Dear Ms. Narloch;
Thank you for sending me the recruitment package for the County Administrator position inPalm Beach County. I am certain that there are quite a few names on the recruitment list and Igenerally do not even look at these types of solicitations. I nearly tossed the package; but insteadtook a look. Of course, I was attracted to the beauty of Palm Beach County (while braving thefreezing and sub-freezing temperatures here in Camden County), NJ, but my real interest waspiqued as I read through the brochure, job description and responsibilities.
I spent some time researching Palm Beach County’s website, administration and organizationalstructure and initiatives, and, the more I learned, the more I think this position would be aninteresting challenge and good fit for me and my expertise.
My current experience, as you will note, is as a Deputy County Administrator in CamdenCounty, Camden, NJ. Our County has a population of approximately 515,000+ residents andincludes 37 municipalities the largest of which is Camden City; located directly across theDelaware River from Philadelphia. The county budget is approximately $360M, plus capitalfunding which varies annually, but was approximately $24M in 2014, open space andrecreational grant funding of approximately 7.5M, and a $63M trust fund to support the newlycreated Camden County Police Department: A joint partnership and shared service agreementbetween the City of Camden, County of Camden and the State of New Jersey.
In my role as Deputy County Administrator, one of my responsibilities is for the oversight andcoordination of the County’s independent authorities and affiliated agencies. These agenciesoperate outside of County government proper; however fall under the jurisdiction of the Countyelected officials (Freeholders) in that their board members are appointed by the Freeholders.These boards include: The Camden County Municipal Utility Authority, the Camden CountyImprovement Authority, the Camden County Pollution Control Facility (landfill), the CamdenCounty College (3 campuses), Camden County Technical High School (2 campuses), theCamden County Library System (8 branches) and the Camden County Board of Social Services.There still exists a Camden County Health Services Center Board of Managers (nursing homeand behavioral health center), however, in 2013, I, together with a team of in-house staff,orchestrated the sale of the facility to a private entity under a public auction model. We are inthe process of completing that transaction and associated reporting and therefore still have aBoard.
