
significance with regard to environmental
safeguard. He said that all NGOs after the
earthquake worked a lot and we all should
fully cooperate with the NGOs. He also

Foundation while working in District
Neelum.

Then Mr.Shah Ghulam Qadir Came to Salik Foundation Regional Office Athmaqam for
opening ceremony of office.
With this the program ended and they prayed
collectively for the successful implementation
of the project.
Operationalization of Filtration Plant of Teshisl Authmuqam, District Neelum.
Water Filtration Plant in District Neelum:
Government of Pakistan has installed water Filtration plant in 2006 in Tehsil Athmaqam.
The quality of this filtration plant is very good. Nearly 500 households can get safe
drinking water from this filtration plant.
Situation of Plant Before SDF Intervention:
From the time of its installation the Filtration Plant was non functional. Following were
the main causes of its non-functional status.
No Electricity Connection.
No water connection from source.
Water storage tank was damaged and filled with dirty water and waste material.
Construction was incomplete e.g. there were no water taps.
No internal wiring.
UV Lamp was not installed.

Other Major Issues:
After meetings with TMA and Local Government, they told that:
Operating this Filtration plant is an extra burden.
We don’t have funds for its operation and maintenance.
Salik Foundation should support for it least one year for its operation and
maintenance.
Role of Salik Foundation:
It was a challenge for Salik Foundation to keep functional and durable this Filtration
Plant.
For this purpose Salik Foundation started the process
of Social Mobilization and meetings with community
focal persons as well as local administration. A user
committee was also formed. The members of this
user committee as well as local leadership
pressurized Local government to take over the
responsibility of the ownership of Filtration Plant and
to functional it.
As a result
Local government took the responsibility of
ownership.
Community people arranged for 1000 ft GI
pipe for water supply connection.
Community people cleaned, repaired, and
also provided lid for water storage tank of
filtration plant.
Due to community pressure Local govt gave
electricity connection.

After these fruitful outputs Salik Foundation Contact with Rain Drop to complete
remaining work of Filtration plant such as installing UV Lamp which was missing. Rain
Drop sent an operator, who completed remaining work.
Result:
The plant is now fully functional and the
people are using its safe water.

Hygiene Mela Athmaqam Report

Introduction:
Hygiene Mela is a kind of demonstration sharing different better application of Hygiene
methodologies in shape of entertainment. It’s a form of education for local community in
improving their knowledge regarding hygiene. It’s a type of connectivity among NGOs
government departments and community for making better working relationships.
This type of event brings changes in behavior and is cost effective way of promoting
health and preventing diseases. It provides an enhanced learning environment for the
community.
Objectives:
1. To create awareness regarding hygiene among the local population living in tehsil
Athmaqam.
2. To provide hygiene education to a large group of people in one time.
3. To provide a common platform to NGOs, Government departments and other
stakeholders.
PRE MELA ACTIVITIES:
(1) Planning:
Salik Foundation was the key host of this Mela. The methodology adopted to organize
this Mela was participatory.
Planning for this Mela started from October 16, 2008. Salik Foundation invited
NGOs/INGOs and members of other organizations and institutions for a planning
meeting.
In Planning meeting it was decided that the Hygiene Mela would continue to be a one-
day event from 10 am to 4 pm. It was also decided to invite Mr. Attaullah Atta (DC
Neelum) as chief guest.
8 organizations came forward voluntarily and 4 sub committees were formed. Each
committee had 5-6 members and was responsible for a particular component of Mela.
The collective efforts and ownership culminated in a successful one-day event.

(2) Publicity:
One among the 4 sub committees had the responsibility of pre event publicity. Posters
(A4 size) were distributed and pasted on walls widely. The Mela was also publicized by
loudspeaker and through newspaper. A press release regarding Hygiene Mela was
published in Local newspaper a few days before. Invitations were sent to various
community centers, health centers, Govt departments and the local press.
Inauguration:
The Mela was inaugurated by Mr. Attaullah
Atta (DC Neelum) by cutting a ribbon. The
inauguration then followed by program
consisted of different events.
The program started with recitation of Holy
Quran. Mr. Shakir recited a few verses from the
Holy Quran.
Events in Hygiene Mela:
o Debates regarding Hygiene
o Jokes
o Quiz competition
o Interactive theaters
o National songs
o Local Music (Qawali)
Different school children participated in debates on hygiene jokes and sang national
songs. A quiz competition was also included in the Mela. In this competition simple
questions regarding hygiene were asked from children and women and prizes were given
to the winners.

