What is right-to-work and why is
it important in the process to bring
jobs to New Mexico?
Right-to-work asserts that every
individual must have the right, but
must not be compelled to join a
labor union. In other words, it
affirms the right of every American
to work for a living without being
compelled to belong to a union. It is
important because without a New
Mexico right-to-work law we are at a
major disadvantage to bring jobs to
New Mexico.
I have spoken personally to site
selection specialists who say that
between 40 and 60 percent of all
companies that are relocating will
not consider a non-right-to-work
State. Texas, Arizona, Utah and
Oklahoma are all right-to-work States
and are creating jobs while we lose
them. States that are right-to-work
have seen increases in private sector
union and non-union jobs.
Right-to-work does not outlaw
unions or bargaining and does not
restrict anyone from joining a union.
Unions are still allowed to participate
in politics and they can collect dues
from members. However, being a
right-to-work state will help create
new jobs and spur economic devel-
opment. It will also create jobs so our
children can stay in New Mexico and
raise their families here. The map below shows right-to-
work states as shaded and the stats

We need to pave the way for more jobs for all by becoming a right-to-work state. Please take a few minutes to review the stats below and I think you will see a trend.

We began hearing from companies we had not heard from. We’re keeping a list, because this may be important infor-mation for experts in the site selection business at some point.”
Since January of 2009, right-to-work
states have seen an increase of 1,508,000
jobs, while non-right-to-work states have
seen a decrease of 239,000 jobs. It should
be no wonder why Americans are in favor
of right-to-work 79% to 19%.
Thank you for taking the time to read
about right-to-work as I believe it is an
extremely important issue. Finally, keep in
mind that Americans are in favor of right-
to-work 79% to 19%. It is the right path
for the state of New Mexico and it will
ensure our ability to increase the number
of union and non-union jobs. This will
allow our children to stay in New Mexico
and raise their families here.

2014 Excellence in
Construction Awards Klinger received two Eagle
Awards. One in “Renovation Under $8
Million” on the Animal Humane jobs
run by Paula Hayden; and the other in
“Churches” for the First Unitarian
Church Expansion run by Joel Loes.
Merit awards were also received
by Joel Loes for the Stone Age Rock
Gym project and Alan White for the
Norbertine Community Our Lady of
Guadalupe Commons project. Con-

Metal Shop – Brent Callahan
José Hernandez will be finishing up
the metal shop located on the UNM
Campus late October as UNM has
made several changes. This is a unique
project as South West Glass will be
donating a majority of the material
and labor for this project.
Premier
Distributing
Keg Cooler – Joel Loes
In July, Superintendent Art
Candelaria wrapped up a design-build
project for Premier Distributing
Company that created office space
and converted an existing space into a
34°F refrigerated storage room for
chilling kegs. Klinger self-performed
most of the scope of this project:
make the project a success:

JTC Inc and Piñon Mechanical.
International
School Phase 7 – Joel Loes
Partnered with Dekker/Perich/
Sabatini and Mesa del Sol, Klinger
design-built the seventh expansion at
the International School on the south
mesa. The project involved replacing
an existing trailer with a new double
classroom portable building and
renovating the interior of an existing
office space. The project completed in
late July ahead of the school year.
South West
Louisiana – Joel Loes
Klinger completed the exterior
modernization of this Dairy Queen
store in June, making it one of the
first in the southwest to feature the
latest design elements including a
restucco, new Alpolic metal panels
and an LED wrapped metal eyebrow.
The store remained in operation
during the entirety of the project
with the exception of two days at the
the parking lot. Communication was
critical on this project to ensure the
DQ staff knew what to expect from
Klinger and that their customers
were able to safely navigate the site
on their way to the cool treats!

