The. Hon'ble Chief lvlinister in the Budget Speech 2017-18 has announcedGovernment's decision to constitute a Pay Commission to examine the request of the StateGovernment Emplo-yees.

2. The State Government have taken a decision to constitute a Pay Commission to goin to the revision of pay scales of State Government Employees and to evolve a new paystructure etc.

3. Accordingly, Govemment are now pleased to constitute 6tr State PaylCommissioncgnsisting of the following Members:-

(1) Sri M.R.Sreenivasa Murthy, IAS (Refd.) Chairmari

(2) Sri Md. Sanaullah,lAS (Retd.) Member

(3) Sri R.S.Phonde, Retired Controller,State Accounts Department Member "

(4) Sri M.Manjunath Naik, IASCommissioner of Excise Secretary

4. The Terrns of Reference of the Pay Commission will be as follows:-

(a) To examine the present pay structure of employees of the StateGovernnerent (excluding those who ar€'on the UGC/AICTEACAR/NJPC scales of pay.) Aided Educational Institutions, Local Bodiesand No*'teaching Staff of the Universities taking into account thetotat packet of benefits inctruding death-cum-retirement benefitsavailable to the ernployees and to recommend new pay structurewhich may be feaslble;

(b) To examine and deten*ine thg Dearnes,s Al"l'owance fornrtrlaa@ed by the State Governrnent and to suggest changes whichmay be feasible;

(e) To examine the quantum of various allowances including House

Rent allowance, City Compensatory Allowance, etc- and Leave

Travel Concession and Medical Aftendance facilities and to suggest

changes whjch may be feasible;

(O fo eiamine the exiiting piuern of pension benefits and.to suggest

changes which may be feasible; :

(e) To examine such other matters as may be entrusted/referred by the

State Government.

- 5.ln making its recommendations, the Pay Commission should*keep in view the

resources of the State Government and Government's commitments for various development

prografirmes and schemes, statutory and regulatory functionqdebt'Tervicirg obtigations and

other non-development requirements within the overall mandate of tne Fiscal Responsibility

. Act,2002.

6. The Pay Commission should devise its own procedure; and may call for such

information from various Departments as found necessary for its terms of reference'

7. All the Government departments shall fumish such information and documents and

other assistance, as may be required by the Pay Commission. Government trust that all the

service Associations" Logal Bodies, Aided Institutions and othqr:soncerned will extend to the

Pay Commibsion their fullest co-operation and assistance'

8. The Pay Commission shall subrnit its report within four months.