Most of the stalls displayed by NGOs were information based and displayed variety of
information to the participants.

A total of 1280 male and 240 female attended this Mela. The Participants were from all
age groups.

Fathers and mothers Views:
Very good event, along with efficient hygiene education. It was very informative. We
also learnt how to improve our health and to prevent illness by gaining Knowledge in this
Mela.
Benefits to Community:
The community learnt how to improve health and prevent diseases by gaining
knowledge.
The community learnt how to clean water from germs at home.
Evaluation from attendees:
The volunteers provided very good support. The volunteers helped much in keeping
record of the number of attendees and the collection of evaluation forms. Visitors
returned a total of 50 evaluation forms.

Coverage:
Print media covered the mela story extensively. Key people were interviewed before and
during the mela. A press kit was also provided to the news reporters before the mela. The
newspapers that covered the event were Daily Khabrain, Daily siasat, Azkar and
Muhasib.
Conclusion:
The Hygiene mela was seen a successful event, while changing their attitudes and
behaviors and was cost effective way of promoting hygiene and preventing diseases. Its
aim was to provide learning environment for the community. For this purpose different
activity in the mela ware organized very well. Exhibition stands of Salik Foundation and
other NGOs in the mela were very informative.
As compare to the last mela held in Mirpura in October 2008 there was all round
improvement in this mela. The level of participation has gone up significantly. The focus
on outcome made the mela more impact and result oriented.

Hygiene Mela Report Mirpura

Introduction:
Year 2008 has been designated as the international year of sanitation by the UN general
assembly. The practice of hand washing with soap tops the international hygiene agenda
for the year 2008. October 15, 2008 was marked as the first Global Hand washing day.
The aim of this day was to reinforce the call for improved Hygiene practices. To be a part
of Global community Salik Foundation has arranged a Hygiene Mela in District Neelum
at Government Inter College Mirpura Ground on October 15, 2008.
Hygiene Mela is a form of education for the local community in improving their
knowledge regarding hygiene. It also strengthens the partnership and alliances with
community and allows more integration of positive approach towards health education. it
also bring changes in behavior and attitudes and is cost effective way of promoting health
and preventing diseases. It provides an enhanced learning environment for the
community.
The chief guest was Raja Muhammad Yousaf (Counselor UC Baria). This Hygiene Mela
Attracted upwards of 1200 visitors.
Objectives:
1. To be a part of Global community on Global Hand washing day.
2. To improve awareness regarding hygiene amongst the local population living in
Tehsil Athmaqam, District Neelum.
Planning:
Planning for this Hygiene Mela started from September 12, 2008. A planning meeting
was held on October 12, 2008 in the office of Salik Foundation. Norwegian refugee
Council (NRC), Darawa Development organization, Peace Foundation, CDC, Local
Government, Social Welfare Department, Strengthen Participatory organization (SPO),
Islamic Relief, Society for sustainable development (SSD) and members from health
department participated in this planning meeting. In this meeting a committee was
formed for planning and arrangement. A list of Local Organization that would be
involved and will have their exhibition stands was prepared. The committee decided that
local dignitaries such as community focal persons, councilors, mayors, members of health
departments and other political dignitaries would be invited to participate in this Mela.
They decided that the Hygiene Mela would continue to be a one-day event from 10: 00
am to 4:00 pm. They also decided that different games of short duration would also be
included in Mela.
In this planning meeting a team of 15 volunteers was formed. Specific tasks were given
to these members by planning committee to ensure smooth running of Hygiene Mela.

The committee agreed to invite Mrs. Shamim Ali Malik (State advisor) as a chief guest.
She was invited two weeks before and the invitation was accepted.
The majority of the planning had been completed by September 2008. Improvements
were made on car parking, layout of displays to ensure safety and maximum visibility of
exhibitors.
Publicity:
A team of Salik Foundation as well as Volunteers had organized Pre event publicity.
Invitations were distributed to various community centers, health centers, govt

The Program:
Mrs. Shamim Ali Malik had invited as chief guest for the Mela and she had accepted the
invitation but due to heavy rain a day before main road from Muzaffarabad to Mirpura
blocked by sliding due to which Mrs. Shamim Ali Malik was unable to reach and attend

The program then started with recitation of Holy Quran. Miss Shamaila recited a few
verses from the Holy Quran.