consisted of a small build out of the

Miscellaneous
Projects – Joe Reed
Larry Gastian and Byron A. Alvarez
have been busy with facility
maintenance projects in the
Albuquerque area. In anticipation of
green chile season, several small
projects were recently completed at
Bueno Foods. Klinger continues to
complete many facility upgrades in
this operating food processing plant.
A second project at Albuquerque
Lofts was necessary to control an
existing erosion issue that developed
due to the recent rains.
Lastly, a small office remodel was
completed at the Balloon Fiesta Office,
prior to the start of the International
Balloon Fiesta. Thanks to both Larry
and Byron for taking care of these
facility upgrades for three of our
repeat customers.
El Castillo
Completed Projects

Assisted
Living – Mark Maestas
El Castillo project is finally winding
down and the majority of work will
wrap up by the end of October. It has
actually been three projects with the
Memory care facility 1st, the Health
care building 2nd and the interior
remodel 3rd. The owner has added a
Restaurant level Cantina in the last
month and that will be the only on
going construction being done with a
reduced crew,
Carson and crew will tell you it’s
been a challenging project to say the
least. A daily struggle to find enough
parking for material deliveries and
various craftsmen in addition to the
facility staying in business. Vicente
done a great job and has a knack to
deal with spontaneous issues that
come up on a daily business.
Nago Chaparro, John Patterson and
Zack Haynes have also been
instrumental in this unique effort.
After driving more than 60,000 miles
back and forth to this job none of
these men have ever complained.
Many people have contributed to
the El Castillo project with Klinger and
all are to be congradulated for their
team spirit. The owner says they’ll
miss Klinger and have made many
friends but they will also be glad to be
done as they as well have had to
make many sacrifices. Carson has kept
a handle on this extremely difficult
project. Way to go team.
Walgreens
Pharmacy at PHS – Brent Callahan
José Hernandez has finished the
Walgreens Pharmacy located within
the Presbyterian Facility. The project
consisted of demolition of the existing
area and build out with new finishes.

completed Phase I on the upgrades to
Collection and Resort & Spa. They
have begun on the Phase II project

Dion’s Pizza
NM17 – Alan White
You can now request your favorite
sub, slice or salad at the newest Dion’s
Pizza located at 1502 Unser Boulevard
in Rio Rancho. Thanks to the careful
planning and preparation of the entire
project team this location was
constructed in record time.
Dion’s rewarded all members of
the project team with a grand opening
party that took place on September 9th
with a packed house. The prior
experience and success by
subcontractors and vendors and the
helpful staff of the City of Rio Rancho
all facilitated the successful expedited
timeline of this project.
Thanks to the subcontractor team
of Ulibarri Construction, Everguard
Roofing, Kenyon Plastering, Pelletier
Construction, Coronado Paint &
Decorating, New Mexico Acoustics, JTC
Inc, Sundance Mechanical, Mechanical

all led by project Superintendent
Antonio Trujillo all did an outstanding
job pushing this project forward on a
daily basis. Klinger is ready and willing
to handle any future challenges
brought forward by Dion’s Pizza.

Projects Under Construction
Animal Humane
New Mexico – Paula Hayden
Phase IV:
Site Renovations The final phase of Project
Humane, Phase IV Site Renovation, is
nearing completion. Jason Tabbert,
Juan Hernandez, Hernan Gamboa,
Matt Martinez and Jessie McGuinness
have all worked hard to complete
this final phase of the two year
master planned project. Site
drainage, sidewalks, ramps, bubbling
rocks and landscaping will complete
the work. This will provide shaded,
meet-and-greet areas, as well as
seating for visitors and staff. The park
will be connected to the campus
walking path system and will serve as
the nexus of the campus. This last
phase of the project was completed
by the end of September 2014.
Santa Fe
Animal Shelter &
Humane Society
Training Center Construction of the new Animal
Training Center began August 4,
2014. The 6,000 SF clinic will house
indoor and outdoor kennels, training
areas and employee areas. This
building cluster will be located on the
existing SFASHS campus. Trey Jordan
Architects is leading the design team.
Construction is anticipated to be
complete in early 2015.
Art Candelaria is supervising the
project and Jessie McGuinness is
handling carpentry duties.

