Smoker use - Prior to departure to site(s) (during the Fire Danger Season / when directed by ForestrySA)

(i) assess weather forecast for suitability of intended activity and potential /declared Total Fire Ban for the bee site.

(ii) ensure:

(a) all persons entering site have been inducted by ForestrySA within the previous 12 months, and received and understood the requirements of current ForestrySA Hot Work Permit (HWP)

(b) all persons undertaking role of fire spotter are aged 16 or above, understand the requirements of the role, and are competent in the use of required mobile communication equipment, portable water sprays and firefighting unit(s). Note: this role can be rotated between persons during time on site.

(c) all identified vehicles, plant and appliances detailed in current ForestrySA HWP have been approved and registered within the previous 12 months

(d) mobile communication equipment is in good working order, including being fully charged/ able to be recharged as required

(iii) assess condition and operation of the following plant to ensure:

(a) vehicle and all other internal combustion engine exhaust systems meet the requirements of the Fire & Emergency Services Regulations 2005 (including Australian Standard 1019), with engine exhaust systems in good working order

(b) portable water sprays meet the requirements of the Fire & Emergency Services Regulations 2005 (including Australian Standard 1851 and the ForestrySA HWP with respect to numbers, sizes and classes); are in good working order and are fully charged, and fire extinguishers have been tested and tagged within the preceding 6 months. All vehicles must have 1 x 9L foam fire extinguisher or 1 x 4.5kg dry powder fire extinguisher, plus 1 x 9L water fire extinguisher or 1 x 9L (minimum) knapsack (with 1 x portable water spray required per smoker - within 5m when alight)

(e) smoker(s) are in good working order, including being:

• preferably operated with (i) spark arrestors at the air inlet and outlet nozzles that are in good working order, (ii) double-vented bellows, and (iii) a barrel guard and hook

• preferably transported in an airtight smoker-box (otherwise fitted with a non-flammable outlet plug

• fitted with a tight fitting lid and grate

• cleaned of ash/ non-reusable fuel, and excess carbon residues

• free from holes in the barrel and lid

(f) smoker fuel is suitable, including being:

• of a suitable size to fit smoker and tightly wrapped (hessian rolls are preferred; however if using loose fuels such as sawdust/ pine needles, they must be tightly rolled in hessian to prevent ignited material inadvertently being scattered)

(g) smoker associated appliances are in good working order, including:

• fuel lighter(s) being sufficiently fuelled and leak-free (must be long nozzled gas lighters to enable fuel to be lit in smoker and prevent ignited material inadvertently being scattered)

• hive inspection bucket(s) being leak-free (must be capable of holding 5+ litres water)

• smoker ignition container(s) (must be non-flammable container with base and sides capable of containing 2 smokers, smoker fuel and a waste container - and any stray sparks whilst being ignited; eg. a tub)

• airtight smoker box(s) (if used) being airtight and secured

• persons working on ForestrySA sites must be competent, and have been inducted within the previous 12 months

• fire spotter must be:

• aged 16 or above, and competent in the use of required mobile communication equipment, portable water sprays and firefighting unit(s)

• be engaged in fire monitoring - this precludes them from working separately from apiarist(s) using smoker(s), and from using a smoker themselves

• prior to midday of the day preceding the day apiarist wishes to access site(s), apiarist must submit a HWP to ForestrySA authorised representative, and receive back one or more countersigned permits; noting that at the discretion of ForestySA, site access and/ or smoker use may be:

• prohibited: including any time a Total Fire Ban has been declared for the District(s) in which the site(s) are located

(a) meets the requirements of the Fire & Emergency Services Regulations 2005 and the ForestrySA HWP, including being cleared (or alternatively mown/ slashed to a maximum height of 100mm) of all flammable material to a distance of at least 4m around each hive (except where prohibited from clearing/ cutting by other legislation)

Smoker must only be lit, and when alight, cleaned out/ inspected/ extinguished, in a smoker ignition container which is either on a vehicle tray or in an extracting van that is cleared of all flammable material to a distance of at least (a) 4m on ground around parked vehicle/ van, and (b) 2m on vehicle tray/ in extracting van.