Different games of short duration were also included in mela. First of all different games

mentioned time. Prizes were given to the winners at the end.
Other events
The other events of mela started. Different school children participated in debates on
hygiene jokes and sang national songs. A quiz competition was also included in the Mela.
In this competition simple questions regarding hygiene were asked from children and
women and prizes were given to the winners.
October 15, 2008 was global hand washing day so a session was also included in which
children washed hands with soap in front of all for twenty seconds. At the end soap were
also distributed among children, mothers and fathers of children under 5 years of age.
Interactive theater:
Salik Foundation theater volunteers performed on a script in Hygiene mela. This script
was specially developed for Global Hand Washing Day by the Project.

We hoped that more than 2000 male and female would attend this Hygiene Mela but due
to heavy rain a day before and also on the same day of Mela. A total of 217 female and
960 male attended this Hygiene Mela. But it was very encouraging to see women
participated in this Mela. The participants were from all age groups.

I congratulate to all staff members of Salik Foundation who’s arranged this big event in a
very difficult situation. (Rain was started a day before and was raining on the same day of mela and all
the arrangements were made in rain). This was a very good program; the theater and other
programs were very useful and not only created awareness but helped in changing
behavior of people. The event was not only entertaining but was an important opportunity
to involve the community In large in hygiene promotion.

Introduction:
Hygiene Mela is a form of education for the local community in improving their
knowledge regarding hygiene. It also strengthens the partnership and alliances with
community and allows more integration of positive approach towards health education. It
also brings changes in behavior and attitudes and is cost effective way of promoting
health and preventing diseases. It provides an enhanced learning environment for the
community.
On June 28, 2008 Salik Development Foundation organized a Hygiene Mela. The event,
which attracted upwards of 1700 visitors, was held at GBHS sharda. The chief guest was
Mr. Sardar Gul-e-Khandan (Chairman Prime Minister Monitoring & implementation
Commission).
Objective:
The Objective of Hygiene Mela was to improve awareness and bring changes in behavior
regarding hygiene amongst the local population living in Tehsil Shardah, District
Neelum.
Publicity:
Pre event publicity had been organized by a team of Salik Foundation. Invitations were
distributed to various community centers, health centers, mosques, govt departments and
the local press. Posters (A4 size) were also distributed and pasted on walls widely. The
Mela was also publicized through newspaper. A press release regarding Hygiene Mela
was published in Local newspaper a few days before.
Attendance:
A total of 1450 adults and 250 children attended the Hygiene Mela. It was very
encouraging to see women participated in this Mela as in the history of Tehsil shardah for
the first time women participated in this type of event. The participants were from all age
groups.

Planning:
Planning for this Hygiene Mela started from June 6, 2008. A planning committee was
formed and they decided that the Hygiene Mela would continue to be a one-day event
from 10: 00 am to 4:00 pm. A list of local organization that would be involved was
prepared. A list was agreed by the committee to invite local dignitaries such as
community focal persons, X-councilors, mayors, members of health departments and
other political dignitaries.
The committee agreed to invite Mr.Sardar Gul-e-Khandan (Chairman Prim minister
Monitoring and Implementation commission) as a chief guest and the invitation was
accepted.
The majority of the planning had been completed by June 2008. Specific tasks were
allocated to the members of planning committee to ensure smooth running of Hygiene
Mela. Improvements were made on car parking, layout of displays to ensure safety and
maximum visibility of exhibitors.
The Event:
Salik Foundation also arranged a shooting ball tournament. From the whole district of
Neelum total 16 teams took part in this tournament. This had started from July 26, 2008.
It was decided by planning committee that all the matches except Final Match will have
to be done with in two days i.e. 26 and 27 July 2008.
The First match started at 8am 0n July 26,2008. Mr. Safdar Jamil (Assistant

Then the two teams Shrada Club and Tiger club were invited to play the Final Match of
Shooting ball. The competition was very tough between the two teams and the spectators
were very excited. Eventually after a tough competition, Shardah Club won the Match.
After the final match SDF Project Coordinator gave a short presentation of the project
and explained the objective of this Mela. He also shared different Events included in the
Mela.