Google / Titan
Aerospace – Adam Leyba
The Titan Aerospace / Google
are very busy working to keep the
very aggressive schedule. All of the
building pads have been placed,
Tarmac Concrete complete and now
we have placed over 1,250 CY of
flatwork. Two of the three metal
buildings have been erected and
sheathed and interior buildouts are
underway. All this since breaking
ground on July 13th this year.
The total building foot print is
58,500 SF. The project consists of a
35,000 SF R&D Facility, 3500 SF lab
space and a 20,000 SF state-of-the-
art office building. Special thanks to
Pete Jacobson, Eli Gonzales, Lou
Henckel, Bill Barlow, Johnny Cooper,
Byron Alvarez, Sr. and crews (too
many guys to list) for a fantastic job!

Central Retail
Shopping Center – Mark Maestas
In late July, Klinger broke ground
on a Retail Shopping Center for our
repeat client, Santosh Mody. The
project consists of four shell retail
buildings and is located near the
corner of Central and San Mateo. We
anticipate construction will be
complete by the middle of December.
We are hoping to obtain more work
from future tenants. Jason Tabbert is
leading the way along with Angel
Ramirez, Steven Vogel, Greg Guillen,
Felix Ruiz, Matthew Martinez and Juan
Mirada. Pelletier, Chavez Concrete,
TLC and Northridge Electric are doing
a great job. Keep up the good work!
Presbyterian
Hospital Projects – Brent Callahan
Our work continues inside PHS on
a variety of small projects. José
Hernandez and team are scheduled to
finish up the Tricore Lab Blood Bank
the end of 2014, as Sandia National
Labs and PHS are continually making
changes. This project is located in the
main hospital at PHS downtown. This
particular project is for the Global
Threat Reduction Initiative contracted
directly through Sandia National Labs,
as PHS has a Nuclear Irradiator which
regulations. Presbyterian selected
Klinger to complete this scope of
work due to its complexity and
constraints as the Blood Bank must
remain 100% operational during the
OGB Millwork, Fairway, Southwest
Glass, Specialty Electric, Sound &
Signal of New Mexico and HEI.

Arizona News – Jim Werkmeister
With the dramatic slowdown at
Intel, Klinger is actively trying to
market itself as a trades contractor in
the general market. It s been a slow
start, but we are trying to cultivate
contacts and relationships throughout
the valley, with an emphasis on
industrial work.
There are still some projects at the
Intel sites, but they are relatively small
in nature.
Rio Rancho News – Joe Reed
While the plant is still in full
production mode, Klinger has been
able to keep a small core of the crews
busy. Crews are busy working on the
HRW Phase 4 project, testing /
flushing the piping and getting ready
to start tying in the seven compressors
to complete the project. Thanks to the
Intel crews for keeping this project
moving along.
Electrical
Upgrades – Joel Loes
Klinger’s electrical crew led by
Superintendent Byron Gore and
Foreman Jeff Kardas are completing
the five electrical room gear upgrade
project at Santa Fe Place Mall this fall.
As of October, all pre-facilitation of
the project is complete including
mounting of all new raceway and
grounding. When the gear arrives,
staff will set up five major electrical
shutdowns while all main switchgear
and 82 meters will be replaced.
Keep up the good work. The
completion for the entire project is
slated for early February of 2015.
The Boeing
Company TI – Paula Hayden
After Klinger completed the
area for the Boeing Company in July
2014, Klinger was awarded the next
phase, Northside Remodel. This work
will be the addition of offices, new
break area and a general refresh of
the surrounding areas. Construction
began on September 24, 2014. This is
the fourth project Klinger will com-
plete for the Boeing Company. We
are pleased to have the opportunity
to work in the facility again.
Antonio Trujillo is supervising this
project. Our key subcontractors are
Silverado Enterprises, Anderson Air,
Standard Automatic Fire, Pelletier
Construction, B.J. Painting and
Coronado Decorating.
Google / Titan Aerospace