(i) park vehicle/ extracting van and clear areas on tray/ in van as above

(ii) unsecure portable water spray(s)

(iii) fill knapsack(s) (if used), along with hive inspection bucket(s) with 5+ litres water and waste container with 5+ litres water; and place hive

(v) if smoker contains residual ash/ fuel (eg. from use earlier in the day):

(a) if fuel is alight and residual ash does not need removal:

• test fit top-up hessian roll into barrel

• ensure remaining fuel is sufficiently alight, and add top-up hessian roll as necessary

• proceed to (ix)

(b) if fuel is alight and residual ash needs removal:

• if fuel is wanted for re-use, place additional smoker/ waste container in smoker ignition tray, and place wanted fuel in additional smoker/ waste container

• empty unwanted fuel and residual ash into waste container water and fully immerse (leaving immersed until departure)

• replace wanted fuel in original smoker, ensuring fuel is sufficiently alight, and add top-up hessian roll as necessary

• add any residual fuel/ ash in additional smoker/ waste container used above, into waster container water

• proceed to (ix)

(c) if fuel is extinguished and residual ash needs removal:

• if fuel is wanted, place in smoker ignition container

• empty unwanted fuel and residual ash into waste container water and fully immerse (leaving immersed until departure)

(vi) (adding any wanted fuel from (v) above) test fit hessian roll into barrel

(vii) partially re-insert hessian roll into barrel leaving roll base accessible to long nozzled lighter

(viii) ignite hessian roll in barrel, and ensure roll remains alight before fully inserting into barrel (using hive tool to fully insert if necessary)

(x) add water to smoker ignition tray (and if used additional smoker/ waste container) to ensure any residual ignited fuel/ ash is extinguished

Smoker use - Operation (during the Fire Danger Season/ when directed by ForestrySA)

(i) to be used as required, noting that at all times a smoker is alight (including when not positively extinguished and cold):

(a) a portable water spray must be within 5m

(b) a hive inspection bucket containing 5+ litres water must be within 5m (when smoker being used to inspect hives)

(c) smoker must be placed in a secure location free from flammable material where it cannot be dislodged (eg. placed on hive lid/ vehicle tray or suspended by hook in bucket) when not being held

(d) smoker must be topped up as necessary using hessian rolls to ensure smoker body/ smoke doesn’t get too hot, and smoker does not emit ash/ sparks/ flame, in an area that is sheltered and cleared of all flammable material (preferably in smoker ignition tray on vehicle tray/ in extracting van)

(e) smoker must be inspected as necessary and rectified (eg. if smoker body/ smoke gets too hot, or smoker emits ash/ sparks/ flame), in smoker ignition tray on vehicle tray/ in extracting van (as in Ignition)

(f) smoker must not be transported unless:

• carried by hand, or

• carried completely inside vehicle cab, or

• secured inside an airtight smoker box, or

• extinguished (as in Completion)

Smoker use - Completion (during the Fire Danger Season/ when directed by ForestrySA)

Smoker must only be extinguished in a smoker ignition container which is either on a vehicle tray or in an extracting van that is cleared of all flammable material to a distance of at least (a) 4m on ground around parked vehicle/ van, and (b) 2m on vehicle tray/ in extracting van. Smoker fuel/ residual ash must not be emptied and buried on site.

(i) extinguish smoker by:

(a) preferably plugging outlet with non-flammable plug, and securing inside an airtight smoker box, or

(b) as in Ignition:

• place hive inspection bucket(s) with 5+ litres water, hive tool, and portable water spray(s) on vehicle tray/ in extracting van

• place smoker and waste container with 5+ litres water inside smoker ignition container on vehicle tray/ in extracting van, alongside appliances above

• if unlit fuel is wanted for re-use, place additional smoker/ waste container in smoker ignition tray, separate unlit fuel and place in additional smoker/ waste container

• empty all unwanted fuel and residual ash into waste container water and fully immerse for a minimum of 5 minutes, before collecting (along with all other extinguished fuel and residual ash) into a sealed container for disposal at home

(ii) add water to smoker ignition tray (and if used additional smoker/ waste container) to ensure any residual ignited fuel/ ash is extinguished

(iii) prior to departure from each area a smoker was alight, used, and/ or extinguished (ie. generally an apiary), a 30 minute fire watch must be maintained:

(a) commencing once all smokers are extinguished, internal combustion engines (excluding utes/ trucks), and extraction van plant heating hot water (eg. boilers/ heaters) are shut down

(b) undertaken:

• by person(s) inducted within the previous 12 months, and competent in the use of required mobile communication equipment, portable water sprays and firefighting unit(s), and

• with required mobile communication equipment, portable water sprays and firefighting unit(s) present in-apiary

(iv) secure portable water spray(s)

(iv) advise ForestrySA of departure from apiary

Following the 30 minute fire watch and immediately prior to departure, the firefighting unit may (if required) be emptied of water to water honeybees, as long as:

• firefighting pump is not used (eg. empty water by gravity)

• firefighting unit is refilled so as to have a minimum of 400L water available for firefighting, prior to the use of any smoker/ internal combustion engine on FSA sites.