Background:
Salik Foundation is working on Hygiene promotion in district Neelum. The objective is
to reduce the incident of diarrhea among the children less than 5 years of age. For this
purpose different activities are performed such as Hygiene sessions with mother and
Father of children, meeting with doctors, Hygiene trainings to religious leaders, hygiene
melas and interactive theater.
In this connection Salik Foundation organized a theater program. Theater conveyed
hygiene messages to participants.
This program was arranged in GBMS Danjar, situated in north of Town Athmaqam.
Mothers and Fathers of children were informed few days before about this program and
they participated in large numbers. The participants watched theater keenly and got
knowledge about hygiene.
Mr. Hasan Din (X-Chairman UC Shahkot) was the chief guest of this program.
Objective:
To create awareness and behavior change among the participants to lead towards
reduction in diarrhea among children.
Proceeding of the program:
The program started with recitation of Holy Quran. Abda pervin recited a few verses
from the Holy Quran. Then Phool Jelani, iffat and Asma came for Naat. After it the
facilitator gave a brief introduction of the project as will as the organization and shared
the objective of this program. Then he invited the theater group to perform on stage.

diseases? How can we prevent ourselves from different diseases? Why it is necessary to
wash hands with soap? When to wash hands with soap? Why we should dry our hands in
air and not with towel? What role a father and mother can play to reduce diarrhea disease
among children? And How to clean and protect water sources etc.
The participants also asked different questions, which were answered by facilitator.

The title of Project is Women Skill Training Centre. This Project was started from
June, 2009 to 30th
November, 2009 with collaboration of Secours Populaire Francais
for the 4 union council of Tehsil Balakot. Salik Foundation is the implementing agency
for the completion of this project. Salik foundation has started their activities for the
women development of the area and to provide industrial home skill training to depraved
women of the project area. .The project has implemented in these Union councils ( Garhi
Habibullah , Karnol ,Talhta & Dalola ).
Objective of the project:
The objective of this project is to support the women in the creation of an economical and
social boost by the education and the learning of a professional activity.

Project Area Profile :
Project area Consist of Four Union Councils of Tehsil Balakot District Mansehra.
The project area of union council Ghari Habibullah is hilly and out reach area. This area
is situated in the quake affected hard mountains i.e Muzaffar Abad, AJK, Balakot,
especially UC Ghari Habibullha of the badly effected and worst areas. Majority of the
villages of this area have destructed like Muzaffar abad and Balakot. The project area is
consisting of communities containing 180,000 population. The names of project area are,
UC Ghari Habibullah, Talhata, Karnol and Dalola. People of the area deprived with basic
facilities like Shelter, safe drinking water, food, latrine and medical treatment. Due to
hard and out reach hilly geography of the said areas they could not get instant and quick
relief. Even government institutions have unsuccessful because there are insufficient
resources. Non availability of safe drinking water for the effectees is a core issue. The
women and children are helpless who fetch water from long distance hilly springs and
sources.
Similarly women face worst situation and many problems especially financial problems.
Due to male dominated society; a woman is dependent on male. Women have no power
or control on resources. Due to this project women will be able to earn for themselves in
a better way after getting skill training; and will be self sufficient.

According to the evaluation, the trainees were able for tailoring, cutting, sewing, knitting,
fruit / vegetable preservation and self employment. The trained trainees demanded and
requested SDF to keep continue such trainings in future with the additional skills of
beautician course, shoes making and Jewelry making. They also requested Salik
Foundation that they should be provided money and equipment beside sewing machine
for self employment. Because majority trainees are poor and desire for business at house
hold and community level for their uplift and family prosperity.

Mobile Medical Camps for IDPs After the huge influx of more than 1.5 million internally displaced persons (IDPs) to district Mardan, Sawabi, Noshehra, Peshawar, Charsadda and other parts of the country, proper camps were established by the government of NWFP in Jalala, Marzdoor Abad, and schools in Tehsil Takht Bhai while one camp in Shekh Shehzad and one camp in Shekh Yaseen Town Mardan. The total registered IDPs in district Mardan are approximately 0.6 million. The main problems in all camps are miss management regarding food provision, clothes, pots, registration, accommodation and especially insufficient medical services alongwith medical doctors. For example there are only two doctors in Jalala IDPs camp for more that 1255 families while no MBBS female doctor in Jalala IDPs camp. There are only two LHVs who work only during day while no lady doctors for night. There are more than 100 female IDPs pregnant in Jalala IDPs camp. This is only the problems of one IDPs camp of Jalala Takht Bhai and all IDPs camps in district Mardan having medical problems, however they may be different. Beside these the health service are unavailable outside camps where IDPs have been accommodated in communities, schools and other places. The patients are crying for help and instant medical treatment. Salik Foundation has decided Mobile Health Services from the 2nd day of IDPs migration to Tehsil Takht Bhai. The Mobile Medical Team of Health Unit of Saik Foundation visited the schools and host communities in Tehsil Takht Bhai in well equipped ambulance donated from a French organization. The medical team checked up the male, female and children patients and provided them free medicines. This activity is ongoing on daily basis in different areas in Tehsil Takht Bhai for IDPs.