Los Alamos Nature Center
– Alan White
The Nature Center project
continues to move ahead and make
solid forward progress. Open
communication between the project
team of Los Alamos County, future
building occupants PEEC (Pajarito
Environmental Education Center),
Mullen Heller Architecture,
subcontractors and Klinger have
helped to make a challenging design-
build project move along well. The
history of the site and its unknown
debris content below the building pad
turned out to be not so challenging.
The mixture of broken concrete,
asphalt and pipe material was
processed efficiently by Universal
Constructors, leaving us with a solid
building pad. The building is currently
framed and roughed in with interior
and exterior finishes just beginning.
With the building framing now
complete its unique shape shows that
this is no ordinary building. The west
exterior wall is made up of
approximately 90% glazing affording
spectacular views of Pajarito
Mountain and the surrounding
canyon & skies. The pitched roof on
the top will accommodate the
installation of future photovoltaic
panels, while the three highest roof
sections drain toward the front of the
building in an effort to catch
rainwater in the 2500 gallon
underground cistern. The goal is for
this building to attain a LEED Silver
certification which should happen
with the continued efforts of the
project team. Thanks for outstanding

Los Alamos Aquatic Center HVAC
Upgrade – Alan White
On August 18th, Klinger was
handed the keys to the Los Alamos
Aquatic Center to commence the
complete replacement of the HVAC
system. Immediately upon arrival
fixtures were protected and
architectural, mechanical and
electrical systems had begun to be
removed. The nearly 30-year-old
building’s mechanical system was past
its prime and the inefficient system
had to be replaced. With nearly a
third of the project timeline behind us
all demolition is complete and the
new equipment is now being
installed. Great work by
Superintendent Robert Garber and
subcontractors National Heating and
Ventilating and B&D Industries for
pushing the schedule on this intense
ten-week project.

Tricore Labs – Brent Callahan
José Hernandez and team will be
installing a new egress door from the
lower level into the parking garage.
Tricore has been a repeat customer
for several years and our work will
continue within their facility as they
usually have a couple of small projects
come up each month.
Violet Crown Theater & Restaurant
– Mark Maestas
In April, Klinger broke ground on
the Violet Crown Movie Theater and
Restaurant located in the city of Santa
Fe’s Railyard district between Flying
Star Restaurant and Santa Fe Clay.
Violet Crown Theater is a 34,000 SF,
11-theater design-assist project. Eight
of the movie theaters are located
below ground level and three more
theaters along with a restaurant are
located on the ground level.
Excavation and concrete
placement has been a challenge due
to all the rain we received for our
monsoon season. In addition, there is
virtually no laydown area and our
excavation is 25’ deep and is within

15’ of Santa Fe Clay and only 15’ from
railroad tracks.
Over 22,000 CY of soil has been
removed for construction. We have
completed all of the lower level steel
and all structural concrete work. For
the next month we will be erecting
structural steel and framing both
exterior and interior walls. We are
pushing hard to beat the cold
Santa Fe Winter!
Last month we were also awarded
Alcaldesa Street Improvement Project.
to complete the new Alcaldesa Street
along with utilities and landscaping.
We anticipate construction will be
complete by the end of February

named Project Manager of the Year by The American Sub-
contractors Association of New Mexico (ASA-NM) at their
July 25th banquet. The ASA-NM Annual Industry Awards
recognize members
of the New Mexico
construction industry
who have demon-
strated professional-
ism and excellence in
their field.
Paula has been
with Klinger since
2009 and has 30
years in the construc-
tion industry. She is
the first woman pro-
ject manager to re-
ceive this award.
Our Newest Graduate Congratulations , Trestan Chavez, for graduating from
the Associated Builders and Contractors (ABC’s) four-year
Carpentry Apprenticeship Program July 22, 2014. Trestan
said, “My instructor inspired me throughout the program
and taught me to never be
afraid to ask for help, to learn
from my mistakes and that
you’re never too old to learn”.
Trestan is one graduate
among other Klinger
employees who have
completed the four-year
program. Klinger currently has
five employees in the
program: Byron Alvarez, Adan
Castillo, Sergio Garcia, Zachary
Haynes and John Patterson.
