Hello, Cosmetic Chemists. I hope everyone had a great 2012 and I know that the St. Louis Chapter is ready for another great year in 2013. We have a lot of fun and educational events planned for the year and we look forward to providing our St. Louis members with the high level of programming to which they’ve become accustomed. Our first event of the year is coming up on February 11th at Bravo Cucina Italiana in the West County Shopping Center. Perry Romanowski will be presenting on formulation basics and strategies for the Cosmetic Chemist. It looks to be a great event, and seating is limited, so please remember to reserve your spot soon. Other upcoming events include a joint meeting, via Skype, with the Midwest Chapter in March. Utilizing technologies such as Skype is a great way to stay connected with other members of the SCC and stay up to date on current trends in the industry. Also, the St. Louis Chapter is proud to host the National Mid Year Meeting this June 5, 6 and 7th. SCC members from all across the country will be coming for the meeting and we will get a chance to show off our town and our chapter. Finally, I would like to thank the other members of the Board who have volunteered to serve this year. Joan Van Rees is Chair‐Elect, Akanksha Tandon is Secretary, Tiffany Collis is Treasurer and Lora Ruppert is our Newsletter Editor. Without the hard work and support of members like these the St. Louis Chapter would not be able to provide the educational events, social activities and networking opportunities that our members love.

Speaker Bio: Perry RomanowskiSCC Area II National Director
products. He is currently vice president of Brains Publishing, which specialized in science education. In 2010, Romanowski founded the Complete Cosmetic Chemist online training program, and through a new partnership with Cosmetics & Toiletries magazine, will expand the program to provide cosmetic chemists continuing education across a broader range of formula categories.
Previously, Romanowski worked for Alberto Culver, serving as a senior project leader for hair care innovation. He has been an active member of the Society of Cosmetic Chemists (SCC), most recently as Area II National Director. In addition, he has served in various positions within the Midwest Chapter of the SCC, including chapter chair. Romanowski received his B.S. in Chemistry from DePaul University and M.S. in Biochemistry. He has written and edited numerous articles and books, taught the SCC’s Beginning Cosmetic Chemistry continuing education class, and developed various websites. In addition, he provides consulting services for cosmetic formulating, testing and Internet solutions; he can be reached through his website,www.ChemistsCorner.com.

Additionally, the talk will cover information on the key raw materials, chemical nomenclature, and the equipment used in cosmetic labs. Personal Care Products Council Scientific and Legislative Initiatives …Joseph Albanese
I attended the New England Chapter’s Annual Scientific Seminar held in October. One of the presenters was Joanne Nikitakis, Senior Cosmetic Chemist at the Personal Care Products Council (PCPC). The title of her talk was “PCPC Scientific and Legislative Initiatives.”One of the things she spoke about was Bill HR 4395, known as the “Cosmetic Safety Amendment Act of2012” currently in the House of Representatives. The intent of the bill, introduced by Congressman LeonardLance (R‐NJ), is to “examine the current state of cosmetics.”1
The bill advances consumer safety, seeks greater transparency with industry, provides modernized regulations, and has gained industry support. The proposed bill is much less onerous than previous bills and is yet to pass in the house, senate, and legislative bodies. In fact, it may be five years or more before it is passed and changes will be mandatory.
Some key elements of the bill are: 1. Enhanced FDA regulations and
registrations—facilities, ingredient disclosures, and reporting of adverse events. See the online webinar by FDA’s Wendy Good and Jonathan Hicks covering reporting adverse reactions to cosmetics.2
2. New process for the FDA to set trace levels of contaminants.
3. New FDA ingredient review process. 4. New FDA oversight of the Cosmetic
Ingredient Review (CIR) findings—no longer just a liaison.
5. National uniformity—the FDA will be the sole regulatory agency for cosmetics. The bill will pre‐empt all existing and pending state legislatures.
6. FDA issued GMPs—GMP guidelines for cosmetics will become regulations and mandatory; no longer just ‘suggestions.’
The GMPs that are expected to become
mandatory for cosmetics will be in line with the activities of the ICCR (International Cooperation on Cosmetic Regulation) process and be very similar to the 2007 ISO 22716 standard. It’s important to keep in mind that the European Union Cosmetics Directive mandated GMPs for cosmetics effective July 13, 2012. Dr. Stanley Milstein of the FDA confirms that they are revising the agency’s current Cosmetic Guidelines to be more in line with ISO 22716. The PCPC’s Consumer Commitment Code of 2007 covers the safety, quality, and innovation of personal care products and cites GMPs as an important component of product safety. PCMAP (Personal Care Manufacturing Assessment Program), the PCPC’s own member supported GMP initiative for ingredient suppliers and contract manufacturers, is nearing final launch. Once PCPC member companies have approved and adopted the audit checklist it will be used by SAI Global (a third party auditing company) investigators to check for compliance. It is important to note that the food industry already relies upon third party auditors.

Likewise, it is expected that the FDA, in order to keep pace with the new requirements for additional oversight, will also rely upon qualified third party investigators to audit for GMP compliance. Currently, the PCPC is comparing PCMAP to the European Federation for Cosmetic Ingredients’ (EFfCI) audit checklist, which is based upon ISO 9001 to ISO 22716. Once done, they will publish a gap‐analysis.