Water Supply Clean & Fresh drinking water is the core issue of all IDPs camps in district Mardan. There are water tanks in the camps but due to sun light and heat the water become hot and not able for drinking. The IDPs and the camps management strongly demanded Salik Foundation for the immediate installation of communal hand pumps for the solution of the problem. For this purpose Salik Foundation has begun boring and installed two afridio communal hand pumps in Jalala IDPs camp while one deep bore and installation of electric water pump in Mazdoor Abad IDPs camp Takht Bhai and the same bore in IDPs camp Shekh Shehzad Maran is in progress.
Coordination and social mobilization for effective relief activities. Salik Foundation felt the need of effective coordination, communication and organization between all the political workers, social workers, press reporters, trade unions, teachers, religious leaders, local Nazims and naib nazims for the successful implementation of relief activities for IDPs of Dir, Swat, Buner and to avoid duplication service deliveries. For this purpose an emergency meeting of all said people from all walks of life held on 14-05-2009 at 10 am in Jamia Masjid near railway station Takht Bhai. In this meeting the following resolution passed collectively for the relief and rehabilitation of IDPs migrated from Dir, Swat and Buner.
Resolution points;
1. District Mardan may exempt from current electricity load shedding that IDPs may provide and facilitate with electricity services.
2. The issue of Dir, Swat and Buner may solve as soon as possible in order to reduce the problems of local host population.
3. Govt may establish large camps for IDPs who are staying in schools, government buildings, host families and other places. Because local host population is providing food and other facilities to these type of IDPs and will not be keep continue to a long period. It was decided in the meeting that new camps may establish in Government Degree College Takht Bhai, Ajab Memorial High School and Jehazono Daag etc.
4. The whole meeting decalared the committee properly as IDPs Relief Action Committee, Tehsil Takht Bhai.
5. Possitive and developmental steps may take for IDPs registration and the registration points may increase.
6. All donors and government institutions / officials may convince with complete security that also visit the IDPs camps in Tehsil Takht Bhai (Jalala Cam, Mazdoor Abad Camp) except Mardan IDPs camps.
7. All participants appreciated the efforts of local host population for the relief of IDPs and aimed for cooperation in this regard.
8. Govt should given participation to people from all walks of life in relief activities.
9. The participants of the meeting sensitized the government that certain problems may create due to this huge influx of IDPs i.e unemployment, backwardness, poverty, epidemic diseases and increase in crimes. Therefore government may take preventive measure in time.
10. Food distribution points may establish in different places in Takht Bhai for the easy access to all IDPs
11. For the prevention of malaria and other epidemic diseases antiseptics and insecticides may spray.
12. Beef selling should be allowed on Tuesday and Wednesday for IDPs meal supply.
13. TMA is requested for the check and balance on quality and price control. 14. If the said problems and demands did not solve a peace full protest and
walk will be arranged. 15. Food, Mats, Blankets, Beds, Clean drinking water and other facilities may
provide in all IDPs in schools and at various private places of the area in Takht Bhai Mardan.
16. In the end of the meeting date for next meeting decided which is 15-0502009 at 2 pm after Juma prayer venue, Jamia Masjid near railway station, Takht Bhai in which MNA / MPA, Commissioner Mardan, District / Tehsil Nazims, Naib Nazims and other elected representatives, advocates, Trade union and social workers will participate.

Establishment of Kids Playgrounds (Safe Play Areas) Salik Foundation has established two playgrounds for IDP children one in Jalala IDP camp and one in Mazdoor Abad, IDPs camp Tehsil Takht Bhai. These playgrounds are equipped with children recreational items, sea saw rocking chairs etc. This activity is highly appreciated and welcomed by all IDPs and camps management. It will recover children from trauma and they will grow like normal children.

Role of Community Organizations (COs) established by Salik Foundation. The role of Salik Foundation’s COs is tremendous and remarkable. From the very day after IDPs migration, the said COs in district Mardan hosted and treated the IDPs as their brothers. They provide them accommodation, food, clothes and other necessary house hold items. Though it is very hot season in district Mardan and majority houses are small and people are poor but the chest was large and they sacrificed and present their assets for the IDPs.

Survey of IDPs Camp in Palai, Ikrampur and Bezo Kharki (Dargai) Near Malakand Agency. The Executive team and doctors visited the IDPs Camp in Palai, Ikrampur and Bezo Kharki (Dargai) Near Malakand Agency to know about the situation of relief activities over there. After the survey findings that the said IDPs are in deep trouble and no one have responded till May 17, 2009 except the tents established according to the local community and volunteers. Community Management of Acute Malnutrition
(CMAM)
Salik Foundation had signed an agreement for the project titiled “Commuinty Management of Acute Malnutrtion (CMAM) for Palai camp and Ikrampure areas of Malakand agency in June, 2009 for a period of 5 months.
The proposed interventions are aimed to cater basic maternal and child healthcare and nutritional needs of IDPs living in the Ikrampur/Bezo Kharki Palai camp of Malakand Agency. Under the overall objective of the project, Salik Foundation will focus on the provision of Maternal and Child Health and emergency nutrition services (Supplementary Feeding Program, Outpatient Therapeutic Program and Community Mobilization) in the target camp.
The proposed interventions are aimed address the nutritional needs of the IDPS living in Ikrampur/Bezo Kharki Palai camp of Malakand Agency, through care/treatment of malnourished children and their caregivers (pregnant/lactating mothers. SDF proposes to implement community and facility based interventions for the management of acute malnutrition (CMAM) for the displaced people living in IDPs Camp of Palai & Host Families of Ikrampur, Bezo Kharki and surrounding areas of Palai (Dargai) at Malakand Agency. The initial planning is based on the assumption to provide nutrition services to 20,000 target IDPs in camps and host families over five months period. The target may be revised as per actual situations and figures of IDPs in the target area. To achieve the proposed objectives of the proposed project SDF will engage one medical officer, two nutrition assistants, two health educators, two community mobilizers and two community outreach workers assisted by a project coordinator and MIS assistant.
SDF had to ensure the conduction of screening of all eligible children and pregnant/lactating women in Ikrampur, Bezo Kharki, Palai camp and IDPs with the surrounding host families. Under the umbrella of a strong community outreach, SDF will establish supplementary feeding program (SFP), outpatient therapeutic program (OTP) and a functional referral linkage of the SFPs/OTPs with stabilization centres (SC) or TFCs established at DHQ hospital with the support of WHO. SDF community mobilizers, health, nutrition and hygiene promoters will conduct sessions with the IDPS for adopting health practices and behavior change through interpersonal communication (IPC), Interactive Group Sessions using Behavior Change Communication strategies (BCC). Focus Group Discussions (FDGs) with mothers and male community members on Exclusive Breast feeding upto six months of age, appropriate complementary feeding and community motivation for early detection of severe acute malnutrition. The program will be implemented for an initial period of five and may be extended if the need exists and both UNICEF and SDF agree to extend the project duration.

The objectives of the project were as follow;
Overall Objective:
The overall objective of the CMAM program is to contribute to improving nutritional status through Community Management of Severe Acute Malnutrition (CMAM) interventions and dissemination of key messages on basic health and hygiene & breast feeding promotion practices to the IDPs living in the target area. The project is expected to help reduce and maintain acute malnutrition under 10% by providing effective nutrition care and ensuring practicing of appropriate key caring practices.
Specific Objectives:
To provide adequate treatment for children suffering from severe acute malnutrition through community and facility based management approach;
To provide supplementary food for the moderately malnourished children, and pregnant and lactating women (in coordination with WFP);
To prevent malnutrition in early childhood through the promotion of improved child feeding, care giving, and care seeking practices at the facility, family and community levels;
To provide multi-micronutrients for children and women;
To assess and monitor the nutrition situation; and
To establish and ensure functional referral and follow-up mechanism for acute malnourished children with underlying medical complications that can not be treated in SFP/OTP.
Main Activities were;
Training of the community and facility based staff on Community Management of Acute Malnutrition [(CMAM), comprising of i. Community outreach ii. Supplementary Feeding Program, iii. Outpatient Therapeutic Program and vi. Referral of complicated cases of severe acute malnutrition for stabilization care)
Training of staff on CMAM guidelines and protocols will be conducted by CDO Master Trainers in collaboration with UNICEF.
Screening of all eligible children (6-59 months – approximately 30001) and women (pregnant/lactating, approximately 1600) in the community using MUAC and in facility using weight and height.
Establishing supplementary feeding program (SFP) for provision of supplementary foods to approximately 450 children and 240 PLW.
Supplementary foods (UNIMIX-Corn Soya Blend), multi micronutrient supplements (sachets and tablets and Fe/Folic Acid) and other routine medicine (deworming tablets, antimalarials, Vitamin A), provided by UNICEF will be distributed to target beneficiaries as per CMAM guidelines.
1 All calculations are based on assumption of 75,000 total population in the target area.

Establishing outpatient patient therapeutic program (OTP) for an estimated 90 severely acute malnourished children among the IDPs.
Ready to Use Therapeutic Foods-RUTF (Plumpy Nuts) and routine medicines (Amoxicillin, chloromphenicol, antimalarials, deworming tablets and vitamin A provided by UNICEF will be provided to all eligible children (6-59 months). The program will get support through community mobilization extensively conducted by community mobilizers.
Establishment of breast feeding corners (safe heavens) in the target camps for promotion of exclusive breastfeeding up to six months of age and appropriate complementary feeding and encouraging/helping mothers for relactation.
Health, nutrition and hygiene promotion sessions for adopting health practices and behavior change through interpersonal communication (IPC), Interactive group sessions using behaviour change communication strategies. Focus group discussions (FDGs) with mothers and male community members on Exclusive Breast feeding up to six months of age, appropriate complementary feeding and community motivation for early detection of severe acute malnutrition will be conducted by community mobilizers and health educators with technical support form nutrition team.
Blanket distribution of FBF provided by UNWFP for children (6-59 months), pregnant women (2nd and 3rd trimester) and lactating women whose child is less than 6 months.
Generate and provide to UNICEF and concerned district health authorities weekly and monthly health and nutritional surveillance reports.
Expected Outcomes at the end of the project duration.
At the end of project duration:
a. At least 90% of the eligible children (6-59 months) and pregnant/lactating women in the catchments of target health facilities are screened using MUAC in the community by community outreach workers/volunteers.
b. At least 90% of the identified moderate acute malnourished children and PLW are registered in SFP and provided supplementary foods (UNIMX, multi micronutrient sachets/tablets, Fe/Folic Acid tablets, deworming tablets, Vitamin A supplementation) as per CMAM protocols.
c. At least 90% of the identified severe acute malnourished children are registered in the OTPs and treated with RUTF (plumpy nuts) and systematic antibiotics and medicines as per CMAM guidelines and protocols.
d. At least 80% of the moderate and severe acute malnourished children and PLW registered in the SFPs/OTPs exit from the program as cured.
e. At least 80% of target mothers (PLW) received key messages on importance of early initiation of breast feeding, exclusive breastfeeding practices up to the age six months, timely introduction of appropriate complementary foods at the age of 6-9 months, continuation of breast feeding up to at least two years and key messages on hygiene, sanitation, importance of immunization.
f. At least 90% of severe acute malnourished children with associated medical complications are referred and actively followed up for resolving the medical problem in SCs/TFCs.

g. Nutrition surveillance system established in the target health facilities and linked with DEWS reporting by WHO.
h. Approximately 130 MT of FBF (subject to supply by UNWFP), is distributed as one time blanket distribution (one month supply) to approximately 11,000 children (6-59 months) and 6,000 PLW.
2. BENEFICIARIES/PARTICIPANTS:
Expected beneficiaries of the project for CMAM include 20,000 IDPs (most of them women, children) residing in Ikrampur/Bezo Kharki Palai camp, Malakand Agency. Direct beneficiaries of the project include approximately 3,000 children (6-59 months) and 1600 pregnant/lactating mothers residing in Ikrampur/Bezo Kharki Palai camp, Malakand Agency. The staff members working in this project will also benefit directly through receiving salaries and trainings and skills to respond to nutrition and health problems in emergencies. Children, pregnant/lactating women and other community members will benefit through improved services and community awareness regarding health and nutrition. The moderately and severely malnourished children and pregnant/lactating mothers will benefit through receiving Fortified Blended Food rations (i.e. UNIMIX, Fortified Biscuits, RUTF and plumy nuts etc).
